IF THIS GO AROUND THE FLOOR HERE.
UM, WHAT'S YOUR, I THINK WE EACH HAVE TO STATE OUR NAME.
MR. NEIL NEIL COMMISSIONER SANDS.
UH, WE'LL STILL NEED YOUR PRESENT PRESIDENT.
AND THEN COMMISSIONER DASGUPTA SAID HE'D BE RIGHT BACK.
[1a. Approval of the minutes from the June 12, 2020 Bond Oversight Commission special meeting]
WILL JUMP INTO THE FIRST AGENDA ITEM APPROVAL OF MINUTES FROM OUR JUNE 12TH, MEETING YOUR MOTION TO APPROVE MOTION TO APPROVE.UH, WE HAVE JOINING US COMMISSIONER WHALEY.
YOU CAN JUST VERBALLY SAY HELLO.
UH, ALL IN FAVOR OF APPROVAL OF THE JUNE 12TH MINUTES, UM, SAY AYE.
[2a. Staff update on the 2012, 2016, and 2018 Mobility Bond Programs and Projects]
STAFF BRIEFINGS, UH, TO A STAFF OF DIG ON 2012, 2016 AND 2018 MOBILITY BOND PROGRAMS PROJECTS, TURN THIS BACK OVER TO YOU, MEGAN AND, UH, TRANSPORTATION DEPARTMENT, PUBLIC WORKS DEPARTMENT AND THE CAPITAL ARMS NEED THE CORRIDOR PROGRAM OFFICE TO BE GIVING YOU UPDATES ON THE MOBILITY PROJECTS AND PROGRAMS FROM THE 12, 16 AND 18 BONDS.AND WE ALSO HAVE A STAFF FROM THE SMALL MINORITY BUSINESS RESOURCES DEPARTMENT.
SO I WILL NOW TURN IT OVER TO THIS AND THANKS.
UM, CAN EVERYONE HEAR ME? YES, YES, YES, YOU'RE DONE RIGHT.
I'M AN ASSISTANT DIRECTOR WITH THE AUSTIN TRANSPORTATION DEPARTMENT DEPARTMENT.
AND WITH ME TODAY, UM, IS PERUSE MOWEN ASSISTANT DIRECTOR OF PUBLIC WORKS DEPARTMENT, AS WELL AS MIKE TRIMBLE, UH, DIRECTOR OF THE QUARTER PROGRAM OFFICE.
UM, WE HAVE A PRESENTATION AND IF SOMEONE COULD TEE THAT UP FOR US, WE'LL GO AHEAD AND JUMP IN RIGHT IN AND THAT'S BEFORE WE GET STARTED, IF WE COULD HOLD ALL QUESTIONS UNTIL WE GET DONE WITH THE PRESENTATION, THEN, UM, UH, THERE ARE SPECIFIC QUESTIONS BY SLIDE.
JUST CALL THAT OUT AND WE CAN GO BACK AND REVIEW.
[00:05:01]
SEE THE PRESENTATION RIGHT NOW? YES.UM, IF YOU WOULDN'T MIND JUMPING DIRECTLY TO SLIDE FOUR, I'M SORRY, SLIDE FIVE.
AND JUST TO GIVE A QUICK OVERVIEW OF WHERE WE'RE GOING TODAY, I'M GOING TO START GIVING AN OVERVIEW OF 2012 AND I'LL BE JOINED BY PERUSE TO HELP WITH THAT.
I'M HAPPY TO PAUSE MINUTES OR QUESTIONS SPECIFIC TO 2012 AFTER THAT, OR JUST CONTINUE ON THROUGH, UM, AFTER THAT I'LL BE JOINED BY MIKE TREMBLE TO COVER 2016.
UM, AND THEN THE END, UM, PERUSE AND I WILL JOINTLY COVER 2018.
UM, OH, AND NOT TO BE FORGOTTEN.
EDWARD COMPOST WILL BE, UM, SPEAKING ABOUT OUR SMB, OUR OUTREACH, UM, AFTERWARD UNCOVERING BOND SPECIFICS.
SO THIS HAS BEEN, I WOULD SAY A GREAT OPPORTUNITY TO LOOK BACK AT 2012, UH, SEE WHERE WE STARTED AND SEE HOW MUCH PROGRESS WE'VE MADE AND HOW WE'VE LEVERAGED THAT INTO FUTURE INVESTMENTS.
IN 2016, IN 2018, 2012 MADE POSSIBLE SOME OF THE CITY'S MOST STUNNING ABILITY PROJECTS IN RECENT HISTORY, UM, INCLUDING THE BOARDWALK AS WELL AS THE SECOND STREET BRIDGE, AS WELL AS CRITICAL CONNECTIVITY, SUCH AS PARMER LANE, THE 2012 BOND ALSO INTRODUCED NEW WAYS FOR US TO WORK AT THE NEIGHBORHOOD LEVEL, UH, WITH PROGRAMS SUCH AS, UH, THE TRAFFIC CALMING PROGRAM AND THE NEIGHBORHOOD PARTNERING PROGRAM.
AND PERHAPS MOST IMPORTANTLY, UM, THE FUNDING FROM 2012 HONED THE CITY'S ABILITY TO WORK QUICKLY AND EXPANSIVELY TO ACCELERATE WORK ON SIDEWALKS, BIKEWAYS SAFETY IMPROVEMENTS, UM, USING INNOVATIVE CONTRACTING MECHANISMS, EFFICIENT USE OF CITY RESOURCES BY FOLLOWING ROUTINE MAINTENANCE, SUCH AS RESURFACING AND STRATEGICALLY USING BOND FUNDING AS A MATCH, UM, TO BRING BACK MORE MANAGING THE CITY THROUGH FEDERAL FUNDS, UH, TO MAKE THE, THE, THE CITY'S MONEY GO FURTHER FOR THE COMMUNITY.
SO WE'RE PLEASED TO BE HERE TODAY TO SHARE SOME OF THE ACCOMPLISHMENTS FROM 2012, UM, AND HOW THAT SET US UP WELL TO CONTINUE WORK IN 2016 AND 2018.
AND ARE YOU WATCHING THE TV BROADCAST? I AM AS A DELAYED, THERE IS QUITE A DELAY ON THAT.
SO I ASSUME YOU ALL CAN SEE SLIDE SIX RIGHT NOW.
THE VOTERS APPROVED 143 MILLION IN 2012 FOR TRANSPORTATION AND MOBILITY OF WHICH NEARLY 80% IS SPENT OR ENCUMBERED AND HUNDREDS OF PROJECTS HAVE BEEN BUILT OR IN PROCESS AROUND THE CITY.
THERE IS SOME REMAINING APPROPRIATION WHICH HAS A RESULT OF NECESSARY ADJUSTMENTS TO SCOPE AND BUDGET FOR SEVERAL LARGE CAPITAL PROJECTS.
AND I JUST WANT TO POINT OUT THAT THAT'S COMMON WITH ANY LARGE MUNICIPAL BOND.
UH, WE ARE CURRENTLY UTILIZING, UM, THE REMAINING FUNDING TO LEVERAGE WITH 20 $16, UM, TO, UM, TO ENABLE US TO CONSTRUCT MORE COMPLETE PROJECTS, UM, WITH THE REMAINING FUNDING.
LET'S MOVE TO SLIDE SEVEN, PLEASE.
ONE OF THE CATEGORIES OF 2012 FUNDING WAS FOR CORRIDOR IMPROVEMENT AND INTERSECTIONS.
THEY SEE THE 2012 BOND PROGRAM REALLY CATALYZED QUARTER PLANNING FOR THE AUSTIN TRANSPORTATION DEPARTMENT.
LIKE WE'VE NEVER PERFORMED BEFORE WE COMPLETED QUARTER PLANS FOR SOUTH LAMAR, RIVERSIDE DRIVE GUADALUPE STREET AND NORTH LAMAR, WHICH SET THE STAGE.
I'M SORRY, I'M GOING TO BACK UP ONE SIDE.
I TOTALLY MISSED THE BOND SPENDING CURVE.
THIS WAS OUR PLAN SPENDING OF THE
[00:10:01]
143 MILLION THAT WAS ALLOCATED IN 2012.UM, AS YOU CAN SEE HERE, WE'RE ABOUT 80% SPENT AND THE NEXT FOUR YEARS ARE GOING TO BE, UM, WE'RE THE WAY WE'RE GOING TO UTILIZE.
THE REMAINING FUNDING IS PARTNERING THAT WITH 2016 FUNDING, UM, TO BUILD MORE COMPLETE PROJECTS FOR THE COMMUNITY.
AND NOW I'M READY FOR SLIDE EIGHT.
AS A, AS I WAS DISCUSSING ABOUT QUARTER PLANNING, WE COMPLETED PLANS FOR PLETHORA MAR RIVERSIDE GUADALUPE AND NORTH LAMAR.
THOSE A QUARTER PROJECTS WERE SUBSEQUENTLY FUNDED WITH 2016 BOND FUNDING.
UM, SO WE WERE ABLE TO, UM, BRING PLANS THAT WE COMPLETED IN 2012.
UM, TWO LIES IN 2016, AND WE'RE NEARING CONSTRUCTION OF THOSE CURRENTLY WITH THE QUARTER PROGRAM OFFICE FUNDING.
WHAT'S ALSO ALLOCATED TO PROJECTS OF MUTUAL INTEREST TO BOTH THE CITY AND ITS REGIONAL PARTNERS SUCH AS THE 51ST STREET ROUNDABOUT AND
UM, ON THE SCREEN, YOU CAN SEE A PICTURE OF LAKE SHORE AND RIVERSIDE.
WE ALSO USE 2012 BOND FUNDING FOR SLAUGHTER AND MANSHACK ROAD, AND REALLY THOSE LAUNCHED US INTO OUR INTERSECTION SAFETY VISION ZERO PROGRAM.
UM, THAT'S VERY ROBUST AND IS COMPLETING PROJECTS RIGHT NOW WITH USING 2016 AND 2018 FUNDING.
AND WE CAN MOVE TO SLIDE NINE.
I'M GOING TO PASS IT TO PERUSE.
CAN YOU HEAR ME EVERYONE? YES.
AS ANNA JUST MENTIONED, THE 2012, UH, MADE POSSIBLE SOME OF THE ICONIC MOBILITY PROJECTS IN RECENT HISTORY, AS WELL AS IN ENABLING THE CITY TO MAKE SUBSTANTIAL INFRASTRUCTURE IMPROVEMENTS AND PARTNERING THE UTILITY.
IN THIS CASE OFF THE WATER UTILITY, FOR EXAMPLE, ALONG JUSTIN LANE,
YOU HAVE EDUCATION SUCH AS THAT'S A LAUNCH HIGH DISPATCH PART RATE PHOTO TO THE RIGHT, UH, EXTENDED THE LIFE OF IMPORTANT CONNECTIONS THROUGHOUT OUR COMMUNITY.
