THIS MATTER WAS CALLED INTO 3 1 1 ON OCTOBER 19TH, 2018, AND CONCERNS A SINGLE FAMILY RESIDENTIAL PROPERTY IN 1900 EAST 11.
THIS PROPERTY DATES FROM 1912 COMPLAINANT, UH, INDICATED A NUMBER OF STRUCTURAL ABATEMENT ISSUES ON THE PROPERTY.
THIS IS A TRANSFERRED CASE, WHICH I ASSUME RESPONSIBILITY OF JUNE, 2020.
THIS PROPERTY IS LOCATED ON THE NORTHWEST, I'M SORRY, THE NORTHEAST CORNER OF 11TH STREET OF CHICAGO, AND IT'S APPROXIMATELY 40 FEET FROM NOW.
IT'S NEARLY 60 FEET FROM HOUSTON TILL CITY UNIVERSITY MAIN CAMPUS AND APPROXIMATELY 350 FEET IN BLACK.
SHE ELEMENT THROUGH A NUMBER OF SITE INSPECTIONS.
I OBSERVED THE FOLLOWING STRUCTURAL ISSUE.
THE ROOF OF THE HOME IS DETERIORATED, DANGEROUS, AND DEMONSTRATES AREAS OF COMPLETE FAILURE, WHERE THE UNDERLYING STRUCTURE ENDS OF THE K TO A STATE IN WHICH THE ROOF OF CONTINUITY IS MAINTAINED ONLY BY THE SHINGLES, THE SIDING AND STRUCTURAL SUPPORT ALONG THE WEST EXPOSURE OF THE HOME IS DECAYED, DETERIORATING AND FALLING AWAY.
THE DETERIORATION IS SO PROFOUND THAT LARGE ORPHANS OF THE SIDING AND STRUCTURE BECOME WINDLOW AND IS FLYING TO DEBRIS POSE A DANGER TO PASSING PERSONS IN TRAFFIC.
LARGE PORTIONS OF THE INTERIOR OF THE ATTIC AND ROOF STRUCTURE ARE VISIBLE AND OPEN FROM CHIPCOM STREET AS WELL.
THE PORCH CEILING FLOORING AND STRUCTURAL MEMBERS AT THE FRONT OF THE HOME ARE DETERIORATED AND ROTTING AWAY.
THE CEILING ALONG THE FRONT PORCH IS COLLAPSING.
PORTIONS ARE FALLING TO THE GROUND MIDDLE.
MANY OF EXPOSED WINDOWS IN THE STRUCTURE ARE BROKEN OR MISSING AND HAVE BEEN IN COMPLETELY BOARDED OR NOT BOARDED AT ALL.
LOOSE, SHARP, SINGLE PANE GLASS, WHICH HAS BEEN SHATTERED TO PRESENT IN SEVERAL WINDOWS AND ON THE GROUND ADJACENT APPEAR IN CURTAIN SUPPORT

STRUCTURES.THE POWER THE HOME APPEARS TO BE FAILING AND ROTTING AWAY IN SEVERAL LOCATIONS, MOST NOTABLY ALONG THE SOUTHWEST CORNER.
THERE ARE A NUMBER OF COMPLETE PENETRATING THROUGHOUT THE STRUCTURE WHERE BY PERSONS, ANIMAL AND WEATHER CAN IN TRUE.
THE REAR DECK IS LIKEWISE FAILING.
UNSAFE, PACKED WITH DENSE, ACCUMULATED GARBAGE, A SIGNIFICANT AMOUNT OF CRASH, RUBBISH AND DEBRIS, AS WELL AS VEHICLES AND COHABITATED BUILDINGS, LITERAL THE ENTIRE PROPERTY.
A SECOND ACCESSORY STRUCTURE OCCUPIES THIS PARCEL AS WELL.
IT IS UNRELATED TO THE HOME, MADE THE BASIS OF THIS CASE.
HOWEVER, THE NEIGHBORS REPORT ITS OCCASIONAL USE AS AN MAY SHIFT GENERALIST.
THROUGHOUT THE LIFE OF THIS CASE, SEVERAL NOTICES OF VIOLATION HAVE BEEN ISSUED TO THE CENTRAL APPRAISAL DISTRICT.
MOST RECENT VALID NOTICE OF VIOLATION DATES FROM OCTOBER 11TH OF THIS YEAR, 11.
TOTAL VIOLATIONS HAVE UNIDENTIFIED REGARDING THIS PROPERTY.
ONLY ONE HAVING BEEN CLEARED SINCE INCEPTION OF THE CASE.
THESE VIOLATIONS INCLUDE OVERALL UNSAFE CONDITIONS, DEFICIENT PROTECTIVE TREATMENT, INSTRUC MEMBERS DETERIORATED FOUNDATION WALLS, DETERIORATED EXTERIOR WALLS, DETERIORATED ROOFS AND DRAINAGE, DETERIORATED AND FAILING PORCHES, BATORS FAILING AND DETERIORATING WINDOWS, SKYLIGHT AND DOOR FRAMES, DAMAGED SOUND AND IN FULL REPAIR AND NOT WEATHER TIGHT AND ACCUMULATED TRASH AND RUBBISH THROUGHOUT THE PROPERTY.
I RECENTLY CLEARED ONE VIOLATIONS ON INOPERABLE VEHICLE, PARKED ON THE YARD.
IT'S BEEN THE OWNER OF RECORD IN THIS MATTER, AS WELL AS THE REPRESENTATIVE FOR THE STATE FOR THE EAST STATE.
HAVING RESPONSIBILITY FOR THIS PROPERTY HAVE BOTH INDICATED A DESIRE TO RECEIVE THE DEMOLITION AS FAR BACK AS DECEMBER, 2019.
THIS PROCESS WAS NEVER FINALIZED.
MY CONTACT WITH THE PARTIES HAS ESTABLISHED THE H THE HLC MANDATED A FEE OF APPROXIMATELY $900 AS A PREREQUISITE TO CONDUCTING A HISTORICAL ASSESSMENT STRUCTURE.
THIS FEE WAS NEVER PAID AND AS SUCH, THE ASSESSMENT WAS NEVER PROCESSED AND THE DEMOLITION PERMIT DID NOT PROCEED.

