UM, AS I STATED EARLIER, THERE WERE NO PUBLIC SPEAKERS SIGNED UP TO SPEAK TODAY AT TODAY'S MEETING.

SO WE WILL MOVE RIGHT INTO OUR DISCUSSION ITEMS. OUR FIRST ITEM

[2. Technical Advisory Committee Reports]

TODAY IS THE TECHNICAL ADVISOR COMMITTEE REPORTS.

AND I WILL START BY READING THE ONE FROM ARCHITECTURE ENGINEERING AND CONSTRUCTION ADVISORY COMMITTEE.

AND LET ME FLIP TO THAT.

SO WE HAD, UM, WE MET ON FEBRUARY 2ND, 2022.

WE HAD 25 PEOPLE ATTENDING AS WE COMBINED BOTH THE EAC AND THE FAR COMMITTEE MEMBERS.

OUR PRIMARY AGENDA ITEMS WERE THE ROADMAP REVIEW, THE BLUE LINE BRIDGE UPDATE, AS WELL AS THE ENO CENTER FOR TRANSPORTATION PRESENTATION.

THE COMMITTEE DISCUSSION AND RECOMMENDATIONS ARE AS FOLLOWS THE COMMITTEE REVIEW THE PROJECT TIMELINE THROUGH THE FALL OF 2022.

THE COMMITTEE INQUIRED ABOUT THE FINANCIAL PROJECTIONS IN RELATION TO THE PROJECT TIMELINE, MR. COUCH AND FACADES, THE IMPORTANCE TO DELIVER THE PROGRAM WITHIN THIS 8.75 PENNY STOCKS HE DESCRIBED THE MOVIE, DESCRIBED THEM MOVING FORWARD.

THE TEAM WILL DESCRIBE BETTER THE FACING PORTION ASPECT OF LAUNCHING A LIGHT RAIL SYSTEM AND FACES WITHIN THE BORDER APPROVED SEQUENCE PLAN.

OTHER ATTENDEES ALSO POINTED OUT THE IMPORTANCE OF UNDERSTANDING THE COST ESTIMATES AS THEY RELATED TO THE OPENING OF SEGMENTS.

AND THE OVERALL TIMING, MR. COUCH MENTIONED THE RECENT AWARD OF THE RISK ANALYSIS CONTRACT AND THAT THEY WILL LOOK AT THE SEQUENCING AS WELL.

IT HAD A KICKOFF MEETING ON FEBRUARY 2ND ON REGARDS TO COST.

A FAR COMMITTEE MEMBER DISCUSSED THE HIGHER COST OF ELEVATED AND SUBTERRANEAN STATIONS INITIALLY, AS WELL AS IN LONG TERM MAINTENANCE COSTS OF WHAT IT TAKES TO KEEP ELEVATORS, ESCALATORS AND SUCH IN STATE OF GOOD REPAIR, THE CAC REPRESENTATIVE ECHOED THAT CONCERN AS WELL FROM AN ACCESSIBILITY PERSPECTIVE AND WANTED TO ENSURE THE DESIGN TEAMS ARE ALSO THINKING OF REDUNDANCIES.

THE COMMITTEE DISCUSSED OPTIONS FOR ROUTING THROUGH THE DRUG.

AND MR. MULLEN DESCRIBED THE SPACE AS A TRANSIT MALL AND THE CLOSE COLLABORATION WITH UT THAT'S UNDERGOING MEMBERS OF THE COMMITTEE INQUIRED ABOUT IMPACTS TO EXISTING BUSINESSES.

AND MR. MULLIN DESCRIBED THAT THERE WILL BE A CONSULTANT BROUGHT ON BOARD TO HELP ADDRESS THE CONCERNS OF THE BUSINESS, THE BUSINESSES, ESPECIALLY IN THIS TIGHT CORRIDORS.

THE COMMITTEE DISCUSSED THE IMPORTANCE TO HAVE AN ART IN TRANSIT PROGRAM, WHICH IS CURRENTLY MISSING FROM THE LIST PRESENTED BY THE TEAM.

THE COMMITTEE INQUIRED IT, THERE'S A COMMITTEE ESTABLISHED TO SELECT THE VEHICLE MANUFACTURER.

AND MR. COUCH MENTIONED THAT THE VEHICLE DISCUSSIONS ARE CURRENTLY BEING CONDUCTED ON A ONE-ON-ONE WITH HITASHI BOMBAR THE AIR STATLER, SIEMENS AND OTHERS.

