THE OWNER HAS BEEN IDENTIFIED AND CONFIRMED BY TRAVIS COUNTY APPRAISAL DISTRICT.
I FIRST CAME INTO CONTACT WITH THE CASE VIA 3 1, 1 COMPLAINT PLACED BY AN ANONYMOUS CALLER ON SEPTEMBER, 2021.
THE CALLER REPORTED SERVER SEVERAL INTERIOR ISSUES INSIDE THE APARTMENT UNIT.
COMPLAINANT WAS ALSO VERY CONCERNED ABOUT THE STRUCTURE ISSUES AND INTEGRITY UNDERNEATH THE BUILDING.
ON OCTOBER, 2021, I WAS ABLE TO CONFIRM AND PHOTOGRAPH SEVERAL EXTERIOR DEFICIENCIES, SUCH WHICH INCLUDE STRUCTURAL MEMBERS, HVAC ISSUES, SUCH AS ELECTRICAL HAZARDS, INSTALLATION, EXPOSED, ELECTRICAL BOXES AND EXTERIOR WALLS.
ON OCTOBER, 2020 FIRST, 2021, I

NOTICED A NOTICE OF VIOLATION WILL SEND TO THE OWNER OF PROPERTY AND REGISTRY AGENT TO INFORM OF CONFIRMED VIOLATIONS.NOTICE OF VIOLATION LETTER ALSO OBTAIN THE TIMELINE FOR COMPLIANCE AND REMEDY FOR DOCUMENTED VIOLATIONS HAVE CREATED AND CONFIRM 36 CASES.
AND 28 OF THEM HAVE STRUCTURE ISSUES INVOLVING THE INTEGRITY OF THE STRUCTURE MEMBERS BENEATH THE BUILDINGS.
THE OTHER CASES ARE INVOLVING INDIVIDUAL UNITS WITH MINOR STRUCTURE DAMAGES AND ONE FIRE DAMAGED BUILDING.
IT WAS REPORTED TO ME THAT THE PROPERTY HAD NEW OWNERSHIP IN MARCH, AND I WAS ABLE TO ISSUE NEW NOTICE OF VIOLATION LETTERS TO THE OWNER AND REGISTER AGENT.
I MEAN, NUMEROUS FOLLOW-UP INSPECTIONS COMMUNICATED WITH MANAGEMENT ONSITE AND VIA EMAIL, NUMEROUS TIMES POSTED THE PROPERTY WITH SEVERAL NOTICE OF VIOLATION LETTERS AND ISSUES EVER CITATIONS FOR SOME OF THE STRUCTURE ISSUES WE HAVE CONFIRMED.
THE FIREBIRD, UH, BUILDING STRUCTURE WAS ALSO POSTED WITH DANGEROUS CONDITION PLAY CARD.
THERE HAS BEEN LITTLE PROGRESS TOWARDS COMPLIANCE AND THE OWNER HAS YET TO OBTAIN ANY REQUIRE PERMITS TO RECTIFY THE EXTERIOR VIOLATIONS.
THE COMMERCIAL PROPERTY CONTINUES TO BE UNSAFE TO THE HEALTH AND SAFETY OF THE TENANTS AND COMMUNITY.