AND IN GENERAL, AS TO KNOW THAT OFTEN TRANSPORTATION AND PUBLIC SCHOOLS HAVE DELIVERED ON THE KEY PROJECTS THAT WE SAID WE WOULD DO NAMELY BOARDWALK SECOND STREET REACH COMPLETED, DISTRIBUTE CONSTRUCTION, SIDEWALKS, EVAN TRAILS, NEIGHBORHOOD PARTY BY THREES AND SIGNALS.
SO THERE AREN'T ANY MAJOR NEW PROJECTS GOING FORWARD OR EITHER REMAINING FOREIGN OR ACTIVELY PROGRAM TWO ONGOING PROJECTS OR ARE BEING LEVERAGED IN THE 2016, 2018 BOND PROGRAM.
SO SOME OF THOSE REMAINING ALMOST 2000 $30 MILLION 29.9 WOULD GO INTO CORRIDOR PROGRAM TO ATD PROJECT, UH, 6 MILLION REMAINING IN PUBLIC WORKS FACILITY TO BE EXPAND THAT SAN TELMO
AND IT'S 2012 ALSO WAS THE START OF THE CITY'S NEIGHBORHOOD TRAFFIC CALMING PROGRAM, OTHERWISE KNOWN AS THE LOCALS AREA TRAFFIC MANAGEMENT PROGRAM, WHICH WAS FUNDED WITH 2012 BOND FUNDS
[00:15:01]
AND ITS PURPOSE.UM, AND YOU CAN MOVE TO SLIDE 10, PLEASE.
IT'S PURPOSE WAS TO DESIGN AND CONSTRUCT IMPROVEMENTS TO MITIGATE ADVERSE LEVELS OF SPEEDING IN AUSTIN NEIGHBORHOODS.
UM, AS YOU MAY HAVE, AS YOU MAY KNOW, WE HAVE SINCE REBUILT THIS PROGRAM TO BETTER ALIGN WITH A DATA DRIVEN CITYWIDE EFFORT UNDER THE NEWLY COUNCIL APPROVED FEED MANAGEMENT PROGRAM, BUT THE TOOLS METHODS AND OVERALL SUCCESS OF THE LATM PROGRAM IS ENABLING THE SEED MANAGEMENT PROGRAM TO LAUNCH QUICKLY CITYWIDE.
SO WE'RE USING 2012 BOND FUNDING BETWEEN 2012 AND 2017.
WE CONSTRUCTED A TOTAL OF 78 PROJECTS OUT OF THE NEARLY 600 THAT WERE SUBMITTED BY THE COMMUNITY FOR CONSIDERATION.
AND, UH, THE LSTM IS MARKED BY, UM, PARTNERSHIP PROJECTS AS WELL.
SO IAN FRANKLIN ON THE LEFT WAS A PARTNERSHIP BETWEEN LATM AND THE NEIGHBORHOOD PARTNER NEIGHBORHOOD PARTNERING PROGRAM, UM, WITH ALSO HELP FROM ACTIVE TRANSPORTATION TEAM AND WATERSHED TO INCORPORATE RAIN GARDENS, TRAFFIC CALMING AND BIKE, WEIGHT CONNECTIVITY.
WE ALSO BECAME ADEPT AT FINDING HIGH VALUE, BUT LOW COST SOLUTIONS SUCH AS THE TRAFFIC CIRCLE THAT WAS CONSTRUCTED.
SO SLIDE 11 IS 11 SIDEWALKS FROM 2012, 2012 BOND PROGRAM CARPET TO BE A NEW CONSTRUCTION, MAKE ANY EVENT SIDEWALK CONSTRUCTION, SIGNIFICANTLY ACCELERATED.
SO THIS ENABLES DECIDE WHAT PROGRAM TO EXTEND THEIR DELIVERY MODELS TO OTHER PARTNERS, INCLUDING PARTNERSHIP.
THE CATS ARE METRO TO IMPROVE BUS, STOP ACCESSIBILITY AND CONNECTION TO TRANSIT SERVICES AS REALIZED THIS CONTINUITY PART IS TRUE NEIGHBORHOOD PARKING PROGRAM, SUCH AS THAT LONG TREADMILL STREET KILLERS, GRASSLAND DRIVE AND QUAIL VALLEY DRIVE.
SO IT'S WORTHWHILE TO MENTION THAT THE 2012 NEIGHBORHOOD PARK NAMES ALONG WITH SIDEWALK PROGRAM, UH, ALLOWED MANY SIDEWALKS TO BE COMPETED IN PARTNERSHIP WITH THE COMMUNITY.
FOR EXAMPLE, THESE PROJECTS, UH, THE NEIGHBORHOODS FOR AVA TO BE TRASH OR WARDS TO THE TABLE, PLACEMAKING PROJECTS THAT COTTAGE MORE WALKING AND BIKING, THE PROJECTS THAT HE IS FOR THE GRAPH.
DO YOU HAVE, AND ALSO MENTIONED THAT ON A TREADMILL IS STREET BY SHOT LAMAR.
FOR EXAMPLE, THE ALAMO DRAFT HOUSE, THE NEIGHBORHOOD PARTNERS PAINTED AND BEAUTIFIED AN ALLEY CALLED FAIRY ALLEY SIDEBAR COULD ALSO BE AS HOW LONG PASS HAD BEEN IN 50TH STREET AND BOTTOM SCRIBING.
THE ONES THAT YOU HAVE, THE PHOTOS LAYCOCK SYMBOL WAR, UH, EAST SEVENTH STREET, THAT'S OUR MARQUESS BANKING, THE INTERSECTION CLOSER TO PROVIDE A SAFER CROSSING FOR PEDESTRIANS AND THEN COMMUNITY COLLABORATION AND ON TREADMILL THE STREET, OR, UH, ALONG WITH, UH, MANY OF OUR PROJECTS, DESPITE THE SIDEWALK PROGRAM IN PARTNERSHIP WITH OTHER PROGRAMS, UH, NEXT TO SLIDE.
THE NEXT PROGRAM WE'RE GOING TO QUICKLY HAVE IS URBAN TRAILS AND BIKE WAYS.
UM, THESE PROGRAMS MADE HUGE STRIDES WITH 2012 BOND FUNDING, PUTTING DOWN A CUMULATIVE 160 MILES OF TRAILS AND BIKE WAYS BY LEVERAGING 2012 RESOURCES WITH OTHER FUNDINGS.
UM, AND PERHAPS MOST IMPACTFULLY FROM THE 2012 FUNDING WAS THE BUILDING OF THE PROGRAMS AND DELIVERY MECHANISMS THAT HAVE PAVED THE WAY FOR ALL THE WORK THEY'RE DOING NOW WITH THE 2016 AND 2018 FUNDING, SEVERAL TRAIL PROJECTS WERE COMPLETED WITH STRONG COMMUNITY SUPPORT, UM, INCLUDING THE VIOLET CROWN TRAIL, WHICH GOES THROUGH THE BARTON CREEK GREENBELT.
PERHAPS THE BOLDEST PROJECT FROM THE 2012 BOND PROGRAM IS THE BOARDWALKS CONNECTING PORTIONS OF LADY BIRD, LATE LADY BIRD, LIKE TRAIL BETWEEN EAST BOLDEN CREEK AND LAKE SHORE DRIVE 2012.
BOND FUNDING ALSO MADE IT POSSIBLE FOR THE CITY TO INSTALL SOME OF THE COUNTRY'S FIRST PROTECTED BICYCLE LANES ON PETRONELLIS LAKE SHORE DRIVE 51ST STREET AND FURNACE DRIVE.
[00:20:01]
AND PERHAPS MOST NOTABLY THE 2012 BOND ENABLED THE AUSTIN TRANSPORTATION DEPARTMENT AND THE PUBLIC WORKS DEPARTMENT TO COORDINATE THE INSTALLATION OF BETTER BIKEWAYS FOLLOWING ROAD RESURFACING, UH, THEREBY DELIVERING PROJECTS AT THE 10TH OF A COST OF A STANDALONE PROJECT.UM, AND THE RESULT IS IN THE HUNDREDS OF MILES OF BUFFERED BIKE LANES THAT WE HAVE TODAY.
ANOTHER FUNDING ALLOCATION WAS INTERSECTION SAFETY AND ARTERIAL FLOW.
UH, THE 2012 BOND MADE IT POSSIBLE FOR THE CITY TO INVEST IN IT.
SIGNALIZED INTERSECTION SYSTEM FOR IMPROVED SAFETY, MOBILITY, MOBILITY, AND RESILIENCY.
WE WERE ABLE TO TAKE SYSTEMIC SAFETY APPROACH BY MAKING IMPROVEMENTS SYSTEM-WIDE FOR SAFETY MOBILITY, INCLUDING UPGRADING OUR SIGNALIZED INTERSECTIONS WITH PEDESTRIAN COUNTDOWN TIMERS, UM, TO REDUCE PEDESTRIAN CRASHES BY 25%, WE INVESTED IN OUR TRAFFIC MANAGEMENT CENTER, WHICH ACTIVELY MANAGES OVER A THOUSAND TRAFFIC SIGNALS.
THE 2012 BOND FUNDING ALSO MADE IT POSSIBLE TO BE RESPONSIVE TO THE COMMUNITY'S DESIRES FOR SAFER CROSSINGS.
AND WE CONSTRUCTED FIVE NEWS, TRAFFIC SIGNALS, 11 PEDESTRIAN HYBRID BEACON FOR SCHOOL ZONE FLASHERS FOR RECTANGULAR FLASHING BEACONS AND 43 PEDESTRIAN, UM, ASSESSABLE PEDESTRIAN SIGNALS.
WE ALSO BUILT IN MORE RESILIENCY TO OUR SYSTEM BY INSTALLING OVER 150 TRAFFIC MONITORING CAMERAS, UM, BLUETOOTH SENSORS TO ALLOW US TO, UM, VIEW AND MANAGE TRAVEL TIME ALONG CORRIDORS.
AND WE'RE IN THE PROCESS OF PROCURING, UM, BATTERY BACKUP BATTERY BACKUP SYSTEMS FOR 40 INTERSECTIONS, AND THAT WILL ALLOW THE TRAFFIC SIGNALS, UM, TO KEEP FUNCTION AND NOT GO DARK DURING A POWER OUTAGE.
UM, AND FINALLY, SLIDE 14, PLEASE.
SO IN SUMMARY, UM, OF HOPE WE'VE BEEN ABLE TO DEMONSTRATE THAT THE 2012 BOND PROGRAM HAS ACCOMPLISHED A GREAT DEAL AND CONTINUES TO PAY DIVIDENDS FOR AUSTIN'S MOBILITY AND SAFETY.
UM, AS WE MOVE TOWARDS EXTENDING THE REMAINING 2012 FUNDS, UH, WE PLAN TO LEVERAGE 2012 WITH 16 AND 18 FUNDING TO EXPAND ACTIVE TRANSPORTATION NETWORK.
UH, BIKEWAYS URBAN TRAILS AND SIDEWALKS AS WELL AS INTERSECTION IMPROVEMENTS.