HE DESCRIBED THE CURRENT SYSTEM IS CHARLOTTE, NORTH CAROLINA THAT IS OPERATING ON FULL BATTERY POWER.

THAT IS THAT THE TEAM IS CURRENTLY STUDYING AND THAT THE VEHICLE BASIS OF THE SIGN TO BE

INCLUDED IN THE 30% DESIGN REGARDING TO THE AGENDA ITEM FOR THE COMMITTED RISK ITEM.

NUMBER TWO, THE COMMITTEE DISCUSSED THE GOVERNANCE, IT ON ANALYSIS CURRENTLY UNDERWAY WITH THE ENO CENTER FOR TRANSPORTATION, FOR WHICH, YOU KNOW, DID FOUR ELEMENTS.

FIRST, THE DESCRIBE INOS REPRESENTATIVES GAVE AN OVERVIEW OF THE ORGANIZATION HISTORY AND HOW THE RESEARCH HAS INFLUENCED THE DELIVERY OF TRANSIT AND MEGA PROJECTS.

OVER THE YEARS, YOU KNOW, DISCUSS THE TOWN HALLS AND INVITED MEMBERS OF THE TCS TO PARTICIPATE.

THEY DISCUSS THE PROCESS TRANSPARENCY ASPECTS AND INVITED QUESTIONS FROM THE EAC AND FAR MEMBERS PRESENT.

AND THEY DESCRIBED THE DEADLINE FOR INPUT WAS SET FOR FEBRUARY 14TH, WHICH WAS TWO DAYS AGO.

OUR FUTURE MEETING TOPICS, OUR UPDATE ON VEHICLE DESIGN DISCUSSIONS AND ADVANCEMENT, AND AN UPDATE ON THE LADY BIRD LAKE BRIDGE STUDY, AS WELL AS AN UPDATE ON THE METRO RAPID BUS SHELTER, DESIGN EVOLUTION, AND PROCUREMENT.

AND THAT IS THE END OF MY REPORT.

UH, SO, UM, THE PLANNING SUSTAINABILITY EQUITY AND DBE COMMITTEE MET ON FEBRUARY 3RD, 2022, WE WERE, UM, UH, VERY EXCITED TO HAVE MEMBERS FROM THE FAR, UH, COMMITTEE TECHNICAL ADVISORY COMMITTEE AT PRESENT AT THAT MEETING.

OUR AGENDA ITEMS WERE THE BLUE LINE BRIDGE UPDATE, A SUSTAINABILITY VISION PLAN, UPDATE, A ROADMAP REVIEW.

AND WE HAD A Q AND A WITH A REPRESENTATION OF REPRESENTATIVES FROM ENO.

WE DISCUSSED ROB BROSKI FROM CAP METRO, AND INTRODUCE THE FRAMEWORK FOR THE CAP, METRO SUSTAINABILITY VISION PLAN.

UM, WE HAD A GOOD CONVERSATION ON THE TOPIC AND WE ASKED IF WE HAVE MORE DISCUSSION ON THAT TOPIC TO FOLLOW AT OUR MARCH MEETING AS A NEXT STEP, THE COMMITTEE WOULD LIKE STAFF TO EXPLORE LEVERAGING PARTNERSHIPS WITH OTHER LOCAL GOVERNMENT ENTITIES.

THERE WAS SOME VERY SPECIFIC ONES NAMED SUCH AS AISD, FOR EXAMPLE, IN THE SUSTAINABILITY PLAN TO MAXIMIZE OVERALL COMMUNITY IMPACT AND TO HEAR AS MANY VOICES AS POSSIBLE.

UH, THE, THE COMMITTEE WOULD LIKE TO LEARN MORE ABOUT THE PROCUREMENT ASPECTS OF THE SUSTAINABILITY VISION PLAN, AS WELL AS REQUESTING A DEBRIEF ON THE ENO TOWN HALL MEETINGS AT OUR NEXT MEETING, UH, AT ON THE APRIL AGENDA IS A DISCUSSION ON THE EQUITY GOALS AND METRICS POSSIBLY ON THAT AGENDA, IF WE COULD WORK OUT SCHEDULES.

AND THAT WAS THE REQUEST FROM THE COMMITTEE.

SO OUR DIANE SLUR PRESENTED THAT WE ALSO HAD AN UPDATE ON ANTI-DISPLACEMENT INVESTMENT FUNDING STATUS AND PROCESS THAT DIANE PRESENTED THAT AS WELL.

