UM, ANNA MARTINS HERE FROM TRANSPORTATION PUBLIC WORKS, AND WE WILL KICK OFF THIS MONTH'S UPDATE ON THE MOBILITY BOND.

PROGRAM FOR Y'ALL COVERS THREE DIFFERENT BONDS, IF I REMEMBER RIGHT.

UM, SO TODAY WE'RE GONNA GIVE YOU A, AN UPDATE ON THE TRANSPORTATION AND MOBILITY BONDS 20 16 20 18, AND 2020.

UM, APPRECIATE Y'ALL'S TIME AND ATTENTION ON THIS.

UM, WE'LL START OFF.

OH, SHE HAS A PRESENTATION.

IT'S BEING SHARED.

OKAY.

UM, SO STARTING OFF WITH, UM, 2016 PROPOSITION ONE, $720 MILLION, UH, TOTAL OF VOTER APPROVED, UH, MONEY THERE.

TO DATE, WE'VE SPENT 438 MILLION AND WE HAVE AN ADDITIONAL 64.7 MILLION ENCUMBERED, WHICH MEANS IT'S BASICALLY IN, IN A CONTRACT READY TO BE SPENT.

SO FOR A TOTAL COMMITTED OF, UH, 503 MILLION AND A REMAIN REMAINING OF BA AVAILABLE FUNDING OF 216 MILLION, UH, FOR 2018 AND 2020.

I'LL START WITH 2018, $160 MILLION VOTER APPROVED.

UH, ALL THAT HAS BEEN APPROPRIATED, UH, A HUNDRED MILLION OF THE 160 HAS BEEN SPENT.

10 MILLION ENCUMBERED, UH, FOR A TOTAL OF 110, UH, COMMITTED, UH, $48.8 MILLION THAT'S AVAILABLE, UH, FOR FUTURE PRO FOR UH, PROJECTS IN THE PIPELINE.

UH, FOR 2020, UM, WE HAVE $460 MILLION IN VOTER APPROVED.

117 MILLION OF THAT HAS BEEN SPENT.

AN ADDITIONAL 78.9 IS COMMITTED FOR A TOTAL OF 190 OR A HUNDRED, SORRY, 78 MILLION HAS BEEN ENCUMBERED FOR A TOTAL OF 196 MILLION, UH, COMMITTED, WHICH LEAVES AN AVAILABLE, UH, NUMBER THERE OF 263 MILLION.

SO IT GIVES YOU A LITTLE IDEA OF WHAT WE HAVE LEFT TO SPEND.

THIS IS PRETTY TYPICAL ACROSS THE BOND PROGRAMS, RIGHT? WE ENCUMBER MONEY AS WE GO ALONG, AND ESPECIALLY AS WE GET TOWARDS THE END OF THE BOND PROGRAMS, IS REALLY WHEN THE ENCUMBRANCES AND THE SPENDING REALLY ACCELERATES.

'CAUSE THAT'S WHEN WE GET INTO CONSTRUCTION, WHICH IS THE HIGH DOLLAR VALUE, UH, PART OF THE, THE BOND PROGRAMS. SO I'M GONNA, UM, GIVE A, A QUICK BRIEF ABOUT THE 2016, UH, BOND, AND THEN ANNA'S GONNA COME IN AND TALK ABOUT 18 AND 20.

SO, UM, SLIDE HERE TALKS ABOUT THE BOND LANGUAGE.

THERE'S LINKS THERE, THE BALLOT LANGUAGE CONTRACT WITH THE VOTERS, UH, THE APPROVAL OF THE $720 MILLION, UM, FOR TRANSPORTATION RELATED IMPROVEMENTS.

THERE'S A BUNCH, THERE'S SEVERAL DIFFERENT BUCKETS THAT ARE IN THERE, UM, THAT WE'RE GONNA TALK ABOUT AS WE MOVE THROUGH THE, THE SLIDES HERE AS WELL.

SO HERE'S THE OVERALL SPEND FOR THE 2016 BOND PROPOSITION.

UM, YOU CAN SEE THE TOTAL SPEND TO DATE IS THE 439 MILLION.

THERE'S 281 MILLION LEFT TO SPEND.

