UM,

[CALL TO ORDER – November 3, 2021 at 12:00pm]

[00:00:05]

ORDER THE, UM, AUSTIN INTEGRATED WATER RESOURCE PLANNING, COMMUNITY TASK FORCE.

I SHOULD'VE HAD A POP QUIZ TO SEE IF ANYONE ACTUALLY KNOWS THE NAME OF IT, BUT I'M, IT'S WATERFORD TASKFORCE AS WE CALL IT.

SO, UM, CALLED AN ORDER.

WE HAVE A QUORUM AND WE HAVE PERRY JOINING VIRTUALLY, BUT PERRY, PERRY UM, HAS TO STEP AWAY AT SOME POINT DURING THE MEETING.

THAT MIGHT BE IT RIGHT NOW WHILE HE IS ALL HIS CAMERA'S OFF.

HE'LL BE ON, BUT WE HAVE, UM, WE HAVE SIX MEMBERS HERE.

WE HAVE A QUORUM.

ALL RIGHT, LET'S GET GOING HERE.

SO

[CITIZEN COMMUNICATION: GENERAL]

WE'RE IN THE FIRST ORDER.

DO WE HAVE ANY CITIZEN COMMUNICATIONS? UH, SOMEONE DID SIGN UP, BUT I DON'T KNOW IF HE'LL BE ABLE TO MAKE IT.

OKAY.

UM, WELL, IF THEY DO, WE WILL BE HAPPY TO LET THEM MAKE COMMENTS AT THAT TIME.

CAUSE IT'S A LITTLE, I DON'T KNOW IF ANYONE NOTICED, BUT IT'S RAINING OUTSIDE.

UM, OKAY.

SO LET'S

[1. APPROVAL OF MINUTES]

GO AHEAD AND MOVE ON WITH THE APPROVAL OF THE MINUTES, WHICH ARE IN OUR PACKET.

HAS EVERYONE HAD A CHANCE TO TAKE A LOOK? I WAS NOT PRESENT FOR THIS MEETING SO I WILL.

OKAY.

I MOVE APPROVAL.

OKAY.

ALL RIGHT.

DO WE HAVE ANY COMMENTS? ALL RIGHT.

ALL IN FAVOR.

AYE.

ANY OPPOSED? VANESSA'S ABSTAINING.

OKAY.

WELL THAT MEANS WE DON'T HAVE A QUORUM APPROVING, SO WE'LL HAVE TO DO IT NEXT TIME.

RIGHT.

UM, OKAY.

MY GLASSES ARE FOGGING UP WITH MY MASK ON, SO I LOOK CONFUSED.

THAT'S WHY I CAN'T SEE.

OKAY.

ALRIGHTY.

SO NEXT ITEM.

WE HAVE STAFF BRIEFINGS, PRESENTATIONS AND REPORTS.

SO WE'VE GOT, OH, OKAY.

SORRY.

WE HAVE OUR WATER SUPPLY OUTLOOK AND MERISSA WILL YOU BE DOING THAT? J NOW WE'LL BE TAKING THAT ONE ON.

WE

[3.a. Approve dates for 2022 meetings]

WANTED TO SUGGEST POSSIBLY MOVING ITEM THREE A TO THE BEGINNING, SINCE IT IS OUR OTHER VOTING ITEM FOR THIS MEETING, TO MAKE SURE THAT WE ADDRESS THAT ITEM.

OH, ABSOLUTELY.

LET'S DO THAT.

THAT'S ACTUALLY THE SECOND PIECE OF PAPER IN OUR PACKETS, WHICH IS, UM, THE PROPOSED 2022 MEETING DATES.

UM, THEY HAVE A SIX DAYS PROPOSALS WERE SENT OUT IN ADVANCE FOR FOLKS TO LOOK AT.

HOPEFULLY YOU'LL HAVE A CHANCE TO DO SO.

UM, DO YOU, EXCUSE ME, DO YOU WANT TO SAY ANYTHING ABOUT THEM IN GENERAL? THE DATES ARE THE FIRST TUESDAY OF THE MONTH.

I THINK THERE ARE TWO TUESDAYS THAT HAVE BEEN MOVED TO THE SECOND TUESDAY THE MONTH IN JANUARY, AND THEN AGAIN IN JULY TO ACCOMMODATE HOLIDAYS.

OKAY.

AND WE'RE STILL SHOOTING FOR THE 12 TO TWO TIMEFRAME FOR FOLKS? YES.

OKAY.

YES, BILL.

UM, I PRESUME AT THIS POINT YOU HAVE NO IDEA WHERE THE MEETINGS WILL TAKE PLACE.

OKAY.

AS OF NOW, WE'RE STILL HOPING TO GET ROOMS IN CITY HALL.

UM, BUT WE HAVE SOME ROOM IN THIS BUILDING.

YES.

UNTIL OUR CONSTRUCTION IS FINISHED AT WALLER CREEK ROOM 1 0 4 IS UNDER CONSTRUCTION.

AND SO WHEN DO YOU THINK WE GO BACK TO ROMANO? FOR MY HOPE IS THAT, UM, AT THE LATEST BY FALL OF 2022, UH, CONSTRUCTION WILL BE FINISHED.

OKAY.

OKAY.

SO, UM, DOES EVERYBODY OKAY WITH THESE DATES? YEAH.

DO WE NEED TO, WE NEED A VOTE ON THAT.

DO I HAVE A MOTION TO ACCEPT OUR 20, 22 PROPOSED MEETING DATES? ALL RIGHT, VANESSA, I HEARD SECOND FROM HANEY.

LET'S JUST DO IT.

LET'S DO A LADIES MOTION PLAN SECOND.

ALRIGHT, LET'S DO THAT.

OKAY.

UM, ALL IN FAVOR, AYE.

OKAY.

ANY OPPOSED? ALL RIGHT.

SO WE HAVE OUR 20, 22 PROPOSED MEETING DATES SET UP, UM, KNOWING THAT WE MAY ADJUST IT SOMEHOW AS TIME GOES, BUT WE CAN PUT THOSE ON OUR CALENDAR.

GOOD.

OKAY.

I DID PARLIAMENTARY PROCEDURES TRAINING THE OTHER DAY.

ALSO LOOK OUT.

YEAH.

YEAH.

CAN YOU TELL, UM, JANE NELLA WAS VERY NICE TO INVITE ROBERT AND I TO DO IT.

WE DID.

I GOT, I GOT THE BOOK.

I'M ALL PREPARED.

SO, UM, OKAY, WELL

[2.a. Water Supply Outlook]

LET'S UM, GO BACK TO, TO A, OUR WATER SUPPLY OUTLOOK.

IT'S ALWAYS FUN TO TALK ABOUT WATER SUPPLY.

LIKE WHAT'S RAINING.

LOVE THAT.

THANK YOU.

NO PROBLEM.

IT IS FUN TO TALK ABOUT IT WHILE IT'S RAINING.

I AGREE.

[00:05:31]

AWESOME.

THANK YOU.

OKAY.

SO BEFORE THE RAIN, UM, WE WERE AT 79% FULL, UH, FOR OUR COMBINED STORAGE OF LAKE AND LAKE TRAVIS.

UH, WE'RE CURRENTLY AT 1.5, 8 MILLION ACRE FEET MIGHT CHANGE AFTER TODAY.

YOU CAN GO TO THE NEXT SLIDE.

OKAY.

SO FOR OCTOBER, 2021, THE HIGHLAND INFLOWS WERE 33,500 ACRE FEET.

UH, ACCORDING TO THIS GRAPH, WE HAD MORE INFLOWS FOR OCTOBER THEN SEPTEMBER.

THIS IS ALL IN YOUR MEMBER PACKET AS WELL.

WE CAN GO TO THE NEXT SLIDE.

I WAS REALLY HOPING THAT WE'D HAVE AN UPDATED, UM, INFLOW OF THE STORAGE FROM LCRA FOR NOVEMBER.

UM, BUT THIS WAS POSTED ON OCTOBER 1ST.

UM, IT SHOWS THAT, YOU KNOW, WE'RE GOING TO CONTINUE TO TRACK OUR INFLOWS AND COMBINED STORAGE TO DETERMINE IF WE NEED TO ENTER DROUGHT RISK RESTRICTIONS.

UM, THIS IS PREDICTED FOR THE NEXT FEW MONTHS.

UM, HOPEFULLY IN THE NEXT FEW DAYS, WE'LL GET AN UPDATED GRAPH OF THIS FROM LCRA.

UM, AND IF YOU GO TO THE NEXT SLIDE, UM, ONE NINA CONDITIONS, IT HAS A HIGH CHANCE OF STAYING THROUGH FEBRUARY.

UH, ROBERT MASON ISN'T HERE TODAY, BUT HE HELPED WITH THE TEXAS WATER, UM, NEWSLETTER THAT Y'ALL MIGHT'VE GOTTEN IN THE LAST WEEK.

UM, MOST OF THE STATE IS EXPECTED TO BE IN DROUGHT OVER THE NEXT THREE MONTHS.

SO WE'RE EXPECTED TO HAVE SOME, SOME DRIER CONDITIONS IN THE NEXT FEW MONTHS THAT WILL PROBABLY CONTINUE INTO 2022.

YOU WOULDN'T HAVE ANY QUESTIONS OR COMMENTS ABOUT THE, UH, WATER SUPPLY UPDATE SLASH OUTLOOK.

OKAY.

LET'S KEEP MOVING ALONG THEN.

UM,

[2.b. Water Forward 2018 Implementation Progress]

WATER FORD, 2018 IMPLEMENTATION PROCESS.

SO JUST TO NOTE WHILE, WELL, FOLKS GET READY FOR THAT.

UM, YOU MAY SEE, UH, WATER FOR 2018 AND WATER FOR 2024.

WE'RE TRYING TO HAVE SOME, UH, SOME CONSISTENCY AND NOMENCLATURE HERE.

WATER FOR 2018 IS OUR EXISTING PLAN THAT WE ARE IMPLEMENTING RIGHT NOW.

WATER FOR 2024 IS THE PLAN THAT THE UPDATE THAT THERE IS WORK GOING ON RIGHT NOW, WHICH THERE'LL BE TALKING ABOUT TODAY TO.

SO THERE, WE'RE KIND OF SEPARATING THEM INTO TWO BUCKETS AND TRYING TO SET FOLKS.

DON'T GET CONFUSED ALONG THE WAY.

ALL RIGHT.

HELLO? MERISSA HELLO.

THIS IS TOO BIG.

SO B ONE, WAIT, AND WE HAVE ANOTHER PERSON HERE.

THAT'S JOINED THE CALL TODAY.

YEAH, BUT HE WAS HERE, BUT NOW HE'S GONE NOW HE'S BEEN REPLACED WITH A SLIDE, BUT TODD, I SAW YOU FOR A SECOND THERE.

OKAY.

OH, THERE YOU ARE.

HEY TODD.

EVERYONE'S WORKING AT YOUR HOUSE.

OKAY.

OKAY.

OKAY.

ALL RIGHT.

UM, SO AT THE LAST TASK FORCE MEETING, THE TASK FORCE MEMBERS HAD REQUESTED AN OVERVIEW OF OUR 20 ANNUAL REPORT.

UM, SO I'M GOING TO PROVIDE A LITTLE BIT OF AN OVERVIEW OF THAT REPORT.