UH, BRIAN RIVERA HAD A PRESENTATION ON THE STATUS OF ATPS CASH INVESTMENTS AND WHERE WE ARE WITH RESPECT TO INVESTING OUR CASH.

HE ALSO WENT INTO A DISCUSSION ON THE PLANET FINANCING, A PRELIMINARY DISCUSSION ON PLANET FINANCING.

AND I WOULD IMAGINE THAT TO IN FUTURE FAR MEETING, WE'LL BE HAVING MORE ROBUST DISCUSSIONS AS THE PLAN OF FINANCING GETS A LITTLE BIT MORE, UH, SOLID.

AND, UM, WE'LL, WE'LL HAVE MORE PRESENTATIONS ON THAT.

UH, VICKY HAD A DISCUSSION ON THE, UM, FINANCIAL, UH, RISK ADVISORY CONTRACT THAT WE AWARDED LAST MONTH TO ERNST AND YOUNG.

SO TALK A LITTLE BIT ABOUT WHAT THEY'RE GOING TO BE DOING, THE SCOPE OF WORK.

AND THEN I GAVE A BRIEF UPDATE ON WHERE WE ARE WITH RESPECT TO HIRING, UH, AN INTERNAL AUDITOR FOR THE BOARD.

SO THE SPECIFIC RECOMMENDATIONS FROM THE COMMITTEE TO BE FOLLOWED UP WITH IN THE NEXT MEETING, WHICH WILL BE IN MAY, UM, ATP NEEDS TO EXPAND COMMUNITY MESSAGING ABOUT PROJECT CONNECT IMPROVEMENTS, UH, TECHNOLOGY STATION, OPERA, UM, UPGRADES THAT WILL IMPACT EXISTING BITER BUS RIDERSHIP.

SO I THINK SPECIFICALLY THIS IS, UM, A REQUEST TO STAFF.

WHAT IMPACTS TO EXISTING BUS RIDERSHIP WILL RESULT, UH, AS A, AS A RESULT OF ATPS WORK ON PROJECT CONNECT.

SO IF WE ARE CHANGING LANE CONFIGURATIONS, WILL THAT SLOW BUSES DOWN OR SO I THINK THOSE ARE THE TYPES OF THINGS THAT THE FDR COMMITTEE WOULD LIKE AN UPDATE ON.

UM, ALSO THERE WAS A DISCUSSION ON ROUNDABOUTS IF ADDING ROUNDABOUTS THAT HAVE WORKED IN SOME CITIES IN THE UNITED STATES WOULD HAVE SOME IMPROVEMENT.

UM, PRIOR, PRIOR TO ISSUING THE RFP FOR AN EXTERNAL INVESTMENT ADVISOR, UH, ATP NEEDS TO HAVE A COST BENEFIT ANALYSIS TO LOOK AT THE COMPENSATION VERSUS INVESTMENT RETURNS, TO DETERMINE WHETHER IT BE MORE EFFECTIVE TO, UH, INVEST IN HOUSE OR HIRE A CONSULTANT TO IN INVEST THROUGH, UH, THE CONSULTANT, UM, ERNST AND YOUNG SHOULD INCORPORATE THE FAR RISK LISTS THAT WAS DISCUSSED IN THE NOVEMBER MEETING.

I THINK THERE WAS ABOUT 10 OR 11 RISKS THAT WERE PRESENTED IN SCENARIO PLANNING AND EVALUATE THOSE RISKS ACROSS ATP, INCLUDING PUBLIC PERCEPTIONS AND ENVIRONMENTAL ISSUES.

UM, THERE WAS ALSO TWO REQUESTS FOR MORE INFORMATION ON A BRIEFING FROM THE CITY HOUSING DEPARTMENT.

I THINK THAT WOULD BE NEFERTITI REGARDING ANTI-DISPLACEMENT FUNDING GRANT PROCESS.

SO, UM, WE'RE GOING TO TEE THAT UP IN MAY, UH, THROUGH NEFFER TD OR HER DEPARTMENT, AND THEN A BRIEFING ON VARIOUS DEBT MECHANISMS AND FEDERAL FINANCING GRANTS AVAILABLE TO ATP.

SO NEXT STEPS, ERNST AND YOUNG WILL CONDUCT RISK WORKSHOPS AND PRESENT TO THE FAR COMMITTEE THIS SUMMER AND RSM.

