A COMPANY THAT PAYS A LIVING WAGE IN RESPECTS WORKERS' RIGHTS.

WE ARE PRIMARILY HERE TODAY, HOWEVER, TO DELIVER A MESSAGE THAT MANAGEMENT AT THE HYATT PLACE.

AUSTIN AIRPORT HAS A HOTEL ON A FAST TRACK TO A LABOR DISPUTE.

HERE ARE THE KEY FACTS.

WORKERS AT FOUR CONCESSION COMPANIES AT THE AIRPORT AND THE HOTEL IN FRONT OF THE HYATT.

THE HILTON AUSTIN AIRPORT, ARE ALREADY UNION.

ALL ARE SUBJECT TO AUSTIN'S LIVING WAGE ORDINANCE.

THE HYATT PLACE HAS BEEN THE ONLY NON-UNION HOLDOUT ON AIRPORT LAND AND DOES NOT PAY WORKERS THE LIVING WAGE.

TWO.

ON JULY 10TH, 2024, THE UNION WON AN ELECTION TO THE BARGAINING REPRESENTATIVE OF THE WORKERS AT THE HYATT PLACE.

24 TO EIGHT.

PRIOR TO THE ELECTION, A COMPANY SUPERVISOR DROVE THE COMPANY VAN IN FRONT OF THE, IN FRONT OF AN OFF PROPERTY VENUE WHERE THE WORKERS WERE HOLDING A UNION MEETING.

FOUR.

SHORTLY BEFORE THE ELECTION WAS HELD, THE COMPANY GAVE EMPLOYEES A RAISE.

FIVE.

AFTER THE ELECTION, THE COMPANY FILED FOUR OBJECTIONS TO CHALLENGE THE CERTIFICATION OF THE ELECTION RESULTS.

THE NATIONAL LABOR RELATIONS BOARD DISMISSED THREE OF THOSE OBJECTIONS, THE FOUR WHEN TO HEARING.

AND THE NLRB HEARING OFFICER RECOMMENDED THE OBJECTION BE OVERRULED AND THAT THE RESULTS OF THE ELECTION BE CERTIFIED.

THE COMPANY HAS FILED EXCEPTIONS TO THAT RECOMMENDATION, EFFECTIVELY DELAYING UNION RECOGNITION.

SIX, AFTER THE ELECTION WAS HELD, A FEW UNION SUPPORTERS WERE GIVEN DISCIPLINE FOR JOB PERFORMANCE ISSUES.

THAT INCLUDES TWO WORKERS WHO WERE RECENTLY FIRED, AND WHOSE TERMINATIONS ARE THE SUBJECTS OF MORE FEDERAL CHARGES WITH THE NATIONAL LABOR RELATIONS BOARD.

NOW, I'D LIKE TO INTRODUCE ESTHER ALBERTA, ONE OF THE FIRED WORKERS.

I'LL BE TRANSLATED FOR HER.

MY NAME IS ESTHER ES HERE TO SAY THAT WE'RE PART OF THE UNION.

SINCE WE STARTED DIRECTLY, UH, WITH THE UNION, UH, WE'VE HAD A LOT OF RETALIATION AND WE'VE ALSO HAD OUR HOURS CUT.

I GOT TERMINATED AS WELL.

UHHUH .

THERE'S BEEN A LOT OF RETALIATION AT THE HOTEL.

UM, EVER SINCE WE STARTED WITH THE UNIT, A LOT OF MY COWORKERS GOT FIRED ALONG THE PROCESS AT, AT THE SAME TIME WHILE WE WERE BUILDING THE UNIT.

AND AFTER THE ELECTION, I'M FIRED AND WE'RE ASKING YOU YOUR HELP SO THAT WAY WE CAN HAVE, UH, OUR JOBS BACK.

SO THE COMPANY'S NOT RE NOT RESPECTING THE ELECTION.

AND THE PEOPLE THAT VOTED IN FAVOR OF THE UNION ARE BEING RETALIATED AGAINST.

THERE'S A LOT OF DISCRIMINATION, ESPECIALLY BECAUSE OF MY AGE.

THEY ASKED ME TO GO FIND ANOTHER JOB, AND WE'RE ASKING HERE FOR YOUR SUPPORT.

AND I WANNA RETURN TO MY JOB, SAME AS MY COWORKERS.

AND NEXT WILL BE IVAN CAMPBELL, UH, SHUTTLE DRIVER FOR THE HOTEL.

I DRIVE THE, THE GRAVEYARD SHIFT, UH, SHUTTLE DRIVE, UM, THE SHUTTLES AT THE HOTEL.

[2. Briefing on August 2024 Financial Results presented by Rajeev Thomas, Chief Financial Officer]

ON STAFF BRIEFINGS.

THE FIRST ONE IS THE AUGUST, 2024 FINANCIAL RESULTS PRESENTED BY RAJIV THOMAS, CHIEF FINANCIAL OFFICER.

GOOD AFTERNOON COMMISSIONER.

