SO CALL THIS

[CALL TO ORDER]

MEETING.

IT'S A JOINT MEETING OF THE ARTS AND MUSIC COMMISSIONS SPECIAL CALLED MEETING THAT WE'RE HAVING REMOTELY TODAY IS SEPTEMBER 11TH.

AND WITH THAT, WE CAN START THE MEETING WITH SO SOME COMMUNICATION WE'LL CALL FIRST.

YEAH, OFFICIALLY I'LL I'LL START, I'LL OPEN THE ARTS COMMISSION, ARTS COMMISSION PORTION OF THE JOINT ARTS AND MUSIC COMMISSION MEETING.

I'M DONE WITH THAT REIKI DO ROLL CALL.

OKAY.

YEAH, WE NORMALLY DON'T DO A FORMAL ROLL CALL, BUT I SEE THAT WE HAVE COMMISSIONER DUARTE, COMMISSIONER PATTERSON, COMMISSIONER 11, COMMISSIONER GARCIA, COMMISSIONER REYNOLDS, MR. ROSENTHAL COMMISSIONER, KEN YOUNG.

AND I BELIEVE THAT'S ALL WE HAVE FOR MUSIC.

I KNOW SHAKA IS TRYING TO GET IN, IS LOOKING FOR THE LINK RIGHT NOW.

SO SOMEONE WHO CAN EMAIL HIM THAT WAY, IF THEY HAVE IT HANDY, THAT WOULD BE GREAT.

AND FOR THE ARTS COMMISSION SIDE, I SEE A COMMISSIONER FANTE COMMISSIONERS, HIS MEN COMMISSIONER KEATON, COMMISSIONER FLORES, COMMISSIONER POLGAR COMMISSIONER, VAN DYKE, COMMISSIONER BARNS, AND MYSELF.

NOW WHAT'S THAT? UH, DO YOU HAVE

[1. CITIZEN COMMUNICATION]

A LIST HANDY, RICK, OVER THE SPEAKERS? I DO.

I DO.

AND I CAN GO TO COMMISSIONER POLL.

I'D LIKE TO MAKE A MOTION TO PLACE WHEN IT SPEAKERS TO TWO MINUTES, A PIECE SINCE OUR TIME IS A TRUNCATED, SECOND EMOTION BY POLGAR TO LIMIT CITIZENS' COMMUNICATION TO TWO MINUTES.

IT'S SECONDED BY COMMISSIONER FANTE.

UH, ANY QUESTIONS OR CONCERNS ABOUT THAT? UH, SO GO WITH THAT ALL IN FAVOR.

ANY OPPOSED PASSES.

I MEAN, I THOUGHT BOTH MUSIC AND ART, BUT I'LL SAY THAT'S COMMISSIONED PAST THE UNITED STATES.

I'M GOING TO TAKE IT MUSIC PASSCODE AND YOU KNOW, I'M SLOWLY AS WELL.

AND WITH THAT, WE CAN START WITH SOSA COMMUNICATION, RICK COMMISSIONER KEY, AND THAT YOU HAVE TO HAVE A CONCERN QUESTION.

I SAW YOUR LIPS MOVING.

ARE WE GOOD TO MOVE ON? OH, YOU CAN'T HEAR ANYTHING? SHE'S JUST TYPING IN THE CHAT.

OKAY, RICK, LET'S TAKE IT AWAY.

OKAY.

THANK YOU.

UH, WE'LL START COMMUNICATION WITH DAN REDMOND.

DAN, ARE YOU THERE? I AM.

THANK YOU VERY MUCH.

HEAR ME? YES.

OKAY.

GOOD MORNING.

COMMISSIONERS AND CITY STAFF.

UH, THIS IS DAN REDMOND, FOUNDER OF MOSAIC SOUND COLLECTIVE BEING CREATIVE HUB OF RESOURCES AND SERVICES, REPURPOSED FORMER JUVENILE DETENTION FACILITY IN EAST AUSTIN.

AS WE NOW MOVE FORWARD WITH THIS $12 MILLION BOND, I'M HERE TO REMIND YOU ALL THAT.

MOSAIC HAS BEEN WORKING DILIGENTLY FOR SEVERAL YEARS TO SUPPORT OUR CREATIVE SECTOR FOR COLLABORATION, EDUCATION, AND COMMUNITY PARTNERSHIPS.

WE MUST ALL STAND TOGETHER TO SUPPORT EQUITY, DIVERSITY AND INCLUSION, AND WE BELIEVE THAT BLACK LIVES MATTER.

HISPANIC LIVES MATTER.

ASIAN LIVES MATTER.

LGBTQ LIVES MATTER.

HOMELESS LIVES MATTER AND ARTISTS' LIVES MATTER.