UM, FOR EXAMPLE, UM, SOME OF THE FUNDING FROM 2012 IS BEING PUT FORWARD, UH, WITH THE BURNET ROAD AND LAMAR BOULEVARD, CORRIDOR IMPROVEMENT PROJECTS, UM, THAT ARE BEING, OR THEY'RE CLOSE TO GO INTO CONSTRUCTION.
AND WITH THAT, THAT WRAPS UP OUR SUMMARY OF 2012.
I'M HAPPY TO TAKE QUESTIONS NOW, APPROVES AND I ARE SPECIFICALLY 2012, OR WE CAN KEEP GOING AND HOLD QUESTIONS UNTIL THE END.
WHAT'S A, WHAT'S A DECISION CHAIR.
YEAH, I THINK WE CAN GO AHEAD AND ASK QUESTIONS HERE ON THE, ON THE FIRST SECTION THERE ALREADY.
UM, I HAVE A COUPLE OF QUESTIONS.
SO MY QUESTION IS, UH, UH, SO IT SEEMS LIKE FROM YOUR SLIDES THAT THE MONEY WILL ULTIMATELY GET EXHAUSTED IN 2025.
SO THAT'S LIKE 12, 13 YEARS, YOU KNOW, TO USE UP ALL THE BOND MONEY.
WAS THAT PER PLAN OR DUE TO DELAYS.
AND THE SECOND QUESTION I HAVE IS THAT IT SEEMS IT'S YOU EXHAUSTED ABOUT 80% AND THERE'S STILL 20% OF ALL.
SO MY QUESTION IS, WAS THAT PER PLAN OR DUE TO DELAYS.
AND THE SECOND QUESTION IS RELATED TO THIS IS HOW IT COULD, HOW THE COVID-19 AFFECT UTILIZATION WILL BE DELAYED FURTHER.
UM, I CAN SAY THAT WITH LARGE MUNICIPAL BONDS, THERE'S ALWAYS THINGS THAT SHIFTED AND CHANGED DURING DELIVERY.
UM, WE HAD A COUPLE OF PROJECTS IN PARTICULAR THAT, UM, COST ESTIMATES CAME IN DOUBLE WHAT WE WERE ANTICIPATING.
SO WE NEEDED TO HIT THE PAUSE BUTTON, SEEK ADDITIONAL FUNDING AND RE SCOPE TO MOVE FORWARD.
SO YES, THERE ARE SOME REMAINING FUNDS, UM, NOT NECESSARILY PER PLAN, BUT ALSO NOT TO BE UNEXPECTED, UM, WITH A PROGRAM OF THIS SIZE, AS WELL AS THE CITY'S FIRST TIME DELIVERING A MOBILITY PROGRAM OF THIS SIZE.
UM, LUCKILY WITH THE, WITH THE ADDED INVESTMENTS IN 2016 AND 2018, WE'RE ABLE TO CAPITALIZE ON THAT TO MAKE THE 2012 BOND FUNDING GO A BIT FARTHER.
UM, AND IN TERMS OF COVID, UM, THERE HAS DEFINITELY BEEN AN ADJUSTMENT ON BOTH THE CONSULTING COMMUNITY, CITY STAFF, AS WELL
[00:25:01]
AS THE, ON THE CONTRACTOR SIDE.UM, WE'RE NOT ANTICIPATING DELAYS AT THIS POINT.
UM, BUT OF COURSE WE'RE GOING TO JUST BE CAREFULLY MONITORING AND, UM, SEEING HOW CONDITIONS CHANGE OVER THE NEXT, WHO KNOWS HOWEVER MANY MONTHS FROM NOW THAT THIS MIGHT BE RESOLVED, ANDREW.
UM, ANY OTHER QUESTIONS? OKAY.
UM, IF EVERYONE'S READY, WE'LL MOVE ON TO A BRIEF OVERVIEW OF THE 2016 BOND FUNDING.
UM, I'M JOINED BY LIGHT TREMBLE DIRECTOR OF THE QUARTER PROGRAM OFFICE.
I'M MIKE TREMBLE DIRECTOR OF THE QUARTER PROGRAM OFFICE, UM, TO KICK THINGS OFF WITH A DISCUSSION OF THE 2016, UH, MOBILITY BOND PROGRAM.
SO AS YOU PROBABLY KNOW, UH, THE 2015 BOND, UH, WAS THE LARGEST, UH, BOND PROGRAM.
THE CITY, UM, HAS PUT IN FRONT OF THE VOTERS AND HAD APPROVED TO DATE, UH, $720 MILLION, NOT ONLY THE LARGEST BOND PROGRAM, BUT THE LARGEST SINGLE PROPOSITION, UH, ALL DEDICATED TO, UH, TRANSPORTATION AND MOBILITY.
UH, IT INCLUDES FUNDING FOR, UM, LOCAL MOBILITY PROJECTS, UH, REGIONAL MOBILITY PROJECTS, SEVERAL THAT ARE IN PARTNERSHIP, UH, WITH TECH STOCKS THAT SERVE OUR REGIONAL MOBILITY NETWORK.
AND THEN ALSO, UM, QUARTER MOBILITY PROJECTS, UM, AS WELL.
UM, A LOT OF THESE PROJECTS ARE PART OF THE IMPLEMENTATION OF THE OFFICE STRATEGIC MOBILITY PLAN, WHICH HAS RECENTLY PLAQUE PASS.
AND THESE PROJECTS ARE INCORPORATED INTO THE IMPLEMENTATION STRATEGY FOR THAT PLAN.
SO WE SHOULD BE ON SLIDE 17, WHICH IS AN OVERVIEW OF THE, UH, SPENDING AND SOME OF THE FINANCIALS FOR THE 2016 BOND.
UH, WE'RE ABOUT 25% COMMITTED ON THE PROGRAM SO FAR.
SO IN ADDITION TO BEING THE LARGEST BOND PROGRAM APPROVED BY THE VOTERS TODAY, UH, COUNCIL, UH, ALSO APPROVED A CONTRACT WITH VOTERS, UH, THAT GAVE US AN EIGHT YEAR GOAL OF COMPLETION OF THE PROGRAM.
UH, INITIALLY DURING BOND DEVELOPMENT, UH, WE, WE TOLD COUNSEL THAT, UH, GIVEN EXISTING, UH, PROCESSES AND RESOURCES, IT WOULD TAKE US ABOUT 12 TO 15 YEARS TO GET THAT ACCOMPLISHED AND THEY GAVE IT TO THEIR GOAL.
SO IT'S REALLY SPURRED US TO BE INNOVATIVE IN WAYS TO IMPROVE PROCESSES, ACCELERATE DELIVERY, AND EVEN IN THE WAY THAT WE'RE CONFIGURED, INCLUDING MY OFFICE QUARTER PROGRAM OFFICE, UM, JUST FIND INNOVATIVE WAYS TO MEET THAT TIMELINE AND, AND PROUD TO SAY THAT, UH, WITH OUR LOCAL MOBILITY PROGRAMS LEADING THE WAY WE'VE BEEN ABLE TO GET OVER 200 PROJECTS ALREADY COMPLETED AND ON THE GROUND.
SO IT'S LIKE 18, YOU CAN SEE OUR SPEND PLAN FOR THE 2016 BOND OVERALL, AND YOU CAN SEE IT'S A PRETTY, IT'S A PRETTY AGGRESSIVE SPEND PLAN TO MEET THAT EIGHT YEAR GOAL.
UM, I'M PROUD TO SAY THAT WE ARE, UH, ON TRACK TO MEET THAT OBJECTIVE.
AND AS WE ALWAYS KNEW, AS WE LAID OUT THE PROGRAMMING FOR THE 2015 BOND, UH, LOOK, MOBILITY PROGRAMS WOULD REALLY LEAD THE WAY WITH THE IMPLEMENTATION, WHICH THEY'VE DONE.
AND, UM, REALLY THE, THE QUARTER MOBILITY PROJECT AND SOME OF THE REGIONAL MOBILITY PROJECTS WOULD BRING UP, BRING UP THE REAR, SO TO SPEAK AS FAR AS IMPLEMENTATION AND SPENDING.
AND SO AS YOU GET INTO
UH, GLAD TO SAY THAT WE HAVE QUICKLY GOTTEN THROUGH PRELIMINARY ENGINEERING AND OUR, AND IT WILL INTO FULL DESIGN PHASE NOW.
AND WE'RE ABOUT TO ANSWER REALLY THE MEAT OF OUR BID AND CONSTRUCTION PHASE.
AS WE ENTER THE LATTER PART OF 2020, WE'VE BEEN ABLE TO GET, UH, SEVERAL, UM, EARLY OUT PROJECTS COMPLETED, INCLUDING A CONTRAFLOW LANE PROJECT ON THE, UH, GUADALUPE, UH, CORRIDOR, THE DRAG NEAR UT, INCLUDING ALSO INCLUDING SEVERAL, UH, INTERSECTION, UH, PEDESTRIAN CROSSING IMPROVEMENTS AS WELL.
UM, AND WE HAVE ABOUT $58 MILLION OF CONTRACTS THAT ARE GOING BE, UM, OBLIGATED.
UM, AND THEN WE WILL BE GETTING INTO THE SPENDING OF THAT, UM, IN
THAT INCLUDES NOT ONLY STANDALONE BID CONTRACTS, BUT ALSO, UH, CONTRACTS THAT ARE CALLED INDEFINITE DELIVERY, INDEFINITE QUANTITY CONTRACTS THAT ALLOW US TO REALLY GET OUT AND QUICKLY GET
[00:30:01]
INTERSECTION AND A SHARED USE PATH SIDEWALK AND BIKE IMPROVEMENTS, UM, ON THE GROUND TO PARTNER WITH OUR LARGER PROJECTS.AND THAT'S REALLY GOING TO BE OUR STRATEGY AND GETTING THE CORD MOBILITY PROGRAM DONE.
UH, WE ARE ALSO TRYING TO FIND, UH, INNOVATIVE WAYS TO CONTINUE TO, TO KEEP OUR STAKEHOLDERS, UH, EDUCATED, INFORMED, UH, AND REALLY ENGAGED IN OUR PROGRAM.
UH, SO WE'RE DOING, UH, VIRTUAL, UH, PUBLIC HEARINGS RIGHT NOW, PUBLIC EVENTS.
AND WE'RE GOING TO CONTINUE TO TAKE THAT STRATEGY DURING THIS COVID PANDEMIC.
UH, AS A MATTER OF FACT, TODAY, WE ARE KICKING OFF A PUBLIC HEARING FOR OUR CELL PHONES, OUR CORRIDOR IT'S PART OF OUR ENVIRONMENTAL CLEARANCE PROCESS, UH, FOR THAT CORRIDOR.
AND AGAIN, FOR THE QUARTER MOBILITY PROGRAM, THIS INCLUDES 50 MILES OF ROADWAY, NINE MAJOR ROADWAYS IN THE CITY.