IT WAS ALSO INCLUDED WITHIN YOUR PACKET AND IT'S IN YOUR BACKUP.

UM, AND ON THE WATERFORD TASK FORCE WEBPAGE, THEN WE'LL TALK ABOUT OUR WATERFORD, UH, FYI 21 QUARTER FOUR REPORT.

AND I'LL GIVE A LITTLE BIT OF INFORMATION ABOUT THE ANNUAL REPORT THAT WE'RE EXPECTED TO DELIVER IN JANUARY, 2022.

AND, UM, IN ADDITION, UH, WE WILL HAVE A BRIEF PRESENTATION FROM CHRISTOPHER CHARLES FROM OUR WATER CONSERVATION DIVISION ABOUT OUR PLANS TO DEVELOP LANDSCAPE TRANSFORMATION ORDINANCES.

SO BUSY ITEM, UM, TO START OFF WITH THE ANNUAL REPORT, UH, WE PROVIDED AN OVERVIEW OF THIS REPORT TO THE TASK FORCE IN JANUARY OF 2021.

UM, AT THAT TIME WE DID NOT HAVE A GRAPHICALLY DESIGNED REPORT.

HOWEVER, UM, NOW WE DO THAT'S THE REPORT THAT

[00:10:01]

WAS INCLUDED IN YOUR PACKETS.

IT'S, UM, MAINLY, UH, TO 99% OF IT IS THE SAME CONTENT.

THERE MAY HAVE BEEN SOME GRAMMATICAL ERRORS THAT WERE CORRECTED IN THE GRAPHICALLY DESIGNED REPORT.

UM, THIS, UH, REPORT DOCUMENTS, AUSTIN WATERS PROGRESS TO IMPLEMENT THE WATERFORD PLAN DURING FISCAL YEAR 2019 TO 2020.

AND, UM, DESPITE SOME CHALLENGES THAT WERE POSED BY THE COVID-19 PANDEMIC STAFF MADE ADDITIONAL PROGRESS TO IMPLEMENT THOSE NEAR TERM WATERFORD STRATEGIES.

NEXT SLIDE.

SO SOME HIGHLIGHTS FROM OUR FISCAL YEAR 20 IMPLEMENTATION ACTIVITIES INCLUDED OUR PARTICIPATION IN THE REGION, K WATER PLANNING PROCESS.

THAT'S A PROCESS THAT WE DEVOTE SIGNIFICANT STAFF TIME AND ENERGY TOWARDS.

UM, WE BEGAN OUR ADVANCED METERING INFRASTRUCTURE, PRIDE PROJECT AND PILOT.

UM, OUR ONSITE WATER REUSE SYSTEM REGULATORY FRAMEWORK WAS APPROVED BY COUNCIL AND OUR ONSITE WATER REUSE SYSTEM TEAM, UH, BEGAN, UM, IT'S IT'S WORK.

UM, THAT TEAM ALSO DEVELOPED A WATER BENCHMARKING CALCULATOR, THE ONSITE WATER REUSE SYSTEMS, INCENTIVE PROGRAM, AS WELL AS, UM, WORK TO CONTINUE, UH, IMPLEMENTATION CONSTRUCTION OF A BLACKWATER REUSE PILOT AT THE PLANNING AND DEVELOPMENT CENTER.

UM, OUR ASR AQUIFER STORAGE AND RECOVERY PILOT AND PROGRAM MANAGEMENT PROJECT WAS ALSO APPROVED BY COUNCIL IN THAT FISCAL YEAR.

AND ON THE RIGHT HAND SIDE OF THE SLIDE, YOU CAN SEE SOME HIGH-LEVEL ACHIEVEMENTS.

UM, UH, DURING, FROM THAT YEAR, WE WERE SELECTED AS THE RECIPIENT OF THE UTILITY OF THE FUTURE AWARD.

UM, WE HAD A RIBBON CUTTING CEREMONY AT THE MONTOPOLIS TANK AND PUMP STATION, UM, AND WE WERE THE HIGHEST SCORING WATER CONSERVATION FOR A MAJOR TEXAS MUNICIPALITY AS IDENTIFIED BY THE TEXAS LIVING WATERS PROJECT.

NEXT SLIDE, THIS SLIDE INCLUDES OUR FISCAL YEAR 20 METRICS, A TABLE THAT YOU'LL SEE, UM, IN THE ACTUAL REPORT, IT'S A LITTLE BIT PRETTIER IN THE ACTUAL REPORT.

THE FUTURE PROJECTIONS THAT ARE INCLUDED WITHIN THIS TABLE ARE AS REPORTED IN THE ADOPTED 2018 WATER PLAN.

AND THEN THOSE, UH, SAVINGS AND YIELD TARGETS WILL BE UPDATED IN OUR PLAN UPDATE PROCESS HERE FOR WATERFORD 2024 TO REFLECT BOTH OUR IMPLEMENTATION PROGRESS FOR EACH STRATEGY, AS WELL AS IMPROVEMENTS THAT WE ARE MAKING TO OUR ESTIMATION OF STRATEGY SAVINGS AND YIELD.

NEXT SLIDE NOW TO DIG INTO OUR QUARTER FOUR REPORT FROM FYI 21, THIS IS THE REPORT THAT'S ALSO PROVIDED TO THE OSTEON WATER OVERSIGHT COMMITTEE OF COUNCIL.

UM, WE'VE INCLUDED A LITTLE BIT OF ADDITIONAL INFORMATION, PROBABLY NOT AS, UM, VISUALLY APPEALING AS, UM, YOU KNOW, WE MIGHT HAVE WANTED, BUT WE INCLUDED A LITTLE BIT OF ADDITIONAL INFORMATION ABOUT OUR 2040 YIELD TARGETS TO GIVE US A SENSE OF SCALE FROM HOW MUCH YIELD WE'RE EXPECTING FROM EACH OF THESE STRATEGIES.

YOU'LL SEE THAT THE STRATEGY THAT'S LISTED AT THE TOP WATERFORD 20, 24 DOES NOT INCLUDE A YIELD TARGET.

UM, THAT'S BECAUSE IT'S MAINLY AN IMPLEMENTATION OR A PLANNING EFFORT.

UM, SOME PROGRESS THAT WE MADE DURING QUARTER FOUR RELATED TO OUR PLAN UPDATE PROCESS, WE FINALIZED OUR CLIMATE AND HYDROLOGY CONSULTANT PROCUREMENT.

UM, WE'VE, UH, DEVELOPED A, UH, AN AGREEMENT WITH THE UNIVERSITY OF TEXAS WITH SEVERAL, UM, ACADEMICS, UM, FROM THE JACKSON SCHOOL, FROM THE, UH, ENGINEERING SCHOOL, UM, FOLKS WORKING IN BOTH ENGINEERING, HYDROLOGY AND CLIMATE SCIENCE, UM, TO, UH, UPDATE OUR CLIMATE AND HYDROLOGY ANALYSIS.

AND WE'VE HELD THAT KICKOFF AND ARE PROCEEDING ON THAT WORK.

WE'LL HAVE SOME UPDATES ABOUT THAT WORK AT OUR JANUARY, 2022 TASK FORCE MEETING.

WE CONTINUED ADDITIONAL WORK TO SUPPORT THE WATERFORD PLAN UPDATE RELATED TO DEMOGRAPHICS AND DEMAND FORECASTING DEMAND, ESTIMATION, OR GOING TO BE WORKING WITH OUR CITY, DEMOGRAPHER, LAILA, VALENCIA, AND DEVELOPING UPDATED PROJECTIONS.

THERE ARE GOING TO BE KEY FOR OUR, UM, UPDATED ESTIMATES OF DEMAND, UM, IN TERMS OF CONSERVATION, OUR, MY ATX WATER TEAM THAT'S, UM, UH, WHAT WE CALL OUR AMI PROJECT HAS CONTINUED TO PERFORM PRE-INSTALL FIELD SURVEYS AND CONTINUED METER INSTALLATIONS.

THAT BRINGS THE TOTAL NUMBER OF METERS INSTALLED TO DATE TO ABOUT 14,000 AND OUR, MY ATX WATER CUSTOMER PORTAL IS ABOUT 53% ADOPTION RATE, UM, FOR CUSTOMERS AFTER THEIR NEW METER IS INSTALLED.

UM, WORK IS GOING TO CONTINUE IN THAT EFFORT, UM, WITH ANTICIPATED COMPLETION OF THAT PROJECT IN THE NEXT ROW IS, UM, RELATED TO OUR LANDSCAPE TRANSFORMATION

[00:15:01]

ORDINANCE WORK.

UM, OUR WATER CONSERVATION DIVISION STAFF HAS CONTINUED INTERNAL PLANNING, DISCUSSIONS AND TECHNICAL ANALYSIS TO SUPPORT, UM, THAT STRATEGY.

AND YOU'LL HEAR A LITTLE BIT MORE ABOUT THAT WHEN CHRISTOPHER CHARLES MAKES HIS PRESENTATION.

AND THEN THE LAST LINE ON THIS SLIDE IS, UM, RELATED TO AQUIFER STORAGE AND RECOVERY.

DURING THE LAST QUARTER, WE COMPLETED OUR ASR STORAGE ZONE SCREENING AND BEGAN DETAIL WORK ON OUR DETAILED ANALYSIS TO SUPPORT THAT EFFORT.

UM, WE CONTINUED OUR WORK ON INTEGRATION POINT ANALYSES.

THAT'S JUST REFERRING TO WHERE THAT ASR SYSTEM IS GOING TO INTEGRATE INTO OUR DISTRIBUTION SYSTEM, CONTINUED WORK RELATED TO ASR ENGAGEMENT AND AN EDUCATION PLAN, EDUCATIONAL MATERIALS, AS WELL AS, UM, EQUITY WORK RELATED TO ASR PILOTING.

UM, WE'LL CONTINUE.

OKAY.

SO I HAVE A QUESTION ABOUT ASR.

OH, I'M SORRY.

GO AHEAD.

TINY VOICE COMING FROM I'M COMING FROM UNDER THE TABLE.

UM, I, I WAS WONDERING IF, IF WE HAVE ANY ONGOING EFFORTS TO CONTINUE TO LEARN FROM THOSE THAT ARE CURRENTLY DOING ASMR ASR SPECIFICALLY, UM, MAYBE SAN ANTONIO, SINCE THEY'RE THEIR AQUIFERS COULD PERFORM SOME RELATE TO THE ONES THAT WE'RE THINKING ABOUT HERE.

YES, THAT'S A GREAT QUESTION.

SO WE HAVE AN ASR TECHNICAL ADVISORY GROUP THAT WE MEET WITH ON A FAIRLY REGULAR BASIS.

UM, WE HAVE TWO MEMBERS OF THE TASK FORCE, UM, WHO SIT IN ON THAT, UM, ROBERT MACE, AS WELL AS BILL MORIARTY, UM, AND THAT, UM, TECHNICAL ADVISORY GROUP INCLUDES A REPRESENTATIVE FROM SAWS.

IT INCLUDES FOLKS FROM OTHER PARTS OF THE COUNTRY WHO HAVE IMPLEMENTED ASR PROJECTS, UM, AND, UH, YOU KNOW, WE GATHER THEIR INPUT ON, AS WE PROGRESS THROUGH THIS PROJECT AND WE'VE BEEN WORKING WITH THEM AND CONVENING THAT GROUP.