UH, AS I MENTIONED BEFORE, THIS PROGRAM IS ENTERING THE CONSTRUCTION

AND AND WARRANTY PHASE WITH THE PROJECTS THAT WE'RE GOING THROUGH HERE.

SO, UM, YOU KNOW, DELIVERING THESE PROJECTS, THE, THE, THE WHOLE PROGRAM'S PROJECTED TO RUN OUT OF FUNDS IN FISCAL 27 WITH OVER 90% SPENT BY FISCAL 26.

YOU CAN SEE THE, THE SPENDING CURVE THERE.

MM-HMM.

UM, THIS PROGRAM HAS REALLY HIGHLIGHTED A LOT OF THE, UM, UH, PERMITTING AND TRANS AND ISSUES WE HAVE WITH SOME OF THESE TRANSPORTATION PROBLEMS. A LOT OF THE PROJECTS HAVE STRUGGLED TO GET THROUGH TO THIS PHASE WHERE WE'RE AT NOW, WHERE WE'RE FINALLY GOING TO BID.

WE WE'RE GETTING PERMITS WORKING WITH TXDOT TO GET EVERYTHING APPROVED SO WE CAN ADVERTISE IT FOR CONSTRUCTION.

UM, AND WE'VE REALLY SHED SOME LIGHT ON A LOT OF THE ISSUES THAT FACE A LOT OF OUR PROJECTS INDIVIDUALLY.

AND BECAUSE THESE PROJECTS WERE ALL LUMPED TOGETHER AS A GROUP, ALL OF THEM REALLY SHONE A LIGHT ON SOME OF THE ISSUES THAT OUR TRANSPORTATION IMPROVEMENTS SEE THROUGH THE PERMITTING PROCESS AND THINGS LIKE THAT.

WHICH THEN LEADS US TO, YOU KNOW, FUTURE IMPROVEMENTS IN THE PERMITTING PROCESS, AS WELL AS, UM, YOU KNOW, BOND PLANNING AND PREPARING FOR FUTURE BOND PROGRAMS, KNOWING HOW MUCH EFFORT IT'S GONNA TAKE AND THE WORK WE NEED TO DO BEFORE WE EVEN GO TO THE PUBLIC WITH A, A, UH, BOND PROPOSITION.

SO SPECIFICALLY, UM, THE CORRIDOR PROGRAM IS, UM, ONE OF THE MAJOR, UH, PIECES OF THE 2016 BOND.

UM, IT WAS $482 MILLION OF THE, UM, 720 TOTAL.

AND WE HAVE SEVERAL PROJECTS THAT ARE UNDER CONSTRUCTION NOW.

SO, UH, NORTH, UH, AIRPORT BOULEVARD, UM, FROM NORTH MAR OF 55TH, UM, THAT IS, UH, COMPLETED, UH, BURNETT ROAD CANNING TO, UH, WHITEHORSE TRAIL.

WE'RE WORKING ON THAT BIKE AND PED IMPROVEMENTS ACROSS THE DIFFERENT CORRIDORS DELIVERED THROUGH A-I-D-I-Q METHODOLOGY.

UM, SAME WITH SIGNAL AND, AND PEDESTRIAN HYBRID BEACON.

SO SAFETY IMPROVEMENTS THERE.

AND WE CURRENTLY UNDER CONSTRUCTION ON WILLIAM CANNON DRIVE FROM RUNNING WATER TO MCKINNEY FALLS PARKWAY, WHICH IS A CAMPO GRANT FUNDED PROJECT.

SO ONE OF THE HIGHLIGHTS ALSO OF THE 2016 CORRIDOR MOBILITY, UH, PROGRAM WAS THE, THE PARTNERSHIP FUNDING THAT WE'VE BEEN ABLE TO ACHIEVE TO MAKE THOSE DOLLARS STRETCH AS FAR AS WE POSSIBLY CAN BY GETTING GRANTS FROM CAMPO, PARTICIPATION FROM DEVELOPERS, THINGS LIKE THAT.

UM, AS I MENTIONED BEFORE, WE ARE ENTERING THE, UM, REAL HEAVY CONSTRUCTION PHASE ON A LOT OF THE LARGER PROJECTS THAT ARE COMING OUT.