OUR AUDITOR WILL PRESENT THE FINAL AUDIT TO THE FAR AT THE MAY MEETING.

UH, DOTTIE HAS BEEN REALLY THE LEAD ON THE CABINETRY SIDE AND DAVE ON, ON THE ATP SIDE, UM, I THINK ALL THREE STAFFS ARE ALIGNED REALLY WELL TO TRY TO TALK ABOUT, UH, THINGS THAT THE STAFF HAS REALLY FOUND A LOT OF CONSENSUS ON FROM A TECHNICAL POINT OF VIEW AND A LOT OF COMMUNITY INPUT ON A VIEW.

AND THEN THERE'S A FEW ITEMS LEFT THAT, UH, ARE NOT DEVOTED TO BE RESOLVED ON, UM, MARCH 2ND, BUT REALLY ABOUT IDENTIFYING AND DAYLIGHTING THOSE TOPICS AND THE PROCESS OVER THE NEXT COMING MONTHS TO GET TO RESOLUTION ON THOSE.

UH, AND IDEALLY THEN WE COULD BRING, UH, A TRI-PARTY STAFF PRELIMINARY RECOMMENDATION TO THE COMMUNITY FOR THE DNI PROCESS THAT WILL LEAD TO A FINAL STAFF RECOMMENDATION TO THE THREE BODIES, UH, FOR YOUR CONSIDERATION.

AND THE WHOLE PURPOSE OF THESE IS TO, UH, ALLOW FOR DEEP DIVE CONVERSATIONS ON SUBJECT MATTERS THAT WE'VE HEARD A LOT OF COMMENTS AND QUESTIONS ON OVER THE YEAR OF GIVING, UH, PEOPLE OF HAVING MEETINGS WITH THE COMMUNITY, UM, AND NOT BEING ABLE TO GIVE PEOPLE ENOUGH TIME TO REALLY DIG DOWN INTO THOSE SUBJECTS.

SO WE'LL BE BREAKING OUT INTO, UM, DISCUSSION GROUPS.

ONE WILL BE ON TRAFFIC ISSUES.

ANOTHER WILL BE ON CONNECTIVITY, UM, WHETHER IT BE BIKE HEAD OR, UM, BUS CONNECTIVITY, IT, IT COULD ALSO BE THE PICKUP SERVICE.

IT CAN BE, UM, PARKING RIDES.

SO ANYTHING THAT HAS TO DO WITH CONNECTIVITY, WE'LL HAVE ANOTHER, UH, ANOTHER DISCUSSION GROUP FOR, UH, ENVIRONMENTAL ISSUES AND THE ENVIRONMENTAL REVIEW PROCESS.

AND THEN FINALLY OUR PARTNERS AT THE CITY OF AUSTIN'S HOUSING, UH, PLANNING AND HOUSING DEPARTMENT, WE'LL DO A BREAKOUT SESSION FOR FOLKS TO DIG DEEP INTO THE, UM, ANTI-DISPLACEMENT STRATEGIES AND THE EQUITY TOOL.

UM, SO WE LOOK FORWARD TO THOSE AND LIKE WITH ANY MAJOR COMMUNITY MEETING, WE ALWAYS ACCOMPANY IT WITH A, AN ONLINE MONTH LONG, UH, VIRTUAL OPEN HOUSE WITH THE SAME MATERIALS THAT ARE DISCUSSED IN THE MEETINGS AND OPPORTUNITIES FOR FEEDBACK.

SO WE'LL HAVE THAT LIVE FROM MARCH 29TH THROUGH APRIL EIGHT.

UM, AND THEN WE HAVE A SLEW OF SPRING WORKING GROUP MEETINGS FOR OTHER AREAS ALONG THE TWO CORRIDORS, THE ORANGE AND BLUE LINES, UH, INCLUDING NORTH LAMAR CRESTVIEW, UM, WHICH WE'RE HOPEFULLY GOING TO DO IN CONJUNCTION WITH, UM, COUNCIL MEMBER, LESLIE POOLS OFFICE AS A TOWN HALL, UM, THE BLUE LINE BRIDGE NORTH LINE, SOUTH LINE EAST RIVERSIDE, DOWNTOWN, SOUTH CONGRESS, AND MORE, UM, SO WE'RE GOING TO BE QUITE BUSY GETTING THOSE SCHEDULED, UH, PROBABLY FROM APRIL THROUGH MAY.