MOSAIC PROBABLY SUPPORTS ALL ARTISTIC DISCIPLINES, NOT JUST MUSIC.

AND I APPRECIATE THIS OPPORTUNITY TO ADDRESS THIS POINT MEETING OF OUR MUSIC AND ARTS COMMISSIONS.

$12 MILLION IS NOT A LOT OF MONEY, ESPECIALLY WHEN WE WITNESSED HUGE CORPORATIONS RECEIVING MASSIVE FINANCIAL INCENTIVES TO COME TO AUSTIN WHILE AT CREATIVE SUPPER.

AND WE LOSE OUR CREATIVE SPACES AND ICONIC VENUES, WHICH ARE THE DIVERSE FABRIC OF AUSTIN.

WE SHOULD NOW BE WORKING ON THE NEXT BOND PROPOSAL, OTHER FINANCIAL REFERENDUMS AND PUBLIC PRIVATE PARTNERSHIPS TO HELP PROTECT AND PRESERVE AUSTIN FOR OUR CREATIVE SECTOR AND NOT JUST THE ENTITLED CORPORATIONS.

IF OUR PROPOSAL FOR MOSAIC WAS APPROVED WITH THESE FUNDS, IT WILL ALLOW US TO SAVE OUR SPACE, EXPAND OUR PROGRAM PROGRAMMING AND SUPPORT MORE CREATIVE NONPROFITS

[00:05:01]

AND OUR FUTURE CREATIVES THROUGH COLLABORATION WITH OTHER ORGANIZATIONS.

I ENCOURAGE YOU TO SEE HOW WE HAVE BEEN ADAPTING TO THE SIDE, DAMMIT AT PANDEMIC, BY CREATING NEW AND INNOVATIVE OPPORTUNITIES FOR MUSICIANS AND ARTISTS BY CONVERTING OUR MULTI CAMERA MULTI-STACK VIDEO PRODUCTION.

I BELIEVE THE TRUE METRIC OF SUCCESS FOR THIS BOUND IS IN SUPPORTING EXISTING ORGANIZATIONS THAT ARE CURRENTLY SERVING THE COMMUNITY WHILE SUPPORTING MUSICIANS, ARTISTS, AND THE COMMUNITY.

THANK YOU.

UNMUTE RICK.

I'M SORRY ABOUT THAT.

I ALWAYS DO THAT NEXT STEP.

WE HAVE NATALIE FAN.

MY NAME IS NATALIE SAD.

I'M HERE TODAY ON BEHALF OF ANY EQUITY EQUITY ORGANIZATION, BUT TO EXPRESS MY CONCERNS WITH THE CREATIVE SPACE BOND.

I'D LIKE TO FIRST ACKNOWLEDGE THAT MY OPINION.

THEY'RE NOT ALWAYS ALIGNED WITH THE STANCES TAKEN BY THE ORGANIZATIONS ASSOCIATED WITH ME, BUT SPEAKING HERE TODAY, I CAN ONLY REPRESENT MYSELF AND THE BUSINESSES THAT I OWN IN MUSIC.

IT IS MY OWN INDIVIDUAL OPINION AS AN ASIAN AMERICAN WOMAN IN THE MUSIC INDUSTRY THAT ANY ORGANIZATION THAT DOES NOT ACKNOWLEDGE PUBLICLY THAT BLACK LIVES MATTER.

AND SO ACTUAL SOLIDARITY WITH BLACK LIVES DID NOT BE ABLE TO QUALIFY THEMSELVES FOR CITY RELATED FUNDING.

THE LACK OF ACKNOWLEDGEMENT OF THE PAIN AND GRIEF THAT THE BLACK COMMUNITY AND DURST DAILY AS A SPINE THAT SAID ORGANIZATIONS DO NOT UNDERSTAND THE REAL DEFINITION OF EQUITY OR EQUITY BY DEFINITION COULD NEVER BE ABOUT JUST ONE ONE'S OWN COMMUNITY.

IT MUST BE INCLUSIVE OF MULTIPLE COMMUNITIES.

OTHERWISE YOU WOULD BE CALLING FOR A FURTHER INEQUITABLE SOCIETY OR THE MORE ANY ORGANIZATION WHO SHOULD QUALIFY FOR BOND MONEY MUST SHOW THAT THEY ARE MAKING GOOD FAITH EFFORTS TO GET COMMUNITY INPUT SO THAT THEY ARE TRULY REPRESENTATIVE OF THEIR COMMUNITY.

IN THE 1960S, THE ASIAN AMERICAN COMMUNITY GAINED PRIVILEGE THROUGH OUR SILENCE AND OUR PUBLICITY.

WE KEPT OUR HEADS LOW AND WE DIDN'T SPEAK OUT LOUD SO THAT THE BLACK COMMUNITY SEEMED MORE AS A THREAT TO WHITE AMERICA.

