FILE A CITIZEN COMPLAINT WITH THE AFFIDAVIT WITH A MUNICIPAL COURT.

AT THE LAST TIME THAT WE PRESENTED OUR QUARTERLY REPORT, THERE WAS A REQUEST THAT WE MODIFY OR CHANGE OUR QUARTERLY REPORT AND INCLUDE MORE INFORMATION RELATED TO PROJECTS THAT WERE GOING ON AT THE AUSTIN POLICE DEPARTMENT.
SO THE STANDARD DATA RELATED TO OUR CRIME REPORT WAS SUBMITTED AS A BACKUP DOCUMENT FOR EVERYONE TO REFERENCE.

THEN I'M GONNA TOUCH ON CHIEF DAVIS'S 100 DAY PLAN, GO OVER SOME OF OUR COMMUNITY ENGAGEMENT PROJECTS THAT WE'VE ENGAGED IN THE LAST FEW MONTHS, TOUCH ON STAFFING AND VACANCIES, AND THEN TOUCH ON SOMETHING RELATED TO THE COMMANDER PROMOTIONAL PROCESS, WHICH IS SOMETHING THAT CAME ABOUT WITH THE PASSING OF THE NEW CONTRACT WITH THE A PA AND THEN GO OVER SOME HIGHLIGHTS OVER OUR TRAINING ACADEMY.
SO WHEN IT COMES TO OUR CRIME REPORT, WANTED TO HIGHLIGHT THAT THERE HAS BEEN A DRAMATIC DECREASE IN OUR AUTO THEFTS FROM 2023 TO 2024.

BEEN A 29% DECREASE.AND THAT'S BECAUSE THERE'S BEEN A MULTITUDE OF EFFORTS RELATED TO AUTO THEFTS.
ONE OF THE THINGS THAT WE DID WAS A HYUNDAI ON ANTI-FAT EVENT, WHICH WAS COORDINATED AND ORGANIZED WITH TWO DIFFERENT HYUNDAI EVENTS.
ONE THAT LASTED THREE DAYS AND NEARLY 1000 STEERING WHEEL LOCKS WERE HANDED OUT.
IN ADDITION TO 943 HYUNDAI VEHICLES RECEIVED A FREE ANTI-FAT SOFTWARE UPGRADE, AND IN THAT IT WAS FREE TO THE COMMUNITY.
THEY ACTUALLY SET UP MOBILE TENTS WHERE SOMEBODY COULD JUST DRIVE UP, THEY WOULD DRIVE THEIR CAR INTO A TENT, THEY'D STEP OUT, THE UPGRADE WOULD BE DONE IN THEIR VEHICLE, AND THEY'D GET BACK IN THEIR VEHICLE AND, AND DRIVE OUT.
AND SO THAT WAS A VERY SUCCESSFUL EVENT AND WE'RE WORKING ON GETTING SOME MORE OF THOSE SET UP IN THIS UPCOMING YEAR.
IN ADDITION, WE'VE HAD SOME POLICY AND PROCEDURE UPDATES ON HOW WE HANDLE AUTO THEFT RECOVERIES TO MAKE SURE THAT THE RECOVERY PROCESS IS THOROUGH AND WE ARE MAKING SURE WE COLLECT AS MUCH EVIDENCE AS WE CAN IN ORDER TO IDENTIFY SUSPECTS AND APPREHEND OFFENDERS.
WE'VE ALSO HAVE A NEW WEBSITE, OR WE'VE ENHANCED OUR WEBSITE TO WHERE WE CAN LINK AUTO THEFT WHEN THEY OCCUR, THEREFORE WE CAN LINK THEM TO OTHER SUSPECTS THAT MIGHT BE COMMITTING THE SAME CRIME.
THEREFORE, WE ARE APPREHENDING MORE OFFENDERS THAT ARE COMMITTING, UH, AUTO THEFTS.
IN ADDITION TO THAT, WE'VE DONE SOME COMMUNITY ENGAGEMENT WHERE OUR UNIT HAS ATTENDED VARIOUS COMMUNITY ENGAGEMENTS, COMMUNITY CONNECT, HOA MEETINGS, AND ALSO HOSTED INSURANCE EVENTS TO WHERE IF SOMEBODY DOES HAVE THEIR VEHICLE STOLEN, WHAT IS THE APPROPRIATE PROCESS, NOT JUST REPORTING TO THE POLICE, BUT ALSO REPORTING TO THEIR INSURANCE COMPANIES.
AND SO WE'VE UTILIZED OUR OFFICE OF COMMUNITY LIAISON AND, UH, NUMEROUS HOAS AND THEN ALSO OUR DISTRICT REPRESENTATIVES WITH THAT.
AND THEN WE'VE ALSO CONDUCTED SOME BAIT OPERATIONS, AND THAT'S ESSENTIALLY WHERE A DECOY CAR IS PLACED.
AND ONCE IT IS STOLEN, THERE'S A DEVICE ON THERE AND WE CAN TRACK WHERE THAT, WHERE THAT VEHICLE IS AND THEN APPREHEND THE OFFENDERS.
THERE WAS AN 8% INCREASE IN OUR KIDNAPPING AND ABDUCTIONS FROM 2023 TO 2024.
AND OVER A FIVE YEAR MEAN IT'S AN INCREASE OF 24%.
MOST OF THE VICTIMS ARE ADULT VICTIMS. AND IN THAT ADULT VICTIM RANGE FOR THE MEAN OVER THE 20, SORRY, OVER THE FIVE YEAR PERIOD WAS FOR ADULTS AND THERE'S BEEN AN INCREASE IN 77% THERE.
ADULT VICTIMS WITH A FAMILY VIOLENCE COMPONENT WAS 50%, AND THEN WITH JUVENILE OR A FAMILY VIOLENCE COMPONENT 0.06%.
AND SO WE WANTED TO MAKE SURE WE WERE UNDERSTANDING WHY THERE WAS SUCH A DRAMATIC INCREASE.
WE ARE BEING MORE INTENTIONAL ABOUT WHEN WE ARE INVESTIGATING FAMILY VIOLENCE INCIDENTS.
WHEN THERE'S A COMPONENT WHERE SOMEBODY IS EITHER UNLAWFULLY RESTRAINED OR EITHER TAKEN FROM ONE LOCATION TO, TO ANOTHER, MAKING SURE THAT ALL COMPONENTS RELATED TO A FAMILY VIOLENCE INCIDENT OR A FAMILY VIOLENCE SEXUAL ASSAULT TYPE INCIDENT.
ALL COMPONENTS OR EITHER SUBCATEGORIES THAT COULD BE INCLUDED AS A LESSER INCLUDED OFFENSE IS INCLUDED IN THE REPORT ITSELF.
SO THAT'S WHERE WE SEE THE INCREASE THERE.
SOME OF THE PROJECTS YOU REQUESTED THAT WE INCLUDE IN OUR CRIME REPORT IS ONE OF OUR SHOPLIFTING BLITZ OPERATIONS, WHICH WAS CONDUCTED BY OUR NORTH METRO TACTICAL TEAM.
AND THEY CONDUCTED FIVE OPERATIONS OVER THE COURSE OF NOVEMBER AND DECEMBER FOCUSING ON SHOPLIFTING, RETAIL SHOPLIFTING, AND RESPONDED TO 22 CALLS OF SERVICE IN THAT THEY CONDUCTED 32 ARRESTS OR EITHER ISSUED SUMMONS, THAT'S A CITATION SITE AND RELEASE FOR SHOPLIFTING IS WHAT A SUMMONS WOULD BE.
AND RECOVERED OVER $12,000 IN STOLEN MERCHANDISE AND THREE STOLEN VEHICLES.
IN ADDITION, THEY FORMED VARIOUS, UH, COMMUNITY, UH, CONNECTIONS WITH RETAIL PROVIDERS AND ENHANCED RELATIONSHIPS, OF COURSE WITH THOSE RETAIL PROVIDERS.
GOING OVER OUR P ZERO AND P ONE, THOSE ARE OUR PRIORITY CALLS FOR SERVICE OVER JUNE ONE THROUGH NOVEMBER 30TH.
WE DID SEE A DROP IN SEPTEMBER OVER THAT TIMEFRAME, BUT THEN THERE WAS AN INCREASE IN OCTOBER THAT IS THE STANDARD FOR THE OCTOBER TIMEFRAME WITH ACL AND ALSO FORMULA ONE THAT HAS AN INCREASE IN CALL VOLUME, BUT ALSO THERE'S A HIGHER TRAFFIC DENSITY, WHICH THEN ALSO INCREASES OUR RESPONSE TIME FOR CALLS, CALLS FOR SERVICE.

