[CALL TO ORDER]
[00:00:06]
UM, I'D LIKE TO CALL THE MEETING TO ORDER.
THANK YOU ALL FOR BEING HERE VIRTUALLY.
WE HAVE PRETTY GOOD ATTENDANCE AFTER ALL.
[PUBLIC COMMUNICATION: GENERAL]
HAVE, UM, THREE PUBLIC COMMUNICATIONS TODAY.THEY'RE ALL SIGNED IN FROM UNITE HERE.
DO YOU WANNA COME TO THE, UM, DAAS TOGETHER OR, OKAY.
I'M GONNA CALL, UM, RAMEL GARCIA, MANA MATA AND, UH, GLENDA, UH, CARO.
AND PLEASE, UH, EXCUSE MY PRONUNCIATIONS.
I'M NOT REALLY GOOD AT READING HA THESE, UH, HANDWRITING.
AND, UM, THE LECTERN IS GREAT IF YOU'RE WILLING TO DO THAT.
AND THEN ALSO, UM, PLEASE SAY YOUR NAMES CORRECTLY,
WHILE YOU'RE GETTING, WHILE YOU'RE QUEUING UP, I THINK WE'LL TAKE, UH, ATTENDANCE.
I SEE VICE CHAIR BROCK, JEFF ELLER, JEREMY HENDRICKS, JONATHAN C**N, UH, SCOTT MEALL, RAYMOND YOUNG, JEFF, UM, DOYLE VALDEZ, AND MYSELF PRESENT.
UH, THE PODIUM MIC'S NOT TURNED ON.
CAN YOU TURN THE MIC ON PLEASE? THERE'S A BUTTON ON IT.
ALRIGHT, WELL, GOOD AFTERNOON EVERYBODY.
I'M AN ORGANIZER WITH UNITE HERE, LOCAL 23.
UM, WE'RE THE UNION THAT REPRESENTS WORKERS AT CONCESSION COMPANIES, UH, INSIDE THE AIRPORT, UH, AS WELL AS WORKERS AT THE HILTON AIRPORT.
UH, WE APPRECIATE, UM, THE AIRPORT SUPPORT FOR A REAL LIVING WAGE, UH, $25 AN HOUR, UM, FOR WORKERS INSIDE THE AIRPORT WHO WORK AT DELAWARE NORTH.
UM, WE'RE PRIMARILY HERE TODAY, UH, HOWEVER, UH, TO CONTINUE TO DELIVER, UH, THIS MESSAGE THAT MANAGEMENT AT THE HYATT PLACE.
AUSTIN AIRPORT, UH, HAS THE HOTEL ON A FAST TRACK TO A LABOR DISPUTE.
UM, HERE ARE SOME KEY FACTS THAT I POINTED OUT BEFORE.
UH, WORKERS AT FOUR CONCESSION COMPANIES AT THE AIRPORT AND THE HOTEL IN FRONT OF THE HYATT PLACE.
UH, THE HILTON AUSTIN AIRPORT ARE ALREADY UNION AND ARE ALL SUBJECT TO AUSTIN'S LIVING WAGE ORDINANCE.
THE HYATT PLACE HAS BEEN THE ONLY NON-UNION HOLDOUT ON AIRPORT LAND AND DOES NOT PAY WORKERS A LIVING WAGE, WHICH IS CURRENTLY AT $20 AND 80 CENTS.
UH, ON JULY 10TH, 2024, THE UNION WON THE ELECTION TO BE THE BARGAINING REPRESENTATIVE OF THE WORKERS, AND THEY WON IT BY 24 TO EIGHT.
UM, SHORTLY BEFORE THE ELECTION WAS HELD, THE COMPANY GAVE EMPLOYEES A RAISE, AND AFTER THE ELECTION, THE COMPANY FILED FOR OBJECTIONS TO CHALLENGE THE CERTIFICATION OF THE ELECTION RESULTS.
THE NLRB DISMISSED THREE OF THOSE OBJECTIONS.
THE FOURTH WENT ON TO A HEARING, AND THE NLRB HEARING OFFICER RECOMMENDED THE OBJECTIONS BE OVERRULED AND THE RESULTS OF THE ELECTION CERTIFIED.
THE COMPANY HAS NOW FILED, UH, EXCEPTIONS TO THE RECOMMENDATIONS OF THE NLRB, EFFECTIVELY DE DELAYING UNION RECOGNITION.
AFTER THE ELECTION WAS HELD, A FEW UNION SUPPORTERS WERE GIVEN DISCIPLINE, UH, FOR JOB PERFORMANCE ISSUES.
THIS INCLUDES TWO WORKERS WHO WERE RECENTLY FIRED, AND WHOSE TERMINATIONS ARE THE SUBJECTS OF MORE FEDERAL CHARGES WITH THE NATIONAL RELATIONS BOARD.
NOW, THIS MAY SOUND LIKE A REPORT THAT I GAVE LAST TIME, AND THAT'S BECAUSE IT IS, AND NOTHING HAS CHANGED.
UH, WORKERS ARE JU UNJUSTLY FIRED AND THE COMPANY REFUSES TO RECOGNIZE THE UNION.
THE COMPANY HAS FILED ITS LAST APPEAL AVAILABLE TO THEM IN THIS LENGTHY PROCESS, AND WAITS FOR WORKERS TO GET TIRED AND LOSE HOPE.
I'D LIKE TO LEAVE IT FOR BE JUST TO MAKE A QUICK STATEMENT AND I WILL TR UH, TRANSLATE FOR HER AND ONE OF THE WORKERS, ONE OF THE KEY LEADERS INSIDE OF THE HOTEL.
AND WE HAVE FOUNDED ON JUST WHAT THE COMPANY IS DOING INSIDE OF THE HOTEL AND DOING EVERYTHING AGAINST US.
UP TO THIS DATE, WE'VE HAD FIVE COWORKERS OF MINE.
SOME HAVE RESIGNED BY THEMSELVES BECAUSE OF THE PRESSURE, UM, AND OTHERS, UH, HAVE BEEN UNJUSTLY FIRED.
[00:05:11]
AND ALL THE COMPANY IS DOING IS DELAYING THE PROCESS, A LENGTHY PROCESS DIRECTLY, SO WORKERS LOSE HOPE AND WE EVENTUALLY JUST QUIT, UM, OUR JOBS AND NOT BE, BE INSIDE DIRECTLY TO KEEP FIGHTING, UH, AND NOT RECOGNIZE THE UNION.UH, AND THIS IS, UH, GLENDA CARO.
MM-HMM,
AND I'VE SEEN A SERIES OF EVENTS, DISAPP UNFORTUNATE EVENTS THAT HAVE HAPPENED, AND WHAT IS JUST ALSO UNJUSTLY BEING FIRED, HOURS BEING CUT AND RETALIATION AGAINST THE WORKERS, AND ALSO HAVING A LENGTHY PROCESS SO THE WORKERS GET TIRED AND DON'T FOLLOW TO ACTUALLY BE PART OF THE UNIT.
THANK YOU FOR YOUR TIME, AND I APPRECIATE YOU LISTENING.
AND AGAIN, PARDON MY PRONUNCIATIONS.
AND GRACIAS, UH, GLENDA, I, MARIA, AND THANK YOU, RAMON.
[APPROVAL OF MINUTES]
OF BUSINESS IS APPROVAL OF THE MINUTES OF THE REGULAR MEETING ON OCTOBER 9TH, 2024.I'LL ENTERTAIN A MOTION TO APPROVE, UH, MOVE APPROVAL AC A A C REGULAR BOARD MEETING, UH, MINUTES ON OCTOBER 9TH, 2024.
COMMISSIONER VALDEZ, SECOND YOUNG.
UM, ANY QUESTIONS, COMMENTS, CHANGES TO THE MINUTES? SEEING NONE, UM, WILL, UH, CAN WE JUST APPROVE THE MINUTES? ALL IN FAVOR? ALL RIGHT.
UH, THOSE OPPOSED? AND, AND ONE ABSTENTION.
UM, COMMISSIONER AL, THANK YOU.
WERE THERE ANY OTHER ABSTENTIONS BESIDES COMMISSIONER AL ON SCREEN? OKAY.
[2. Briefing on September 2024 Financial Results presented by Rajeev Thomas, Chief Financial Officer]
IS THE BRIEFING ON THE FINANCIAL RESULTS.TODAY WE HAVE RAJIV THOMAS, CHIEF FINANCIAL OFFICER.
UH, RAJIV THOMAS, CHIEF FINANCIAL OFFICER FOR THE AVIATION DEPARTMENT.
UM, WHAT I'LL START TODAY WITH IS THE RESULTS FOR THE MONTH OF SEPTEMBER AND KIND OF GO INTO A LITTLE MORE DETAIL ON THE FULL YEAR, UM, FINANCIAL PERFORMANCE.
SO SEPTEMBER, 2024 WAS THE END OF OUR FISCAL YEAR, UH, AND FOR THE MONTH OF SEPTEMBER, UH, OUR UNEMPLOYMENTS WERE DOWN ABOUT 6%.
UH, BUT FOR YEAR TO DATE, UM, FOR THE FISCAL YEAR, WE ARE UP ABOUT 0.4% IN TERMS OF TOTAL, UH, UNEMPLOYMENTS, UH, LANDED WEIGHTS FOR SEPTEMBER CAME IN ABOUT ALMOST 9% BELOW THE PRIOR YEAR.
BUT FOR A YEAR TO DATE, UH, WE ARE DOWN ABOUT 1.4%.
UH, FOR THE FIRST HALF OF THE YEAR, WE WERE ACTUALLY, UM, UP ABOUT 1% ON LANDED WEIGHTS, BUT ON THE SECOND HALF OF THE YEAR, WE WERE DOWN ABOUT 5% ON THE LANDED WEIGHTS.
UM, IN TERMS OF REVENUE, UM, YOU CAN SEE THE, THE TOTAL OPERATING REVENUE CAME IN AT $26.2 MILLION.
UH, THAT WAS 2.2 MILLION BETTER THAN THE PRIOR YEAR OR 9.1% BETTER, UH, THAN, UH, SEPTEMBER, 2023.
OPERATING EXPENSES FOR THE MONTH WERE FAVORABLE, UH, BY ABOUT $7.6 MILLION.
AND, UH, NOT, I SHOULDN'T SAY FAVORABLE, LOWER THAN LAST YEAR, UH, SEPTEMBER BY $7.6 MILLION, PRIMARILY BECAUSE SEPTEMBER, 2023 HAD A THREE PAY PERIOD MONTH, AND THIS SEPTEMBER ONLY HAD A TWO PAY PERIOD MONTH.