NOW WE'RE LIVING THROUGH ANOTHER CIVIL RIGHTS MOVEMENT, AND I DON'T WANT MY COMMUNITY TO MAKE THE SAME MISTAKE AGAIN, AFTER ALL WE WERE AFFORDED SOME OF OUR RIGHTS AND ACKNOWLEDGEMENT OF HUMANITY TOO.

SO THE CIVIL RIGHTS LEADERSHIP OF BLACK LEADERS BEFORE US, AND THAT'S WHY I'M SPEAKING OUT TODAY.

I CAN NOT STAY SILENT ANY LONGER.

THANK YOU.

THANK YOU, KEVIN CHIN.

GOOD MORNING FINISHER AND KEVIN CHIN.

UM, THE APPROXIMATE DECISION MAKING PROCESS FOR THE CREATIVE SPACE BOND.

IF PROPOSED TO SET THE , THEY USED TO PROVIDE NEW RESOURCES AT AFC, BUT IT'S AN AMERICAN RESEARCH CENTER, NOT SYMPHONY THE PAYMENTS OF CAMDEN ON 16 ACRES, VERY EASILY ACCESSIBLE.

AND THEN A DIVERSE SPOT IS TOWN AS A COMMUNITY TOP AND PERFORMING ARTS CENTER MASTER PLANS THAT PRESENTS THE ABILITY TO BUILD AN INCLUSIVE SPACE FOR AUSTIN RESIDENTS THAT WILL FOSTER THE CREATION PERFORMANCE AND EDUCATION OF MUSICAL ON DIVERSE, THE HIGH TRAFFIC AND USAGE OF ARC WITH THE LET'S JUST BE THOUSAND VISITORS AND 316 RENTAL EVENTS IN 1819 BY COMMUNITIES OF COLOR EXEMPLIFY IT AS AN INCLUSIVE SPACE THAT CAN TRANSFORM AN AREA IN NORTHEAST AUSTIN, COMMONLY KNOWN TO BE A MUSIC DESERT THAT THE CREATIVE SPACE BOND BE USED TO FUND A MULTIPURPOSE VENUE, INTEGRATING LIVESTREAMING AND COMMERCIAL MEDIA PRODUCTION CAPABILITIES.

WE PLAN TO CREATE A RECORDING STUDIO BY HERSELF AND MUSIC LESSON ROOMS. FINALLY, WE HOPE TO CREATE A MULTIPURPOSE MUSIC STUDIO PROVIDING LIVE STREAM AND VIDEO PHOTOGRAPHY CAPABILITIES TO CREATE CONTENT FOR ALL ARTISTS.

WE HOPE TO COLLABORATE WITH THE PARKS AND RECREATION ACCESS PROGRAM AS WELL TO ALLOW THE ENTIRE COMMUNITY EQUAL USE OF ACBSP RESOURCES TO ARTISTS FOR REHEARSALS, WORKSHOPS AND PERFORMANCES, BE A SUPPORT FOR THE BLACK AND LATINO MUSIC FUND.

WE REQUEST A MOTION FOR INCLUSION OF THE AAPS COMMUNITY IN THE CREATIVE SPACE AND GENERAL MUSIC INDUSTRY CONVERSATIONS.

MOVING FORWARD WITH THE REQUEST, THE SUMMIT TO MOVE INCLUSIVITY A PRIORITY ON BRACKET.

THANK YOU FOR YOUR TIME.

NEXT UP WE HAVE PAT BUTTA.

THANK YOU.

RIGHT.

THIS IS A PASS THROUGH TO I SERVE AS THE EXECUTIVE DIRECTOR OF AUSTIN, TEXAS MUSICIANS.

UM, CAN YOU GUYS HEAR ME BY THE WAY? HELLO? YES, GO FOR IT.

OH, GREAT.

THANKS.

UM, YEAH.

UH, PAT

[00:10:01]

BOONE HERE, I SERVE AS EXECUTIVE DIRECTOR OF AUSTIN, TEXAS MUSICIANS.

UH, I'M HERE TODAY REPRESENTING OUR ACXIOM REACH TEAM WHO WILL BE BRINGING FORTH A PROPOSAL FOR NEEDED CAPITAL IMPROVEMENTS, UH, TO THE DORIS MILLER AUDITORIUM IN THE ROSEWOOD PARK CAMPUS, UH, WHICH HAS SERVED, UH, EAST AUSTIN'S BLACK COMMUNITY SINCE 1942.

UH, AS WE GO FORWARD IN THIS PROCESS, WE DO HOPE THAT OUR PROPOSAL IS CONSIDERED SO THAT THE DORIS MILLER AUDITORIUM MAY SERVE AS A MUSIC AND ARTS HUB FOR ALL OF YOU SOFTEN.