SO, UH, BURNETT ROAD FROM 180 3 TO, UH, MOPAC, THERE'S TWO SEGMENTS THERE THAT ARE GONNA BE GOING TO BID IN THE NEXT THREE MONTHS.

UH, IN ADDITION SLAUGHTER LANE FROM BRODY TO MOPAC IS ALSO GONNA BE GOING TO BID.

AND WE'RE ALSO GOING OUT WITH A NEW IDIQ OR INDEFINITE DELIVERY, INDEFINITE QUANTITY CONTRACT THAT ALLOWS FOR SOME, I WAS GONNA ASK YOU WHAT THAT STUFF.

YEAH.

SO THAT'S BASICALLY WHEN WE, WE PUT OUT A CONTRACT WHERE WE DON'T HAVE A SPECIFIC PROJECT AREA, UM, IDENTIFIED, BUT WE HAVE UNIT PRICES FOR THINGS LIKE SIDEWALK AND, UH, PEDESTRIAN IMPROVEMENT SIGNALS, THINGS LIKE THAT, WHERE WE CAN GO AND SAY, ALL RIGHT, WE WANT YOU TO GO FROM POINT A TO POINT B AND DO A NEW, YOU KNOW, EIGHT FOOT SHARED USE PATH.

AND WE'VE GOT THOSE UNIT PRICES AND WE MAKE THOSE ASSIGNMENTS.

GENERALLY, THEY'RE SMALLER PROJECTS, THEY'RE FIELD ENGINEERED, SO THEY GO THROUGH THE PROCESS A LOT EASIER.

UM, AND THEY'RE JUST A, IT'S A QUICKER DELIVERY METHOD THAT WE'VE ACTUALLY FOUND TO BE VERY SUCCESSFUL IN THE, IN THE PROGRAM.

GOOD.

UM, SO SPEAKING MORE OF THE, OF THE CORRIDOR OFFICE, YOU CAN SEE HERE, AS I MENTIONED, UM, OF THE $482 MILLION THAT WAS IDENTIFIED FOR THE CORRIDOR, 255 MILLION IS COMPLETE AND OVER A HUNDRED MILLION DOLLARS IN LEVERAGED FUNDS HAVE BEEN OBTAINED IN ORDER TO EXPAND THE REACH OF THE PROJECT, OF THE PROGRAM FURTHER THAN WHAT WAS ORIGINALLY ENVISIONED.

UM, ONE OF THE ISSUES WE FOUND AS WE WENT THROUGH, UH, DEVELOPING THE CORRIDOR PROGRAMS, UM, THE NEED THAT WAS IDENTIFIED ALONG THE CORRIDORS WAS MUCH HIGHER THAN THE DOLLARS THAT WE HAD AVAILABLE TO FUND IT.

SO, UM, ABOUT TWO YEARS AGO, A YEAR AND A HALF AGO, WE WENT AND WE REALLY FOCUSED ON WHAT WE COULD DELIVER FOR THE MONEY THAT WE HAD AVAILABLE, UM, WHICH WAS REALLY A PRIMARY THING.

AS THE PROJECTS MOVED THROUGH THE PLANNING AND PERMITTING PHASE, WE QUICKLY REALIZED THAT THE, YOU KNOW, PRICES AND THE, THE NEED OUT THERE WAS GONNA BE MORE THAN WHAT WE HAD TO PAY FOR IT.

SO WE HAD TO ADAPT AND DELIVER IMPROVEMENTS THAT WERE NOT NECESSARILY THE ULTIMATE BUILD OUT THAT WAS, UM, IN ENVISIONED, BUT ALSO TIED INTO ANY KIND OF FUTURE FUNDING THAT MAY BECOME AVAILABLE SO THAT WE WEREN'T GONNA BE GOING BACK AND RIPPING OUT SIDEWALK IN A COUPLE YEARS IF MORE FUNDING BECAME AVAILABLE FOR PROJECTS ALONG THE CORRIDORS.

SO FOCUSING REALLY ON SAFETY IMPROVEMENTS AND PEDESTRIAN AND, AND BICYCLE MOBILITY THROUGH THOSE AREAS.