AND ALSO THEY, THERE WAS A $1.2 MILLION DIFFERENCE, FAVORABLE DIFFERENCE IN THE INSURANCE SWEEP THIS YEAR VERSUS THE PRIOR YEAR.
UM, AND THE, UH, ONE OTHER THING THAT ALSO WAS, UM, RELATED TO THE LOWER EXPENSES THIS YEAR WAS ALSO US, THE DEPARTMENT CLOSING OUT A LOT OF ENCUMBRANCES THAT WERE OPEN, UH, AND DID THAT, UH, MUCH MORE FAVORABLY THAN THE PRIOR YEAR.
DID YOU HAVE A QUESTION? I, I DID, I I WAS CURIOUS WHY THE INSURANCE WAS LOWER.
NO, THE INSURANCE SWEEP WAS LOWER BECAUSE WHAT HAPPENS IS THE WAY, UM, THE CONTROLLER'S OFFICE, UH, DOES THE INSURANCE
[00:10:01]
IS THEY DO IT BASED ON ACTUAL FTES ON A MONTHLY BASIS, BUT AT THE END OF THE YEAR, THEY SWEEP FOR THE WHOLE BUDGETED FT.SO THIS YEAR WE HAD LESS VACANCIES THAN WE HAD LAST YEAR.
SO THAT WAS THAT DIFFERENCE IN HOW THAT ACCOUNTING ENTRY CAME TO BE.
SO GOING, GOING TO THE NET REVENUES FOR THE MONTH OF SEPTEMBER, UM, THE NET REVENUES WERE ABOUT 1.9 MILLION, UM, ON, ON A, YOU KNOW, DEFICIT BASIS.
WHEREAS LAST YEAR IT WAS 10.7 MILLION, UM, ON A, ON A NEGATIVE BASIS.
SO, BUT IT WAS STILL FAVORABLE, 8.8 MILLION YEAR OVER YEAR
SO THIS IS WHERE, UM, YOU KNOW, WE DID QUITE WELL IN TERMS OF REVENUES.
AS YOU CAN SEE, YEAR OVER YEAR, 15% INCREASE IN REVENUES.
UH, AIRLINE REVENUES WERE UP 25%, MOSTLY DRIVEN BY RATES.
UM, THE TERMINAL RENTAL RATES WE HAD INCREASED BY 26%, SO THAT IS ACCOUNTING FOR SOME OF THIS.
AND ALSO THE LANDING FEES WERE, UH, WE HAD ALSO INCREASED BY ABOUT 27% TO THE RATE ITSELF.
BUT AS YOU CAN SEE, THE LANDING WEIGHTS WERE LOWER THIS YEAR VERSUS THE PRIOR YEAR.
UH, GROUND TRANSPORTATION IS UP ABOUT 8% YEAR OVER YEAR.
OUR TRIPS WERE ABOUT 11% HIGHER THAN THE PRIOR YEAR.
UH, RENTAL CARS REVENUES ARE UP 3.7%.
UM, AND THE TRANSACTIONS FOR RENTAL CARS WERE UP ACTUALLY ABOUT 6% OR 5.7%.
AND YOU CAN SEE FOOD AND BEVERAGE IS UP ABOUT 7%.
RETAIL WAS DOWN, AS WE, YOU KNOW, NOTED ALL ALONG THROUGHOUT THE YEAR, UH, DUE TO, YOU KNOW, THE, UH, THE TILERS BEING TAKEN OFF.
UM, AND THEN ADVERTISING REALLY PERFORMED VERY WELL AT, UH, 16% YEAR OVER YEAR.
UM, THE NEW CONTRACT WITH CLEAR CHANNEL IS REALLY PAYING DIVIDENDS HERE.
AND THEN OTHER CONCESSIONS AND RENTAL REVENUES WAS ALSO UP 8%.
SO OVERALL OPERATING REVENUE UP 15% OR 41.5 MILLION HIGHER THAN THE PRIOR YEAR, OUR OPERATING EXPENSES FOR THE AIRPORT WERE UP 15% OR 20.6 PER MILLION DOLLARS.
AND AS YOU CAN SEE, WHAT THAT HAS RESULTED IN IN TERMS OF NET REVENUES IS $77 MILLION BEING TRANSFERRED TO THE SURPLUS CAPITAL FUND VERSUS PRIOR YEAR WAS 65 MILLION OR 66 MILLION.
SO, OR $11.4 MILLION IMPROVEMENT OVER THE PRIOR YEAR.
SO THO THAT'S WHERE THE RESULTS FOR FISCAL YEAR 24.
ANY QUESTIONS ON THAT? UM, UH, COMMISSIONER MEDU? MM-HMM.
HOW HAVE, HAVE YOU COMPARED YOUR EMPLOYMENTS TO OTHER AIRPORTS? RELATIVE TO OUR, OUR DOWNTURN? IS THAT KIND OF INDUSTRY WIDE? IT IS NOT FOR ALL AIRPORTS.
SO I'VE SEEN THIS IN AIRPORTS WHERE SOME OF THE SEATS HAVE BEEN PULLED BACK.
UM, LOOKING AT SOME AIRPORTS WHERE, FOR EXAMPLE, SOUTHWEST HAS HAD A PRESENT AND THEY'VE KIND OF REDUCED THEIR CAPACITY.
I'VE SEEN IN PLAIN MEN STARTING TO GO DOWN YEAR OVER YEAR.
UM, FOR US, UH, IT WAS ALSO, UH, YOU KNOW, SOUTHWEST, UH, PULLED DOWN, KIND OF CAME IN LATER.
AMERICAN PULL DOWN, YOU KNOW, BEFORE THAT.
AND ALSO SPIRIT ALSO, UH, RETRENCHED A LITTLE BIT.
SO THE SEATS HAVE GONE DOWN IN THE MARKET AND THAT HAS KIND OF LED TO, YOU KNOW, LOWER UNEMPLOYMENTS A LITTLE BIT.
BUT WE ARE SEEING THIS ACROSS SOME OF THE AIRPORTS THAT HAVE SOUTHWEST AS A PRIMARY, UH, CARRIER RIGHT NOW, WHERE WE ARE SEEING SOME SOFTENING, UH, IN THE UNEMPLOYMENT GROWTH NUMBERS, BUT SOME AIR.
BUT SOME OF THE AIRPORTS WHERE I'VE SEEN WHERE INTERNATIONAL IS A SIGNIFICANT, UH, PART OF THE, UH, PASSENGER MIX, YOU KNOW, THEY ARE DOING BETTER BECAUSE INTERNATIONAL TRAFFIC HAS KIND OF INCREASED YEAR OVER YEAR AND THAT KIND OF HELPS OFFSET SOME OF THE DOMESTIC WEAKNESSES.
AND, UM, RAJIV, UM, I'M SORRY, COMMISSIONERS, I DIDN'T MENTION THIS AT THE TOP OF THE MEETING.
RAJIV HAS ANOTHER AGENDA ITEM.
[5. Briefing on AUS Short-Term Financing provided by Rajeev Thomas, Chief Financial Officer]
IF IT'S OKAY, I'D LIKE TO MOVE AGENDA ITEM FIVE TO OUT OF ORDER TO THIS SO YOU CAN CONTINUE ON ABOUT FINANCIAL.IS THAT ACCEPTABLE TO EVERYBODY? YEAH.
[00:15:01]
IS A BRIEFING ON THE SHORT-TERM FINANCING.SO, UM, THIS IS IN RELATION TO THE SHORT-TERM FINANCING.
WE HAD KIND OF MENTIONED IT BEFORE THAT I'LL BE BRINGING AN UPDATE TO IT.
AND I HAVE, UM, YOU KNOW, PFM OUR CITY'S FINANCIAL ADVISORS WITH ME, IF YOU HAVE ANY QUESTIONS, BUT I'LL KIND OF GO INTO WHAT WE DID, UM, UM, IN THIS PROCESS IS WE PUT OUT AN RFP OUT THERE AND WE HAD FIVE BANKS COME UP, COME BACK WITH PROPOSALS.
AND BASED ON THE TERMS THAT WERE PROPOSED, WE'VE CHOSEN ONE, WHICH IS WELLS FARGO, WHICH HAS THE LOWEST RATES CURRENTLY.
UH, SO WE'VE DRAWN UP A NOTE PURCHASE AGREEMENT WITH WELLS FARGO.
UH, WE HAVE GONE, WE HAVE GONE THROUGH THE FIRST DRAFT YESTERDAY.
WE REVIEWED THE FIRST DRAFT YESTERDAY.
AND, UH, IT IS FOR $150 MILLION FACILITY.
UH, WE ARE PRIMARILY GOING TO DO TAX EXEMPT A MT FINANCING, AND IT IS GOING TO BE OVER A THREE YEAR PERIOD.
UM, AND HELP ME OUT HERE, WHAT'S THE TERM OF THE DEBT ON THE 150 MILLION OVER THE THREE YEAR PERIOD? THE, THE, THE, ARE YOU TALKING ABOUT THE RATE TO REPAY? I'M, IF IT'S HOW YOU'RE, ARE YOU, ARE YOU GETTING 150 MILLION BY IN THIS FISCAL YEAR AND YOU'LL PAY BACK IN? SO THAT'S ONE OF THE ADVANTAGES OF DOING A REVOLVING LINE.
I MEAN, I SHOULD SAY NOTE PURCHASE AGREEMENT IS WHAT WE WANNA CALL IT, UM, IS THAT WE CAN DRAW DOWN THE FUNDS AS NEEDED.
SO YOU'RE NOT PAYING, FOR EXAMPLE, EVEN THOUGH IT'S $150 MILLION FACILITY, ONCE WE HAVE THE AGREEMENT SIGNED AND EV ALL THE DOCUMENTS CLOSED, WE ARE GONNA START WITH DRAWING DOWN ABOUT 75 MILLION INITIALLY.
AND, YOU KNOW, YOU ONLY PAY THE INTEREST RATE.
UM, YOU KNOW, BASED ON THE TERMS ON THE 75 MILLION, YOU DO HAVE TO PAY AN UNUSED CAPACITY FEE, WHICH IS ONLY ABOUT 0.2%.
SO THAT GIVES YOU THE FLEXIBILITY TO PULL DOWN AS NEEDED.