UM, SINCE BEFORE WE HAD FINALIZED THE SCOPE FOR THE ASR PILOT AND PROGRAM MANAGEMENT PROJECT, WE GOT THEIR INPUT ON THE SCOPE AND THEN WE'VE CONTINUED TO MEET WITH THEM.

AND I'M SURE THIS IS STILL THE SAME, BUT, UM, WE WENT ON A TOUR LIKE A DAY LONG TOUR EARLY ON OF THE ASR FACILITY AND SAWS THE TASKFORCE AND STAFF DID.

AND THEY WERE REALLY GOOD HOST AND VERY DETAILED IN INFORMATION THEY PROVIDED AND VERY MUCH HAVE A MINDSET OF WANTING TO SHARE INFORMATION AND HELP ALONG OTHER FOLKS THAT WANT TO DO IT.

AND I'VE FIGURED THAT I'M NOT ON THE ASR COMMITTEE, BUT THAT'S CONTINUING.

IT WAS, IT WAS VERY EDUCATIONAL, VERY INTERESTING TOUR WHERE THEY WENT AND ROLLED DEEP ON THE DETAILS.

I WAS GOING TO ADD THIS THERE'S REPRESENTATIVES ON THIS COMMITTEE FROM THE CITY OF LAS VEGAS, THE CITY OF DENVER, COLORADO, AND A GENTLEMEN FROM THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT, IF I RECALL CORRECTLY.

SO THEY'VE THE CITY OF AUSTIN HAS DONE A GOOD JOB OF BRINGING IN EXPERTS, NOT JUST FROM TEXAS, BUT ALL OVER THE COUNTRY.

YEAH.

AWESOME.

OKAY.

UM, COULD YOU MOVE TO THE NEXT SLIDE? THANK YOU.

THIS ONE PAGE REPORT NOW HAS TWO PAGES.

UM, SO STARTING FROM THE TOP, UM, ONSITE WATER REUSE, UH, IN THE LAST QUARTER, STAFF CONTINUED TO PERFORM STAKEHOLDER OUTREACH TO EDUCATE OUR DEVELOPMENT COMMUNITY ABOUT OUR ONSITE WATER REUSE ORDINANCE.

THAT'S OUR REGULATORY FRAMEWORK, AS WELL AS THE PILOT INCENTIVE PROGRAM, UH, STAFF, BUT ALSO REVIEWED THE FIRST APPLICATION FOR AN ONSITE WATER REUSE PROJECT, WHICH HAD INCLUDED AN APPLICATION FOR THE PILOT INCENTIVE PROGRAM.

UM, MOVING FORWARD, UH, SINCE WE DID WELL, I'LL TALK ABOUT IT A LITTLE BIT LATER.

STAFF IS GOING TO CONTINUE TO REVIEW THOSE APPLICATIONS AND INCORPORATE THAT, UH, THIS REVIEW PROCESS IN THE CITY'S OVERALL, UH, DEVELOPMENT REVIEW SYSTEM, UM, RELATED TO RECLAIM WATER.

SO OUR CENTRALIZED RECLAIMED, UH, STRATEGY, UH, AUSTIN WATER CONTINUES TO WORK, TO IMPLEMENT OUR 2013 COMPLETING THE CORE PLAN.

UM, AND WE ALSO ARE WORKING ON UPDATING THE CENTRALIZED RECLAIM MASTER PLAN, DAN PEDERSON, AND HIS GROUP, UM, HAVE DONE A LOT OF WORK THERE AND THAT'S PRETTY CLOSE TO, UM, BEING DONE AS IS MY UNDERSTANDING.

UM, THE WATER CONSERVATION DIVISION HAS ALSO LAUNCHED A PILOT PROGRAM TO INCENTIVIZE CURRENT CUSTOMERS ON RECLAIMED WATER LINES TO CONVERT THEIR IRRIGATION SYSTEMS AND COOLING TOWERS FROM POTABLE WATER TO RECLAIM WATER.

UM, WE'LL CONTINUE TO SUPPORT THESE RECLAIMED INFRASTRUCTURE PROJECTS, UM, AND, UH, WE'LL ALSO BE DEVELOPING INFRASTRUCTURE PLANS RELATED TO DECENTRALIZED REUSE FOR A SMALL AREA PLANNING.

UM, WE'LL BE MOVING THAT WORK ALONG THROUGH OUR INNOVATIVE WATER STRATEGIES PROGRAM.

AND THEN THE LAST LINE HERE RELATED TO CODE CHANGES IN THE LAST QUARTER, WE HAD A BIG WHEN COUNCIL APPROVED A CODE CHANGES, UM, TO IMPLEMENT WATER BENCHMARKING,

[00:20:01]

ONSITE, WATER REUSE, AND EXTENSION OF OUR CURRENT RECLAIM WATER CONNECTION REQUIREMENTS.

UM, STAFF IS GOING TO CONTINUE TO PREPARE FOR THE IMPLEMENTATION OF THOSE APPROVED CODE CHANGES.

UM, THE BENCHMARKING AND EXTENSION OF THE RECLAIMED WATER CONNECTION REQUIREMENTS WILL BE EFFECTIVE DECEMBER 1ST, 2022.

UM, AND THE ONSITE WATER REUSE REQUIREMENT FOR NEW DEVELOPMENTS GREATER THAN 250,000 SQUARE FEET WILL BE EFFECTIVE DECEMBER 1ST, 2023.

UM, ONE KIND OF A NOTE ABOUT THESE CODE CHANGES.

UH, THERE WAS A CHANGE IN THAT THE, FOR THE EXTENSION OF THE RECLAIMED WATER CONNECTION REQUIREMENTS, UM, WE WILL BE IMPLEMENTING A VARIANCE FOR NEW DEVELOPMENTS THAT INCLUDE A MULTIFAMILY COMPONENT, UH, FROM DECEMBER 1ST, 2022 THROUGH DECEMBER 1ST, 2023, DURING THAT TIME, OR FROM NOW UNTIL DECEMBER OR UNTIL SEPTEMBER 1ST, 2020 3, 20 22.

EXCUSE ME, EXCUSE ME.

HOLD ON.

LET ME BACK UP FROM NOW UNTIL SEPTEMBER 1ST.

DO I NEED, DO I NEED TO, AUSTIN WATER WILL BE WORKING WITH HOUSING AND PLANNING TO DEVELOP AN AFFORDABILITY IMPACT REPORT TO EXPLORE THE POTENTIAL AFFORDABILITY IMPACTS OF THE ONSITE WATER REUSE REQUIREMENT, AS WELL AS THE EXTENSION OF THE RECLAIM WATER CONNECTION REQUIREMENTS, UM, ON MULTI-FAMILY HOUSING, UM, WE MAY BE IDENTIFYING STRATEGIES TO MITIGATE ANY POTENTIAL IMPACTS AND THAT MAY BE, UH, WILL BE PRESENTED BACK TO COUNCIL, UM, AND THAT, UH, THOSE CONSIDERATIONS MAY BE INCORPORATED AS WE ARE LOOKING TOWARDS THE, UH, EFFECTIVE DATE, UH, DECEMBER 1ST, 2023 ONE, WE'LL BE IMPLEMENTING THE ONSITE WATER REUSE REQUIREMENT AND REMOVING THAT VARIANCE FOR MULTIFAMILY FROM THE EXTENSION OF THE RECLAIM WATER CONNECTION REQUIREMENTS.

PLEASE FEEL FREE TO ASK ANY QUESTIONS.

YES, GO AHEAD.

MY QUESTION WAS JUST, IF IT'D BE POSSIBLE TO GET A ONE PAGER THAT SUMMARIZES SORT OF EXACTLY WHAT WAS PASSED WITHOUT NECESSARILY IN ORDINANCE LANGUAGE, BUT JUST BULLET POINTS.

AND THEN WHAT THE THINGS YOU JUST SAID, BUT WITH LESS WORDS THAT DESCRIBE, AND THIS IS WHAT'S GOING TO HAPPEN, THERE'S GOING TO BE A STUDY.

IT WILL BE TURNED IN AT THIS DATE, DESPITE COPIOUS AMOUNTS OF INFORMATION, ESPECIALLY AT THE COUNCIL APPROVAL STAGE.

I FOUND IT DIFFICULT TO DETERMINE WHAT EXACTLY THE EXCUSE ME, THE AMENDMENTS AT COUNCIL WERE AND LIKE JUST WHERE WE ARE SO THAT I CAN TALK ABOUT IT WITH PEOPLE.

ABSOLUTELY EDUCATE PEOPLE ABOUT WHAT EXACTLY WE ARE.

I CAN GET THAT TO YOU PRETTY QUICKLY HERE.

I HAVE A SUMMARY WRITTEN UP, UM, THAT I'LL JUST PUT ON, UH, YOU KNOW, PUT IN KIND OF A LETTERHEAD.

YEAH.

I'LL SEND IT OUT TO THE TOP.

I HAVE A SUMMARY AND PROBABLY THE OTHER MEMBERS OF THE TASK FORCE COMMITTEE.

I IMAGINED IT WOULD BE HELPFUL.

JUST ONE PAGE BULLETS.

YEAH.

I WILL SEND IT OUT TO THE ENTIRE TASK FORCE THROUGH JENNA.

YES, SIR.

MY RECOLLECTION OF WHAT WAS APPROVED IS TO GET THE VARIANCE.

YOU HAD TO HAVE A SIGNIFICANT, AND I UNDERSCORE THE WORD SIGNIFICANT COMPONENT OF MULTIFAMILY.

AM I RIGHT ABOUT THAT? UH, IT, THERE IS NO INCLUSION OF THE WORD SIGNIFICANT.

YES.

SO IT IS IF THERE IS A MULTIFAMILY COMPONENT, SO WE'RE SAYING ONE APARTMENT BUILDING GETS THEM OUT.

IF THERE IS ANY MULTIFAMILY COMPONENT, THEN MY UNDERSTANDING IS THAT THEY, THEY DO NOT HAVE THAT.

I MEAN, IT'S GOTTA BE LIKE WHERE THERE'S A SIGNIFICANT THAT THAT WORD NEEDS TO GO BACK.

I THINK IT WAS IN THERE AT ONE POINT, BECAUSE THAT'S WHAT THEY'LL DO.

THEY'LL PUT ONE APARTMENT IN THE DEAL AND SAY, OKAY, WE'RE OUT.

RIGHT? AND THIS IS FOR A VARIANCE THAT IS APPLICABLE FROM DECEMBER 1ST, 2022 THROUGH DECEMBER 1ST, 2023.

SO THIS IS A VARIANT THAT CAN ONLY BE ACCESSED DURING, AND IT'S TWO YEARS WORTH OF VARIANTS.

AND THE PROJECTS GONE IF THEY PUT ONE APARTMENT IN, I THINK WE HAVE TO FIX THAT.

ALL RIGHT, SECOND QUESTION.

THE 500 FEET, WHAT'S 500 FEET FROM WHAT? AND I THINK IT OUGHT TO BE NOT FROM THE BUILDING BECAUSE THEY'LL MOVE THE BUILDING ON YOU.

UM, IT SHOULD BE THE LAND, OR WE NEED TO COME UP WITH SOME VERY CONSERVATIVE INTERPRETATION TO THAT.