UM, AND MAYBE INTO JUNE, THERE ARE A COUPLE OF ISSUES.

I ALSO WANTED TO DISCUSS THINGS THAT WE'VE

BEEN WORKING ON.

ONE OF THOSE THINGS WE'VE BEEN ASKED ON SEVERAL OCCASIONS, HOW CAN WE BETTER COMMUNICATE CLOSING THE FEEDBACK LOOP AND DEMONSTRATING THAT FEEDBACK ON OUR PROJECT DESIGN IS ACTUALLY BEING INCORPORATED AND WE ARE WORKING ON GETTING THAT UP ON THE WEBSITE, BUT I WOULD LIKE TO, UM, POINT OUT SOME EXAMPLES OF WAYS THAT COMMUNITY FEEDBACK HAS BEEN INCORPORATED OVER THE LAST YEAR.

UM, THE VERY FIRST THING I WANTED TO MENTION WAS OF COURSE, THE COMMUNITY ADVISORY COMMITTEE THAT WAS ESTABLISHED THE CAC, AND THAT WAS, UH, UH, IN, IN, UH, RESPONSE TO COMMUNITY FEEDBACK AND COMMUNITY REQUESTS.

UM, THEN OF COURSE WE HAD OUR JPA, THE COMMUNITY ENGAGEMENT PRINCIPLES INCLUDED IN THE JOINT POWERS AGREEMENT, MANY WERE ADOPTED FROM RECOMMENDATIONS BY, UH, COMMUNITY ORGANIZATIONS LIKE PUMA AND AUSTIN JUSTICE COALITION.

UM, AND, UH, THOSE WERE INCORPORATED INTO THE JPA COMMUNITY ENGAGEMENT SECTION.

UH, ANOTHER EXAMPLE, MUCH MORE SPECIFIC EXAMPLE ON THE BLUE LINE, UM, IN OUR TALKS WITH THE COMMUNITY, IT, IT BECAME APPARENT THAT THE RIVERWALK CONDOS, WHICH WERE POTENTIALLY GOING TO BE IMPACTED BY THE BLUE LINE, WE'RE A COMMUNITY OF MIXED INCOME RESIDENTS.

UM, AND THERE WERE A LOT OF CONCERNS ABOUT DISPLACEMENT THERE, AND OUR TEAM WAS ABLE TO WORK WITH OUR PARTNERS AT THE CITY TO MITIGATE THAT IMPACT.

UM, AND THAT WAS A DIRECT RESULT OF COMMUNITY FEEDBACK.

UM, WE'VE, AS WE'VE ALSO GOTTEN A LOT OF FEEDBACK, UH, FROM OUR DISABILITY COMMUNITY, UM, IN OUR COMMUNITY DESIGN WORKSHOPS, ONE EXAMPLE WAS THAT THE PLEASANT VALLEY COMMUNITY DESIGN WORKSHOP.

UM, AND SO A LOT OF THOSE COMMENTS HAVE BEEN TAKEN INTO ACCOUNT.

UM, WHEN WE'RE THINKING ABOUT IN PARTICULAR, UM, HAVING TO GO UNDER, UH, FOR A STATION OR THE SUBWAY, THAT ELEVATORS ARE AN ISSUE, AN ISSUE OF CONCERN FOR, UH, THE DISABILITY COMMUNITY, BECAUSE THEY OFTEN, UM, DON'T WORK, THEY GET BROKEN.

UM, AND SO WE HAVE TO PROVIDE MULTIPLE WAYS FOR PEOPLE TO ACCESS OUR STATIONS.

UM, THERE WERE ALSO LOTS OF, LOTS OF, THERE WAS ALSO LOTS OF FEEDBACK FROM, UH, PEDESTRIANS AND BICYCLISTS ABOUT CONNECTIVITY.

AND THERE WERE SEVERAL AREAS WHERE THOSE CONCERNS AND COMMENTS WERE INCORPORATED INTO DESIGN THE BLUE LINE, FOR EXAMPLE, WHICH WILL CROSS ABOVE A US 180 3 TO INCORPORATE A NEW SHARED USE PATH BRIDGE ALONG WITH THE LIGHT RAIL, UH, TO PROVIDE BETTER BICYCLE AND PEDESTRIAN CONNECTION, UM, TO THE USE, THE SHARED USE PATH THAT WAS BEING PLANNED BY, UH, TEXTILE ALONG, UH, 71, ALSO FRONT INTO ROAD GOING TOWARD THE AIRPORT.