UH, AND THAT'S WHY WE CHOSE THIS, UH, TYPE OF FACILITY.
UM, UH, AS SHORT TERM FINANCING.
A LOT OF OTHER AIRPORTS HAVE ALREADY DONE THIS TYPE OF FINANCING, LIKE, YOU KNOW, TAMPA, UH, NASHVILLE, SALT LAKE CITY, THERE'S SEVERAL AIRPORTS THAT HAVE DONE THIS TYPE OF FINANCING VERSUS GOING WITH A COMMERCIAL PAPER SOMEWHERE.
AND, AND WHAT IS THIS, UM, GOING TOWARDS? WHAT WILL THIS BE? THIS IS GOING TOWARDS PAYING DEBT, UM, PAYING THE INVOICES RELATED TO THE CAPITAL, I'M SORRY, NOT PAYING DEBT, BUT, UH, INVOICES RELATED TO THE CAPITAL EXPENDITURES.
SO FOR THE PROJECT EXPENSES, YES.
NEW INVOICES NOT YES, NEW INVOICES.
COMMISSIONERS, DO WE HAVE ANY QUESTIONS FOR MR. WHALEY OR FOR RAJIV AT THIS TIME? OKAY, WELL CONGRATULATIONS ON, UH, GETTING THE NOTE,
ALRIGHT, WE ARE UP TO ITEM THREE.
[3. Briefing on Air Service Update provided by Jamy Kazanoff, AUS Air Service Development]
I UNDERSTAND THAT, UH, JAMIE KASSOFF IS NOT PRESENT TODAY, BUT I BELIEVE THAT JASON ALEXANDER WILL STAND IN FOR JAMIE'S, UM, AIR SERVICE UPDATE.THAT IS CORRECT, COMMISSIONERS.
JASON ALEXANDER, DEPUTY CHIEF OF AIRPORT AFFAIRS, FILLING IN FOR JAMIE.
UM, WITH REGARD TO AIR SERVICE, UH, JUST A FEW POINTS I WANTED TO MENTION.
UH, IN QUARTER ONE OF NEXT YEAR, WE'LL BEGIN TO SEE AN ESTIMATED INCREASE IN YEAR OVER YEAR SEAT CAPACITY.
A FEW, UH, NEW NONSTOPS TO HIGHLIGHT STARTING THIS MONTH.
NOVEMBER SOUTHWEST IS ADDING NEW SEASONAL NONSTOP TO OMAHA, NEBRASKA.
UH, NEXT FEBRUARY, DELTA WILL BEGIN ITS NEW YEAR ROUND NONSTOPS TO NEW ORLEANS.
IN MARCH OF NEXT YEAR, SOUTHWEST WILL, UH, BEGIN A NEW YEAR-ROUND SERVICE TO MILWAUKEE.
UH, THIS IS A NEW ROUTE WITH NO OTHER AIRLINES CURRENTLY SERVING THAT, AS WELL AS A NEW SEASONAL SERVICE TO RENO, ALSO A NEW ROUTE.
AND THEN BETWEEN MARCH AND JUNE OF NEXT YEAR, UH, DELTA WILL BE ADDING SEVERAL NEW YEAR-ROUND NONSTOPS, INCLUDING PANAMA CITY, INDIANAPOLIS, MEMPHIS, SAN FRANCISCO, AND TAMPA.
UH, THE SERVICE TO MEMPHIS IS ALSO A NEW ROUTE, AND NO OTHER AIRLINES ARE CURRENTLY SERVING THAT.
UM, AMERICAN AND DELTA, THEY'VE BOTH ADDED SOME FLIGHTS FOR THE FOOTBALL GAME WEEKENDS.
AND I THINK IT'S IMPORTANT TO POINT OUT THAT THESE LARGE SPECIAL EVENTS ARE NOW DRIVING PASSENGER TRAFFIC AND THEY'RE PROMPTING ATTENTION FROM THE AIRLINES.
UM, AMERICAN, WE'VE NOTED THIS BEFORE, BUT THEY HAVE REDUCED BACK TO ROUGHLY THE SAME DESTINATIONS THAT THEY HAD BEFORE THEIR LARGE BUILDUP, UH, DURING THE PANDEMIC.
SO THEY'RE CONTINUING TO RIGHT SIZE AND MOVE, UH, THEIR FLEET AROUND TO THEIR HUBS.
UH, THEN FINALLY, JUST A COUPLE OTHER IMPORTANT NOTES.
UM, I THINK I MENTIONED THIS DURING THE LAST MONTH'S REPORT, BUT WE ARE, UH, STILL VERY EXCITED.
THE BRITISH AIRWAYS WILL BEGIN THEIR NEW TWICE DAILY SERVICE, WITH THE EXCEPTION OF SUNDAYS, UH, TO LONDON, HEATHROW STARTING NEXT MARCH, AT THE END OF NEXT MARCH.
UM, BASED ON THE SCHEDULES THAT THEY'VE LOADED, WE DO EXPECT DELTA WILL BECOME THE SECOND
[00:20:01]
LARGEST CARRIER IN THE FIRST HALF OF 2025.UH, SOUTHWEST REMAINS NUMBER ONE AND AMERICAN WILL, UH, FALL TO NUMBER THREE.
AND THEN, I THINK JAMIE HAS MENTIONED THIS, UH, PREVIOUSLY, BUT THE MERGER BETWEEN ALASKAN AND UH, OR ALASKA AND HAWAIIAN WAS APPROVED.
UH, WE ARE WAITING TO SEE WHAT THE IMPACT MIGHT BE AT A US, BUT JAMIE IS IN CLOSE COMMUNICATION WITH ALASKA.
AND I SHOULD JUST MENTION, I PROBABLY DON'T HAVE MUCH MORE INFORMATION TO SHARE, SO IF YOU HAVE QUESTIONS, UH, FEED 'EM TO ME AND I'LL MAKE SURE JAMIE RESPONDS.
ANY QUESTIONS FOR JASON ALEXANDER? AND THANK YOU.
I HOPE THAT THE MINUTES REFLECT THAT YOU PRESENTED TODAY.
[4. Briefing on Journey with AUS (AUS AEDP/Capital Improvement Program) Active Projects provided by Lyn Estabrook, Deputy Chief Development Officer]
NEXT ITEM IS A BRIEFING ON THE JOURNEY WITH A US, WHICH IS THE OS A EDP, CAPITAL IMPROVEMENT PROGRAM AND ACTIVE PROJECTS PROVIDED BY LYNN ESTHER BROOK, DEPUTY CHIEF DEVELOPMENT OFFICER.UM, I'M JUST GONNA GIVE A FEW HIGHLIGHTS ON A FEW PAGES.
IF YOU WANNA, UM, GO TO THE NEXT, ON, ON PAGE 26 IS THE UI CWS NEXT, THIS ONE.
UM, SO THIS ONE DID GET ITS NOTICE TO PROCEED AND IT IS MOVING INTO THE DESIGN PHASE, UM, AND IT'S SPENDING A LOT OF TIME COORDINATING WITH ALL THE OTHER NEW DESIGNERS, UM, AND OUR UTILITY PROVIDERS.
SO THAT'S EXCITING THAT, THAT HAS MOVED FORWARD.
UM, NEXT, THE CUP ALSO JUST THIS WEEK GOT ITS NOTICE TO PROCEED, AND SO WE'RE EXCITED ABOUT THAT AND THEY'LL BE MOVING INTO THEIR DESIGN PHASE, UM, AND WORKING ON THAT.
THIS IS A DESIGN BUILD PROJECT AS A REMINDER.
NEXT, THE GARAGE PROJECT, UM, HAS JUST, WE JUST RECEIVED THEIR 30% DESIGN AND, UM, WE'RE VALIDATING THAT AND DOING REVIEWS AT THIS TIME.
AND, UM, NEXT MONTH I HOPE TO BRING, UM, SOME MORE INFORMATION AND SOME CONCEPTS FOR YOU ON THE PARKING GARAGE.
NEXT, UH, THE WESTGATE EXPANSION IS IN CONSTRUCTION.
THEY, UM, JUST RECEIVED A, STARTING TO RECEIVE THEIR DELIVERY OF TRUSSES.
UM, THEY'RE DOING A DIFFERENT, UM, METHODOLOGY OF, THEY'RE NOT GONNA TOP OUT.
THEY'RE, UM, THEY'RE POURING THE CONCRETE AS THEY GO.
AND THEY JUST RECEIVED, THEY'RE STARTING TO RECEIVE THEIR TRUSSES.
THEY'VE GOT ABOUT 18 TRUSSES AND BY THE END OF THE, UH, CALENDAR YEAR OR TO MID-JANUARY, DEPENDING ON WHETHER THEY'RE HOPING TO HAVE MOST OF THOSE TRUSSES IN PLACE.
SO, UM, DEFINITELY BY FEBRUARY WE SHOULD SEE, UM, A NEW PICTURE WITH LOTS OF TRUSSES ON IT, WHICH WILL BE EXCITING.
UH, AND THEN IF WE SKIP TWO PAGES TO 32 NEXT, THIS IS THE WEST INFILL AND IT IS MOVING ALONG AND THEY'RE CONTINUING TO POUR.
YOU CAN SEE THIS IS A SLIGHTLY EVOLVED PICTURE.
THERE'S SOME, UM, POURING OF THOSE CONCRETE SLABS, UM, FOR EACH OF THOSE FLOORS.
AND THIS ONE IS ON TRACK AND ON SCHEDULE.
NEXT WE HAVE A NEW PICTURE FOR THE MIDFIELD CONCOURSE, UM, FOR THE MIDFIELD TAXIWAYS, ACTUALLY, THEY HAVE STARTED CONSTRUCTION.
AND SO THEY HAVE BROUGHT, THEY'RE STARTING TO BRING THEIR TRAILERS ON SITE, UH, FOR THEIR OFFICES AND STARTING TO DO SOME UTILITY WORK.
AND SO, UM, WE'LL CONTINUE TO SEE, UM, THAT PROJECT EVOLVE AS THE CONSTRUCTION MOVES FORWARD AND NEXT.
AND THE CONCOURSE B AND TUNNEL ALSO GOT ITS HONOR TO PROCEED, UM, JUST RECENTLY.
AND WE HAVE STARTED TO HAVE COORDINATION MEETINGS, UM, LIKE I SAID, WITH THE UTILITY TEAM AND OTHER TEAMS, UM, AS WE MOVE THIS PROJECT FORWARD.