UM, AND LET'S SEE.

SO WE'RE STARTING TO SEE, UM, ALL THE CONSTRUCTION REALLY GET, GET GOING.

UM, WE CAN SEE SORT OF THE END OF THE END OF THE TUNNEL HERE ON A LOT OF THIS, THIS PROGRAM, AS I MENTIONED, THE FUNDING WILL BE FULLY EXPENDED IN IN 27 WITH THE BULK OF THE FUNDING ACTUALLY BEING EXPENDED BY, YOU KNOW, THE END OF 2026.

SO, UM, WE'RE GONNA RAMP UP ON THAT IN THE NEXT TWO YEARS, INCLUDING AN ESTIMATED $146 MILLION IN SPENDING ON PROJECTS THAT ARE GOING TO BID IN CONSTRUCTION IN 2025.

UH, THE PROJECTS INCLUDE, YOU KNOW, VARIOUS, UH, IMPROVEMENTS ALONG BURNETT ROAD FROM WHITE HORSE TRAIL ALL THE WAY TO MOPAC, UH, FROM NORTH LAMAR FROM RUN BROKE TO HOWARD SLAUGHTER FROM MOPAC TO BRODY, AND THEN SOUTH LAMAR FROM BARTON SPRINGS TO TWO 90, AS WELL AS AIRPORT BOULEVARD FROM 45TH TO, UH, MLK.

AND THERE'S A, UH, BRIDGE PROJECT THAT'S A TEXTILE PARTNERSHIP THERE.

AND THEN AS WELL CONTINUING THAT ON DOWN TO, UM, 180 3.

AND THOSE PROJECTS WILL BE A MIXTURE OF, UH, INVITATION FOR BID OR IFB PROJECTS AS WELL AS, UH, IDIQ DELIVERY, UH, DEPENDING ON THE, UM, TYPE OF WORK THAT'S NEEDED IN THAT AREA.

SO WITH THAT, I'M GONNA TURN IT OVER TO ANNA.

AND JUST LIKE SOME PROCESSES Y'ALL WANTED TO IMPROVE, WERE YOU ABLE TO IMPROVE THOSE FOR THE 20 18 20 20 BOND, OR ARE THOSE STILL PROCESSES YOU'RE WORKING ON NOW? STILL PROCESSES THAT WE'RE WORKING ON NOW, THEY REALLY CAME TO LIGHT AS WE GOT IN OUT OF THE PLANNING PHASE WITH THE 2026 PROJECTS AND INTO THE PERMITTING PHASE.

MM-HMM.

AND JUST REALIZING, UM, HOW THE, UM, INTERPLAY OF ALL OF THE INFRASTRUCTURE SYSTEMS, WATERSHED, AUSTIN WATER, AUSTIN ENERGY, AS WELL AS TRANSPORTATION PUBLIC WORKS.

AND AT THE END OF THE DAY, WE CAME TO REALIZE THAT BECAUSE A LOT OF THESE PROJECTS ARE ADDING IMPERVIOUS COVER, RIGHT? THERE'S CODE REQUIREMENTS AND THINGS THROUGH THE WATERSHED, UM, UH, THE WATERSHED CODE THAT'S ADMINISTERED BY DEVELOPMENT SERVICES WHERE YOUR PROJECT, WHERE YOU'RE, YOU KNOW, INCREASING THE SIZE OF A SIDEWALK FROM FOUR FEET TO 10 FEET BECAUSE YOU'RE ADDING IMPERVIOUS COVER, WELL NOW THE OPEN DRAINAGE THAT'S NEXT TO IT HAS TO GO INTO A PIPE.

AND SO YOUR $10 MILLION TRANSPORTATION IMPROVEMENT PROJECT JUST TURNED INTO A $40 MILLION WATERSHED IMPROVEMENT PROJECT WITH A TRANSPORTATION COMPONENT.

AND SO THERE'S A LOT OF BACK AND FORTH AND KIND OF REALIZING WHAT WE CAN DO WITHIN THE EXISTING CODE AS WELL AS WHAT IS, UM, NOT NECESSARILY CODE, BUT AS MORE CRITERIA ON THAT SIDE.