SO THESE GUYS CAN'T, UH, GAME THE SYSTEM AND SAY, OH, WELL, WE'RE WE PUSHED THE BUILDING OVER 10 FEET.

SO NOW WE'RE NOT IN THE RECLAIM WATER BUSINESS.

I WILL DOUBLE CHECK ON THE

[00:25:02]

SPECIFICS.

OKAY, GO AHEAD.

SORRY ABOUT THIS.

KEVIN BRINTON DONE.

AUSTIN WATER LAND DEVELOPMENT CODE, BASICALLY SPECIFIES THE SITE.

SO IT IS THE CORNER OF THE SITE, NOT THE ACTUAL BUILDING.

SO WITH THAT, WE COULD KIND OF WATCH OVER IT.

OKAY.

UM, THIRD QUESTION.

SORRY TO BOMBARD YOU.

I, WE HAVEN'T HAD A MEETING IN A WHILE AND I'M BEEN LIKE LOCKED UP.

RIGHT.

UM, I WANT TO KNOW, UM, WHAT WE'RE DOING TO GET THE WHOLESALE CUSTOMERS ON SIMILAR WATER CONSERVATION RULES.

AND WE'VE HAD THIS DISCUSSION MANY TIMES IN THE PAST AND THE TWO THAT I'M MOST INTERESTED IN ARE THE UNIVERSITY OF TEXAS AND THE STATE.

AND I KNOW, AND I WILL SAY THIS IN ALL DUE CREDIT TO AUSTIN WATER THAT AS THESE WHOLESALE CONTRACTS ROLLED OUT, I KNOW YOU ARE REDOING THE CONTRACTS AND PUTTING PROGRESSIVE WATER CONSERVATION LANGUAGE IN THOSE CONTRACTS.

AM I RIGHT ON THAT? SO AGAIN, KEVIN CRITTENDON NELSON WATER, UM, CORRECT.

ON THE LATTER POINT, WE HAVE ROUGHLY, UM, 23 WHOLESALE CONTRACTS.

AND SO THAT'S A VERY SPECIFIC DEFINITION.

WE HAVE CONTRACTS WITH THOSE ENTITIES TO PROVIDE.

IN THIS CASE WATER.

WE ALSO HAVE WASTEWATER WHOLESALE CUSTOMERS, UM, THAT IS VERY SPECIFIC CONTRACT INSTRUMENT EXECUTED BETWEEN THOSE ENTITIES IN THE CITY.

OKAY.

UM, MANY OF THEM ALREADY DO HAVE SOME GENERAL WATER CONSERVATION LANGUAGE IN THEM.

WE GOING THROUGH A NUMBER OF CONTRACT UPDATES WHERE WE INTEND TO UPDATE THAT CONTRACT LANGUAGE, SO THAT WE'RE AS, AS, UM, CLEAR AND CONSISTENT ABOUT OUR EXPECTATION, YOU'RE STRENGTHENING THE LANGUAGE.

RIGHT? SO THAT THAT'S THE, UM, THE LANGUAGE IS STRENGTHENED TO THE POINT IT'S EQUIVALENT TO WHAT THE CITY OF AUSTIN ITSELF IS DOING.

CORRECT.

OKAY.

CORRECT.

NOW THERE WILL BE DETAILS RIGHT ON, ON THAT.

WE, WE CAN'T EXTEND LAND, USE CONTROLS THROUGH A WATER SUPPLY CONTRACT.

SO, YOU KNOW, WE'VE TALKED ABOUT THIS AT OTHER CONVERSATIONS AND I WON'T BORE EVERYBODY WITH THE DETAILS, BUT I MEAN LIKE OUR ONSITE RE EXCUSE ME, LIKE OUR ONSITE REUSE REQUIREMENTS, THOSE WERE EMBEDDED IN THE LAND DEVELOPMENT CODE.

WE CANNOT EXTEND THAT TO ANOTHER SOVEREIGN CITY AS AN EXAMPLE.

RIGHT.

SO SOME VERY PICAYUNISH DETAILS TOO.

UM, I WON'T TAKE UP TOO MUCH TIME CAUSE I KNOW YOU'VE GOT A FULL MEETING, BUT MY QUESTION, WHAT I'M TARGETING IS THE UNIVERSITY OF TEXAS AND THE STATE, WHAT ARE WE DOING TO THEM? SO THE UNIVERSITY OF TEXAS IS ANOTHER CONSTITUTIONAL ISSUES TO STATE CONSTITUTION.

UM, THE UNIVERSITY OF TEXAS, THIS IS BY CONSTITUTION, A SOVEREIGN BODY.

THEY ARE PART OF THE STATE OF TEXAS.

AND AS SUCH, THEY OCCUPY A SIMILAR LEVEL OF AUTHORITY AS THE CITY, BUT THEY DO NOT.

AND WE CANNOT IMPLEMENT CERTAIN CODES ON ANOTHER SOVEREIGN ENTITY.

SO WE, ONCE AGAIN, CANNOT, UM, IMPLY OR ENFORCE OUR LAND DEVELOPMENT CODE ON THE STATE OF TEXAS, ON TRAVIS COUNTY, ON THE UNIVERSITY OF TEXAS AND SO FORTH AND SO ON.

I MEAN, AGAIN, IT'S A CONSTITUTIONAL MATTER.

UM, WE CONTINUE A GOOD RELATIONSHIP WITH THE UNIVERSITY OF TEXAS.

I PERSONALLY MEET WITH A LOT OF MY OTHER STAFF ON A QUARTERLY BASIS.

WE FIND THEM TO BE A GOOD PARTNER.

UM, BUT OBVIOUSLY THE UNIVERSITY OF TEXAS HAS THEIR OWN, UM, ORGANIZATIONAL NEEDS AND PRIORITIES.

AND SO SOMETIMES THERE ARE SOME DETAILS ABOUT HOW MUCH PARTICULAR WATER CONSERVATION AS, SINCE THAT'S THE TOPIC HERE, UM, THAT THEY'RE ABLE OR WILLING TO ACCOMMODATE.

BUT AGAIN, THEY ARE ONE OF OUR LARGER DANCED ON THE AUDIENCE EITHER.

THEY'RE ONE OF OUR LARGER RECLAIMED WATER CUSTOMERS.

THEY USE A PHENOMENAL AMOUNT OF RECLAIMED WATER ONSITE IN COOLING TOWERS.

IT'S HUGE.

UM, WE'RE WORKING WITH THEM ON A NUMBER OF OTHER ISSUES.

THEY HAVE EXPRESSED INTEREST AND CONTINUE TO PURSUE A PROJECT RELATED TO, UH, SEWER MININGS.

SO AGAIN, I DON'T WANT ANYONE TO THINK THAT THEY'RE NOT A GOOD PARTNER, BUT THERE ARE SOME BEATS THAT BASKETBALL ARENA AND THEY DIDN'T DO ANYTHING THEY DID NOT.

THEY NOT, UM, YOU KNOW, THEY, THEY WOULD HAVE HAD TO COMPLY WITH STATE REQUIREMENTS THROUGH, AND I'M DRAWING A BLANK ON THE SPECIFIC, UH, SECA REQUIREMENTS, WHICH HASN'T DO SOME PLUMBING EFFICIENCY, BUT WHETHER OR NOT IT GOES TO THE FULL LEVEL THAT WE ANTICIPATE IN OUR OTHER

[00:30:01]

WATERFALL WANT TO DERAIL THE MEETING.

LET'S SAY THIS WOULD MAKE A SUGGESTION.

I JUST HAVE ONE MORE QUESTION.

I'M GOING TO WRAP UP.

OKAY.

ALL RIGHT.

TALK ABOUT THE UNIVERSITY OF TEXAS THEY'RE TRYING, BUT I THINK THEY COULD BE BROUGHT FURTHER ALONG THE STATE.

WE KNOW IS HORRIBLE.

WHAT CAN WE DO WITH THEM? SO AGAIN, SAYING SIMILAR CONSTITUTIONAL ISSUE, SAME SOVEREIGNTY ISSUES.

UM, WE HAVE WORKED, UH, FROM TIME TO TIME, UH, WITH THE, UM, UH, TEXAS FACILITIES COMMISSION.

SO IT TAKES FACILITIES.

COMMISSION IS GENERALLY RESPONSIBLE FOR, WELL, I SAY, I THINK WE OUGHT TO DEVELOP A STRATEGY TO COME UP WITH SOMETHING THAT EITHER IS LEGAL OR GOING AND MEETING WITH THEM AND GETTING THEM TO VOLUNTEER, TO DO THE RIGHT THING AND CODIFY IT.

SO IT ISN'T JUST, YOU KNOW, IF WE FEEL LIKE AT ONE DAY OR SOMETHING, AND I THINK, CAUSE FOR ALL THIS WATER CONSERVATION WE'RE DOING IS GREAT, BUT WE'VE GOT ALL THESE OTHER PEOPLE OUTSIDE THAT HAVE TO BE BROUGHT INTO THE SAME REQUIREMENTS.

I THINK ANYWAYS, I'LL END MY QUESTION.

I DIDN'T SAY SO, BILL.

I WAS JUST GOING TO SAY, I THINK THAT THIS HAS COME UP MANY, MANY TIMES AND THAT WE NEED TO GET CLEAR ON WHAT'S OR IT WOULD BE GOOD FOR US TO GET CLEAR ON.

WE SHOULD HAVE A SEPARATE KIND OF AGENDA ITEM AT A FUTURE MEETING AND MAYBE INVITE A REPRESENTATIVE FROM UT OR SOMETHING OR DO WHATEVER WE'LL FIGURE OUT WHAT TO DO ABOUT THAT.

SO WE CAN ALL UNDERSTAND WHAT'S HAPPENING.

UM, GO AHEAD.

SORRY.

I JUST HAVE TWO QUICK QUESTIONS.

YOU CAN GIVE ME A YES OR NO ANSWER IS THE CITY OF AUSTIN.

THE ONLY FRESH WATER SUPPLIER FOR THE UNIVERSITY OF TEXAS.

I'M SORRY.

YOU BROKE UP.

IS AUSTIN WATER, THE ONLY FRESH WATER SUPPLIER FOR THE UNIVERSITY OF TEXAS IN AUSTIN, TEXAS, THAT WOULD BE CORRECT.

THE STATE OF TEXAS OFFICE BUILDINGS, THE CONGRESS DOWNTOWN AREA WHERE THE ONLY WATER ONLY WATER AND THEY HAVE WHOLESALE CONTRACTS THAT ARE NEGOTIATED.

NO, THEY DO NOT.

THEY ARE, THEY ARE BASICALLY WHAT WE WOULD DESCRIBE AS LARGE VOLUME COMMERCIAL CUSTOMERS.

SO THEY COME UNDER OUR STANDARD RATES.

SO YOU DON'T HAVE A SEPARATE, THOSE, THOSE CUSTOMERS ARE HANDLED UNDER OUR TARIFF ARRANGEMENTS AND OUR GENERAL UTILITY SERVICE PROVISION.

SO IT'S, AGAIN, WE CAN CERTAINLY INVITE, UM, FOLKS FROM OUR LAW DEPARTMENT TO COME AND TALK THROUGH THE VERY SPECIFIC DETAILS OF THAT.

BUT I MEAN, IT, IT IS DIFFERENT BODY OF LAW AND THERE ARE DIFFERENT, YOU KNOW, RIGHTS AND DUTIES ASSOCIATED WITH ALL OF THIS.