AND, UH, JUST BASED ON THE WORK THAT'S BEEN DONE TO DATE, UH, BEEN REALLY A HERCULEAN EFFORT AMONGST NOT JUST THE FOLKS IN MY OFFICE, BUT TRANSPORTATION DEPARTMENT, PUBLIC WORKS, UH, SMALL MOTOR BUSINESS RESOURCES, CAPITAL CONTRACTING, SEVERAL PARTNERS THAT HAVE HELPED US TO REALLY KEEP ON THIS AGGRESSIVE SCHEDULE, UH, TO GET THIS COURT MOBILITY PROGRAM IMPLEMENTED AND STAY ON SCHEDULE OVERALL FOR THE 2016 BOND.
AND WITH THAT, I'LL TURN IT OVER TO, UM, ANNA AGAIN, TO TALK ABOUT LOCAL MOBILITY.
UM, IN ADDITION TO THE QUARTER OF FUNDING, UH, THE 2016 BOND PROVIDED 137 MILLION, UM, TO SIX CAPITAL DELIVERY GROUPS.
UM, IF YOU COULD JUMP TO SLIDE 20, PLEASE, UH, INCLUDE ADDITIONAL FUNDING FOR, UH, INTERSECTION SAFETY, SIDEWALKS, BIKEWAYS URBAN TRAILS.
UM, I KNEW PROGRAMS. THEY BROUGHT TO SCHOOL AS WELL AS FUNDS FOR CAPITAL RENEWAL AND SUBSTANDARD STREETS.
UM, SO SLIDE 21, ONE MORE, PLEASE SLIDE 21 FOR INTERSECTION SAFETY.
AS I MENTIONED, WE STARTED A LOT OF THIS WORK, UM, WITH A SMALL AMOUNT OF MONEY IN 2012, BUT IT REALLY KIND OF HIT STRIDE WITH ADDITIONAL FUNDING IN 2016.
UM, THE VISION ZERO INTERSECTION SAFETY PROGRAM HAS COMMITTED TO COMPLETING 15 INTERSECTION SAFETY PROJECTS BY THE END OF 2022 TO DATE, UM, SIX PROJECTS HAVE BEEN COMPLETED.
UM, FOUR PROJECTS ARE CURRENTLY UNDERWAY, UM, AND THEN FIVE IN THE, IN DEVELOPMENT AND THERE THEY ARE ON TRACK, UM, TO MEET THEIR GOAL, UM, WITH FINISHING BY THE END OF 2022, UM, SLIDE 22.
UM, THE NEXT PROGRAM IS BIKEWAYS, UM, 2016 GAVE THEM 20 MILLION IN BIKEWAYS FUNDING.
UM, THERE ARE 22 COMPLETE PROJECTS TO DATE.
UH, 28 ARE CURRENTLY IN DEVELOPMENT, UM, AND SEVEN ARE ACTIVELY UNDER CONSTRUCTION.
UM, A HIGHLIGHT WOULD BE THAT, UM, FIVE AND A HALF MILES OF ALL AGES AND ABILITIES BIKEWAYS WERE RECENTLY COMPLETED ALONG SHOAL CREEK BOULEVARD.
UM, AND WE COMBINE THAT WITH PEDESTRIAN SAFETY IMPROVEMENTS, AS WELL AS WATER QUALITY IMPROVEMENTS AND BY THE WAY OF, UM, RAIN GARDENS ALONG THE CORRIDOR AS WELL.
UM, SO I HAD 23 PLEASE, AND I'LL PASS IT TO PERUSE.
SO SLIDE 23 COVERS SAFE ROUTES TO SCHOOL, TO SCHOOL PROGRAM.
WE SEE 27 AND A HALF MILLION DOLLARS FROM THE BOND 2016 BONDS.
AND IT IS VERY IMPORTANT TO NOTE THAT THE 2016 BOND FUNDING WAS THE VERY FIRST FUNDING EVER AVAILABLE TO LOOK AT INFRASTRUCTURE IMPROVEMENT.
AS IT RELATES TO ROUTES TO SCHOOL, WE WERE ABLE TO CREATE AN INFRASTRUCTURE REPORT THAT LOOKED AT SPECIFICALLY TO WALKING AND BIKING FROM THE EYES OF A CHILD, GOING TO SCHOOL AND GOING FROM SCHOOL BACK TO HOME.
THE FUN WAS OF COURSE, SPLIT EQUALLY AMONG ALL 10 DISTRICTS.
UH, THE SAFE ROUTE TO SCHOOL FIRST STARTED BY GENERATING A COMPREHENSIVE REPORT OF ALL THE NEEDS.
THESE CREATORS PROVIDED FOR 4,700 4,654 PROJECTS, ESTIMATED COST OF $825 MILLION OUT OF DOS.
WE STARTED PRIORITIZING THE HIGH AND VERY HIGH PRIORITY PROJECTS OUT OF THOSE ALREADY 74 PROJECTS HAVE BEEN COMPLETED SINCE THE INCEPTION OF 2016 ONE PROGRAM.
MAYBE FOUR OF THOSE HAVE BEEN COMPLETED IN 2020 AT
[00:35:01]
15 SCHOOLS THROUGHOUT THE CITY.SO AS AN EXAMPLE, YOU SEE THE PHOTO TO THE LEFT CASSIUS ELEMENTARY AS PART OF THE 2016 BOND FUNDING SACRED TO SCHOOL PROGRAM PROVIDED THE SHARED USE PAD INSTALLED ON EXPOSITION.
WE'LL WALK NEAR CASSIE'S ELEMENTARY IN FEBRUARY OF THIS YEAR, 2013 PREVIOUSLY STUDENTS WERE WALKING AND BIKING TO A SHOPPING CENTER PARKING TO GET TO SCHOOL.
NOW THE SHARED USE PATH OF COURSE PROVIDES A DEDICATED SPACE FOR STUDENTS TO WALK AND BIKE SAFELY TO SCHOOL.
IT FEELS SAFER TO SCHOOL PROGRAM AND DISTRICT 10 QUARTERS SEND FUNDING.
SO THIS JUSTIN MENTIONED THAT WE THROUGHOUT ALL OF THESE BOND PROGRAMS, WE ARE WORKING VERY DILIGENTLY WITH ALL OF OUR PARTNERS WHO PARTICIPATE, UH, AND, UH, COORDINATE WITH EACH OTHER'S PROGRAMS TO GET THE BOND FUNDS INGREDIENT.
UH, SO PETE, NICK, UH, AND THERE ARE TWO OTHER SLIDES, HIGHLAND PARK ELEMENTARY AND BLACK SHEET ELEMENTARY SHOWING SIDEWALKS, CHAD BROWN BEER AS WELL AS CROSS.
THE 2016 FUNDING ALLOWED US TO WORK TOWARDS EXTENDING OUR EVAN TRADE SYSTEM.
SO FAR THIS MONEY, WE HAVE FOCUSED MAINLY ON DESIGN THESE CONSTRUCTIONS OF CRIME.
IN LATER YEARS, WE DID HAVE SOME AREA CONSTRUCTION PROJECTS WHICH PROVIDED VALUABLE CONNECTION SECTION OF CONFLICT CLUB CREEK TRADE AND IDENTITY SHARED USE PATH THAT THEN SEE THE PHOTO IN THE MIDDLE IN THE CENTER THAT WAS DONE AGAIN, BITA OUR SIDEWALKS PROGRAM CONTRACTS AND PROJECT MANAGEMENT.
SO FAR, THEY HAVE COMPETED SIX TRAIN CONNECTORS AND BEHALF 13 ADDITIONAL ADDITIVE PROJECTS IN DESIGN.
SIX OF THESE ARE SMALLER CONNECTIONS AND SEVEN ARE LARGER TRAINING DESIGN.
WE HAVE COMPETED TO ELIMINATE ENGINEERING, GET PULLED AS WELL.
SO THERE'S A LOT OF WORK BEING DONE.
THE SEVEN ACTIVE PROJECTS ARE SIX OF THOSE.
AS I MENTIONED, TRAILER CONNECTORS, SIX COMPETED TRADE CONNECTED PROJECTS.
NEXT SLIDE SLIDE 25 AND SLIDE 25 COVERS A SIDEWALK PROGRAM TABLETS FUNDED 37 AND HALF MILLION DOLLARS ON 2016 BUCKS.
AS I MENTIONED, THIS PROGRAM HAS BEEN REALLY ACTIVE.
DTMP DESIGNING ENGINEERING, FIELD ENGINEERING AND CONSTRUCTING A LOT OF, UH, SIDEWALKS, UH, ALONE.
WE, UH, PARTNERING WITH OUR OTHER PARTNERS, CABINETS WILL TRANSPORTATION
THEY ARE THE DELIVERY CHOICE OF MANY OF OUR PARTNERS IN PROGRAMS. SO THE SIDEBAR PROGRAM HAS COMPLETED ALREADY 166 PROJECTS SINCE THE VERY FIRST 2016 BINDS PROGRAM IN CHESTERFIELD.
THE STREET WAS COMPLETED IN MARCH OF 2017.
THAT'S THIS PHOTO TO THE LEFT CHESTERFIELD STREET WAS THE VERY FIRST 2016 BOND PROGRAM THAT WAS COMPLETED THERE.
IN ADDITION, AS I MENTIONED, THEY ARE IMPLEMENTING A LOT OF OUR SAFE ROUTES TO SCHOOL, AS WELL AS COATED OR MOBILITY PROGRAM.
FOR EXAMPLE, THE PHOTO IN THE CENTER, YOUR TEENAGE STREET AT
[00:40:02]
AND THEN THE OTHER SLIDE TO THE OTHER PHOTO, TO THE RIGHT SHOW, AN EXAMPLE OF EVERYTHING THEY DO ON A BUILDING NEW SIDE LOAD CAPACITY FOR US NEXT, THIS SLIDE SLIDE 26 SLIDE 26 COVERS CAPSULE RENEWALS AND SUBSTANDARD STATE 2016 BOND DEDICATED $11 MILLION TO SUBSTANDARD THE STATE AND CHAPTERED RENEWAL PROJECT, SUBSTANDARD THE STREETS OUT OF COURSE, THE PUBLICLY ON THE STREETS ROADWAYS WITHIN THE CITY OF OUR SEAFOOD PURPOSE TO SECTION.AND THESE ARE THOSE THAT DO NOT MEET CURRENT CITY OF OUR STATE REQUIRED BECAUSE THEY ARE PAYMENTS THAT ARE, FOR EXAMPLE, LESS THAN 24 FEET AT CROW.
KEVIN GOT IT, AND DRAINAGE FACILITY, UH, THEY LIKED
AND THEN THIS CAPITAL IS RENEWAL.
THE FIRST TWO THAT YOU HAVE INDICATION OF EXISTING SEEK OUT WASHINGTON ASSETS TO MAINTAIN OR UPGRADE THE CURRENT STANDARD AND DESIGN THAT PROGRAM.