AND WE'RE WORKING WITH OUR PARTNERS IN WATERSHED AND AUSTIN WATER TO MOVE THESE PROJECTS THROUGH AND, UM, YOU KNOW, REACH THE ULTIMATE GOAL OF THE TRANSPORTATION IMPROVEMENTS WHILE STILL KEEPING THE, UM, THE INTENT OF THE CODE IN PLACE AS MUCH AS WE CAN.

AND THEN ALSO IDENTIFYING AREAS FOR IMPROVEMENT OF LIKE, WELL, DOES THIS REALLY MAKE SENSE THAT WE'RE HAVING THESE PROJECTS THAT THE BOND WAS PASSED FOR MOBILITY IMPROVEMENTS, BUT WE'RE SPENDING A LOT OF THE BOND DOLLARS ON WATERSHED IMPROVEMENTS OR AUSTIN WATER RELOCATIONS AND THINGS LIKE THAT.

SO IT'S ALL A PROCESS WE'RE WORKING ON, AND LIKE I SAID, IN THE LAST, YOU KNOW, YEAR OR SO, A LOT OF THAT'S REALLY BEEN, BEEN BROUGHT TO LIGHT AND WE'RE WORKING WITH THOSE GROUPS ON, ON IMPROVING THAT.

SO ERIC COVERED, UM, ONE OF THE THREE BUCKETS FROM THE 2016 MOBILITY BOND, WHICH WAS FOCUSED ON THE CORRIDOR IMPROVEMENTS.

THERE ARE TWO OTHER DISTINCT, UM, BUCKETS.

UM, THE FIRST ONE I'M GONNA TALK ABOUT IS REGIONAL MOBILITY, AND WE HAD $101 MILLION ORIGINALLY ALLOCATED TO REGIONAL PROJECTS, AND THAT WAS DISTRIBUTED, DISTRIBUTED AMONGST PARTNERSHIP PROJECTS WITH TDOT.

AND THAT WAS PRIMARILY CONTRIBUTIONS TO THE LOOP 360 INTERCHANGE PROJECTS THEY HAVE GOING ON THERE, AS WELL AS, UM, IMPROVEMENTS ON CITY ROADWAYS.

SO THERE WERE ORIGINALLY TWO CITY LED PROJECTS, ANDERSON MILL ROAD AND SPICEWOOD SPRINGS ROAD.

UH, ANDERSON MILL ROAD WAS CONSTRUCTED IN COMPLETE IN LATE 2021, SO THAT'S BEEN DONE FOR SEVERAL YEARS NOW.

SPICEWOOD SPRINGS ROAD IS A, A ROADWAY EXPANSION PROJECT FROM MESA OUT TO 360.

WE BROKE GROUND ON THAT LAST FALL AND PROBABLY HAS ANOTHER YEAR AND A HALF TO TWO YEARS TO GO.

UH, BUT THAT ONE IS IN PROCESS.

UM, I WANNA NOTE ANOTHER, UM, ANOTHER PROJECT THAT FALLS IN THE REGIONAL BUCKET.

WE WERE ORIGINALLY GOING TO CONTRIBUTE $17 MILLION TO A TECH STOP PROJECT ON PALMER LANE.

TDOT PUT THAT PROJECT ON HOLD INDEFINITELY.

SO WE WENT BACK AND WORKED WITH CITY COUNCIL BACK IN 2022 AND SHIFTED THOSE FUNDS TO AN ADJACENT PROJECT, LAKELINE BOULEVARD.

UM, SO THAT PROJECT IS NOW IN DESIGN, WE'RE TRAILING BEHIND BECAUSE THAT DECISION WAS MADE IN 2022.

UH, SO TRYING TO PLAY CATCH UP, BUT WE'RE IN FINAL DESIGN, HOPE TO GO TO PERMITTING AND BID NEXT YEAR.

AND WE WERE ALSO JUST AWARDED A CAMPO GRANT TO HELP WITH CONSTRUCTION OF THAT PROJECT.

SO THAT'S A, A GOOD SUCCESS OVERALL.

YOU POINT THAT WAY.