SO THAT'S ANOTHER EXAMPLE OF, UM, INPUT FROM OUR, OUR PEDESTRIAN AND BICYCLISTS COMMUNITY.

SIMILARLY, WE ADDED PEDESTRIAN CROSSINGS ACROSS THE TRANSIT WAY IN PLACES ALONG THE CORRIDORS, UH, IN ADDITION TO THE SIGNALIZED CROSSING, BECAUSE THERE WERE LOTS OF CONCERNS THAT SOME OF THOSE SIGNALIZED CROSSINGS MIGHT NOT BE AS CONVENIENT OR EASY TO GET TO, UM, PEDESTRIAN SAFETY CONCERNS IN THE CRESTVIEW AREA LED TO DEVELOPMENT OF AN AERIAL OPTION FOR THE ORANGE LINE AT CRESTVIEW STATION TO REDUCE TRAFFIC CONFLICTS AND DELAYS, UM, THE PROPOSAL TO LEVERAGE THE AUSTIN STATE HOSPITAL PROPERTY ON THE WEST SIDE OF THE NORTH GUADALUPE SECTION RATHER THAN IMPACT BUSINESSES ON THE EAST SIDE WAS ALSO DRIVEN BY COMMUNITY INPUT.

SO THAT'S JUST A SAMPLING OF ALL, A LOT OF DIFFERENT WAYS THAT THAT INPUT HAS BEEN INCLUDED.

AND WE LOOK FORWARD TO DAYLIGHTING THAT, UM, FOR OUR COMMUNITY MEMBERS VIA OUR WEBSITE, AS, AS SOON AS WE HAVE THE MECHANISM DEVELOPED.

UM, THE OTHER THING I DID WANT TO MENTION WHILE I HAVE THE FLOOR IS THAT WE'RE WORKING ON AN EXCITING NEW, UM, UH, INITIATIVE TO CONNECT BETTER WITH WHAT WE CALL OUR PRIORITY COMMUNITIES, COMMUNITIES.

BASICALLY THESE ARE COMMUNITIES WHO NEED OUR SERVICES THE MOST.

UM, AND SADLY WE DON'T CONNECT WITH THEM AS OFTEN OR WELL, AS WE SHOULD.

AND IF WE LOOK AT THE DATA FROM OUR, UM, COMMUNITY MEETINGS, I MENTIONED, YOU KNOW, THE VIRTUAL OPTION HAS ACTUALLY TURNED OUT TO BE A SILVER LINING IN THE SENSE THAT MORE AND MORE PEOPLE ARE PARTICIPATING, BUT WE'RE STILL MISSING THE MARK WITH COMMUNITIES OF COLOR, LOW INCOME COMMUNITIES AND SOME AREAS OF THE CITY, WHICH USUALLY GET, UM, MORE ATTENTION WHEN WE'RE ABLE TO BE OUT AND ABOUT.

WE'RE STARTING TO DO MORE OF THAT, BUT WE THINK WE NEED TO DO BETTER.

UH, WHEN WE DO APPS AT STOP OUTREACH OR WHEN WE, UM, UH, PIGGYBACK ON EXISTING MEETINGS, WE DON'T REALLY GET THE TIME THAT WE, UM, HAVE DURING OUR OWN MEETINGS TO REALLY ENGAGE AND GET SOME DEEP FEEDBACK FROM, FROM, UH, THE COMMUNITY.

SO, UM, WE'RE WORKING ON A PLAN

NOW TO ACTUALLY COMPENSATE, UH, COMMUNITY MEMBERS WHO CAN BE OUR CONNECTORS.

AND WE TOOK THAT CUE FROM BOTH OUR PARTNERS AT THE CITY WHO DID THAT SO WELL WITH OUR, UH, WITH DEVELOPING THE EQUITY TOOL AND ALSO FROM OUR, UH, CAP METRO, UH, UH, EQUITABLE TRANSIT ORIENTED DEVELOPMENT TEAM, OUR ETOD TEAM WHO IS, UM, PUTTING THAT TO WORK RIGHT NOW.

SO WE REALIZED THAT PEOPLE'S LIVED EXPERIENCES VALUABLE AND THEY SHOULD BE COMPENSATED FOR IT.