WE, UH, RECEIVED, UH, ELIMINATE ENGINEERING REPORTS ON ROAD BAY, ALONG FALLEN LANE, BILLY ON CHANNEL, THERE WAS OVERPASS FM 16, 26 COOPER LANE
SO THERE WAS PRE ELIMINATING PAIN REPORTS WERE ALL COMPLETED IN THE SPRING OF 2019 AND, UH, UH, ADDITIONAL FINDINGS, QUIET TOWARD THE FINAL DESIGN AND CONSTRUCTION AS IT BECOMES AVAILABLE.
NOW FOR CAPITA IN YORK, I WOULD LIKE TO DISCUSS TWO, UH, PROGRAMS ON THERE THAT, UH, LENIENT OVER RATED ROAD DCS.
THE ONE OF THE FIRST MECHANICALLY ESTABLISHED AIR WALLS SYSTEM THAT WAS BUILT IN THE CITY OF AUSTIN 40 YEARS AGO.
AND, UH, IF NOT THE VERY FIRST ONE AND INDIA, THIS ONE, UH, COMPLETION OF CONSTRUCTION ISSUES, WE DID IT STARTED DYSLEXIA.
UH, SO WE'VE BEEN PUBLIC WORKS HAS BEEN, UH, DOING MAINTENANCE REPAIRS AND THE ROADWAYS AS WELL AS THE WALLET AND, UH, VIGILANTLY DUQUESNE ADDY.
FINALLY THIS BOND VIVA ABLE TO GET IT TO ELIMINATE ENGINEERING REPORT, TO LOOK AT OPTIONS FOR REPAIRS, REHAB, OR RECONSTRUCTION OF THE SYSTEM AND PROVIDE A COST SYSTEM TO OUR DECK.
SO THAT'S, WHAT'S COMPLETED EARLY 2019 AND WE HAD A $440,000 REMAINING FROM OUR SUBSTANDARD ST P O THAT THE ALLOCATED TO THIS PROJECT TO BE ABLE TO MOVE INTO THE DESIGN PHASE OF THE PROJECT AND A COMPLETED DESIGN AND BE READY FOR THE NEXT FUNDING TO START THE CONSTRUCTION BIT, BECAUSE THIS IS THE OTHER PROJECT ON THIS CAST GALLERY AND YOU ALL HIS FATHER LANE, UH, FIVE AND A HALF MILLION DOLLARS IS SPENT $1 MILLION OFF THAT TO RECEIVE A PRELIMINARY ENGINEERING REPORT.
I MOVED THROUGH TO 30% PLANTS.
YOU PROBABLY KNOW THAT IN 2013 HALLOWEEN FLOOD, I FOR THE LAST 2016 HALLOWEEN FLOOD ON YOUR CREEK CAME OUT OF A BANK AND FLOODED THE STREET, RAN FOUR FEET OVER FARWELL LANE, UH, DAMAGED THE EMBANKMENT OFF OF COLORADO.
AND IT MAY DO RAY THAT CAME INTO FALL.
SAYS FATHER LANE OF COURSE IS THE ONLY ROUTE TO TWO HOUR SIX OF PLANTS, NAMELY AN AUSSIE WATER TREATMENT PLANTS.
AND I SEE AN ENERGY PLANT AND A SUBSTATION.
I DON'T KNOW, OF COURSE I'VE LEARNED AS A HORSE FARM THEY'RE THERE AND OUR FATHER NATE.
SO, UH, WE'VE BEEN WORKING WITH THE CARTEL TIME TO LOOK AT THE ROADWAY, THE ALIGNMENT.
SO WE KEEP BATCHES, UH, OPEN TO THE TWO PLANTS AND TO THE HORSE FARM.
[00:45:01]
WE ARE VERY INVOLVED WITH THE AUSTIN ENERGY AND AUSTIN WATER PARTNERS LOOKING AT THEIR NEEDS.UH, FOR EXAMPLE, IF THEY'RE TO BE CONSTRUCTED AROUND THE TWO PLANTS TO PROVIDE PROTECTION AGAINST FUTURE FLOODING, AS WELL AS ALIGNING THE ROADWAY, AS WELL AS REINFORCING THE COLORADO RIVER IN BANISHMENT FOR FUTURE WATER OVER THIS AREA, AS WELL AS A COLOR, ALL OF THOSE ARE GOING FORWARD, UH, WITH THE MAJOR COORDINATION OR COLLABORATION WITH
SO IN THE FALL THEN LOIN, THE ALIGNMENTS SUBMITTED WOULD BE SUBMITTED THIS FRIDAY.
THE 30% DESIGN, THE FINAL PLANS ARE SCHEDULED TO BE COMPLETED BY JUNO 2021.
AND THEN THE HALF BROKEN DOWN TO CONSTRUCTION TO TWO PHASES, PHASE ONE TO BE COMPLETED BY 2023, THAT'S COMPLETE CAPITAL RENEW RENEWAL, SUBSTANDARD STREETS.
WE CAN MOVE TO SLIDE 27 FOR REGIONAL MOBILITY PROGRAM FOR AN OKAY, THANKS, PERUSE.
UM, SO SIMILAR TO 2012, UM, THERE WAS MONEY SET ASIDE TO FOCUS ON REGIONAL DISABILITY.
SOME OF WHICH WE PARTNERED WITH TEXTS THAT, UM, TO HELP OUR REGION MOVE PROJECTS FORWARD.
UM, THERE WERE TWO PROJECTS THAT ARE BEING CITY LED.
UM, THE FIRST ONE IS A WIDENING, UM, AND THE SAFETY IMPROVEMENT PROJECT FOR ANDERSON MILL ROAD.
UM, WE WENT THROUGH TWO YEARS OF DESIGN AND PUBLIC INVOLVEMENT AND I'M HAPPY TO SAY THAT, UH, WE HAVE A CONTRACTOR ACTIVELY WORKING ON THE UPGRADE OF ANDERSON MILL ROAD.
WE BROKE GROUND, UM, ON JULY 1ST OR ISSUED THE NOTICE TO PROCEED ON JULY 1ST.
WE'RE ACTUALLY TO VERY RESPONSIVE, UM, TO THE COMMUNITY.
THAT'S EXCITED FOR THIS PROJECT.
WE'RE PUTTING TOGETHER WHAT WE'RE CALLING THE VIRTUAL GROUNDBREAKING MA PERHAPS THE FIRST OF ITS KIND, UM, TO BE ABLE TO CELEBRATE, UM, THE STARTUP THIS PROJECT, UM, THAT WAS REALLY STARTED AS A COMMUNITY LED.
UM, WE LEFT ADVOCATES, UM, SEVERAL YEARS AGO.
THE SECOND CITY LED PROJECT IS AN IMPROVEMENT OF SPICES SPRINGS ROAD.
UM, WE'RE CURRENTLY AT 90% DESIGN AND WE EXPECT THAT TO GO TO CONSTRUCTION IN 2022.
AND THEN THERE'S FOUR TEXTILE PARTNERSHIP PROJECTS, UM, MAJOR ROADS THAT YOU AND ALL OF OUR CITIZENS LIKELY TRAVEL ON FREQUENTLY.
UM, AND THAT INCLUDES FUNDING TOWARDS LOOP THREE 60, THE GREAT SEPARATIONS, UM, IMPROVEMENTS AT RM SIX 20 AND 2222 THAT ARE CURRENTLY UNDER CONSTRUCTION, UM, IMPROVEMENTS TO PALMER LANE, UM, AND FINALLY AN UPGRADE OF THE OLD BK ROPE BRIDGE.
AND THAT'S NOTABLE BECAUSE, UM, PER THE BOND LANGUAGE, UM, AND THE CONTRACTORS WITH CONTRACT WITH THE VOTERS, THIS WAS NAMED AS A, AN UPGRADE OF THE LOW WATER CROSSING.
UM, AS YOU PROBABLY KNOW, TECH STEPS DOING A LARGE PROJECT IN THE AREA, OAK HILL PARKWAY.
UM, AND SO THE UPGRADED, THE OLD BECAYSE ROAD BRIDGE HAS BEEN ROLLED INTO THE OAK HILL PARKWAY PROJECT.
UM, WE'RE ACTUALLY EXPECTING THE CONTRACTOR TO BE AWARDED THIS DESIGN BUILT PROJECT AT THE END OF THIS MONTH, SO THAT WE'LL BE MOVING FORWARD AFTER, UM, VERY MANY, VERY MANY YEARS OF, UM, DEBATE.
I'VE HOPED WE'VE BEEN ABLE TO BETWEEN PERUSE MIKE AND I DEMONSTRATE, UM, THE ENORMOUS AMOUNT OF WORK THAT'S ALREADY GONE INTO 2016 BOND DELIVERY.
UM, BUT THERE IS STILL A LOT TO LOOK FORWARD TO, UM, AS MIKE, UM, DISCUSSED THAT THERE IS ONE TODAY, UM, AND I WOULD EXPECT OVER THE NEXT 12 TO 18 MONTHS TO SEE A LOT OF CONSTRUCTION ON THE NINE CORRIDORS, UM, REALLY GETTING GOING AS WE SHOOT TOWARDS WRAPPING THAT UP BY THE END OF 2024, UM, THE LOCAL DEMOBILITY PROGRAM, THEY'RE GOING TO KEEP DELIVERING AS THEY'VE BEEN DOING, UM, ADVANCING BIKE WAYS, PEDESTRIAN CROSSINGS, AND INTERSECTIONS, SAFETY IMPROVEMENT PROJECTS ACROSS THE CITY.
UH, AND WITH THAT, I'LL WRAP UP FOR 2016 AND THE THREE OF US ARE HAPPY TO ANSWER ANY QUESTIONS BEFORE WE MOVE ON.
HI, MY APOLOGIES FOR THE INTERJECTION.
JUST WANT TO REMIND EVERYONE THAT WE DO HAVE A HARD STOP AT TWO 30 TODAY.
SO I'M, I DON'T KNOW IF IT'S BETTER TO KEEP THE QUESTION SLAPPED IN 2018, BUT THAT WE DEFINITELY WANT TO TRY TO KEEP MOVING IT A LITTLE FORWARD BECAUSE WE DO HAVE A FEW MORE ITEMS ON THE AGENDA.
[00:50:01]
MEGAN.SO SHOULD WE HOLD THE QUESTION TO LATER OR CAN ASK QUESTIONS NOW? UM, WHY DON'T WE JUST GET THROUGH THE NEXT SECTION 2018 AND THEN WE CAN GO BACK AND REVISIT QUESTIONS.
ARE THE ON SLIDE 29 2018 BOND? UH, IF YOU CAN MOVE ON TO SLIDE 30, 2018 BOND PROGRAM OVERVIEW, THAT WOULD BE GOOD.
I'LL START TO MAKE SURE WE ARE MOVING ALONG.
SO NEXT, THE SLIDE SLIDE DECK PAGE SAID, SO THIS WOULD SHOW THE 2018 BOND PROGRAM OVERVIEW.