UM, AND THAT IS MY UPDATE FOR THIS MONTH, IF ANYONE HAS ANY QUESTIONS.
I DID SEEK SOMETHING ABOUT A MOON TOWER STEEL.
IS THAT, WHAT DOES THAT MEAN? SO, FOR THE WEST GATE PROJECT, UM, THERE IS, AS PART OF THE DESIGN BY THE BATHROOMS, THERE IS, UM, A CONCEPT THAT HEARKENS TO THE MOON TOWERS OF AUSTIN.
UM, AND IT'S A LIGHT FIXTURE, UM, THAT LOOKS SIMILAR TO THE HISTORIC MOON TOWERS.
AND THERE'LL BE A LITTLE INFORMATION ABOUT THE NODE TO THOSE MOON TOWERS AND HOW THEY WERE IMPORTANT TO THE HISTORY OF, OF THE CITY.
AND WAS THAT FOR THE 2% FOR ART? WAS THAT NO, THAT WAS PART OF THE DESIGN CONCEPT WHEN WE WERE PICKING OUT DIFFERENT LIGHTS AND HOW TO DO IT, UM, IN ONE PARTICULAR AREA THERE BY THE BATHROOMS AND BY THE PLAY AREA, THERE'LL BE A MOON TOWER.
UH, ANY QUESTIONS FOR LYNN ESTABROOK? AND, UM, I SHOULD MENTION LYNN, I DON'T KNOW IF THERE ARE ANY SLIDES THAT RELATE TO THE NEXT AGENDA ITEM.
UM, WELL, THE, WHICH WILL BE THE, UM, OH,
[00:25:01]
NO, WE DON'T HAVE ANY SLIDES ON THAT.IS THERE ANY, WELL, KNOWING THAT, UH, WE'RE GONNA HAVE A BRIEFING ON THE LOUNGE PROGRAM, UM, I GUESS I SHOULD HAVE ASKED.
I GUESS WE SHOULD GET, WE CAN TELL, YOU CAN REFER BACK TO THE SLIDES FOR THE LOCATIONS, WHEN THE COMPLETION DATES ARE PROJECTED AND, AND HOW WE'RE MOVING ALONG FOR THE WEST GATE EXPANSION AND THE WEST INFILL CURRENTLY.
BUT YES, THE CONSTRUCTION SCHEDULE IS LISTED, UM, IN THOSE SLIDES AND WE CAN REFER BACK TO THEM.
COMMISSIONER DULL, DID YOU HAVE A QUESTION? IT'S ON OPERATOR ERROR.
I ASKED THIS QUESTION BEFORE A LONG TIME AGO, AND, AND, UH, I'M GONNA REITERATE IT.
DO WE HAVE A GOOD IDEA OF PROJECTED CAPACITY FOR THE TERMINAL AGAINST FUTURE PROJECTED REQUIRED GROWTH? WE ARE WORKING THROUGH A NEW DESIGN DAY FORECAST WITH THE AIRLINES, WITH THEIR NEW REQUESTS ON HOW, UM, THEY WANNA, UM, PROCEED.
AND SO THAT WILL GIVE US THE TOTAL PASSENGER COUNT THAT WE'LL BE DESIGNING.
DO YOU HAVE ANY IDEA WHEN THAT MIGHT BE COMING? BY THE SPRINGTIME.
AND WE'RE INCLUDING THINGS LIKE, UH OH, UH, IN THE TERMINAL.
UM, REQUIREMENTS FOR ADDITIONAL CAPACITY WAS WHEN IT COMES TO AIRLINE TICKET COUNTERS, THE DESIGN DAY FORECAST FEEDS INTO WHAT WE CALL A TRIGGER MODEL, WHICH IS A PLANNING DOCUMENT THAT SETS OUT, UM, SQUARE FOOTAGE, FIXTURE COUNTS, TICKET COUNTER COUNTS BASED ON THE REQUIREMENTS THAT THE AIRLINES HAVE GIVEN US ON HOW THEY OPERATE.
EACH ONE OPERATES SLIGHTLY DIFFERENT AND HAS A DIFFERENT REQUEST FOR HOW MANY, UM, THINGS THAT THEY NEED OR USE.
SO YES, IT ALL FEEDS INTO THAT.
AND THAT'S WHAT THE DESIGNERS THEN USE TO DESIGN THE, THE FIXTURES THEMSELVES AND HOW MANY WE NEED.
WELL, I GET THE IMPRESSION THAT WE'RE, FOR NOW DOING THINGS LIKE PLAYING MUSICAL TICKET COUNTERS OR SOMETIMES MUSICAL GATES THAT MAY NOT BE TOO DESIRABLE.
UM, IS THAT A WRONG IMPRESSION? I CAN'T ANSWER ON OPERA HOW THE AIRPORT'S CURRENTLY OPERATED.
HOW ABOUT IF WE, UM, WE RE-UP THAT ITEM, UM, FOR A FUTURE AGENDA ITEM? THAT QUESTION AND THAT REQUEST.
AND ALSO, I, I HAVE A THOUGHT ABOUT THAT AS WELL, WHETHER WE'RE DESIGNING TO STANDARDS OF 2024 OR WHAT, YOU KNOW, WE'RE SEEING IN AIRPORTS AROUND THE WORLD THAT DON'T, THAT ARE KIND OF PAPER LIFTS AND PHONE LIFTS AND YOU USE YOUR EYEBALLS AND YOU'RE NOT, YOU KNOW, THEY'RE JUST, THEY'RE STAFF, BUT THEY'RE NOT STATIONED IN PARTICULAR PLACES.
SO, UM, CAN WE PUT A PIN IN THAT FOR NOW? UH, COMMISSIONERS, DO WE HAVE ANY OTHER QUESTIONS FOR LYNN ESTABROOK BEFORE WE MOVE ON? AND PLEASE WRITE THAT DOWN FOR A FUTURE AGENDA ITEM, SCOTT.
[6. Briefing on AUS Lounge Program presented by John Gallo, Commercial Management Division Manager]
ITEM SIX.'CAUSE WE SKIPPED OVER FIVE, UM, TO, WE HEARD IT AFTER TWO OUT OF ORDER, AND NOW WE HAVE A BRIEFING ON US LOUNGE PROGRAM PRESENTED BY JOHN GALLO, COMMERCIAL MANAGEMENT DIVISION MANAGER.
UH, WENDY SAID, JOHN GALLO, UH, DIVISION MANAGER FOR COMMERCIAL MANAGEMENT.
AND, UH, HAPPY TO BRING THIS, UH, BRIEFING TO YOU THIS AFTERNOON.
SO OVER THE LAST, UM, YEAR OR SO, UM, MY TEAM HAS BEEN WORKING ON A PROGRAM, UM, FOR HOW WE WANT TO, UM, VIEW LOUNGES AND PASSENGER SPACES MOVING FORWARD WITH OUR NEW FACILITIES COMING ONLINE.
SO THIS HAS BEEN AN INITIATIVE, UH, DRIVEN BY THE COMMERCIAL MANAGEMENT DIVISION TO PROVIDE DIVERSE OFFERINGS, UM, FOR THE PASSENGERS THAT, UH, UTILIZE THE AIRPORT.
SO THERE'S TWO MAIN COMPONENTS TO WHAT THIS PROGRAM WILL LOOK LIKE.
UM, THOSE ARE YOUR TRADITIONAL AIRLINE LOUNGES LIKE WE HAVE TODAY WITH THE ADMIRALS CLUB OF AMERICAN UNITED CLUB AND THE DELTA SKY CLUB.
UM, THIS WILL ALSO INCLUDE PREMIUM LOUNGES THAT ARE USUALLY SPONSORED BY A CREDIT CARD COMPANY.
UM, YOU MIGHT HAVE FLOWN THROUGH AN AIRPORT THAT HAS A, UM, A CHASE LOUNGE OR A
[00:30:01]
CAPITAL ONE LOUNGE, OR A AMEX CENTURION LOUNGE.UM, AND THEN WHAT'S CALLED COMMON USE LOUNGES, THOSE ARE ALSO REFERRED TO AS DAY PASS LOUNGES WHERE ANY CUSTOMER CAN WALK UP, UM, AND, UH, PAY FOR ACCESS INTO THAT LOUNGE.
UH, THE LOUNGE PROGRAM WILL ALSO INCLUDE QUIET SPACES, UM, THAT WILL INCLUDE SENSORY SPACES AND QUIET ROOMS, UM, FOR PASSENGERS NEEDING THOSE FACILITIES.
OTHER OFFERINGS, UH, MAY BE EVALUATED AS NEEDED, UH, TO ADDRESS THE CUSTOMER DEMAND AND, UH, HELP SUPPORT CUSTOMER SATISFACTION WITH THE AIRPORT.
UM, THE IMPORTANT THING TO KNOW ABOUT LOUNGES AS ONE OF THE KEY, UH, COMPONENTS OF THEIR CONTRACTS IS THEY'RE NOT NECESSARILY CONSIDERED TRADITIONAL CONCESSIONS.
SO WHEN WE LOOK AT HOW WE'RE PROGRAMMING CONCESSIONS, UM, WHICH IS YOUR NORMAL FOOD, BEVERAGE, AND RETAIL LOUNGES TYPICALLY ARE NOT INCLUDED IN THAT ANALYSIS.
SO THAT'S WHY WE HAVE A SEPARATE PROGRAM TO ADDRESS THE LOUNGES, UM, THAT WE'LL HAVE AT THE AIRPORT.
UM, AND THEN, UH, WHAT WE'LL GO THROUGH IS WHAT WE HAVE CURRENTLY PROGRAMMED, UH, HERE AT THE AIRPORT.
AND OF COURSE, A LOT OF THIS WILL BE SUBJECT TO CHANGE AS, UH, WE BRING ON DESIGN TEAMS AND SO FORTH, UM, WITH OUR NEW FACILITIES.
SO THIS IS A FULL KIND OF CONCEPTUAL LAYOUT LOCATION.
UM, ALL THESE LOCATIONS ARE WHAT WE CALL THE MEZZANINE LEVEL.
UM, THAT'S, UH, PRIMARILY THE AREA ABOVE WHERE THE HOLD ROOMS AND THE PASSENGERS, UM, UM, CONVEY THROUGH THE AIRPORT.
SO, UM, WE'LL WALK THROUGH, I'LL KIND OF WALK THROUGH EACH ONE OF THESE, UH, AREAS, UH, IN THE NEXT FEW SLIDES.