AGAIN, LIKE THEY COME UNDER OUR S OUR STANDARD FEE STRUCTURE.

THERE'S LIKE A CATEGORY OF OUR FEES AND THAT'S HOW THEY GET CHARGED.

OKAY.

THAT WAS MY QUESTION.

THANK YOU.

OKAY.

SO DID YOU HAVE A QUESTION? I HAVE A QUESTION ABOUT SOMETHING THAT MARISSA SAID EARLIER.

I ACTUALLY HAVE A QUESTION TO YOU FROM WAY BACK.

YEAH, GO AHEAD.

OKAY.

THANK YOU.

I THINK MARISA CAN ANSWER IT.

THANK YOU, KEVIN.

UM, OKAY.

I WAS JUST CURIOUS MERISSA UM, IN OUR PACKET ON PAGE FOUR, THE, THE TABLE THAT TALKS ABOUT THE Y 20 METRICS, UM, I WAS JUST LOOKING AT THE GPCD METRICS AND I WAS CURIOUS, UM, WHAT THE F Y 21 PROJECTION IS FOR THAT.

AND LIKE, AT WHAT POINT YOU'LL, WE'LL HAVE THE, THE ACTUAL, JUST TO COMPARE BECAUSE, YOU KNOW, I NOTICED THAT THERE WAS A DIFFERENCE BETWEEN THE 20, 20, UM, ACTUAL AND PROJECTION.

AND I WAS CURIOUS KIND OF WHERE YOU FELT LIKE IT WAS GONNA FALL WITH, UH, THE 21.

YEAH.

SO WE'RE GOING TO HAVE THAT INFORMATION INCLUDED IN OUR GIN, IN OUR FY 21 ANNUAL REPORT THAT WE'LL BE PRESENTING IN JANUARY, 2022, I THINK RIGHT NOW WE'RE, WE'RE FALLING.

IS IT AROUND WHAT, 1 25? UM, IN TERMS OF GPCD AND WHAT DO YOU REMEMBER WHAT THE PROJECTION WAS? UH, THE PROJECTION, WELL, WE'RE, WE'RE, WE'RE A BIT ABOVE THAT BECAUSE ORIGINALLY IN 2018, WHEN WE HAD APPROVED THE PLAN, OUR 2020 PROJECTION WAS AT ONE 17.

OKAY.

THAT WAS IT.

THANK YOU.

OKAY.

UM, EASY QUESTION, GRATEFULLY.

UM, YOU MENTIONED, I THINK, UM, SEVERAL TIMES THAT THINGS WOULD BE, UM, THE ORDINANCES THAT WERE JUST ADOPTED BENCHMARKING AND THE CONNECTION RECLAIM LINE WOULD GO INTO EFFECT DECEMBER 20, 22, BUT IT'S 2021, DECEMBER 27, 20, 20, SORRY.

OKAY.

I WAS LIKE LOOKING AT THE ORDINANCE ONLINE.

I WAS LIKE, OKAY.

I WAS LIKE, DID I LOSE MY MIND? OKAY.

IT'S 2021.

SO, SO, SO THAT WAS SAID MULTIPLE TIMES.

SO JUST TO BE CLEAR, 2021 IS WHEN BENCHMARKING THE CONNECTION TO THE RECLAIM LINE COMES INTO A FEW WEEKS AND JUST A FEW WEEKS IT'S COMING, WINTER IS COMING.

NO, NOT REALLY.

UM, BUT, UH, AND THEN 20, 23 IS, IS, UM, WHEN THE, UM, ON-SITE RODRIGUEZ.

YEAH.

IT BECOMES MANDATORY FOR, FOR FOLKS AND THERE'LL BE EXEMPTIONS FOR MULTIFAMILY

[00:35:01]

BETWEEN NOW AND THEN.

SO, UM, THERE'S, THERE'S A LOT OF TWOS AND TWENTIES AND ALL OF THAT.

SO I JUST WANT TO BE, MAKE SURE EVERYONE'S CLEAR ON THAT.

OKAY.

UM, SO JUST, I MADE A NOTE HERE, BUT, UM, I DO THINK THAT THIS HAS COME UP MANY TIMES, THE QUESTIONS THAT BILL ASKED AND OTHER FOLKS, UM, UH, THAT WE SHOULD CARVE OUT SOME TIME TO TALK ABOUT AND KIND OF UNDERSTAND THAT ISSUE KINDA SPECIFICALLY, LIKE HOW OUR LARGE-SCALE CUSTOMERS TREATED, HOW, HOW, HOW MUCH WATER USED ARE WE TALKING ABOUT, LIKE, WHAT ARE THEY CHARGED AND WHAT ARE THE RULES FOR THESE? I CALL THEM CUSTOMERS THAT ARE, I DON'T KNOW WHAT YOU LIKE UT IN THE CAPITOL.

UM, SO, YOU KNOW, WE CAN WORK TO KIND OF PUT SOMETHING TOGETHER FOR THAT AND THE FUTURE, SO WE CAN HAVE A DISCREET DISCUSSION ABOUT IT.

I THINK IT, YOU KNOW, THE NUMBER OF TIMES IT'S COME UP HERE AND THERE A BENEFITS CONVERSATION, SO WE CAN UNDERSTAND, UM, WHAT THE MULTI-FAMILY EXEMPTION, I THINK W EITHER THE WATER DEPARTMENT AUDIT ISSUE A POLICY THAT ISN'T GOING TO LET PEOPLE JUST PUT ONE APARTMENT ON A DEVELOPMENT AND ESCAPE THE RULES, THAT THERE HAS TO BE SOMETHING BETTER THAN THAT.

I DON'T KNOW WHAT I MEAN.

MAYBE GO BACK TO CITY COUNCIL AND MEN AND MEN, THE THING.

WELL, LET'S GO BACK AND LOOK AT THE AMENDMENTS THAT WERE FILED.

THEY'RE ALL, THEY'RE ALL HERE THAT THE KITCHEN AMENDMENT AND THAT THE, I BELIEVE THERE WAS A TOVA ONE I'M JUST LOOKING AT THEM ARE IN THE, AND SEE IF THERE'S SOME CLARITY THERE AND, AND WE CAN, UM, BUT GOOD POINT.

OKAY.

SO WHERE ARE WE TO BE B2? OKAY.

OVERVIEW OF WATER, F Y 21, OUR FORD ANNUAL REPORT AND PREVIEW THE DRAFT ANNUAL REPORT.

CAN YOU THINK OF THIS LIGHTS AND GO TO SLIDE SEVEN, PLEASE? WHAT'S AUSTIN'S FISCAL YEAR AGAIN, I CAN NEVER REMEMBER FISCAL YEAR, OCTOBER 1ST THROUGH THE END OF SEPTEMBER.

SO TOBER FIRST.

SO AT THE F SO THIS REPORT THAT WE JUST LOOKED AT WAS OCTOBER 1ST, 2019 THROUGH SEPTEMBER 30TH, 2020.

AND WHAT WE'RE GOING TO BE TALKING ABOUT AS THE ONE THAT WE'LL GO THROUGH OCTOBER 1ST, 2020 THROUGH SEPTEMBER, 2021, UM, WHICH WE'VE ALREADY LIVED THROUGH.

AND THEN WE'RE NOW IN FISCAL YEAR 2022.

RIGHT NOW YOU REMEMBER ON FISCAL YEARS FOR EVERYONE.

YEAH.

YOU CAN GO ONTO THE NEXT SLIDE.

THANK YOU.

OKAY.

SO, UM, JUST A COUPLE OF POINTS ABOUT OUR FISCAL YEAR 21 ANNUAL REPORT, THAT REPORT WILL BE PRESENTED TO THE TASK FORCE IN JANUARY.

UM, WE ACTUALLY INCLUDED QUITE A LOT OF, UM, ACTIVITIES IN THIS A YEAR OR SO TO WDB ADOPTED THE 2021 REGION K WATER PLAN DURING THIS FISCAL YEAR, UM, FOR INCLUSION IN THE STATE WATER PLAN, COUNCIL APPROVED THE WATER BENCHMARKING ONSITE, WATER REUSE, AND EXTENSION OF RECLAIMED WATER CONNECTION REQUIREMENTS.

UM, THEN MY ATX WATER PILOT WAS COMPLETED.

THAT PROJECT CONTINUES, UM, AND WE ACHIEVED INSTALLATION OF A TOTAL ABOUT 14,000 METERS.

WE COMPLETED A WATER TREATMENT PLANT METER ACCURACY VALIDATION STUDY, WHICH YOU ALL GOT A PRESENTATION ON FROM THAT COLIN AND A RECENT TASK FORCE MEETING.

UM, I ALREADY MENTIONED THE VOLUNTARY RECLAIMED WATER CONNECTION INCENTIVE PROGRAM, AND WE BEGAN OUR ASR PILOT AND PROGRAM MANAGEMENT PROJECT.

THE FYI 21 ANNUAL REPORT WILL BE A MULTI PAGE DOCUMENT SIMILAR TO THE ANNUAL REPORTED, UH, INCLUDE UPDATED, UM, UH, NARRATIVE LANGUAGE, AS WELL AS UPDATES TO THE TABLE OF METRICS THAT YOU SEE IN THE END OF YOUR FYI 20 ANNUAL REPORT.

AND I THINK AT THIS POINT IS WHEN I WOULD HAND IT OVER TO CHRISTOPHER CHARLES, UNLESS ANYBODY HAS ANY QUESTIONS HELLO.

MY NAME IS, UH, CHRISTOPHER CHARLES, UH, WORKING IN THE WATER CONSERVATION DIVISION.

I'VE BEEN WORKING THERE FOR THE PAST 10 YEARS, UM, BEEN IN CHARGE OF OUTDOOR, UH, INCENTIVES.

AND SO A LOT OF PEOPLE THAT WANT TO GO INTO THE INCENTIVE PROGRAMS USUALLY GO THROUGH ME.

SO, UM, UH, JUST, UM, WANT ME TO LET YOU, UM, SIR, I WANT TO START OFF SAYING THAT WE'VE BEEN, WE'VE BEEN TASKED WITH CREATING THE, UH, LANDSCAPE TRANSFORMATION ORDINANCE, UH, FOR, UM, UH, SINGLE FAMILY, RESIDENTIAL, THE, UH, MULTI-FAMILY AND COMMERCIAL ALREADY HAVE THEIR, UH, ORDINANCES.

AND, UM, THE TIMING THAT WAS LISTED ON THE PLAN, YOU KNOW, IT SAID, UH, ON THE, UH, 2018 PLAN SAID, UH, BY 2025, BUT WE KNOW THAT THIS IS A PRIORITY.

SO,

[00:40:01]

UH, WE ARE HOPING TO GET THIS DONE BY 2023, AS, UH, SAYS, SHOWED ON THOSE, UM, TIMELINES.

UH, NEXT SLIDE PLEASE.

UM, THIS, UH, YOU CAN SEE, UH, HERE THAT SINGLE FAMILY RESIDENTIAL HAS BEEN ESTIMATED TO SAVE MORE ACRE FEET OF WATER WITH LANDSCAPE ORDINANCE THAN MULTI-FAMILY RESIDENTIAL AND COMMERCIAL.