WE HAVE, UH, RECEIVED OUT OF THE HUNDRED AND $60 MILLION FOR TRANSPORTATION INFRASTRUCTURE.
THE BOND DEBT 2018 BONDS PROGRAM PROVIDED $15 MILLION FOR VISION ZERO AND TRANSPORTATION SAFETY, FOUR AND A HALF MILLION DOLLARS SIGNALS AND TECHNOLOGY $2 MILLION FOR AARON TRAIL.
$1 MILLION FOR NEIGHBORHOOD PARTNERING PROGRAM 66 AND A HALF MILLION DOLLARS QUARTER IS STRICTLY CONSTRUCTION, $15 MILLION FOR BRIDGES AND STRUCTURES AND $20 MILLION FOR SIDEWALK.
THEY HAVE A LIMITATION, JEEZ, A MOVE TO SLIDE TWO, NEXT SLIDE, SLIDE 31.
YOU WOULD SEE THAT THAT SHOWS THE $260 MILLION ALLOWING THE, THE ALMOST $7 MILLION APPROPRIATION AMOUNT THAT GIVEN CONDUIT AND SPENT.
AND THEN THEY ARE AVAILABLE OBVIOUSLY THE EARLY DAYS OF 2018 BOND PROGRAM, BUT IT HAS GOTTEN OFF TO A VERY STRONG START WITH WORK INITIATED IN ALL SIX PROGRAMS. SENDING WOULD ALSO FOLLOW THE PROJECT AS A, THERE IS CALLS SCHEDULED AND BUDGETED.
SO IF YOU MOVE TO NEXT SLIDE, PLEASE SLIDE 32.
THAT SHOWS A 2018 BOND PROPOSITION G TRANSPORTATION FOR INSTRUCTORS PACK STANDARD PLAN THAT WOULD SHOW SPENDING THROUGH S BY 25.
UH, THAT WOULD BE NEXT SLIDE, SLIDE 82.
AND LET ME MOVE ON TO A LOT OF DETAILS THAT I WOULD LIKE TO PROVIDE.
SO LET'S MAKE SURE SLIDE 33, NEXT SLIDE, PAGE 33 STREETS CONSTRUCTION.
AS I MENTIONED, THE SIX 66 AND A HALF MILLION DOLLARS, AND WE HAVE BROKEN THIS DOWN IS IMPORTANT TO MENTION TO FULL SELF PROGRAM.
THE FIRST ONE IS THE STATE REHAB CELL PROGRAM ITSELF.
THIS HAS BEEN THE AUDITOR SPENDING THE MONEY ON
WE WOULD START WITH GEOTECHNICAL INVESTIGATION AND DESIGN ALREADY.
TWO OF THESE ARE COMPLETED 18TH STREET AND NORTH PLEASANT VALLEY ROAD.
PREPARATION OF CHAFFEY CORN PLANTS ARE ON THEIR WAY TO PREPARE ME FOR CONSTRUCTION.
THE DESIGN OF A THIRD PROJECT WITH PARSING IS UNDERWAY ALONG THE DRIVE OF THE PELLETING.
THEY HAVE WORKED ON THESE PROJECTS, OF COURSE, IN WHAT PAYMENT REPAIRS PAVING.
CHEVONNE GOT EVERY PLACEMENT TO IMPROVE DRAINAGE AND RAMP UP.
AND IT'S VERY NOT FOR ME TO MENTION THAT WE ARE PUSHING THE SALTED PART RATE.
WE ARE FOCUSING MOSTLY WITH OUR CONSULTANTS AND ATD PARTNERS, AS WELL AS OUR CONTRACTOR, BECAUSE AS YOU KNOW, TEXTED WOULD SOON START WORK ON COACHING, WHY, AND WHEN THEY CHOSE THAT INTERSECTION AND MAJOR TRAFFIC WOULD BE ROUTED THROUGH SALTED PARTLY.
AND HE WOULD LIKE TO GET THAT COMPLETED BEFORE THAT HAPPENS.
THE SECOND SAW PROGRAM ON THERE, THIS IS THREE, THREE CONSTRUCTION.
THE HAB STASSNEY LANE RECONSTRUCTION, THE PR WAS COMPLETED AND 90% DESIGN WAS SHARED EARLIER.
[00:55:01]
DRAINAGE STUDY IS NEEDED BECAUSE OF ATLAS 14, THAT WOULD BE COMPLETED IN AUGUST.NEW PAYMENT DESIGNED FOR EXPANSIVE SOIL RECOMMENDATION ARE UNDERWAY THAT SHOULD STARTING, AND THEY WOULD THEN MOVE ON TO, UH, DECONSTRUCTION OF STAGNATES.
THIS THIRD CELL PROGRAM IS BICYCLING IMPROVEMENT.
UH, SO FOR BUS LANE IN CORRIDORS, THAT'S ON, ON THERE, THE BUS HEAVY LOADING, WE ARE GOING TO USE ROLLER COMPACTED COUNTRY RCC, INNOVATIVE ROLLER COMPACTED CONCRETE TECHNOLOGY COULD BE USED TO CONSTRUCT DORAVILLE CONCRETE LANES FOR HEAVY BUS TRAFFIC.
YOUR TASTING CALL INVESTIGATION IS IN PROGRESS.
FINITE DESIGN HAS ALREADY BEGUN AND IS ANTICIPATED TO COME TO BE COMPLETED BY THE END OF THIS CALENDAR YEAR BY DECEMBER AND THIS YEAR, AND BE ABLE TO MOVE ON TO CONSTRUCTION AND IT LAST, AND THE FOURTH STOP PROGRAM IS THE UTILITY PARTICIPATION.
THIS IS WHEN WE WOULD SPEND OUR FUNDING TO PARTNER WITH UTILITIES, SUCH AS AUSTIN WATER ON THEIR CIP PROGRAM FLOOR, INCLUDING A COST SHARING FOR A STREET PAVEMENT IS SEDATION FROM CARE TO CARE AND INCLUDE INTERSECTION IN THOSE PROJECTS.
SO ONCE EVERYTHING IS DONE, THE WHOLE STATE, AS WELL AS INTERSECTIONS ARE COMPLETELY, THERE IS STILL A NEXUS LIGHT, UH, PAGE 34, PLEASE, THAT COVERS OUR BEACHES AND THE STRUCTURE AS YOU KNOW, REALLY SIX $50 MILLION FOR NOW.
THAT'S ALL ALLOCATED TOWARDS RED, BUT TRADE BRIDGE REPLACEMENTS.
AND AGAIN, AS A VERY BRIEF AND FAST HISTORY, THE BREACH WAS STUDIED IN 1998, 1999.
I DON'T CONSULTANT AT THAT TIME IDENTIFIED THAT THAT BREACH HAD ONLY FIVE YEARS LIFE LEFT.
SO PUBLIC WORKS IMMEDIATELY PERFORMED SOME IMMEDIATE REPAIRS FOR EXTENDING THE LIFE WHILE YOU ARE LOOKING AT FUNDING TO GET US THROUGH DESIGN AND CONSTRUCTION.
SO WE DID RECEIVE THAT FUNDING.
OF COURSE, THEY HAD SOME SAVING FROM 2012 WHERE THEY STARTED THE ELIMINATING ENGINEERING REPORT ON THE BREACH, AS WELL AS MOVING INTO THE 30% WE HAD ALREADY THREE PUBLIC MEETINGS.
THE THIRD ONE IN JANUARY OF 2020, UH, THEY'RE BEING INVITED THE, PROBABLY TO AN OPEN HOUSE AND BE PROVIDED THE INFORMATION AND BREACH SCHEMATIC DESIGNS IN MAY, 2020, THE APPLIED FOR BETTER UTILIZING INVESTMENT TO ELABORATE, EVEN OPEN.
THIS IS BUILD GRANTED THAT IS APPLIED TO A DEPARTMENT OF TRANSPORTATION OR ASK IS $25 MILLION.
THAT WAS REALLY BE MADE AVAILABLE SEPTEMBER 16.
IF WE DO GET THAT, THAT WOULD FREE UP $25 MILLION, THAT WOULD GO TOWARDS OUR OTHER BRIDGE NEEDS, INCLUDING WILLIAM CANNON THAT WE ARE JUST TALKS ABOUT IN PREVIOUS BONDS PROGRAM IN JUNE OF 2020, THEY HAVE LEISTER AN RCA FOR JULY 30TH TO MOVE INTO FINAL DESIGN PHASE OF THE PROJECT TO OUR 2023 AND COMPLETION OF CONSTRUCTION TO OUR 2026.
NEXT SLIDE, PAGE 35, THAT COVERS OUR SIDEWALK REHABILITATION PROGRAM IN 2018 BOND SIDEWALK REHAB PROVIDED $20 MILLION.
JUST TO NOTE, THE 2016 BOND WAS FOR NEW SIDEWALKS.
THE 2018 $20 MILLION LAYS FOR SIDEWALK REHAB, WHERE WE REPAIR EXISTING SIDEWALKS OR REHAB.
THE FINDING DISSOLVED TO OUR SIDEWALKS.
YOU HAVE ALLOWING GOD TO ALREADY TURN YOUR INNOVATIVE MULTI-YEAR SIDEWALKS.
YOU CONTRACT THAT, UH, THAT I'VE ORDERED IT TO SUPPORT THIS PROGRAM.
INITIAL ASSIGNMENTS TOWARD THOSE CONTRACTS ON NORTH PLEASANT VALLEY, NORTHEAST DRIVE PARTRIDGE DRIVE MAIN ROAD AND THE RED RIVER STREET, UH, EAST ALSO FELT A SENSE OF WILLOW CREEK ALREADY COMPLETED IS 12TH STREET CURRENTLY UNDER CONSTRUCTION, A MAN CHECK AND SAW A FIRST AND ANNIE
[01:00:01]
WOULD START IN THE NEXT SIX MONTHS AND COMPLETED THE COORDINATION PARTNERING PROJECTS, THE SAFE ROUTE TO SCHOOL, EVAN TRAYS, ACCORDING TO I'M BY FAIR PROGRAMS, ACCELERATE DELIVERY OF SIDEBURNS REPAIRS.HEIDI SAT IN YOU AND HAVE PANTON AT HIM.
AND THE PHOTO SHOWS A COUPLE OF THESE PROJECTS IS TO AND PARTRIDGE DRIVE.
PLEASE MOVE ON TO THE NEXT PAGE.
PAGE SIX, THAT'S OUR NEIGHBORHOOD PARTNERING PROGRAM, AS WELL AS URBAN TRAILS.
THE NEIGHBORHOOD PARTNERING FUNDING HAS ALLOWED US TO APPROVE MULTIPLE NEIGHBORHOODS INITIATIVE PROJECT SO FAR, THEY HAVE CONSTRUCTED BLACK SHEER RAIN GARDEN.