THEY WIND UP AT THE CHURCH AND THEY WIND UP IN THE INTERSECTION.

UM, OBVIOUSLY THE AUSTIN FIRE DEPARTMENT WOULD, WOULD NOT BE ABLE TO ACCESS THE ROOF SAFELY IN ANY WAY.
UM, I CAN'T IMAGINE IT HAPPENED IF THIS TRUCK WOULD CATCH FIRE.

DURING THE FIRST FEW INSPECTIONS OF THIS PROPERTY, INSPECTORS WERE UNABLE TO VERIFY STRUCTURE WAS OPEN AND ACCESSIBLE DUE TO THE AMOUNT OF WEEDS AND VEGETATION THAT WAS OVERGROWING THE ENTIRE STRUCTURES.
IT WAS ALSO DOCUMENTED THAT THE GRASS WEEDS WERE OBSTRUCTING THE PUBLIC SIDEWALK IN FRONT.
THE INSPECTOR ORDERED THIS PROPERTY TO BE INVADED BY THE CITY'S CONTRACTOR TWO TIMES.
SINCE THIS CASE HAS BEEN OPENED, NO ONE HAS MADE THE LIEN FOR THESE SERVICES.
DURING AN INSPECTION REPORT IN DECEMBER OF 2019, HE WAS OBSERVED THAT THE FRONT DOOR, A SIDE DOOR AND A WINDOW WERE ALL MISSING OR DAMAGED.
THE CITY'S CONTRACTORS CALLED AND THE TWO DOORS AND THE WINDOWS WERE BOARDED.
I PLACED THE YELLOW PLACARD ON THE FRONT DOOR AREA OF THE STRUCTURE.
I RETURNED THE NEXT DAY AND POSTED THE NOTICE OF VIOLATION NEXT TO THE BLACK.
DURING THE BOARD OF SECURE PROCESS, MANY VIOLATIONS WERE OBSERVED, WHICH WE WILL SEE IN THE PHOTOS DURING THE PRESENTATION.
THIS PROPERTY IS ACROSS THE STREET FROM SCHOOL.

THE PERSON THEN EXITED THAT PROPERTY AS POLICE ARRIVED, SHOWING UP THE BACKYARD OF A NEIGHBORING HOME ON TETON DRIVE, PROMPTING A SECOND CALL TO THE POLICE BY THE HOMEOWNER.
UM, SAFETY CHECKS WERE ALSO THEN SENT TO OTHER NEIGHBORS THAT WERE ON THE STREET TO SEE IF THAT PERSON HAD OTHER INDIVIDUALS WITH THEM IN THE YARD.
NOT ONLY DID THE NEIGHBORHOOD SUFFER THIS TRAUMATIC EVENT, BUT THE NEGLIGENT OWNER DECIDED TO SET UP WHEN THE NEGLIGENT HOMEOWNER DECIDED TO SET OFF FIREWORKS AND PUTTING FOUR IMMEDIATE NEIGHBORS AT RISK.
BUT WE CONTINUE WITH THE CONSEQUENCES EACH DAY OF THE ISO, THE FEAR OF INAPPROPRIATE USE OF THE PROPERTY AND ADDITIONAL DUMPING ON THE HOME OF HOME BUILDING MATERIALS.

UH, THE NEXT THING IS TO TALK ABOUT THE POSSIBLE COMMISSION RETREAT.UM, I KNOW LAST MONTH WE TALKED ABOUT IT BRIEFLY, THERE WAS A, WE DIDN'T HAVE MUCH TIME LEFT, WE DECIDED TO WAIT AND TALK ABOUT THIS, UM, HAVING A RETREAT THIS MONTH, AND I KNOW, UH, SEVERAL OF THE MEMBERS WILL BE LEAVING US IN FEBRUARY AND NEW MEMBERS WILL BE APPOINTED.
SO WE HAD TALKED ABOUT POSSIBLY WAITING UNTIL, AND SOME PEOPLE WILL SERVE ON A WHOLE, EVERY POSITION UNTIL THEY END APRIL.
SO YOU MAY WANT TO CONSIDER UNTIL NEW COMMISSIONERS HAVE BEEN APPOINTED, MAYBE JUNE.
IT'S MY THOUGHT WHEN WE GET NEW COMMISSIONERS ON BOARD, UM, TO HAVE A RETREAT.