SO, UM, THIS SAVINGS IS BASED ON THE SAME 10% REDUCTION IN IRRIGATION WATER USE, NEXT SLIDE.

SO I KNOW YOU CAN'T SEE THIS TIMELINE, IT'S A DRAFT.

UM, JUST WANT TO LET YOU KNOW THAT WE, WHAT WE'VE ALREADY STARTED.

UM, WE HAVE, UM, WE WERE WORKING ON, UH, OF COURSE, A TIMELINE, UH, A PLAN, UH, THAT INCLUDES, UH, UH, MAKING DATES FOR, UH, STAKEHOLDERS, UM, YOU KNOW, WHAT TYPE OF ACTIVITIES WE'RE GOING TO HAVE FOR THESE, UM, STAKEHOLDERS.

UH, AND THEN, UM, THIS WOULD ALL TAKE PLACE BASICALLY IN THE SPRING OF 2022.

UM, AND THEN IN THE FALL OF 2022, WE ARE HOPING TO HAVE CODE REVIEW AND CODE LANGUAGE WRITTEN.

SO RIGHT NOW, LIKE I SAID, IT'S IN THE PLANNING STAGES, UH, THAT'S A DRAFT TIMELINE.

IT'S NOT CORRECT.

WE'RE, WE'VE ALREADY GATHERED INFORMATION FROM OTHER CITIES ON THEIR LANDSCAPE ORDINANCES.

UM, WE'VE STARTED TALKING TO HOME BUILDERS AND, UM, CREATED A, UH, A LIST OF, OF WHAT WE BELIEVE OUR STAKEHOLDERS, IF YOU WANT TO GO TO THE NEXT SLIDE, PLEASE.

UM, AND YOU KNOW, THE ACTIVITIES WHERE WE'RE SORT OF SCOPING THAT OUT.

UM, I ALWAYS LIKED THIS.

THIS IS, UH, AN EXAMPLE FROM, UH, JANUARY, 2012, UH, FOR THE, UH, SIX FOR WATER CONSERVATION CODE REVISIONS.

UM, THIS IS WHERE WE GOT A BUNCH OF PEOPLE TOGETHER AND WE TOLD THEM, JUST WRITE WHAT YOU WANT TO WRITE ON A PIECE OF, YOU KNOW, ON OUR POSTER BOARDS AND YOU GET ALL SORT OF, YOU KNOW, COMMENTS AND, AND, AND, UH, IDEAS.

AND THAT'S WHAT WE WANT.

WE WANT TO TRY TO GET AS MANY OPTIONS AND IDEAS ON THE TAPE ON THE TABLE.

SO WE WERE PLANNING TO HAVE INTERNAL STAKEHOLDER MEETINGS, WHICH INCLUDES, YOU KNOW, CITY STAFF, EXTERNAL, UM, STAKEHOLDER MEETINGS, UH, ONLINE PUBLIC COMMENT, UM, UH, FOR THOSE THAT CAN'T MAKE THE, UH, PUBLIC, UH, MEETINGS.

AND OF COURSE, UM, YOU KNOW, TRY TO GET, UM, ALL OF THIS, UH, DONE IN A TIMELINE THAT INCLUDES, YOU KNOW, LEGAL OR VIEW AFFORDABILITY, IMPACT STUDIES, UH, AND OF COURSE, BOARDS, COMMISSIONS, AND, AND FINALLY, UM, COUNCIL APPROVAL, NEXT SLIDE.

SO SOME OF THE GROUPS THAT WE'RE THINKING ABOUT, YOU KNOW, WE'VE, THERE'S GOING TO BE MORE, THIS IS NOT THE WHOLE LIST, BUT WE HAVE, UM, THE HOME BUILDERS ASSOCIATION, WHICH HAS ALREADY, UM, OF GREATER AUSTIN THAT HAS ALREADY COME UP WITH A PAMPHLET ON SENSIBLE LANDSCAPES.

AND THEY, THEY ARE, UM, UM, UH, A LITTLE BIT AHEAD OF THE GAME HERE.

THEY, THEY KNEW THAT WE HAD THIS ON THE, UH, 2018 PLAN THAT WE WERE THINKING ABOUT PUTTING IT ON THERE.

AND SO THEY CAME UP WITH THEIR OWN IDEAS, UM, THAT ARE TOTALLY VOLUNTARY RIGHT NOW.

UM, AND THE, UH, UH, CENTRAL TEXAS, UH, PROFESSIONAL IRRIGATION ASSOCIATION, OF COURSE, ASHLEIGH, UH, LMR, ELEANOR MCKINNEY, AND THOSE TYPES OF PEOPLE WILL BE ASKED TO JOIN THESE GROUPS.

UM, UH, THE TNLA INTERNAL, WE HAVE THE WATERSHED PROTECTION DEVELOPMENT SERVICES, AUSTIN ENERGY GREEN BUILDING, THE, UH, WATER WASTEWATER COMMISSION RMC.

UM, OF COURSE YOU GUYS, AND, UH, EQUITY OFFICE, NEXT SLIDE, PLEASE.

AND SOME OF THE OPTIONS, UH, THAT WE ARE CURRENTLY LOOKING AT IN OUR OFFICE, UM, AND THIS IS COMING FROM OUR OFFICE, OF COURSE, YOU KNOW, WE'LL HAVE LOTS OF, LOTS OF OPTIONS, BUT, UH, SOME OF THE IDEAS THAT WE HAD, UH, ENHANCED, UH, POST INSTALLATION INSPECTIONS, OR WE WOULD GO OUT AND LOOK AT IRRIGATION SYSTEMS, UM, REQUIRE, UH, PRESSURE REGULATING COMPONENTS, UH, PRESSURE IS ALWAYS A CONCERN, UM, FOR IRRIGATION SYSTEMS, UH, AND THEN LIMIT THE IRRIGATION AREA.

SO, UH, THAT, THAT WOULD BE SOME OPTIONS THERE, LANDSCAPE OPTIONS WE WOULD, WE'RE THINKING ABOUT, UM, REQUIRING LANDSCAPE PLAN TO BE SUBMITTED, UH, YOU KNOW, EH, UH, UH, HAVE LIKE MODEL HOMES, UM, THAT MIGHT SHOW WHAT A WATER-WISE LANDSCAPE MIGHT, MIGHT BE LIKE, AND THEN, UM, UH, LIMIT TURF GRASS AREA.

UM, YOU KNOW, THESE ARE JUST, UH, UH, YOU KNOW, LIKE I SAID, THESE ARE JUST SOME OF THE OPTIONS,

[00:45:01]

UM, NEXT SLIDE.

ALL RIGHT.

SO, LIKE I SAID, UM, I'M GOING TO BE, UM, UM, LEADING THIS EFFORT AND NORTHERN CONSERVATION DIVISION.

SO, UM, I WILL BE, YOU KNOW, IN CHARGE OF SETTING UP MEETINGS AND EVERYTHING, IF YOU WANT TO CONTACT ME, UM, FOR ANY OTHER QUESTIONS YOU MIGHT HAVE, UH, ON THIS EFFORT, I WAS PART OF, LIKE I SAID, PART OF THE, UH, SIX, FOUR ORDINANCE ADOPTIONS AND, UH, HAVE, HAVE EXPERIENCE WITH THAT.

ANY QUESTIONS? YES.

AND EXTERNAL STAKEHOLDERS.

YES.

I WANTED TO SUGGEST THAT YOU ALSO ADD THE ENVIRONMENTAL COMMISSION, UM, ESPECIALLY KIND OF WITH THE PICTURE YOU SHOWED.

IT FEELS TO ME LIKE, UM, THERE'S A GOOD OPPORTUNITY FOR OVERLAP HERE WITH, YOU KNOW, WATER QUALITY, UM, IMPROVEMENT IN MY DISTRICT IN DISTRICT FIVE.

I SEE A LOT OF, UM, THE NEW CONSTRUCTION IS MUCH GREATER IMPERVIOUS COVER AND SMALLER AMOUNTS OF LAWN ACTUALLY.

SO FROM A WATER CONSERVATION PERSPECTIVE, THAT'S GOOD, BUT IT MIGHT BE, YOU KNOW, SORT OF BAD FOR STORMWATER.

AND, BUT IT SEEMS LIKE THERE'S A POTENTIAL FOR OVERLAP FOR, YOU KNOW, UM, RAIN GARDENS AND THESE KINDS OF THINGS TO HELP WITH RUNOFF, AS WELL AS USING THAT, THE LANDSCAPING TO, AND TO NOT USE THE DRINKING WATER FOR WATERING.

SO I THINK THE ENVIRONMENTAL COMMISSION HAS A LOT OF THAT PERSPECTIVE.

YEAH.

AND WE WORK CLOSELY WITH WATERSHED PROTECTION AND PART OF THE RAIN CATCHERS PROGRAM.

AND WE DO PROMOTE, AND WE BOTH, UH, ENTITIES PROMOTE THE, UH, RAINWATER HARVESTING AND, UM, UH, RAIN, WATER-WISE RAIN, SCAPES, ANY OTHER QUESTIONS? UM, CHRISTOPHER, THANK YOU VERY MUCH FOR YOUR PRESENTATION.

WE REALLY LOOK FORWARD TO THIS.

THIS IS A REALLY IMPORTANT COMPONENT.

AND IF FOLKS CAN SEE THE SAVINGS ARE A BIG PART OF OUR FUTURE WATER SUPPLY, UM, I THINK, UM, ON TOP OF MY MIND WITH THIS IS, AND THIS PLAYS INTO THE LANDSCAPE TRANSFORMATION AND KIND OF WHAT, WHAT OUR COMMUNITY'S GONNA LOOK LIKE IN THE FUTURE, BUT ALSO INTO WATER WATER FOR 24 AND, AND WHAT OUR DEMAND IS GOING TO LOOK LIKE, UM, IS THAT I AM SEEING MORE AND MORE IRRIGATION SYSTEMS GO IN AND EAST AUSTIN WHERE I LIVE, WHERE THERE PREVIOUSLY HASN'T BEEN ANY.

SO THERE'S A LOT OF NEW CONSTRUCTION AND ALL OF THEM ARE COMING WITH IRRIGATION SYSTEMS. AND I REMEMBER WHEN WE DEVELOPED WATERFORD 18, ONE OF THE THINGS THAT WE LOOKED AT WAS, UM, YOU KNOW, THE WATER USE PATTERNS IN DIFFERENT PARTS OF THE CITY, AND WE HAVE A DIS-AGGREGATED DEMAND MODEL.

AND, AND, UM, AND IN, UM, EAST AUSTIN, THERE JUST, THERE WASN'T A LOT OF OUTER OUTDOOR, AUTOMATIC IRRIGATION, BUT THAT IS COMING.

I MEAN, I CAN THINK OF LIKE A DOZEN THAT EXISTS NOW THAT DIDN'T EXIST, YOU KNOW, PROBABLY LIKE A YEAR AGO WITHIN WALKING DISTANCE OF MY HOUSE.

SO, UM, YOU KNOW, AS WATER USE PATTERNS CHANGE AND, UM, YOU KNOW, NEIGHBORHOODS CHANGE, THEN THOSE KINDS OF THINGS COME ON AND CHANGE OUR WATER USE PROFILE TOO.