UH, THIS IS, UM, THE MEZZANINE LEVEL ON THE WESTGATE EXPANSION.
UM, THIS AREA WILL, UM, WE ARE WORKING ON AN AMENDMENT WITH AMERICAN AIRLINES UNDER THEIR USE AND LEASE AGREEMENT, UM, FOR THEIR NEW ADMIRALS CLUB.
UH, THIS WILL ABOUT DOUBLE THE SIZE OF THEIR CURRENT ADMIRALS CLUB, THEIR CURRENT ADMIRALS CLUB'S AROUND, UH, 6,800 SQUARE FEET.
UM, AND THIS IS PROJECTED TO BE AROUND 11,500 SQUARE FEET.
THIS INCLUDES, UM, INTERIOR, UH, BACK OF HOUSE AND OUT AND HALF OF THE OUTDOOR TERRA SPACE THAT'S BEING BUILT WITH THE WESTGATE EXPANSION.
UM, THE IMPORTANT THING TO KNOW HERE IS, UM, THIS PARTICULAR DEVELOPMENT WITH AMERICAN WILL NOT REQUIRE COUNCIL ACTION.
UM, THAT IS DUE TO THE, THIS TYPE OF SPACE BEING UNDER THEIR USE AND LEASE AGREEMENT.
UM, AND WHICH IS CURRENTLY, UH, WE HAVE THE, THE CURRENT OLDER AGREEMENT AND WE'RE STILL, UH, FINALIZING THE NEGOTIATIONS WITH THE AIRLINES ON THEIR NEW AGREEMENT.
UM, MAY I INTERRUPT WITH THIS SLIDE UP? SURE.
IN, IN THAT DIAGRAM, IS THE, ARE THE OUTDOOR SPACES INDICATED IN THAT DIAGRAM THAT IS BEING SHOWN OR IS THIS ONLY INTERIOR SPACES? NO, THE OUTDOOR SPACE THERE WITH THE, UH, THE SENSORY ROOM, THAT'S KIND OF THE CIRCULAR SHAPED ROOM.
UM, THE, THE BLUE KIND OF SQUARE THAT'S ADJACENT TO THE SENSORY ROOM IS THE OUTDOOR TERRACE.
AND SO, UM, HALF OF THAT IS ASSIGNED TO, UM, THE ADMIRALS CLUB, AND THEN THE OTHER HALF WILL BE PUBLIC TERRACE.
THAT MAY BE A GOOD THING TO DENOTE, UM, FOR THE FUTURE TO KNOW WHERE, 'CAUSE I'M, I'M SCREENING THIS FOR WHERE THE PUBLIC CAN GO.
AND ALSO, UM, TO BACK UP TO A PREVIOUS SLIDE, AND PARDON ME IF THIS IS, UM, OUT OF ORDER, IF YOU WOULD WANT ME TO HOLD MY QUESTIONS TO THE END, I'M HAPPY TO DO THAT.
UM, THE SENSORY SPACES AND THE QUIET ROOMS, ARE THEY PART OF THE COMMERCIAL MANAGEMENT PROGRAM OR ARE THEY PART OF THE SORT OF PUBLIC SPACE OF THE AIRPORT? I DIDN'T, I DE WHAT I'M ASKING IS, ARE THO ARE THOSE ALSO MONETIZED BY THE AIRPORT? UH, NOT NECESSARILY.
THO THOSE COULD BE, UM, UH, SPONSORED, UM, BY DIFFERENT GROUPS.
UM, THAT COULD HELP US, UM, YOU KNOW, BRING, BRING AWARENESS TO THOSE TYPE OF SPACES.
WE COULD RUN THOSE THROUGH OUR ADVERTISING CONTRACT TO HELP, UH, WITH SPONSORSHIP AGREEMENTS, BUT THEY'RE NOT NECESSARILY RENTED OUT.
THEY'LL BE PART OF THE, KIND OF THE PUBLIC AREA THAT PASSENGERS WILL BE ABLE TO USE FREELY.
AND THEN, WELL, THIS IS, I, I COULD HOLD THIS TO THE END, BUT JUST THINK ABOUT THIS, IS THAT I'D BE INTERESTED TO KNOW WHAT THE PERS PERCENTAGE OF THE SQUARE, THE SQUARE FOOT TAKEOFFS ARE FOR THE AREAS OF CONSTRUCTION, NEW CONSTRUCTION THAT ARE DEVOTED TO LOUNGES VERSUS CONCESSION VERSUS PUBLIC SPACE, YOU KNOW, CIRCULATION AND OTHER PUBLIC SPACE THAT ISN'T, UM, REQUIRED.
AND THAT, THAT'S A LATER QUESTION.
I'M JUST SORT OF TRYING TO FIGURE OUT WHAT THE, WHAT THE RECIPE IS FOR THIS.
AND WE CAN GIVE YOU THOSE PERCENTAGES, UM, AS A FOLLOW UP FOR
[00:35:01]
SURE.UH, THE NEXT, UH, KIND OF LOUNGE OPPORTUNITY, UM, IS WHAT WE CALL THE TUNNEL INTERFACE.
AS YOU KNOW, AS WE, UM, BUILD OUT THE TUNNEL THAT'LL CONNECT TO CONCOURSE B, THERE'S AN INTERFACE COMPONENT TO THAT.
UM, AND ON THE MEZZANINE LEVEL OF THAT INTERFACE, UM, WE'RE CURRENTLY LOOKING AT A POTENTIAL AIRLINE CLUB, UM, TO MOVE INTO THIS AREA.
UH, WHAT YOU SEE HASHED OUT, UM, KIND OF IN THOSE TWO RECTANGLES ARE JUST THE POTENTIAL FOR, UM, OUTDOOR SPACES.
AGAIN, UM, THAT COULD BE ASSOCIATED WITH AN AIRLINE CLUB IN THIS AREA.
UM, THE TOTAL SQUARE FOOTAGE IS AROUND 30,000 SQUARE FEET.
UH, PROJECTED OPENING OF COURSE WOULD BE AFTER COMPLETION AND DBO OF CONCOURSE B, WHICH IS 2030 TO 2031.
UM, AND AGAIN, AS THIS WOULD BE ASSIGNED TO AN AIRLINE, UH, THAT HAS YET TO BE IDENTIFIED, NO COUNCIL ACTION WOULD BE NEEDED, UM, AS THIS WOULD FALL UNDER THEIR AIRLINE USE AND LEASE AGREEMENT.
AREA THREE, UH, IS WHAT WE'RE CALLING THE CONCOURSE B LOUNGE AREA.
UM, THIS COULD BE A MIXED SPACE, UH, BASED ON THE AIRLINE, UM, THAT MOVES TO THIS LOCATION, UM, ALONG WITH A COMMON USE LOUNGE.
UM, SO, UM, PROJECTED OPENING OF THIS SPACE IS OF COURSE, UH, 2030 TO 2031 WITH THE OPENING OF CONCOURSE B.
UM, APPROXIMATELY 28,000 SQUARE FEET THAT ENCOMPASSES INTERIOR AND BACK OF HOUSE SPACE.
UH, FOR THE AIRLINE COMPONENT, UH, THAT MIGHT SHARE THIS SPACE, OF COURSE, NO COUNCIL ACTION, UH, AGAIN, WOULD BE NEEDED.
SO THAT WOULD FALL UNDER THEIR LEASE AGREEMENT.
AND THEN, UH, THE COMMON USE LOUNGE, HOWEVER, WOULD BE CONSIDERED, UM, AS A CONCESSION CONTRACT.
AS I SAID, WE DON'T COUNT IT FROM CON FROM A CONCESSION PLANNING STANDPOINT AS FAR AS HOW MUCH FOOD AND BEVERAGE WE WOULD NEED.
BUT THEIR CONTRACT WOULD BE SIMILAR TO A CONCESSION, WHICH MEANS THAT THEY WOULD HAVE, UM, A MINIMUM ANNUAL GUARANTEE TO THE AIRPORT.
THERE WOULD BE PERCENTAGES OF REVENUE THAT WE WOULD GET OFF OF FOOD AND BEVERAGE AND, AND, UM, RETAIL ITEMS THAT THEY WOULD SELL IN THE CLUB.
AND, UM, THAT OF COURSE, BECAUSE OF IT BEING A CONCESSION, WOULD GO THROUGH A SOLICITATION PROCESS AND REQUIRE COUNCIL ACTION.
UH, AREA FOUR IS WHAT WE'RE CALLING THE WEST INFILL PREMIUM LOUNGE.
UM, THIS LOUNGE WILL BE LEASED, UH, CURRENTLY PROGRAMMED TO A FINANCIAL INSTITUTION, AS I STATED.
UM, UH, PREMIUM LOUNGE SPONSORED BY A CREDIT CARD COMPANY, UH, APPROXIMATELY 20,000 SQUARE FEET WITH A PROJECTED OPENING AFTER THIS PROJECT IS COMPLETED IN PROBABLY 2027.
UM, WE ARE GETTING READY TO RELEASE THE RFP ON THIS, HOPEFULLY BY THE END OF THE YEAR.
UM, THE MAIN COMPONENTS OF THAT RFP WOULD BE A CORE AND SHELL REIMBURSEMENT.
SO, UH, WHAT WE'VE DONE IS WORK WITH THE PLANNING AND DEVELOPMENT TEAM AND THE PROJECT TEAM TO IDENTIFY, UM, THE CORE AND SHELL REIMBURSEMENT COMPONENT OF THIS LEVEL, UM, OF THE WEST INFILL PROJECT.
AND THIS WOULD JUST BE A MONTHLY RENT.
UM, THIS WOULD BE MORE OF A PROPERTY LEASE AND NOT UNDER A CONCESSION AGREEMENT BECAUSE OF THE, UH, PREMIUM ACCESS TO IT.
THE FAA DOESN'T QUALIFY PREMIUM LOUNGES AS A CONCESSION, SO, UH, THAT'S WHY IT CAN BE MORE OF A TRADITIONAL PROPERTY LEASE.
UM, CAN YOU EXPLAIN THE VERTICAL CIRCULATION? IS THAT EXISTING OR IS THAT NEW VERTICAL CIRCULATION TO GET THERE? UH, THIS WOULD BE NEW VERTICAL CIRCULATION.
THIS IS PART OF THE WEST INFILL PROJECT, SO THIS IS, THIS WOULD BE NEW SPACE.
UM, THERE'S A, THERE'S AN ELEVATOR THAT, UM, UH, IS BEING BUILT AS PART OF THAT PROJECT ALONG WITH A SERVICE ELEVATOR IN THE BACK.