UM, SO I'LL BE PRESENTING THE AUGUST FINANCIAL RESULTS.

UM, SO START WITH THE STATS.

UM, FOR IN PLACEMENTS FOR AUGUST, UH, WE WERE ABOUT 3% BELOW PRIOR THE PRIOR YEAR.

AUGUST, UH, LANDED, WEIGHTS CAME IN ABOUT 8% BELOW, UH, THE PRIOR YEAR TO, UH, BUT CARGO WAS A REAL BRIGHT SPOT.

YOU KNOW, I THINK I MENTIONED IN THE LAST MEETING THAT CARGO SINCE APRIL HAS BEEN SEEING DOUBLE DIGIT GROWTH.

AND IT CONTINUED TO SEE THAT IN AUGUST, ABOUT 13% HIGHER THAN AUGUST OF 2023 ON THE REVENUE SIDE.

UM, THE REVENUES CAME IN AT ABOUT $26.8 MILLION, UH, WHICH WAS ABOUT 20.7 MILLION OR 11% HIGHER THAN THE PRIOR YEAR.

YEAR TO DATE, WE ARE $39.3 MILLION HIGHER THAN PRIOR YEAR, UH, OR 15% HIGHER ON THE OPERATING REVENUES.

SO WE ARE ONE MORE, ONE MORE MONTH LEFT IN THE FISCAL YEAR.

SEPTEMBER IS THE END OF OUR FISCAL YEAR, SO WE'LL HAVE THOSE RESULTS SOON.

UM, UH, TO KIND OF, UH, SHARE WITH YOU ON THE OPERATING EXPENSE SIDE, UH, ONE THING TO NOTE, UH, AUGUST OF 2024 WAS A THREE PAY PERIOD MONTH.

SO WHEN YOU LOOK AT IT YEAR OVER YEAR, EVEN THOUGH IT SHOWS A 38% INCREASE, IT IS BECAUSE OF THAT EXTRA PAY PERIOD VERSUS AUGUST 20, 23 ONLY HAD TWO PAY PERIODS.

UM, BUT YEAR TO DATE, UH, OPERATING EXPENSES ARE ABOUT 25% HIGHER THAN PRIOR YEAR COMPARED TO WHERE WE WERE ON THE BUDGET.

UM, ON THE BUDGET, WE ARE TRENDING FAVORABLY ON THE REVENUE SIDE, 19 MILLION HIGHER THAN OUR AMENDED BUDGET.

AND, UM, ALSO VERSUS OUR CURRENT YEAR ESTIMATE ABOUT 3.8 MILLION HIGHER ON THE REVENUE SIDE.

SO WE ARE TRACKING VERY WELL FOR YEAR END.

UM, ON THE OPERATING EXPENSES SIDE, WE ARE FAVORABLE, UH, AGAINST OUR CYE, WE ARE $700,000 FAVORABLE.

AND ALSO VERSUS BUDGET, WE ARE ABOUT 1.6 MILLION FAVORABLE.

UH, AND TO THE BOTTOM LINE, YOU KNOW, THE EXCESS NET REVENUES YEAR TO DATE, UH, WE ARE SLIGHTLY BETTER THAN WHERE WE WERE LAST YEAR.

SO LAST YEAR, UH, WE WERE AT $76.3 MILLION IN EXCESS NET NET REVENUES BY AUGUST.

AND CURRENTLY WE ARE ABOUT 78.9 MILLION, AND THAT IS ABOUT 2.6 MILLION HIGHER.

SO THE TRANSFER TO THE CAPITAL FUND AT THE END OF THE YEAR, UH, IS GONNA BE VERY SIMILAR TO WHAT WE DID LAST

SO THAT'S GOOD NEWS AND ALSO VERSUS FAVORABLE VERSUS WHAT WE BUDGETED.

UM, ANY QUESTIONS? I DID SEE THAT, UM, YOU KNOW, FOR THE AUGUST, THERE'S A DIP HISTORICALLY, BUT I GUESS IN OCTOBER IT'S GONNA START REALLY PICKING UP FOR THE BEGINNING OF THE FISCAL YEAR FOR UNEMPLOYMENTS OR FOR, WELL, FOR, UH, REVENUE, I WOULD GUESS IN EMPLOYMENTS CARGO REVENUE? YEAH.

FROM PLAIN.

I, I MEAN, THE REVENUES WERE AFFECTED A LITTLE BIT IN AUGUST BECAUSE, YOU KNOW, THE IN EMPLOYMENTS WERE DOWN 3%.

FOR EXAMPLE, OUR PARKING REVENUE, OUR TRANSACTIONS WERE ABOUT TWO AND A HALF PERCENT BELOW UHHUH PRIOR YEAR.

SO THAT KIND OF AFFECTED IN TERMS OF VOLUME.

BUT IF YOU LOOK AT THE PARKING REVENUE IS STILL 3% HIGHER BECAUSE OF THE RATE INCREASES THAT WERE DONE.