SO THIS WILL BE REALLY IMPORTANT, UM, TO GET OUT AHEAD OF THAT, ALTHOUGH IT'S AHEAD OF US RIGHT NOW, BUT YEAH, AND WE HAVE, LIKE I SAID, WE'VE TALKED TO SOME HOME BUILDERS AND THEY SAY THAT THEY GIVE THEM THE OPTION, UH, FOR IRRIGATION SYSTEMS, BUT THEY MAKE IT SO INCENTIVIZING TO JUST GO AHEAD AND DO IT, UM, BECAUSE IT'S, IT'S CHEAPER FOR THEM JUST TO GO HOSPITAL HOUSE AND INSTALL THESE, UM, THAN TO TELL THEM NOT TO AND SKIP ANOTHER HOUSE OR SOMETHING LIKE THAT.

SO DEFINITELY GREAT.

VERY MUCH.

LOOK FORWARD TO HEARING MORE ABOUT IT AS YOU GO THROUGH.

OKAY.

UM,

[2.c. Water Forward 2024 Planning Update]

WE'RE GOING TO MOVE ON TO THE WATER FOR 2024 PLANNING UPDATE.

AM I CORRECT? YES.

AND TIME CHECK.

IT IS 1254.

WE HAVE UNTIL TWO AND PERRY HAS UNTIL ONE 30.

GREAT.

SO WE WANTED TO JUST GIVE A UPDATE, AN UPDATE ON OUR PLANNING PROCESS, GEARING UP FOR THE WATERFORD 2024 UPDATE.

WE'RE GOING TO BEGIN THAT PROCESS IN EARNEST IN JANUARY.

AT THAT TIME, WE'LL HAVE MORE INFORMATION ON SOME OF THE TASKS THAT WILL BE STARTING HERE AT THE BEGINNING OF THE PROCESS.

YOU CAN MOVE ON TO THE NEXT SIDE, JUST AS A REMINDER, THIS IS OUR PLANNED PROGRESSION OF TASKS.

OF COURSE, THIS IS A VERY HIGH LEVEL TASK.

ONE IS PROJECT

[00:50:01]

MANAGEMENT TASK TWO IS COMMUNITY ENGAGEMENT, AND THOSE TASKS WILL LAST THROUGHOUT THE DURATION OF THE PROJECT.

THERE'LL BE KEY COMMUNITY ENGAGEMENT PHASES THAT WE'LL BE OUTLINING IN OUR EDUCATION AND ENGAGEMENT PLAN AS WE MOVE FORWARD.

UM, ONE OF OUR FIRST TASKS IS TO REFINE OUR PLANNING METHODOLOGY AND TASK THREE, OUR TASKS, FOUR AND FIVE INCLUDE FORECASTING, BASELINE, WATER DEMANDS, AND PROJECTIONS, AND UPDATING OUR CLIMATE AND ANALYSIS.

AND WE'LL USE THAT INFORMATION TO UPDATE OUR IDENTIFICATION OF WATER SUPPLY NEEDS.

FROM THAT, UH, INFORMATION WE'LL BE IDENTIFYING SCREENING AND CHARACTERIZING SCRATCH STRATEGIES, AND WE'LL BE DEVELOPING AND EVALUATING 50 YEAR WATER RESOURCE PORTFOLIOS, AS WELL AS, UH, DEVELOPING A 100 YEAR ADAPTIVE MANAGEMENT PLAN AND OUR FINAL PLAN RECOMMENDATIONS TO BE INCLUDED IN THE FINAL PLAN REPORT AT THE END OF THIS PROCESS.

UM, SOME OF Y'ALL WERE HERE FOR THE LAST PLANNING PROCESS, BUT SOME OF Y'ALL, THIS WILL BE FAIRLY NEW.

WE, UM, WE'LL BE GOING TO COUNCIL ULTIMATELY FOR THEIR APPROVAL OF THE WATERFORD PLAN AS A WHOLE, UH, NEXT SLIDE.

WE LAST PROVIDED AN OVERVIEW OF OUR PLAN SCOPE IN MAY OF 2021.

AND SINCE THAT TIME, WE HAVE CONTINUED REFINEMENT OF THAT SCOPE AS WELL AS TECHNICAL WORK RELATED TO DEMOGRAPHICS AND DEMAND FORECASTING.

I MENTIONED OUR WORK WITH UT ON THE CLIMATE AND HYDROLOGY ANALYSIS, AND WE'VE ALSO REVISED OUR TASK SIX THROUGH NINE AND ALIGNMENT WITH OUR UPDATED METHODOLOGY.

SO, UM, HERE IS WHERE I'M GOING TO HAND IT OVER TO HELEN GORILLA.

SHE'S GOING TO TALK YOU THROUGH THAT UPDATED METHODOLOGY, AND WE'RE GOING TO CYCLE THROUGH SOME MEMBERS OF OUR TEAM OF OUR WATER RESOURCES TEAM TO PROVIDE THE VARIOUS COMPONENTS OF THIS PRESENTATION.

SO I'LL GO AHEAD AND HAND IT OVER TO HELEN.

THANKS, RESA.

UM, HELLO EVERYBODY.

CAN WE ADVANCE TO THE NEXT SLIDE PLEASE? SO I'LL BE DISCUSSING SOME KEY METHODOLOGY CHANGES, UM, FROM WATERFORD 18 FOR THIS NEW PROCESS.

UM, ONE OF THE THINGS WE WANT TO DO FOR WATERFORD 24 IS DESCRIBE, UH, THE PLAN'S RELATIONSHIP TO OTHER RELATED AUSTIN WATER AND CITY OF AUSTIN EFFORTS.

SO THAT BASICALLY JUST MEANS DESCRIBING MORE CLEARLY, UM, WHAT THE WATERFORD PLAN, UM, IS PLANNING FOR AND WHAT IT ISN'T.

UM, AND SO FOR EXAMPLE, ITS RELATIONSHIP TO, UM, OTHER CITY OF AUSTIN EFFORTS, LIKE THE OFFICE OF SUSTAINABILITY RESILIENCE PLANNING, OR OTHER AUSTIN WATER EFFORTS, LIKE A WINTER STORM PLANNING, WE ALSO WANT TO HAVE A CLEARER APPROACH TO OUR WATER NEEDS IDENTIFICATION.

UM, FOLKS MIGHT REMEMBER FROM THE WATERFORD 2018 PLAN, UM, WE HAD MANY DIFFERENT TYPES OF NEED, AND SO WE'RE PLANNING TO CAPTURE THE SAME COMPLEXITIES IN THIS PROCESS, BUT WANT TO DO THAT IN A CLEARER WAY, BY CLASSIFYING THOSE DIFFERENTLY IN DIFFERENT PARTS OF THE PROCESS, WE'LL ALSO BE UPDATING OUR CHARACTERIZATION OF THE STRATEGIES FROM WATERFORD 18 BASED ON THEIR IMPLEMENTATION, UM, AND DEVELOPING A PROCESS TO ASSESS NEW STRATEGIES WE'LL WANT, UH, DEVELOP BETTER ALIGNMENT, UM, WITH THE WATERFORD DATA PRODUCTS, UM, FOR REGIONAL WATER PLANNING CONSIDERATIONS SINCE, UH, DEVELOPMENT OF THE WATERFORD 18 PLAN, WE'VE GONE THROUGH A REGION K PLANNING CYCLE.

AND SO WE NOW HAVE A BETTER SENSE OF WHAT THE SPECIFIC DATA NEEDS ARE, UM, TO SEE MORE SEAMLESSLY INTEGRATE WITH THAT PLANNING PROCESS AND THE WATERFORD 24 PLAN.

WE'RE PLANNING ON DEVELOPMENT OF AN EQUITY AND AFFORDABILITY TOOL, AS WELL AS A ROADMAP.

AND WE'RE PLANNING TO TAKE A MORE ROBUST APPROACH TO ADDRESSING RISK AND UNCERTAINTY.

AND SO THIS, WHAT ARE WE TALKING ABOUT? YEAH, THAT'S ACTUALLY, THAT'S MY NEXT SLIDE.

WANT TO GO AHEAD? JUST WANT TO SAY, UM, YES, YOU, YOU HAVE BEEN THROUGH A REGIONAL WATER PLANNING PROCESS WITH WATER FORWARD AND I SERVE ON THE REGION K PLANNING GROUP AS ALONG WITH THERESA, FROM CITY OF AUSTIN.

SO, UM, WATCH THAT PROCESS AND IT WAS A LITTLE DIFFICULT AT TIMES BECAUSE, UM, IT'S NOT NECESSARILY DESIGNED TO INCORPORATE THESE TYPES OF STRATEGIES.

UM, MY UNDERSTANDING IS, UM, THROUGH A TECHNICAL WORKSHOP WITH THE BOARD AND THEN THROUGH SOME COMMENTS THAT WE PUT IN AND STUFF THEY'RE GOING TO BE REVISING THEIR, UM, THEIR REGIONAL WATER PLANNING GUIDANCE.

UM, AND THEY'RE TALKING ABOUT, UM, IN THE WORKSHOP, SOME WAYS TO INCORPORATE, YOU KNOW, ONE OF WATER TYPE STRATEGIES.

AND I KNOW THEY'VE BEEN TALKING TO AUSTIN TOO, SO THERE MAY NOT ONLY BE US ADAPTING TO FIT INTO THAT, BUT THEN THEY CAN ADAPT TO TRY TO KIND OF MEET US WHERE WE ARE A LITTLE BIT, ALTHOUGH WE ARE A LOT MORE NIMBLE THAN THE STATE PLANNING PROCESS.

I THINK IT'S A SAFE THING TO SAY.

SO, UM, UH, BUT ANYWAY, SO, SO IT'S HAPPENING ON BOTH SIDES, BUT, UM, ANY, ANY WAYS THAT, THAT I CAN HELP TO AS A MEMBER OF THAT PLANNING GROUP, LET ME KNOW.

AWESOME.

[00:55:01]

THANKS JENNIFER.

GREAT POINT.

SO IF WE GO TO THE NEXT SLIDE, I'LL TALK A LITTLE BIT MORE APPROACH FOR ADDRESSING UNCERTAINTY.

AND SO A ONE APPROACH THAT IS JUST DOING SOME LESS DETERMINISTIC MODELING, UM, CONSIDERING MORE RANGES.

MANY OF THE INPUTS WE USE FOR THE WATERFORD PLANNING PROCESS ARE CONSIDERED, UM, VERY UNCERTAIN, ESPECIALLY OVER THE A HUNDRED YEAR TIMEFRAME THAT WE'RE LOOKING AT.

AND SO THESE ARE INPUTS THAT ARE DIFFICULT TO PREDICT OR MODEL ACCURATELY, AND THAT'S THINGS LIKE CLIMATE CHANGE OR WHAT DEMANDS ARE GOING TO BE LIKE IN A HUNDRED YEARS.

AND SO RATHER THAN TRYING TO PREDICT WHAT WILL HAPPEN OR JUST PLANNING, UM, TO THE AVERAGE OF ALL OF THOSE EVENTS, UM, FOR THIS PROCESS, WE WANT TO TRY EVALUATING, UM, OUR STRATEGIES AND OUR PLAN AGAINST MANY POSSIBLE FUTURES AND DETERMINING HOW THEY PERFORM.