UM, AND THEY COULD ALSO USE THE EXISTING ELEVATOR THAT'S ON THAT LEVEL, UH, CURRENTLY.
SO, UM, AND AGAIN, UH, COUNSEL ACTION WOULD BE, WOULD BE REQUIRED ON THIS, UM, AS IT WOULD GO THROUGH A SOLICITATION PROCESS.
SO THAT KIND OF RECAPS ALL THE NEW SPACES.
UM, THESE NEXT, UM, AREAS WOULD BE CONSIDERED KIND OF REDEVELOPED LOUNGE SPACES, BUT THAT WE CURRENTLY USE.
SO IN THIS SLIDE, UM, YOU SEE THE CURRENT AMERICAN, UNITED AND DELTA LOUNGES.
UM, THE AMERICAN UNITED LOUNGES ARE LOCATED, UH, KIND OF IN THE WEST CENTRAL EXISTING MEZZANINE.
AND THEN THE DELTA SKY CLUB IS LOCATED, UM, ON THE EAST END, UM, NEAR OUR, JUST ABOVE OUR INTERNATIONAL GATES.
SO, UM, THE LOUNGE, SOME OF THESE LOUNGES MAY BE REDEVELOPED INTO COMMON USE LOUNGES, UM, PENDING COORDINATION WITH CURRENT AIRLINES OCCUPYING THAT SPACE.
UM, PROJECTED OPENINGS OF THESE COULD BE POST 2030.
[00:40:01]
RESHUFFLED AS PART OF THE NEW FACILITIES COMING ONLINE, SOME OF THESE CLUBS MAY COME AT AVAILABLE, SOME MAY NOT.UH, WE'RE STILL WORKING THOSE OUT WITH OUR, OUR CURRENT, UM, AIRLINE PARTNERS.
UM, ANYTHING THAT WOULD REQUIRE A COMMON USE LOUNGE, AGAIN, WOULD GO UNDER AN RFP PROCESS AND WOULD BE COMPETITIVELY BID, UH, WHICH WOULD MEAN COUNCIL ACTION WOULD BE REQUIRED.
UM, AND THEN WE WOULD ALSO IDENTIFY OTHER CUSTOMER NEEDS, UM, WITHIN THESE SPACES AND OTHER NEEDS FOR THE AIRPORT.
IF, UM, IF WE WANTED TO PIVOT OFF THE CURRENT, UM, LOUNGE OFFERINGS THAT WE, WE'VE CON CURRENTLY IDENTIFIED.
AND, UM, AS YOU KNOW, UM, AREA SIX, UM, WHAT WE CALL THE EAST TERRACE, THAT'S CURRENTLY THE CHASE TERRACE PILOT AREA.
UH, THIS WAS FORMERLY A PUBLIC, UH, OPEN TERRACE TO THE PUBLIC OVER THE LAST TWO YEARS.
UM, UH, WE HAVE LEASED THIS AREA OUT TO CHASE AS A PILOT PROGRAM TO SEE, UH, REALLY WHAT, WHAT WAS THE DEMAND IN OUR MARKET FOR A PREMIUM, UH, OFFERING, UH, LIKE WHAT CHASE COULD PROVIDE.
UH, IT'S BEEN VERY SUCCESSFUL, UH, FOR THE AIRPORT AND FOR CHASE.
AND THIS PILOT WILL END IN 2025, UH, MARCH OF 25, EXCUSE ME.
UM, AND AGAIN, WHAT THIS HELPED US IDENTIFY WAS THAT DEMAND FOR A PREMIUM LOUNGE SPACE AT, AT THE AIRPORT.
UM, AS WE CONVERT, AS THAT, UH, OFFERING CLOSES DOWN, WE'LL CONVERT THIS BACK TO PUBLIC AND WE'LL CURRENTLY LOOK AT WAYS TO INCREASE VISIBILITY FOR THE PUBLIC, UM, AND, UM, DIFFERENT AMENITIES THAT WE COULD, UH, OFFER IN THAT LOCATION, UH, FOR THE PUBLIC AS WELL.
WILL THE, UM, LOUNGES OF ALL STRIPES AND COLORS REQUIRED TO BE OPEN CERTAIN HOURS? I KNOW THAT THERE WAS A LIMITATION OF THIS PARTICULAR LOUNGE THAT I GOT A LOT OF COMPLAINTS THAT IT WAS SELDOM OPEN AND WHEN IT WAS OPEN, IT WAS NOT, THERE WAS NO POSSIBILITY TO EVEN USE IT OR SIT THERE BECAUSE OTHER PEOPLE WERE USING IT.
AND, UM, I DON'T KNOW IF THE HOURS WILL BE EXPANDED.
I DON'T KNOW KNOW WHY THIS ONE WASN'T OPEN FOR LONGER HOURS EACH DAY.
YEAH, THAT'S SOMETHING THAT WE NEGOTIATE IN THEIR CONTRACTS BASED ON, UM, WHAT THEY ANTICIPATE THE CUSTOMER DEMAND IS FOR IT.
AND SINCE THIS WAS EXCLUSIVE SPACE TO CHASE AT THE TIME, UM, AND BECAUSE OF SECURITY REASONS, UM, WE COULDN'T JUST AS THEY CLOSED DOWN, OPEN IT BACK UP TO THE PUBLIC.
UM, BUT, UH, WE WILL CERTAINLY WORK WITH, UM, AS YOU SAID, ALL STRIPES OF LOUNGE OPERATORS TO COME UP WITH, UM, OPERATING HOURS THAT REFLECT THE NEEDS OF THE PASSENGERS.
AND AS AN LIKE, KIND OF, THIS MAY BE AN OFFLINE CONVERSATION, BUT WAS THERE A DISCUSSION ABOUT ACTIVATING SOME OF THESE, SOME THE OUTDOOR SPACES WITH POPUPS OR OTHER SORT OF COMMERCIAL ACTIVITIES AS WELL AS PUBLIC MINDED ACTIVITIES THAT ARE FREE FOR FAMILIES, FOR SENSORY, FOR EDUCATIONAL PURPOSES? UM, THERE JUST SEEMS TO BE A LOT OF OPPORTUNITY THAT'S BEEN MISSED.
AS WE, AS WE MOVE FORWARD WITH THESE, UM, WITH THESE AREAS AND THESE, AGAIN, OPPORTUNITIES, UH, WE'RE GONNA LOOK AT THAT HOLISTICALLY OF WHAT WE CAN OFFER THE TRAVELING PUBLIC, UH, TO MAKE SURE THAT WE'RE MEETING ALL THOSE DEMOGRAPHICS THAT, UM, PEOPLE NEED.
AND I BELIEVE THAT'S, UM, THE END OF MY PRESENTATION.
UH, SO IF THERE'S ANY OTHER FURTHER QUESTIONS, HAPPY TO ANSWER, UM, COMMISSIONERS ONLINE.
ANYONE HAVE SOMETHING FOR, UM, JOHN GALLO REGARDING THIS PROGRAM? ANY QUESTIONS? OKAY.
HOW MUCH SQUARE FEET AFTER YOU'VE DONE ALL THIS IS AVAILABLE TO JOE BAG OF DONUTS OR SERGEANT, WHOEVER ARRIVES THERE AND SAYS, I GOT AN HOUR AND A HALF BEFORE MY AIRPLANE LEAVES.
HOW MUCH SPACE DO WE HAVE FOR JOE BAG OF DONUTS? SO AS WE WORK THROUGH OUR CONCESSION PLANNING FOR THE NEW FACILITIES, UM, AGAIN, THESE ARE, UM, WHAT YOU WOULD NORMALLY HAVE UNDER YOUR KIND OF NORMAL FOOD AND BEVERAGE AND AND CONCESSION PROGRAM WILL BE OFFERED AT THE, AT THE CONCOURSE LEVEL, UM, AS IT'S CURRENTLY IS TODAY, UM, ALL OF THESE SPACES ARE AT THE MEZZANINE LEVEL, SO IT'S REALLY NOT TAKING SPACE AWAY, UH, FROM THE CONCESSION PROGRAM BECAUSE THEY'RE CONSIDERED, UM, DIFFERENT AMENITIES, UM, AND DIFFERENT OFFERINGS FOR THE TRAVELING PUBLIC.
SO WE WILL, WE ARE, WE'RE CURRENTLY WORKING WITH, UM, SOME CONSULTANTS ON THE FUTURE CONCESSION PROGRAMMING THAT WE CAN, OF COURSE, AT,
[00:45:01]
AT THE RIGHT TIME BRING BACK TO THE COMMISSION TO GIVE YOU AN UPDATE ON THAT.UM, BUT, UM, THIS WILL IN NO WAY IMPACT, UM, THE CONCESSIONS PROGRAM AS A WHOLE, UM, UH, FOR, FOR FOR OUR PASSENGERS.
UH, LET ME, LET ME GIVE YOU ONE EXAMPLE OF ANOTHER WAY OF LOOKING AT IT.
UH, IF YOU GO TO TURKEY, UH, AND, UH, YOU'RE CHANGING PLANES, UH, YOU GET OFF THE AIRPLANE, YOU GO TO A BIG WAITING HALL, WHERE ARE YOU LOOK AT A, WHERE YOU LOOK AT A BIG SCREEN AND IT TELLS YOU WHAT GATE YOU'RE GONNA GO TO NEXT BECAUSE IT'S NOT UNKNOWN UNTIL AN AIRPORT, UNTIL AN AIRCRAFT DEPARTS THEIR LAST STOP ABOUT WHERE, WHAT GATE THEY'RE GOING TO USE.
AND I'M NOT SURE WE'LL EVER GET TO THAT, THAT STAGE, BUT WE MIGHT, I DON'T KNOW, DO WE HAVE ANYTHING THAT MAY BE OPEN SPACE EARMARKED TO DO THAT KIND OF OPERATION? SO FOR, FOR LIKE AN INTERNATIONAL FLIGHT COMING IN AND UM, COULD BE AN INTERNATIONAL FLIGHT OR COULD BE A A, UH, THERE, THERE ARE SOME AIRPORTS DO HAVE WHAT THEY CALL INTERNATIONAL, UM, LOUNGES FOR INTERNATIONAL, UM, FLIGHTS THAT COME IN THAT CAN BE, UM, CHANGED OUT PER FLIGHT.