THAT'S THE PHOTO TO THE LEFT, AS WELL AS MAKE MAKING SOME SCAPE THE PHOTO TO THE RIGHT ADD, MAKE IT SON NEEDED SCHOOL FOR THIS PROJECT.
THE NEIGHBORHOOD CONTRIBUTED OVER 170,000 IN CASH AND OVER 500 VOLUNTEER HOURS ALLOWING US TO SEND 170,000 ON THESE TWO PROJECTS AND COMPLETED THE BLACK RAIN GARDEN ON EAST NINTH STREET IS IN PARTNERSHIP WITH OUR THING CREEK PEOPLE AND UT ENGINEERING.
THE MURCHISON PLACE, WHERE WE WENT IN WITH PARTNERSHIP WITH NORTHWEST AUSTIN CIVIC ASSOCIATION, PORT, AS WELL AS AUSTIN PARKS FOUNDATION ANTICIPATED ALLOCATING REMAINDER OF ANNUAL APPROPRIATION TOWARDS SEVERAL NEW MPP PROJECTS AND MPP BOARD OF DIRECTORS WOULD MEET IN JULY TO APPROVE DOSE AS FAR AS
UH, NICK SLIDE 37, AND I WOULD CALL IT TRANSPORTATION SAFETY.
THANKS, CHARISMA, WE'LL COVER THESE LAST FEW QUICKLY, SO WE CAN LEAVE TIME FOR EDWARD AND FOR QUESTIONS.
UM, 2018 BOND GAVE ADDITIONAL MONEY FOR TRANSPORTATION SAFETY.
UH, WE'RE FOCUSED ON TWO MAJOR CATEGORIES, UM, PEDESTRIAN CROSSINGS, AS WELL AS, UM, IMPROVEMENT THAT MAJOR INTERSECTIONS.
UM, WE'VE ALREADY BEEN SUCCESSFUL IN KENTUCKY IN OBTAINING A FEDERAL GRANT TO BRING ADDITIONAL MONEY BACK AS IT RELATES TO PEDESTRIAN CROSSINGS WITH ACCESS TO TRANSIT.
UM, AND THE INTERSECTIONS THEY SEE PROGRAM IS ALREADY RANKING PROJECTS, UM, TO DETERMINE THEIR NEXT UP.
AND TWO UPCOMING PROJECTS ARE AT SOUTH CONGRESS AND RAMBLE AND NORTH LAMAR AND MAURO.
UM, AND THEN FINALLY SLIDE 28.
UM, THERE WAS FOUR AND A HALF MILLION DEDICATED TO SIGNALS AND TECHNOLOGY, UM, AND APD IS UTILIZING THAT MONEY TO IMPLEMENT CITYWIDE EMERGENCY VEHICLE, UH, PREEMPTION, UM, AS WELL AS MAKING IMPROVEMENTS TO OUR, OUR EXISTING TRANSIT SIGNAL PRIORITY SYSTEM.
UM, WE'RE ALSO MAKING IMPROVEMENTS IN OUR MOBILITY MANAGEMENT CENTER, UM, TO ALLOW US TO BETTER SHARE VIDEO WITH TEXTILES AND OTHER AGENCIES, UM, SO THAT WE CAN BETTER MONITOR, UM, FOR INCIDENTS CONSTRUCTION AS WELL AS SPECIAL EVENTS.
UM, AND WE'RE ALSO INSTALLING NEW DETECTION, NEW AERIAL DETECTION AT 93 SIGNALIZED INTERSECTIONS.
UM, AS PER AS MENTIONED, WE'RE REALLY JUST GETTING STARTED WITH 2018.
UM, BUT A LOT TO LOOK FORWARD TO, UM, INCLUDING, UH, WE'RE GOING TO KEEP MOVING WITH THE SIDEWALK, REHABILITATION, NEW PEDESTRIAN CROSSINGS AND UPGRADE TO THE REDBUD BRIDGE, UM, AND FURTHERING THE INTERSECTIONS THEY SEE PROGRAM.
UH, SO THAT WRAPS UP OUR SUMMARY OF THE 2018 BOND.
I'M HAPPY TO PASS IT TO EDWARD TO TALK, UH, TO GIVE THE SMALL AND MINORITY BUSINESS PRESENTATION.
[2b. Staff update from Small and Minority Business Resources]
ANNA.THIS IS AT WORK COMP WITH SOME THE INTERIM DIRECTOR FOR THE SMALL MINORITY BUSINESS RESOURCES DEPARTMENT.
I WANT TO THANK YOU FOR INVITING US TO PARTICIPATE IN THIS PRESENTATION.
IF YOU CAN SCROLL OVER TO SLIDE 41, THE SMART MINORITY BUSINESS RESOURCES DEPARTMENT IS RESPONSIBLE FOR ADMINISTERING OUR MINORITY BUSINESS ENTERPRISE AND WOMEN OWNED BUSINESS ENTERPRISE PROCUREMENT PROGRAM.
AND WE ATTACHED THE PROGRAM TO PROCUREMENTS THAT ARE OVER $50,000 IN VALUE.
[01:05:01]
THE EYES OF THE PURCHASING OFFICE OR WITH OUR PARTNERS IN THE CAPITAL CONTRACTING OFFICE OF WHICH SOME OF THE BOND PROGRAM DOLLARS WILL BE ATTACHED.UH, THE OUTREACH PLAN, WHICH IS THE MAJORITY OF THE PRESENTATION CONTENT, UH, IS QUITE UNIQUE AND THAT WE REALLY DID A CONSIDERATE EFFORT TO TRY TO MEET COUNCIL'S OBJECTIVE, TO, TO MAXIMIZE PARTICIPATION OF WOMEN AND MINORITY OWNED BUSINESSES IN, UH, THE 2016 MOBILITY BOND PROGRAM AS WELL, SPECIFICALLY FOR, UH, THE NINE CORRIDORS IN MR. TRIMBLE'S OFFICE SLIDE NUMBER 42, PLEASE.
WE LOOKED AT DIFFERENT ACTIONS.
UM, ONE OF THE UNIQUE THINGS ABOUT THIS PLAN WAS THAT IT WAS GENERATED, UH, REALLY BY STAKEHOLDERS IN THE COMMUNITY, BOTH AT THE PRIME CONTRACTOR LEVEL, AS WELL AS OUR SUBCONTRACTORS.
AND WE WERE REALLY LOOKING FOR IN THE OUTREACH PLAN WAS WHAT ARE SOME OF THE HISTORICAL BARRIERS THAT HAVE, UH, LIMITED ACCESS, UH, TO ON CITY CONTRACTS, AS WELL AS LIMITING FULL PARTICIPATION ON THOSE SAME CONTRACTS.
WE DON'T REALLY HAVE A LOT OF FOLKS IN THE HORIZONTAL, UH, SPACE IN TERMS OF THE TYPES OF CERTIFIED VENDORS THAT THE CITY HAS, UH, FOR MINORITY WOMEN OWNED BUSINESSES ARE A MAJORITY OF THE FOLKS THAT WE HAVE THAT ARE CERTIFIED WITH THE CITY ARE IN THE VERTICAL SPACE.
SO WE DID, UH, WE DID, UH, UH, THIS OUTREACH PLAN TO TRY TO IDENTIFY WHAT ARE THOSE AREAS THAT, THAT WE SEE TRADITIONALLY FROM THE STAKEHOLDERS PERSPECTIVE, AND THEN WHAT CAN WE DO TO MITIGATE THOSE? SO IF YOU GO TO SLIDE 43, SLIDE 43 OUTLINES, THE EIGHT AREAS THAT WERE IDENTIFIED BY OUR STAKEHOLDERS AS BEEN HISTORICALLY, UM, UH, SEEN AS BARRIERS TO FULL PARTICIPATION ON CITY CONTRACTS.
AND YOU HAVE THINGS LIKE COMMUNITY SUPPORT, THINGS LIKE QUALITY OUTREACH, THE AVAILABILITY OF CONSTRUCTION FIRMS IN CERTAIN SCOPES OF WORK OR TRADES, UM, OUR EMBIID RV CERTIFICATION PROGRAM, WHICH CAN BE QUITE ROBUST, UH, INCREASING CAPACITY TO SUCCEED FOR OUR SMALLER FIRMS, THE SIZE AND SCOPE OF BIT PACKAGES, UH, FACILITATING RELATIONSHIPS WITH OUR PRIMES AND SUBS, AND THEN, YOU KNOW, COMMUNICATION IN GENERAL BETWEEN PRESENCE.
HOW DO WE, HOW DO WE DEVELOP RELATIONSHIPS, WHICH ARE REALLY IMPORTANT WHEN YOU'RE TALKING ABOUT SOME OF THE LARGER PROJECTS OUT OF THE, THESE BOND PROGRAMS AND SPECIFICALLY THE QUARTER PROGRAM SLIDE NUMBER 44, PLEASE.
SOME OF THE HIGHLIGHTS OF THE PLAN THAT WE, UH, THAT WE DEVELOPED IN RESPONSE TO THOSE EIGHT ISSUES OR ACTION ITEMS, UH, WERE, YOU KNOW, TRYING TO AMEND THE CURRENT NBDB PROCUREMENT ORDINANCE, AS YOU SAW IN ONE OF THE ISSUES, UH, OUR CERTIFICATION PROCESS CAN BE QUITE ROBUST AND, AND THAT'S PURPOSEFUL, BUT WHAT WE WANTED TO DO WAS WHAT COULD WE DO TO KIND OF EASE THE REGULATIONS SURROUNDING THAT? AND WHAT WE DID WAS WE TOOK TO COUNCIL A PROPOSAL TO ELIMINATE THE ANNUAL CERTIFICATION REQUIREMENTS.
AND WE ALSO LOOK AT EXTENDING THE CERTIFICATION PERIOD FROM A THREE YEAR PERIOD TO A FOUR YEAR PERIOD.
SO THESE ARE THINGS THAT ARE ADMINISTRATIVE IN NATURE, BUT AS WE KNOW, IN DEALING WITH CITY BUREAUCRACY, SOME OF THOSE ADMINISTRATIVE BURDENS, IF WE CAN ALLEVIATE THEM, UH, THAT ALLOWS FOR OUR FIRMS TO REALLY CONCENTRATE ON THE DAY TO DAY WORK THAT THEY DO AND NOT HAVE TO BE BURDENED BY ADMINISTRATIVE TASKS.
WE DID, AND STILL ARE CONTINUING TO WORK ON THINGS LIKE TECHNICAL ASSISTANCE, WHAT WE CAN, WHAT CAN WE DO TO PARTNER WITH OUR FIRMS TO GET THEM READY TO BET ON CITY PROJECTS? SO WE GET A COUPLE OF THINGS THERE AND WE CONTINUE TO DO THEM.
UH, LAST SUMMER WE HELD AND A FIVE WEEK COURSE, UH, FOR BY 20 PLUS MEMBERS OF OUR COMMUNITY THAT REALLY LOOKED AND HONED IN ON HOW TO DO BUSINESS WITH THE CITY.