AND SO FOR THIS WATERFORD 24 UPDATE, WE'RE GOING TO TRY TO INCORPORATE SOME OF THOSE CONSIDERATIONS THROUGH THINGS LIKE USING RANGES FOR INPUT PARAMETERS, UM, INCLUDING A SENSITIVITY ANALYSIS STEP TO GATHER DATA ON THE STRATEGIES BEFORE PORTFOLIO DEVELOPMENT AND EVALUATION AND DEVELOPING A TRULY ROBUST ADAPTIVE MANAGEMENT PLAN THAT LOOKS AT SYSTEM STRESSORS AND IDENTIFIES RESPONSE STRATEGIES FOR THOSE.

AND SO IF, UH, GO AHEAD FIRST.

I LIKE HOW YOU DESCRIBE IT AS PLANNING FOR MANY POSSIBLE FUTURES.

I THINK THAT'S LIKE A PHRASE THAT A LOT OF PEOPLE CAN REALLY GET THEIR HEAD AROUND.

CAUSE I KNOW SOMETIMES IT'S JUST HARD TO UNDERSTAND HOW LIKE THIS MODELING REALLY WORKS.

AND SO, UM, I THINK THAT'S A HELPFUL PHRASE, BUT I WAS JUST CURIOUS, UM, WHO YOU ALL ARE GOING TO BE WORKING WITH ON THAT.

SURE.

SO, UM, WE HAVE, UH, OUR CLIMATE CONSULTANT WHO WILL BE HELPING US DEVELOP THE, UM, CALL IT THE RANGE OF CLIMATE VARIABLES.

UM, WE'LL LIKELY TO BE LOOKING AT SEVERAL DIFFERENT CLIMATE SCENARIOS AND WE'RE WORKING WITH OUR CITY DEMOGRAPHER TO DEVELOP DEMANDS.

UM, AND WE'VE GOT OUR HYDROLOGIST WHO WILL BE, UM, DEVELOPING INFLOWS BASED ON THOSE, UM, HYDROLOGY, UH, OUTPUTS FROM THE CLIMATE MODELING.

AND THEN WE'RE PLANNING TO, UM, COLLABORATE WITH OTHERS THROUGH LUCA, UM, WHO HAVE MAYBE DONE SOME SIMILAR, MORE PROBABILISTIC, UM, MODELING, UM, SO WE CAN LEVERAGE THEIR KNOWLEDGE.

OKAY.

I'LL JUST MENTION THAT IN THIS PLAN, UPDATE PROCESS, WE'RE ANTICIPATING UTILIZING A LOT MORE STAFF RESOURCES, UM, TO, TO SUPPORT THE TECHNICAL WORK.

SO ESPECIALLY WHEN WE TALK THROUGH LIKE THIS PLANNING METHODOLOGY, UM, A LOT OF THIS WORK WILL BE DRIVEN BY STAFF WORKING WITH SOME ADDITIONAL, YOU KNOW, FOLKS AT HELEN MENTIONED.

UM, DO WE HAVE A CLIMATE CONSULTANT? YEAH, MERISSA MENTIONED IT.

IT'S OUR, UH, WE HAVE A CONTRACT WITH THE UTI GROUP.

UM, SO IT'S SEVERAL, UH, ACADEMICS THAT UT AND THEIR STUDENTS WILL BE PERFORMING THE WORK.

UM, DID YOU GET YOUR QUESTION ANSWERED HAITI? SO I GUESS THE RESULT OF ALL THIS IS TO BE BETTER PREPARED FOR AND FREEZES, UM, LACK OF RAIN, YOU KNOW, THINGS THAT ARE CHANGING WITH THE CLIMATE.

YEAH.

I THINK A KEY OUTPUT WILL BE THIS ADAPTIVE MANAGEMENT PLAN.

SO WE'LL BE ABLE TO IDENTIFY A SYSTEM STRESSORS.

SO IF WE'RE TRENDING MAYBE TOWARDS A WARMER CLIMATE OR LOW INFLOWS, WE'LL HAVE IDENTIFIED STRATEGIES THAT ARE NEEDED TO MEET THAT SPECIFIC TREND.

AND THERE'LL BE OTHER PATHWAYS THAT WE HAVE OTHER STRATEGIES IDENTIFIED FOR DEPENDING ON KIND OF HOW THE FUTURE IS PLAYING OUT.

I CAN ALSO, UH, IF YOU CAN ADVANCE ONE MORE SLIDE, I'VE GOT A GRAPHIC HERE THAT GOES THROUGH A LITTLE BIT MORE OF THE METHODOLOGY, WHICH MIGHT HELP ANSWER SOME OF THESE QUESTIONS AS WELL.

UM, AND SO THE OUTLINE HERE JUST LAYS OUT KIND OF ALL THE WAY THROUGH DEFINING THE NEEDS TO, UM, SELECTING THE BEST SOLUTION.

AND IT'S, UM, KEYING OFF OF THE WATERFORD 18 PLAN, UM, THAT ESSENTIALLY JUST ADDING A FEW STEPS TO HELP, UM, WITH THIS, UH, TO GATHER MORE DATA FOR OUR EVALUATION OF UNCERTAINTY.

SO STARTING WITH THAT, WE'LL BE DEVELOPING MODELING SCENARIOS, WHICH INCLUDE THOSE, UM, RANGES OF POSSIBLE FUTURES BASED ON THE DIFFERENT INPUTS THAT WE'RE PUTTING IN.

UM, SO AGAIN, THAT COULD BE THINGS SUCH AS DEMAND OR CLIMATE.

UM, HAVING A RANGE OF THOSE TO LOOK AT, WE'LL ALSO BE UPDATING THE CHARACTERIZATION OF THE WATERFORD 18 STRATEGIES BASED ON THEIR IMPLEMENTATION OVER THE LAST FEW YEARS.

UM, AND COMBINING THOSE WITH THE MODELING SCENARIOS TO DO OUR PRELIMINARY NEEDS ASSESSMENT, WHICH WILL PROVIDE US THE MAGNITUDE OF THE NEEDS THAT WE'RE GOING

[01:00:01]

TO PLAN FOR.

AND THEN IN THE NEXT STEP, WE'LL BE, UM, WE'LL HAVE A PROCESS TO IDENTIFY A SCREEN AND CHARACTERIZE ANY ADDITIONAL WATER MANAGEMENT STRATEGIES IN THIS, UM, WATERFORD 24 PROCESS.

AND THEN WE'LL BE TESTING THE STRATEGIES AS WELL AS COMBINATIONS OF STRATEGIES IN THIS ITERATIVE SENSITIVITY ANALYSIS THAT SHOWN THERE.

AND THAT'LL BE DEVELOPING INFORMATION ABOUT THE PERFORMANCE OF THOSE STRATEGIES AGAINST ALL THESE POSSIBLE FUTURES, SO THAT WE HAVE THAT INFORMATION AND WE CAN USE THEM TO BUILD PORTFOLIOS AND THE NEXT STEP.

SO AFTER WE HAVE THAT, UM, SENSITIVITY ANALYSIS DATA, WE'LL BE CONSTRUCTING 50 YEAR PORTFOLIOS FOR FURTHER EVALUATION.

UM, AND THAT'S THE TRADE OFF ANALYSIS SHOWN THERE.

AND THAT'LL LOOK VERY SIMILAR TO THE WATERFORD 18 PROCESS WHERE WE'VE GOT CRITERIA AND OBJECTIVES AND SUB OBJECTIVES, UM, AND WEIGHTINGS TO KIND OF EVALUATE THE DIFFERENCES BETWEEN THE PORTFOLIOS.

WE'LL ALSO BE USING THE SENSITIVE SENSITIVITY ANALYSIS DATA TO CONDUCT A VULNERABILITY ASSESSMENT, TO IDENTIFY THOSE SYSTEMS STRESSORS THAT'LL FEED INTO THE ADAPTIVE MANAGEMENT PLAN.

AND SO THE FINAL RESULT WILL BE THE PREFERRED 50 YEAR PORTFOLIO BASED ON THE TRADE-OFF ANALYSIS THAT LAYS OUT THE MORE NEAR TERM STRATEGIES AND IMPLEMENTATION NEAR TERM BEING 50 YEARS IN THIS CASE, AS WELL AS OUR ADAPTIVE MANAGEMENT PLAN, WHICH GOES OUT OVER THE FULL HUNDRED YEAR TIMEFRAME AND INCORPORATES THE SYSTEM STRESSORS AND THE DIFFERENT RESPONSE STRATEGIES, UM, TO, TO ADDRESS THOSE STRESSORS.

AND, UH, I THINK I MENTIONED IT BEFORE, BUT WE'LL ALSO HAVE AN EQUITY AND AFFORDABILITY ANALYSIS OF THOSE FINAL PRODUCTS WOULD BE A, UM, OUTCOME OF THE PLAN AS WELL.

UM, SO I BELIEVE THAT SARAH HAD A QUESTION AND THEN DID YOU HAVE A QUESTION, VANESSA? OKAY.

LIKE WATER FOR 24, CHOOSE YOUR OWN ADVENTURE.

UH, OKAY.

BILL, UM, DO YOU EXPECT THE RA POPULATION NUMBERS TO CHANGE? AND I WOULD PRESUME THAT CHANGE WOULD BE GO HIGHER.

IN OTHER WORDS, THE POPULATION PROJECTIONS THAT YOU MADE IN WF 18, YOU EXPECT THOSE TO INCREASE OR STAY THE SAME? NO, I CAN'T ANSWER THAT.

OKAY.

UM, SO WE'LL BE WORKING WITH OUR CITY DEMOGRAPHER.

WE HAVE A NEW CITY, DEMOGRAPHER ALILA VALENCIA RYAN ROBINSON HAS RETIRED.

I'LL BE WORKING WITH HER TO UPDATE OUR HUNDRED YEAR POPULATION PROJECTION.

AT THIS POINT IN TIME.

I CAN'T TELL YOU WHETHER OR NOT WE WILL BE INCREASINGLY IMPORTANT THIS TIME.

I DO KNOW THAT WE, UH, FROM 2010 THROUGH 2020, WE GREW SLIGHTLY LESS QUICKLY THAN WE THOUGHT WE WOULD.

SO A LITTLE BIT LOWER GROWTH THAN WE HAD ANTICIPATED, BUT I THINK IT WAS VERY MINOR.

I DON'T THINK WE KIND OF VASTLY UNDERSHOT THE 20, 20 PROJECTION.

UM, I THINK, YOU KNOW, LOOKING FURTHER OUT INTO THE FUTURE, IF THAT, UH, YOU KNOW, IF WE WERE GONNA SHOOT FOR KIND OF AN AVERAGE TREND, MAYBE WE'D BE ABOUT THE SAME OR A LITTLE BIT LOWER, BUT I, AND THE ONLY REASON THIS IS IMPORTANT TO ME IS IT COULD BRING THINGS FORWARD FASTER.

IF THE POPULATION IS IN THE NEAR TERM IS GROWING EVEN FASTER THAN WE PROJECTED.

BUT ANYWAYS, YOUR ANSWER IS, YOU DON'T KNOW AT THIS TIME.

AND I APPRECIATE THAT THE AFFORDABILITY STUDY, UH, AND I THINK WE HAD THIS GO ROUND WITH THE HOUSING DEPARTMENT A LITTLE BIT.

AND I THINK THE WAY THEY DO THE AFFORDABILITY STUDIES IS THEY DON'T INCLUDE THE, UH, THE EFFECT OF