UH, SO A FLIGHT THAT IS GOING TO AMSTERDAM, FOR EXAMPLE, COULD HAVE, UM, DUTCH FOOD AND DUTCH MAGAZINES AND KIND OF A DUTCH FEEL TO IT.
UH, FLIGHTS GOING TO GERMANY AGAIN, COULD HAVE A KIND OF A GERMAN FEEL TO IT.
UM, AND SO THAT COULD BE A POTENTIAL, UM, OFFERING FOR OUR INTERNATIONAL PASSENGERS FOR SURE.
THAT'S AFTER YOU GET YOUR SPOUSE OUT OF THE JEWELRY STORE, WHICH IS PROMINENTLY OFFERED.
UM, I THINK WE MAY HAVE A QUESTION OF, OF SEMANTICS HERE ABOUT OFFERINGS FOR THE, THE FLYING PUBLIC.
I MEAN, I'M HERE TO REPRESENT THE PEOPLE THAT WILL LIKELY NOT BUY A CLASS OF TICKET THAT WILL QUALIFY TO USE THOSE SPACES OR WILL NOT HAVE A EXPENSE ACCOUNT TO USE THOSE SPACES OR WILL NOT NEED TO USE THOSE SPACES.
UM, AND I, I WOULD LIKE TO KNOW IF YOU HAVE STATISTICS OR MAYBE THAT YOU REALLY CAN'T SHARE THEM WITH US, BUT WHAT PERCENTAGE OF THE TRAVELERS COMING THROUGH THE AIRPORT ARE USING THE CURRENT AIRPORT LOUNGES AND THE PREMIUM LOUNGE, UM, VERSUS THE NUMBER OF, OF PEOPLE TRAVELING THROUGH IN A, IN A GIVEN DAY? AND I KNOW THAT THE NUMBERS THAT ARE USING THE LOUNGES ARE LIMITED TO THE NUMBERS OF SEATS IN THE LOUNGES.
'CAUSE PEOPLE HAVE OFTEN BEEN TURNED AWAY DURING PEAK HOURS BECAUSE THERE AREN'T, AND THERE'S BEEN COMPLAINTS ABOUT THAT, THAT THEY, THEY DON'T HAVE ENOUGH ELBOW ROOM OR ENOUGH PRIVACY OR ENOUGH QUIET SPACE TO CONDUCT THEIR MEETINGS, WHICH IS, UM, A PROBLEM.
BUT THAT'S NOT A PROBLEM FOR ME.
AND OR THE, THE PEOPLE I'M THINKING ABOUT WHO ARE NOT AT THE TABLE IN THESE NEGOTIATIONS, PEOPLE THAT ARE LOW INFORMATION, LOW INCOME WHO ARE USING COMMERCIAL AIRLINES, THESE ARE NOT, THIS IS NOT THE FBO.
WE'RE NOT TALKING ABOUT SOMEONE PICKING YOU UP AT YOUR HOUSE AND TAKING YOU TO YOUR PRIVATE FLIGHT.
WE'RE TALKING ABOUT BUYING A COMMERCIAL AIRLINE TICKET AND THOSE ARE PRESUMABLY THE PEOPLE IN THE TERMINAL.
AND JUST SORT OF GENERALLY WHERE WE'RE HEADED AS A CITY.
IF OUR AIRPORT HAS LOTS OF OFFERINGS, THAT'S A BIG AIRPORT THING.
MOST BIG NEW AIRPORTS HAVE LOTS OF OPTIONS.
NEWARK, LAGUARDIA HAVE LOTS OF OPTIONS FOR HIGH NET WORTH AND TRAVELERS WHO REQUIRE THIS.
BUT I'M ASKING ON BEHALF OF, UM, THE SAME THING THAT'S GOT, YEAH.
JUST, UH, OTHER MEMBERS OF THE PUBLIC.
YEAH, WE'LL CERTAINLY GET YOU THOSE STATISTICS.
WE CAN WORK WITH OUR AIRLINE PARTNERS TO SEE WHAT THEIR CURRENT TRAFFIC IS THROUGH, UM, THEIR LOUNGES.
UM, CHASE HAS PROVIDED US SOME STATISTICS ON HOW SUCCESSFUL, UH, THE TERRACE HAS BEEN FOR THEM.
SO WE CAN PROVIDE THAT TO YOU AS A FOLLOW UP.
'CAUSE I'D BE INTERESTED TO KNOW IF IT'S SINGLE DIGITS, DOUBLE DIGITS WHERE IT IS IN THAT SORT OF, IN A, ON A, IF THERE ARE 37,000 PEOPLE COMING THROUGH THE AIRPORT A DAY, WHAT NUMBER ARE YOU USING A LOUNGE OR AN ON A WEEKLY BASIS OR A MONTHLY BASIS? THANK YOU SO MUCH FOR SURE.
OH, BAKARI BROCK, DO YOU HAVE A QUESTION? YES, I DID, DID HAVE A QUESTION.
IT, IT SEEMED FROM THE PRESENTATION, AND THANK YOU FOR IT, THAT THERE MIGHT BE A CORRELATION BETWEEN SAY THE AIRLINE AND ITS CAPACITY COMMITTED TO THE AIRPORT AND WHAT THEY PLAN ON DOING AS FAR AS PER LOUNGE PROGRAMMING.
SO FOR EXAMPLE, WHAT I BELIEVE I UNDERSTOOD IS THAT AMERICAN, WHILE
[00:50:01]
DOUBLING THE CURRENT SPACE IS REDUCING ITS ROUTES AT THE SAME TIME, THE SPACE THAT THEY ARE GOING TO RENOVATE IS STILL GONNA BE LIKE 50% SMALLER THAN THE NEXT AVAILABLE LARGER SPACE.UM, ARE THERE ANY TRENDS THAT WE'RE SEEING AS FAR AS THE CARRIER'S COMMITMENT TO THEIR WORK OVER TIME THAT WOULD DRIVE THE SELECTION OF WHICH, UH, PROPERTY IS AVAILABLE TO THEM? UH, YES, THAT IS CORRECT.
WE'RE, WE'RE, WE'RE IN, AS PART OF OUR USE AND LEASE AGREEMENT NEGOTIATIONS, UM, UH, WE'VE BEEN WORKING WITH THE AIRLINES ON ALL THE DIFFERENT CATEGORIES OF SPACE THAT THEY WANNA LEASE, WHETHER THAT'S SHARED USE SPACE, UM, PREFERENTIAL SPACE, AND OF COURSE EXCLUSIVE SPACE, WHICH IS WHAT WOULD FALL UNDER A CLUB.
SO WE'RE ACTIVELY WORKING WITH OUR AIRLINE PARTNERS TO IDENTIFY THOSE NEEDS.
AMERICAN JUST HAPPENED TO BE KINDA THE FIRST ONE OUTTA THE GATE, UM, AS SINCE THAT PROJECT WAS ALREADY UNDER CONSTRUCTION AND, UM, HAVE WORKED WITH THEM.
UM, EVEN THOUGH OF COURSE THEY HAVE REDUCED SERVICE, THEIR, THEIR CURRENT CLUB IS UNDERSIZED.
UH, EVEN WITH THAT REDUCTION IN SERVICE, UM, THEY ROUTINELY HAVE TO TURN PEOPLE AWAY, UH, BECAUSE OF, OF CODE AND, AND FIRE MARSHAL, UM, RULES ABOUT, UH, OCCUPANCY.
SO, UM, UH, WORKING WITH THEM IDENTIFYING THIS SPACE AND THE SIZE, UM, WITH THEIR CURRENT FUTURE PLANS WAS, UM, SOMETHING THAT THEY WERE VERY INTERESTED IN AND, AND WHY WE LANDED ON, UM, THAT AMOUNT OF SQUARE FOOTAGE.
WE'LL LOOK FORWARD TO HEARING BACK FROM YOU.
ANY OTHER QUESTIONS ON ONLINE IN HERE IN THE ROOM? THANKS DON.
[7. ITEM, I UNDERSTAND, UM, TO AUTHORIZE NEGOTIATION AND EXECUTION OF A CONTRACT FOR AN EMERGENCY NOTIFICATION SYSTEM WITH EVERBRIDGE HAS BEEN WITHDRAWN.DO WE HAVE A STAFF PERSON THAT WOULD JUST LIKE TO SPEAK TO THAT FOR TODAY? UH, AGAIN, JASON ALEXANDER, DEPUTY CHIEF AIRPORT AFFAIRS.
I CAN'T SPEAK TO THE ITEM, UH, OTHER THAN TO SAY THAT WE'VE DISCUSSED SOME THINGS WE NEED TO GO BACK AND FOLLOW UP WITH OUR CENTRAL PROCUREMENT OFFICE WITH.
SO WE ARE WITHDRAWING THE ITEM.
UH, IT WILL NOT GO TO COUNCIL THIS MONTH.
UH, IT LIKELY WILL MOVE TO THE DECEMBER COMMISSION AGENDA AND, UH, I GUESS IT'D BE THE JANUARY COUNCIL AGENDA.
SO WE'LL COME BACK WITH MORE INFORMATION ON THAT.
AND COMMISSIONERS, I ENCOURAGE YOU TO, UH, LOOK AT IT NOW SINCE IT WILL BE COMING BACK.
IT'LL JUST MOVE IT FASTER THE NEXT TIME.

ITEM EIGHT TO AUTHORIZE NEGOTIATION EXECUTION OF A CONTRACT FOR ONSITE BAGGAGE HANDLING SYSTEM MAINTENANCE AND REPAIR SUPPORT SERVICES WITH SIEMENS LOGISTICS FOR AN INITIAL TERM OF THREE YEARS WITH TWO ONE YEAR EXTENSIONS FOR A TOTAL CONTRACT AMOUNT NOT TO EXCEED $32,500,000.UM, I WILL NEED SOME HELP UNDERSTANDING THAT FUNDING IN THE AMOUNT OF 4,875,000 IS AVAILABLE IN THIS FISCAL YEAR.
I'M, UM, WHICH IS A LITTLE BIT MORE THAN A QUARTER OF THE FIVE YEAR WAIT, IS THAT THE MATH? A LITTLE MORE THAN AN EIGHTH OF THE FIVE YEAR CONTRACT.
SO, UM, WE HAVE, I THINK THAT I'M SUPPOSED TO CALL A MOTION TO APPROVE.