AND THEN LARGE COMMUNITY EVENTS, WE WERE PARTICIPATING IN DIVERSE COMMUNITY EVENTS JUST ACROSS THE CITY.

OUR HOMELESS STRATEGY OFFICE, UH, HAS CONTRACTED WITH THE VENDOR PROVIDE, UH, SHELTER FOR THE FIRST 300 PEOPLE.
THAT NORMALLY TAKES UP THREE CITY FACILITIES TO DO THAT.
IF WE END UP GOING BEYOND 300 PEOPLE, THEN OUR OFFICE STEPS IN AND WE START PROVIDING, UH, MEALS, BLANKETS, MATS, UH, ANIMAL SERVICES WE DO FOR THE OTHER ONE TOO.
BUT THEN WE ALSO PROVIDE SECURITY FOR THE ONES THAT WE DO WHENEVER WE GET PAST THAT 300 PERSON MARK.
I THINK ONE THING THAT GETS A LITTLE BIT CONFUSING IS PEOPLE HEAR SHELTER AND WE HAVE DIFFERENT TYPES OF SHELTERING OPERATIONS.
WHAT'S I THINK MAKES IT A LITTLE BIT HARDER FOR PEOPLE TO UNDERSTAND ARE WINTER WEATHER SHELTERS THAT HAPPEN, YOU KNOW, INDEPENDENT OF WHAT THE IMPACT OF THE CITY IS JUST BASED ON WEATHER.
A LOT OF THOSE ARE TARGETING, PRIMARILY THOSE EXPERIENCING HOMELESSNESS.
WHENEVER WE GET INTO OUR WINTER SHELTER PLANS, THAT'S WHENEVER WE'RE STARTING TO HAVE IMPACTS FROM WINTER WEATHER ON THE REST OF THE CITY.
WE END UP WITH SUBDIVISIONS THAT ARE HAVING ISSUES AND THE REST OF THE COMMUNITY IS NEEDING ADDITIONAL SHELTER OPERATIONS.
UH, WE'VE LEARNED THAT ONE OF THE BEST WAYS FOR US TO BE ABLE TO DO THIS IS IF WE START WITH CITY OWNED FACILITIES, IT HELPS US OUT.