UM, WHAT, WHAT DO YOU NEED TO DO TO MAKE SURE THAT YOU ESTIMATE CORRECTLY ON YOUR BIDDING PROJECT? SO JUST THINGS TO MAKE SURE THAT OUR QUOTES ARE READY AND PREPARED TO PARTICIPATE FULLY, UH, WHEN THESE NINE CORRIDOR OR PROJECTS ROLL OUT FOR THE BULK OF THE WORK, UH, SLIDE NUMBER 45, PLEASE.
SO AGAIN, THANK YOU FOR ALLOWING US TO PARTICIPATE AND WE'LL BE HERE IF THERE ARE ANY SPECIFIC QUESTIONS RELATED TO THE OUTREACH PLAN.
UM, AND AGAIN, THANK YOU SO MUCH.
UM, I SHOULD COMPLETE ALL THE PRESENTATIONS, UM, IN THE INTEREST OF TIME, I WOULD SAY, UM, IF THERE ARE ANY FOLLOWUP QUESTIONS, MEGAN, CAN WE SEND THOSE TO YOU DIRECTLY THE EMAIL? YEP, ABSOLUTELY.
THANKS TO EVERYONE THAT PRESENTED AND
[01:10:01]
APPRECIATE ALL THE HARD WORK ON THE PROGRAMS AND, UM, FOLLOW UP QUESTIONS WILL BE EMAILED TO ME AND, UH, FILTERED THROUGH THERE FOUR RESPONSES.[3a. 2020 Annual Report for the Bond Oversight Commission]
OKAY.UH, ITEM NUMBER THREE, DISCUSSION POSSIBLE ACTIONS, UH, 20, 20 ANNUAL REPORT FROM THE BOND OVERSIGHT COMMISSION.
UH, THIS IS A REPORT THAT, UH, DRAFTED, UM, SIMILAR TO LAST YEAR.
UH, THERE ARE CERTAIN REQUIREMENTS, UM, THAT'S IN THIS REPORT.
I JUST WANTED TO, UH, SHARE THIS WITH THE GROUP AND REVIEW IT.
UM, BASICALLY GET IT APPROVED FOR SUBMISSION.
I THINK IT'S DUE BY THE END OF THE MONTH.
SO, UM, IS IT POSSIBLE TO PRESENT THAT DOCUMENT TO THE TEAM? I BELIEVE WE DID SHARE IT WITH, UM, WITH THE CLERK'S OFFICE.
DO YOU GUYS THAT, TO CHILL ON THE SCREEN? THE ONLY PRESENTATION I HAD WAS THE ONE I JUST SHOWED.
WELL, THE DOCUMENT IS OUT THERE.
UM, DO YOU HAVE AN EMAIL? CAN I, CAN I SHARE MY SCREEN WITH THE GROUP OR IS THAT, IS THAT, UH, YOU'RE WELCOME TO TRY.
CAN I SHARE, DO I HAVE ACCESS TO SHARE MY SCREEN WITH THE GROUP OR IS THAT REBUTTED? NO.
LET ME KNOW IF EVERYBODY CAN SEE THIS DOCUMENT HERE, THEN YOU SEE THAT THE ANNUAL INTERNAL REVIEW DOCUMENT GAME MISSION, BUT THEY'RE DONE.
UM, WELL, IF YOU CAN'T SEE IT, THE DOCUMENTATION BEING THERE, AN EMAIL, UM, LET ME JUST TAKE A FEW MINUTES TO REVIEW THAT.
UM, THIS IS THE TIME PERIOD, SEVEN ONE THREE SIX 30.
I WAS REQUESTED, UM, ONCE A THROUGH E ARE THE, THE GROUPS STATEMENT, UM, THAT'S FOUND IN THE ORDINANCE.
AND THEN WHAT I DID WAS I WENT THROUGH AND JUST BASED ON LAST YEAR'S ACTIVITIES, UM, JUST BULLET POINTED ALL THE, UH, THE BOND PROGRAMS THAT WE WERE PRESENTED TO AND DISCUSSED, UM, A STAFF BRIEFING GETTING IN JULY.
UM, THERE'S GOING TO BE GAPS IN ONCE THERE WHERE WE DIDN'T MEET.
UM, AND THEN TALKED ABOUT THE MEETING SCHEDULE THAT WE CAME UP WITH, UM, AND HOW THE SCHEDULES COORDINATOR ON CIP PLAN ACTIVITIES, THE BOND ISSUANCE AND BOND PROGRAM ACTIVITIES, UM, AND THEN CONTINUING ON, UM, OR REQUIRED TO REVIEW THE, THE, THE BOND SALE SCHEDULED APPROPRIATELY.
WE DID THAT ON JULY 17TH, UM, OR ACTIONS THROUGHOUT THE YEAR DID COMPLY WITH THE MISSION STATEMENT.
AND THEN THIS IS A PART WHERE, UM, UH, FEEDBACK, UM, IS NEEDED AND WANTED.
UM, THIS UPCOMING YEAR, WE WANT TO FOCUS ON UNUSED BOND AUTHORITY.
UM, WE IDENTIFY ANY UNUSED BOND AUTHORITY.
UM, LOOK AT LESSONS LEARNED DETERMINED BY AUTHORITY TO BE USED
[01:15:01]
FOR OTHER PROJECTS, OR IT CAN BE RETIRED.WE DON'T WANT ANYTHING SITTING OUT THERE.
UM, THAT APPLIES THE MISSION STATEMENT, PORTIONS, A B AND D, UM, 26 MOBILITY BOND, UM, WHICH IS PRESENTED 2018 BONDS.
UM, ALL THE PROFS SURROUNDING THAT, UM, THE, THE 2020 BOND SALE.
UM, AND THEN REPORTING, I, I TWEAKED THIS FROM LAST YEAR JUST TO INCLUDE SOME OF THE ITEMS THAT, THAT WE'VE, WE'VE, WE'VE GOTTEN IN SOME CASES AND OTHER CASES WE HAVEN'T.
UM, AND, UM, THIS IS A REQUEST, UM, THAT WE'VE TALKED ABOUT FOR A WHILE AND IT'S GETTING BETTER.
UM, BUT JUST THE AMOUNT OF APPROPRIATION FOR PROP NON, THE OBLIGATED BONDS, UH, BOND PROCEEDS RECEIVED, AND THEN THE ANTICIPATED FINAL DATA, SPEEDING UP A COMMISSIONER SAYING THAT THIS ALIGNS WITH, UM, THE REQUEST THAT YOU MADE EARLIER IN THE YEAR.
UM, SO I, I WANTED TO CAPTURE THOSE BULLET POINTS JUST TO MAKE SURE THAT THOSE ARE PART OF WHAT WE'RE STRIVING TO ACHIEVE IN THE NEXT YEAR.
SO I KNOW THE REPORTING, SHOULD THERE BE SOME STATEMENT AS TO INFORMATION RELATING TO WHETHER, UH, THE DISBURSEMENT OF THE FUNDS AROUND SCHEDULE OR BEHIND SCHEDULE? UH, WHAT'S THE, ARE THERE ANY ADDITIONAL COSTS INVOLVED? ARE WE ON TRACK FUNDING-WISE YEAH, YEAH, I THINK WE CAN, UM, YOU KNOW, THE, THE, UM, YEAH, THE GOAL OF THE, OF WHAT'S WRITTEN RIGHT NOW IS TO IT'S TO, UM, RECEIVE REPORTING BY PROPOSITION FOR, YOU KNOW, EVERYTHING THAT'S BULLET POINTED THERE.
UM, IF YOU'RE LOOKING FOR ADDITIONAL LANGUAGE AROUND, UM, YOU KNOW, UH, VARIANCE THAT WE KNOW, I THINK THERE SHOULD BE AN E PART OF IT SAYING ALSO INCLUDE, ALSO INCLUDE VARIANCE TO PLAN, UPDATE, UH, COMMUNICATING, PROVIDE INSIGHT TO COUNSEL ANSWERS RELATED TO PROJECT TIMELINES AND SPEND, UM, I HAD THE VARIANCES RELATED TO PROJECT TIME AND COLLABORATING TO FIND RELATIONSHIP BETWEEN
I MEAN, IS IT A TOPIC THAT CAME UP, UM, REGARDS TO, UM, THE LAST TASK FORCE AND, AND JUST HOW IT WAS, UM, UM, THERE, WASN'T A VERY STRONG DEFINITION OF, OF HOW THOSE TWO TEAMS WOULD INTERACT.
AND LUCKILY TWO OF US WERE ON THE TASK FORCE.
SO, SO I HAVE A, I HAVE ANOTHER QUESTION.
YOU KNOW, CAP METRO IS GOING FORWARD WITH A HUGE BARN SALE.
HOW DOES THE BOND OVERSIGHT COMMISSION HAVE PURVIEW OVER THAT REVIEW RIGHT BEFORE IT GOES OUT? AND OF COURSE, ONGOING REVIEWS, MAYBE DISCRETION AS WELL.
ANY THOUGHTS ON THAT QUESTION? UM, IS THAT, DOES THAT FALL INTO THE PURVIEW? YEAH, I THINK WE'LL HAVE TO GET BACK TO YOU WITH AN EMAIL RESPONSE ON THAT ONE SINCE WE ONLY HAVE A FEW MINUTES LEFT.
UM, ANYTHING TO ADD OR JUST FEEDBACK WISE ON THIS REPORT? UM, YEAH, APPRECIATE IT.
UM, I DON'T KNOW THAT WE NEED AN OFFICIAL VOTE ON THIS.
[01:20:01]
THERE A MOTION TO APPROVE? IS THERE A SECOND? OKAY.THE ANNUAL INTERNAL REVIEW IS APPROVED WITH CHANGES, MEGAN AND I WILL SEND YOU OVER THIS REVISED VERSION WILL BE ADDITIONAL COMMENTS AND WE CAN GET THIS SUBMITTED IN.
UH, LET ME SEE, TO FIGURE OUT HOW TO STOP SHARING MY SCREEN.
[4. FUTURE AGENDA ITEMS]
ITEM ON THE AGENDA.I CAN'T FIND IT NOW FOR NEXT MONTH.
THE DISCUSSION HAD BEEN TICKET AND UPDATE FROM PUBLIC SAFETY WATERSHED AND PARKS AND RECREATION.
ALSO, JUST AS A REMINDER, IT'S GOING TO BE A SPECIAL CALLED MEETING BECAUSE WE DID NOT PREVIOUSLY HAVE AN AUGUST MEETING SCHEDULED.
SO, UM, WE'LL HAVE TO SEE IF THERE'S STILL VIRTUAL MEETINGS OCCURRING, IF WE'LL BE ABLE TO GET, OKAY.
ANY OTHER FUTURE AGENDA ITEMS ANYBODY WOULD LIKE TO BRING UP? OKAY.
UM, IF THERE IS NOTHING ELSE, I WILL ADJOURN THE MEETING AT EIGHT AND STAY SAFE OUT THERE.