DO I HAVE A MOTION TO APPROVE THIS ITEM NUMBER EIGHT, WE'RE GONNA CALL A MOTION TO APPROVE A SECOND, THEN WE'LL HAVE DISCUSSION AND PRESENTATION FROM, UM, BRIAN LONG AND PAUL PENA WHO ARE HERE IN THE ROOM WITH ME REGARDING THIS.
IS THERE A MOTION TO APPROVE APPROVAL, UH, VALDEZ AND, AND YOUNG.
I'M BRIAN LONG AND PAUL PENA TO DISCUSS THIS ITEM WITH US.
GOOD AFTERNOON AND APPRECIATE THE, UH, UH, INTRODUCTION.
UH, BRIAN LONG AIRPORT DEPUTY CHIEF INFRASTRUCTURE AND JOINED WITH PAUL PENA, OUR SENIOR DIVISION MANAGER OF AIRLINE MAINTENANCE.
AND JUST A LITTLE HISTORY, WE STARTED, UH, ABOUT TWO YEARS AGO.
UM, WE WERE COMING OUT OF THE PANDEMIC.
UH, WE WERE GETTING VERY BUSY AND THAT WAS GOOD AFTER THE PANDEMIC.
WE WERE VERY EXCITED TO BE BUSY.
HOWEVER, UH, OUR AIRLINE MAINTENANCE TEAM, UH, DURING THE PANDEMIC, UM, DID NOT GROW.
IN FACT, WE HAD SEVERAL PEOPLE LEAVE AND IT WAS VERY HARD TO FIND STAFF AT THAT TIME.
WE CAME, UH, BEFORE YOU AND BEFORE COUNSEL TO GET APPROVED AN EMERGENCY SERVICES CONTRACT.
AND THE WAY THOSE WORK IS, YOU HA YOU DO THEM VERY QUICKLY AND YOU GET SOMEONE ON BOARD BECAUSE IT WAS AN EMERGENCY, UH, TO PUT, PAUL'S TEAM WAS DOWN TO A THIRD OF HIS SIZE PRIOR TO THE PANDEMIC.
AND THE GROWTH WAS TO THE POINT WHERE WE NEEDED THE ASSISTANCE.
AND WE HAD THAT CONTRACT AND THE CONTRACTOR, UH, WAS VANDERLANDE AND THEY HAVE BEEN
[00:55:01]
DOING A SUPERB JOB.WE ARE STILL WORKING WITH THEM AND THEY ARE DOING GREAT.
THAT PROCESS OF AN EMERGENCY CONTRACT IS A VERY RIGID PROCESS WHERE IT IS ONE YEAR, AND THEN IT HAD A ONE YEAR EXTENSION OF WHICH WE EXTENDED.
AND, UM, THERE WAS LIMIT, THERE ARE LIMITATIONS ON EMERGENCY CONTRACTS TO NOT DO ANYTHING EXTRA.
SO WHAT WE'VE HAD IN THAT TWO YEAR PERIOD IS WE WENT FROM OUR OLD BAGGAGE SYSTEM TO OUR NEW BAGGAGE SYSTEM AND IT BECAME, UH, A LOT MORE WORK AND A LOT MORE PARTS AND A LOT MORE BELTS AND A LOT MORE MOTORS.
MANY OF Y'ALL HAVE SEEN ALL THOSE.
AND SO, UM, WE RECOGNIZE THAT WE WOULD GET THROUGH THIS.
AND OUR TEAMMATE VANDERLANDE HAS BEEN VERY GOOD, BUT WE WENT, UH, THROUGH THE OFFICIAL PROCUREMENT AND PURCHASING PROCESS AND DID AN RFP TO GET THE INFORMATION, UH, OUT AND, AND GET IT ADVERTISED AND GO FORWARD.
UH, PAUL WORKING WITH OUR PURCHASING DEPARTMENT PUT THIS TOGETHER.
IT'S ON THE VENDOR CONNECTION IF YOU WANT TO GO REVIEW ALL THE SCOPE AND INFORMATION, UM, WHEN AN EVALUATION WAS DONE.
AND, UH, THE SCORING IS ALL THERE IN THE, IN THE, UH, PROCUREMENT, THE VENDOR CONNECTION WEBSITE IF NEEDED.
AND, UH, WE HAVE SELECTED SEEMS LOGISTICS.
UM, THEY WILL BE, UH, THEY WERE THE WINNER OF THE PROPOSAL AND WE WILL BE GOING FORWARD, OR WE'RE ASKING TO GO FORWARD WITH, UH, SELECTING THEM.
SO WE HAVE, UM, A MOTION AND A SECOND COMMISSIONERS.
DO WE HAVE ANY QUESTIONS FOR, UM, BRIAN LONG OR PAUL PENA ABOUT THIS CONTRACT? I, UM, WILL YOU, UM, PLEASE DISCUSS WHAT'S GOING ON WITH BAGGAGE HANDLING RIGHT NOW? LIKE THE, THE, WE UNDERSTOOD THAT MANY PEOPLE ARE CARRYING ON, BUT THAT IT SOUNDS LIKE THE NUMBERS ARE STILL, YOU'RE STILL MOVING A LOT OF LUGGAGE THROUGH THE SYSTEM.
AND, AND BAGGAGE DOESN'T ALWAYS TRACK WITH THE, UM, UH, THE NUMBERS.
TYPICALLY, OUR BUSIEST TIMES FOR PASSENGER COUNTS ARE THE SPRING, SUMMER AND THE FALL.
UH, I THINK THIS, THIS PAST SUNDAY WE WERE AT 37,000, WHICH IS A PRETTY BIG NUMBER AND THERE'S LOTS OF BAGGAGE, BUT OF COURSE AS PEOPLE PUT, UH, WINTER COATS AND, UH, GO ON TRIPS DURING THE HOLIDAYS AND, UH, DURING THE WINTER TIME, THERE'S A LOT MORE CHECK BAGGAGE.
SO TYPICALLY OUR CHECK BAGGAGE NUMBERS ARE HIGHER PER PASSENGER, UH, IN THE FALL.
HOWEVER, WITH THE NEW BAGGAGE SYSTEM THAT, UM, WE WORKED, UH, WITH, UH, OUR P AND D TEAM TO GET UP AND RUNNING, THINGS ARE MUCH BETTER.
UH, WE STILL HAVE KIND OF A HYBRID APPROACH RIGHT NOW, AND WE ARE, UH, SUCCESSFULLY GETTING A LOT OF THINGS DONE, UH, FROM A BAGGAGE STANDPOINT.
DOES THAT ANSWER YOUR QUESTION? YEAH.
AND ALSO, IS THIS ALSO USED FOR, UH, NOT CARGO THAT GOES ON CARGO PLANES, BUT ALSO BELLY WEIGHT OR WHATEVER IT'S CALLED FOR LIKE, ON ON COMMERCIAL AIRLINES, SOMETIMES THINGS GO ON COMMERCIAL AIRLINES THAT ARE NOT TIED TO A PERSON FLYING.
RIGHT? NO, THIS IS THE, UH, CHECK BAGGAGE OF CUSTOMERS.
UH, THAT GOES, UH, FROM THE TICKET COUNTER AND GOES THROUGH THE SCREENING PROCESS PER TSA AND, UH, GETS OUT TO THE MAKEUP AREAS WHERE IT GOES ON THE AIRCRAFT.
WHO HAD THE CONTRACT PRIOR TO VAN DERLAND? WAS THAT, THAT'S A GOOD QUESTION.
SO INTERNALLY, WE DID ALL THE MAINTENANCE MM-HMM.
AND SO WE WERE GOING, THAT'S WHY WE HAD TO BRING THE EMERGENCY SERVICES CONTRACT.
WE WERE JUST GONNA DO THE MAINTENANCE.
HOWEVER, AT THAT TIME, THE, UH, CONSORTIUM OF AIRLINES DID AN OPERATING AGREEMENT FOR THE OPERATIONS OF IT.
AND THEY RECOGNIZED JUST BECAUSE IT WAS HARD SOMETIMES FOR THE OPERATIONS AND THE MAINTENANCE TO, TO COME TOGETHER.
THEY ASKED WHEN WE CAME FOR THE EMERGENCY CONTRACT IF WE COULD COMBINE THAT.
AND WE SAID, YES, WE WOULD DO THAT.
AND, UM, THIS ALL, ALL THESE COSTS ARE RELATED TO THE AIRLINE COST CENTERS AND GETS, YOU KNOW, BACK TO THEM.
SO INSTEAD OF THEM MANAGING IT, IT JUST CAME TO US.
IT'S KIND OF ABOUT THE SAME PRICE.
BUT, UM, WE WRAP THAT ALL INTO THE EMERGENCY SERVICES CONTRACT AND IT IS WRAPPED UP INTO THIS, UH, CONTRACT BEFORE YOU TODAY.
AND I'M, UM, WE HAVE A QUESTION FROM COMMISSIONER YOUNG.
SO HOW'S THE STAFFING ISSUE RIGHT NOW? IS THIS BEING RESOLVED SOMEWHAT OR WE ARE WAY DOWN.
WE ARE, WE ARE MAKING IMPROVEMENTS IN THE CORRECT DIRECTION.
WE'VE HIRED FOUR OR FIVE WITHIN THE LAST FIVE MONTHS, UM, IN ORDER TO START BRINGING OUR STAFF UP.
BUT AS BRIAN SAID, WE WERE SO DEPLETED WITH OUR EXISTING PERSONNEL THAT, UM, IT'S JUST TAKEN US A LITTLE LONGER THAN ANTICIPATED IN ORDER TO BRING THOSE NUMBERS BACK UP.
I, UM, SINCE WE HAVE PAUL PENA HERE, AND MAYBE THE OTHER COMMISSIONERS HAVE NOT MET YOU BEFORE, MAY I TAKE
[01:00:01]
A MOMENT OF PRIVILEGE TO INTRODUCE YOU AND ASK YOU TO SAY A FEW WORDS ABOUT YOUR CAREER AT AUSTIN BERKSHIRE INTERNATIONAL AIRPORT? ABSOLUTELY.MY NAME IS PAUL PENA, UH, THE AIRPORT SYSTEMS DIVISION MANAGER FOR AIRLINE MAINTENANCE.
MY JOURNEY HERE WITH THE CITY OF AUSTIN HAS BEEN ONE THAT I'M VERY PROUD OF AND HONORED.
UM, I STARTED AS A SUMMER INTERN HERE WHEN I WAS 16.
I REALLY ENJOYED THE WORK AND THE PEOPLE THAT I WORKED AROUND AND JUST CONTINUED TO DEVELOP, UM, WITH