WE HAVE SINCE DONE SIX MAJOR WATER LINE REPAIRS AND CORRECT ME IF I'M WRONG, MR. ALVAREZ, BUT SOME OF THE WATER PRESSURE ISSUES COULD HAVE BEEN DUE TO THAT AS THAT IS, UH, AN ONGOING, WELL, SOME OF, OBVIOUSLY OF THE SIX WATER LINES, SOME HAVE BEEN REPAIRED NOW, BUT SOME OF THAT IS STILL ONGOING.
AND I THINK CITY STAFF CAN ATTEST THE FACT THAT THAT WORK IS HAPPENING AND IS VERY SERIOUS AND VERY MAJOR.
UM, I MEAN, ESSENTIALLY NUMBER OF THE BUILDINGS, THE PARKING WAS AN ACCESSIBLE, UM, WE HAD BUILDINGS WITHOUT WATER FOR A WHILE.
AND DURING THOSE PERIODS WE RENTED FEMA TRAILERS WERE SHOWERED AND PROVIDED ALTERNATIVE, UM, WATER ACCESS FOR, FOR OUR RESIDENTS.
BUT, UM, BY NO MEANS A PLEASANT SITUATION FOR ANYONE INVOLVED.
AND THEN THE OTHER THING I'D LIKE TO HIGHLIGHT IS, UH, THAT THE CONSTRUCTION, UH, TYPE OF THESE BUILDINGS, THEY ARE PIER AND BEAM, WHICH LEAVES THEM EXPOSED.
UH, AND SO LIKE A LOT OF THE ROCK, UH, THAT WAS HIGHLIGHTED IS ACTUALLY THERE SO THAT BECAUSE THE BUILDINGS ARE ELEVATED, THERE'S NOT A SLAB

AS WE SAW IN SOME OF THE PHOTOS THAT WERE, THERE WERE NOT ROCKS THAT ERODED UNDER THE CONCRETE PAD, BUT SO THE PREVAILING OF ROCK AROUND THERE IS ACTUALLY INTENTIONAL AND THE PIER AND BEAM CONSTRUCTION.
SO A LOT OF THESE ISSUES THAT WE ARE WORKING TO FIX ACTUALLY STEM FROM THE, UH, FREEZE THAT WE HAD IN WINTER OF 21 WITH THE ELEVATED STRUCTURE OF THE BUILDINGS, UH, AND PRIOR EITHER THE DEVELOPER PRIOR OWNERSHIP, NOT, UM, HAVING, YOU KNOW, I GUESS, WELL, I DON'T KNOW, AUSTIN IS NOT NECESSARILY USED TO HAVING FREEZING WEATHER FOR WEEKS.
I DON'T KNOW THAT WE CAN EVEN CALL IT IMPROPER, BUT WITHOUT SUFFICIENT INSULATION UNDERNEATH THE BUILDINGS THAT CAUSED THE RUPTURE OF A LOT OF PIPES, UH, WHICH OBVIOUSLY WE'VE BEEN WORKING TO FIX.
UM, BUT THAT IS THE ROOT CAUSE OF A LOT OF THAT SUB UH, BUILDING DAMAGE.
BUT ALL THAT TO SAY IS, UM, WE, UH, ARE WORKING CITY STAFF HAVE THE MEANS AND WILLINGNESS TO ADDRESS ALL OF THESE ISSUES AND LOOK FORWARD TO NOT HAVING TO COME BACK, BUT A SUCCESSFUL RESOLUTION OF ALL OF THESE ISSUES.

AT LAST MINUTE, MEETING COMMISSIONER SELIG PROPOSED A RESOLUTION HONORING COMMISSIONER OUT OF YOUR LAWS, PUBLIC SERVICE.
AND AFTER SPEAKING WITH THE CITY CLERK'S OFFICE, I WAS ADVISED THAT ONLY COUNCIL CAN ISSUE RESOLUTIONS.
AND IT WAS SUGGESTED THAT YOU CONSIDER EITHER A BLOCK PROCLAMATION OR DISTINCT WITH SERVICE AWARD AND ANY FORM OF RECOGNITION, EVEN A PROCLAMATION OR DISTINGUISHED SERVICE AWARD WOULD HAVE TO COME AT THE REQUEST OF A COUNCIL OFFICE, UM, AS THEY WOULD HAVE TO INITIATE IT OR SPONSOR IT.
SO IT WAS SUGGESTED TO ME THAT THE CHAIR OR THE VICE CHAIR REACH OUT TO THEIR COUNCIL MEMBERS AND ALSO INCLUDE COUNCIL MEMBER