AND THAT THE ONLY WAY TO, UH, START REBUILDING TRUST IN SOME OF OUR COMMUNITIES IS TO WORK WITH COMMUNITY MEMBERS WHO ARE TRUSTED INDIVIDUALS IN THOSE COMMUNITIES AND CAN HELP US CONNECT SO MORE ON THAT AS IT DEVELOPS, BUT JUST WANTED TO, UM, LET YOU KNOW THAT THAT'S IN THE WORKS.

AND THAT IS ALL I HAVE FOR MY REPORT TODAY.

UH, WE CONTINUE TO MOVE FORWARD ON THE ORANGE AND BLUE LINE WITH ENGINEERING ACTIVITIES.

WE'VE HIT A COUPLE OF MILESTONES.

WE'D GET THE 30% DESIGN SUBMITTAL THAT HAS COME IN FOR COMMENT, UH, ON THE ORANGE LINE.

AND WE'RE IN THE PROCESS OF SORTING THROUGH 6,500 COMMENTS THAT HAVE COME IN FROM EVERYTHING FROM TEXTILES, ALL THE CITY DEPARTMENTS.

SO WE GOT GOOD RESPONSE AND GOOD SERIES OF COMMENTS ON THAT, UH, AND VERY MUCH APPRECIATE EVERYBODY TAKING THE TIME AND MAKING THE TIME, UH, JEAN.

AND THEY CURRENTLY ARE BEING, UH, EVALUATED, UH, WORK ON THE TRACK BETWEEN LEANDER AND LAKE LINE CONTINUES.

UH, AND BROADMORE STATION WAS THE GROUNDBREAKING THAT WAS HELD, UH, THIS PAST JANUARY THE 18TH.

UH, AND THEY'RE GETTING READY TO ALSO GO AHEAD AND GET A SHOVEL IN THE GROUND, UH, AND START WORK THERE.

AND I THINK WE JUST CONFIRMED, I THINK IT'S A CON THAT'S HELPING US ON THE, ON THE, UH, BUS SERVICE NETWORK BACKGROUND, LIKE YOUR BASE MODEL, UH, AND THAT'D BE A COMPONENT OF THAT.

AND IT TENDS TO BE ITSELF IT'S, UH, BECAUSE THAT REDUCED PART OF THAT PUMP TRACK FOR THE NEPA PROCESS.

UH, AND WE'VE ALSO GOT RESEARCH THAT'S BEING DONE, UH, BY HVR, UH, OTHER LOCATIONS AROUND THE COUNTRY WHERE, UH, IT HAS BEEN BASED ON A COMBINED BUS AND RAIL BRIDGE.

UM, AGAIN, KIND OF THE STRUCTURE FOR THAT, UH, IS, IS ASKING, UH, THE THREE, THE THREE STAFFS OF ATP AND CAP METRO AND THE CITY OF AUSTIN, UH, TO GET TOGETHER, REALLY PRESENT TO THE THREE BOARDS, DID THE COMMUNITY.

BUT OBVIOUSLY THERE ARE LOTS OF CHOICES THAT WE HAVE TO BAKE BETWEEN NOW AND THEN AS A COMMUNITY OR AS A BODY OR AS A THREE BODIES OR WHOEVER IT IS A LOT OF CHOICES THEY GET PUT INTO THAT.

AND PERHAPS WE'VE ALREADY DONE THE COMMUNITY ENGAGEMENT WE NEED, UH, BUT FIGURING OUT EXACTLY WHAT ARE ALL THE THINGS WE HAVE TO DECIDE BY WHAT TIMES, AND LAYERING THEM ONTO A CALENDAR BACKING UP FOR THE THINGS THAT HAVE TO HAPPEN FOR US TO BE ABLE TO MAKE THOSE DECISIONS, WHOEVER IT IS THAT MAKES THEM, UH, I THINK IS, IS THE LEVEL OF DETAIL THAT THE COMMUNITY IS ASKING FOR AT THIS POINT, SO THAT THEY HAVE A BETTER HANDLE ON WHAT HAS TO BE DONE BY, BY, BY, BY WHEN, UH, I APPRECIATE THE SUGGESTION TO, TO KIND OF LIKE DIVIDED INTO BUCKETS, UH, TO, TO IDENTIFY ALL THOSE THINGS THAT, UH, ARE TOUGH CHOICES.

SO THOSE TWO BUCKETS, THE FIRST ONE THAT THINGS INDEED STILL NEED TO BE RESOLVED.

THE THINGS THAT HAVE BEEN RESOLVED, BUT WE'RE OF MATERIAL INTEREST, UH, TO A SIGNIFICANT NUMBER OF PEOPLE.