SO OVERALL, WE ARE STILL DOING WELL, YOU KNOW, CONSIDERING THE FACT THAT UNEMPLOYMENTS ARE BEING ROUGHLY FLAT YEAR TO DATE.

UM, UM, SO REVENUES BEING UP, YOU KNOW, THAT IS A GOOD SIGN.

OKAY.

I DID SEE SOMETHING, UM, WE, WE GET CRITICAL MENTION, WHICH IS A LIST OF THE ARTICLES OR MENTIONS IN SOME OF THE MEDIA ABOUT THE AIRPORT.

AND THERE WAS SOMETHING FROM BON BUYER YEAH.

IN THERE THAT MENTIONED THAT, UH, END OF 25, THAT THERE MAY BE SOME NEW ISSUE OF DEBT, UM, BORROWING.

YEAH.

AND WHAT, UM, WHO, WHO, I MEAN, IT JUST SAID, UH, IT JUST SAID THE AIRPORT SAID, AND I, IT DIDN'T CL CLARIFY ON THAT, BUT I PRESUME THAT WE'LL, THIS BODY WILL HEAR ABOUT IT.

YES, DEFINITELY.

I MEAN, WE'LL, WE'LL BRING IT, UH, TO YOU, UM, WHEN WE START INITIATING THAT, THAT ISSUANCE RIGHT NOW, AS I, I THINK IT WAS, I DON'T KNOW WHETHER IT WAS THE LAST MEETING OR THE MEETING BEFORE THAT WE TALKED ABOUT, WE ARE GOING FOR A SHORT TERM OH RIGHT.

AND SO THAT WE ARE BRINGING IN THE NOVEMBER MEETING TO GIVE YOU SOME DETAIL ON THE BANK THAT WE CHOSE.

AND THE, THE FACILITIES GONNA BE ABOUT 150 MILLION AND IT'S GONNA BE A NOTE PURCHASE AGREEMENT.

UM, AND WE'LL GIVE YOU THE DETAIL ON THAT IN THE NEXT MEETING.

SO THAT'S THE GAP FINANCING? YEAH, THAT'S THE GAP FINANCING.

AND THEN WE WILL TAKE THAT OUT, UH, WE EXPECT IN THE FOURTH QUARTER OF 2025 AND ISSUE NEW BONDS TO REPLACE THAT.

AND CURRENTLY THE INTEREST ON THE DEBT THAT'S HELD IS, IS PRETTY STEADY AND BELOW THE CURRENT, UH, BORROWING RATE.

RIGHT? YEAH, YEAH.

BUT, BUT WHAT WE'VE SEEN WITH THE AIRPORT ISSUANCE, FROM WHAT, YOU KNOW, WHAT OTHER AIRPORTS HAVE DONE THIS YEAR, IT IS PRETTY CLOSE TO WHAT WE HAVE DONE HISTORICALLY BETWEEN FOUR AND A 4.5%.

AND IT'S KIND OF VARIED.

UM, SO, AND ANOTHER THING THAT, UH, WE WILL BE BRINGING FORTH IS, AND WE ARE TRYING TO KIND OF DETERMINE THE TIMELINE, WE ARE GOING TO REFUND THE 2014 BONDS.

CURRENTLY IT'S FAVORABLE, UM, BUT NET PERSON VALUE IS SHOWING ABOUT $20 MILLION FAVORABLE.

SO I'M WORKING WITH TREASURY ON A TIMELINE ON THAT, AND MOST LIKELY WE HOPE TO REFUND THAT EARLY MARCH OF NEXT YEAR.

SO IF YOU WANNA SCROLL THROUGH TO THE WESTGATE EXPANSION WILL BE THE, THERE WE GO.

THE FIRST ONE, UM, I'LL TALK ABOUT, SO THIS NEW IMAGE HERE, IT SHOWS THAT, UM, THE STEEL IS WELL UNDERWAY.

WE HAVE ABOUT 50% OF IT DONE.

SO IT'S A LOT OF GREAT JOBS, UM, FOR THIS PROJECT ALONE THAT'S BRINGING TO THE, TO THE AIRPORT.

SO I THINK AS WE MOVE FORWARD, NOT AT EVERY MONTH KIND OF DEAL, BUT AT EVERY SO OFTEN KIND OF DEAL, I WOULD LOVE TO SEE AN UPDATE, ESPECIALLY AS THESE BIG PROJECTS GET OFF THE GROUND OF HOW MANY APPRENTICES ARE BEING UTILIZED THROUGH THAT PROGRAM ON SPECIFIC AIRPORT PROJECTS, WHICH WAS NOT INCLUDED IN THAT LAST CTP REPORT.

SO I THINK THAT WOULD BE INTERESTING TO SEE KIND OF HOW WE'RE IMPACTING THE COMMUNITY, ESPECIALLY WHEN WE'RE LOOKING AT THE MOBILITY AND INFRASTRUCTURE SECTOR PARTNERSHIP AND THE INFRASTRUCTURE ACADEMY.