THE OTHER, UM, BUCKET WITH THE 2016 MOBILITY BOND, UM, WAS ALLOCATED TO WHAT WE CALL OUR LOCAL MOBILITY PROGRAMS. UM, AND THESE ARE

IMPROVEMENTS SUCH AS INTERSECTION IMPROVEMENTS, SIDEWALKS, BIKEWAYS, SAY ROUTE TO SCHOOL, SMALL SCALE IMPROVEMENTS THAT WE USUALLY WORK WITH AN EXISTING RIGHT OF WAY.

WE USE CONTRACTS LIKE ERIC DESCRIBED, IDIQ.

SO THESE ARE JUST QUICKER, UM, EASIER TO IMPLEMENT, BUT REALLY CAN MAKE A GOOD IMPACT IN THE COMMUNITIES.

WE WERE ABLE TO STRETCH THAT AND COMPLETE, UH, IMPROVEMENTS AT 18 LOCATIONS.

THOSE, THOSE FUNDS HAVE ALL BEEN EXPENDED FOR THE BIKEWAYS TEAM.

WE WERE ABLE TO COMPLETE 47 PROJECTS, OUR ALL AGES AND ABILITIES NETWORK.

BIKEWAY BIKEWAY NETWORK IS NOW OVER 305 MILES THROUGHOUT THE CITY.

AND THEN THE SIDEWALKS TEAM IS ALWAYS ONE OF OUR MOST PRODUCTIVE GROUPS.

THEY COMPLETED WITH SIX 20 $16 OVER 64 MILES OF NEW OR REHABILITATED SIDEWALKS.

UM, WITH THE SPENDING, UM, THE RED BUD BRIDGE PROJECT, UM, IS MOVING ON A SLIGHTLY DIFFERENT TRACK.

WE ARE AT ABOUT, OR APPROACHING A HUNDRED PERCENT DESIGN AND WE'LL GO INTO PERMITTING, UM, THE TEAM WITH, WITH COST ESCALATIONS OVER THE LAST SEVERAL YEARS.

THE, THE TEAM IS AWARE THAT THE ABOUT $48 MILLION THAT'S STILL AVAILABLE WITH THE 2018 BOND WILL NOT BE ENOUGH TO RECONSTRUCT THAT BRIDGE.

AND WE USED THAT TO INSTALL, UM, ADDITIONAL TRAFFIC SIGNALS AND CORRIDOR LIGHTING.

AND, UM, ANOTHER PART OF THE LOC MOBILITY, UH, BOND WAS FOCUSED ON SIGNALS AND TECHNOLOGY, AND WE WERE ABLE TO INSTALL A CITYWIDE EMERGENCY VEHICLE PREEMPTION SYSTEM SO THAT WE CAN PUT IN, UM, WHETHER IT'S FOR FIRE OR EMS OR A PD, UM, THEY CAN RECEIVE PREEMPTION AT ANY INTERSECTION AROUND THE CITY.

WE WERE ALSO ABLE TO INSTALL A CITYWIDE TRANSIT SIGNAL PRIORITY SYSTEM, AND THAT'S WHERE, YOU KNOW, AS A BUS APPROACHES A, A SIGNAL ON, ON CERTAIN CORRIDORS, THEY CAN, THEY CAN EXTEND THE GREEN LIGHT OR, UM, OTHERWISE GETS KIND OF MOVE FASTER THROUGH THE SYSTEM.

UM, WE JUST A COUPLE WEEKS AGO, WERE NOTIFIED THAT WE RECEIVED A $32 MILLION CONSTRUCTION GRANT FOR THE BARTON SPRINGS ROAD BRIDGE.

THAT WAS A NAMED PROJECT IN OUR 2020 BOND FOR HOPEFULLY MAYBE WE'LL GET AS LUCKY FOR RED BUD BRIDGE.

UM, AND SOME, LET'S SEE, THE ROSS ROAD CONSTRUCTION, I TALKED ABOUT THAT, BUT THAT'S A REALLY NECESSARY IMPROVEMENT ADJACENT TO THREE OR FOUR SCHOOLS ON THE SAME STREET IN DELL VALLEY.