AND THEN A THIRD BUCKET KIND OF LIKE DON DESIGN ISSUES.

THEY IMPACT THE BUDGET AND SEQUENCE, AND IT'S PROBABLY SOMETHING THAT WE ALL WEIGH IN ON, BUT WITHOUT HAVING A THEORETICAL CONVERSATION, BECAUSE WE COULD BE SPINNING OUR WHEELS AND AROUND EACH OTHER FOR HOURS WITHOUT RESOLVING LOWE'S, LET'S JUST LAY OUT WHAT IT IS WE'RE GOING TO HAVE TO DECIDE AND FIGURE OUT, UH, THE PARTICULARS AREN'T ANYTHING.

THERE'S THIS NEXT ROUND OF THEM TO HAVE TO GO THROUGH THAT NEXT LEVEL OF DETAIL.

THAT'S GOING TO LAND US INTO THAT KIND OF DRAFT EIS PROCESS THAT STAFF WILL HAVE A PRELIMINARY RECOMMENDATION.

I DO THE ALL THREE TASKS PRELIMINARY RECOMMENDATION.

WE'RE GOING TO GET THAT BY THE END OF THE SUMMER, PROBABLY REALISTICALLY, UM, GIVE OR TAKE, AND THEN THAT'S GONNA ALLOW THE PUBLIC TO HAVE, YOU KNOW, A 45 DAY NEPA WINDOW WITH A PUBLIC HEARING, THAT REGULAR KIND OF PROCESS, GET THAT LAST KIND OF ROUND OF FEEDBACK TO THAT LEVEL, THE PROGRAM STAFF THEN UNIFIES AND A FINAL RECOMMENDATION.

AND WHAT STAFF REALLY THINKS IS IMPORTANT FOR THIS PROGRAM IS BRINGING IT TO ALL THREE BODIES FOR THAT CONCURRENCE OR YOUR CONSIDERATION APPROVAL, YOU KNOW, DO THAT, THOSE WORD CHOICES AND THAT LOCKS ALL THE PARTNERS TOGETHER.

AND THEN, YOU KNOW, MOST OF IT AT THAT POINT, ATPS OFF TO THE RACES OF DOING THE CONTRACTS TO REALLY EFFECTUATE WHAT WE ALL DECIDED THIS YEAR, WHAT WE ALL AGREE, WHAT WE'RE GOING TO DO.

SO, UH, IT'S REALLY GOING TO BE HEALTHY FOR THE PROCESS, UH, FOR THIS MEETING.

SO, UH, GIANA, IF YOU WANT TO ADD ANY MORE, BUT, UM, I, I DO.

I THINK THE MAYOR SAID IT BEST DECISIONS ON KIND OF SCOPE SCHEDULE COSTS.

AND SO I THINK IT'S REALLY IMPORTANT THAT WE START GROUNDING THOSE DECISIONS AND THAT ALLOWS US TO MOVE NUMBERS OUT IN A REALLY GOOD, TRANSPARENT WAY ABOUT WHAT, WHAT THOSE OPTIONALITIES ARE VERSUS JUST HYPOTHETICAL'S THAT'S RIGHT.

EVEN THE THIRD BUCKET OF THE NON DESIGN ELEMENTS OF THINGS THAT WE NEED TO GET OUT FOR US TO SEE PUBLIC TO UNDERSTAND WILL BE COSTS.

THE COST OF CHOICES WERE BAKED A COST OF CONSTRUCTION, HOW THEY'VE CHANGED OR SUPPLIES.

SO IN THE THIRD BUCKET, WE'LL IDENTIFY THE ISSUES OF COST.

AND SO FAR AS THEY'RE THERE, THEY'RE NOT ALREADY INCLUDED IN THE DESIGN ELEMENTS, BUCKETS A AND B.

YEAH, THAT'S CORRECT.

I THINK THAT THE WAY WE WOULD FRAME IT UP AS THE FINANCIAL MODEL AND KIND OF THE SEGMENT PHASING PLAN, HOW THOSE WORK TOGETHER.

SO IT'S, YOU KNOW, IF WE DECIDE AS A GROUP THAT IT'S MORE OF AX, THEN OBVIOUSLY THAT COULD HAVE COST IMPLICATIONS.

WE'RE GOING TO BE BROUGHT UP TO SPEED ON THOSE THINGS.