UH, I'D ALSO LIKE TO NOTE THAT ACXIOM REACH, UH, SUPPORTS EQUAL DISBURSEMENTS OF FUNDS TO REINFORCE CREATIVE HUBS FOR OUR BLACK, LATIN, AND ASIAN COMMUNITIES.

AND WE LOOK FORWARD TO WORKING WITH THE LATIN MUSIC COALITION AND WITH THE ASIAN CREATIVES OF GREATER AUSTIN, UH, TO BRING EQUITABLE SOLUTIONS TO EACH UNDERSERVED COMMUNITY.

UH, BUT AS THIS IS A REALLY A UNINFORMATIVE SESSION, I'D JUST LIKE TO ASK A COUPLE OF QUESTIONS HERE TODAY.

UH, NUMBER ONE, WE'D LIKE, UH, THE CITY ATTORNEY TO VERIFY THAT EXISTING CITY OWNED PARK SPACE AND BUILDINGS WOULD BE ELIGIBLE FOR THE BOND, UH, ALLOCATIONS.

UH, NUMBER TWO, WE'D LIKE TO HEAR HOW THE JOINT ARTS AND MUSIC COMMISSION PLANS TO APPLY A LENS OF EDI TO THE BOND DISBURSEMENT.

UH, NUMBER THREE, WHAT IS THE TIMELINE ON REQUESTS FOR PROPOSALS, APPLICATIONS AND FINALLY SELECTION, AND THEN NUMBER FOUR, WHAT TYPE OF GOVERNING BODY, UH, WE'LL BE MAKING THOSE SELECTIONS IN ADMINISTERING FUNDS? UH, I KNOW THIS PROJECT HAS BEEN A LONG TIME COMING FOR THE LAST FEW YEARS.

WE APPRECIATE SO THANK VERY MUCH.

THANK YOU.

NEXT UP.

WE HAVE ALEX, HOW'S EVERYBODY DOING? THANK YOU EVERYONE.

AND THANKS FOR LETTING ME TALK TODAY.

UM, MY NAME IS ALEX VALLEJO AND TODAY I'M SPEAKING ON BEHALF OF EKU AUSTIN, WHICH IS A NONPROFIT ORGANIZATION WHOSE MISSION IS TO STIMULATE CULTURAL REPRESENTATION AND FOSTER ECONOMIC PROSPERITY IN THE MUSIC AND CREATIVE SECTOR THROUGH AN EQUITY, DIVERSITY AND INCLUSION LENS SINCE 2018 RECORDED ADVOCATING INDIVIDUAL MUSIC HUBS FOR THE ASIAN, LATINO, AND BLACK COMMUNITIES, UH, IN 2018 AND 2019, UM, WE PRODUCED AND CURATED THE ONE ROAD AUSTIN SHOW CONCERT, UH, WHERE THE Q AUSTIN SHOWCASING AUSTIN'S DIVERSE MUSIC COMMUNITY, UM, BY FEATURING LOCAL ARTISTS, SUCH AS TOMAR WILLIAMS, RUBEN RAMOS, OLIVER, RAJAH, MANI CASTILLO, DZ BROWN NACA VALLEY, AND ALICIA LYNEE TO NAME A FEW.

I FOUND MY COLLEAGUES AT THE MEXICAN AMERICAN CULTURAL CENTER BOARD AND REQUESTING $2 MILLION FROM THE CRAZIEST BASE BOND TO BUILD A MUSIC HUB AT THE MAC.

UM, THAT WOULD BE PART OF A PHASE TWO OF MATH.

UM, AUSTIN'S MUSIC INDUSTRY CANNOT FLOURISH IN THE FUTURE WITHOUT INCLUSION OF A SIGNIFICANT NUMBER OF MUSIC STAKEHOLDERS FROM EVERY ETHNIC DEMOGRAPHIC.

UH, I WANT TO ADD THAT EEQ AUSTIN RECOGNIZES THE RICH HERITAGE AND CULTURAL CONTRIBUTIONS OF ALL AUSTIN'S MARGINALIZED COMMUNITIES, ESPECIALLY AUSTIN AFRICAN AMERICAN COMMUNITIES.

SO IT'S IMPERATIVE THAT, UH, MUSIC HAS BEEN BUILT IN THE BLACK HISTORIC DISTRICT USING THE CREATIVE SPACE BOND.

AND WE'RE ALSO IN SUPPORT OF A MUSIC HUB AT THE, UH, YOU KNOW, AT THE ASIAN AMERICAN RESOURCE CENTER OR SIMILAR LOCATION.

AND OF COURSE, OVERALL THE GOAL IS TO CREATE EQUAL ACCESS TO OPPORTUNITY IN AUSTIN MUSIC FOR ALL MARGINALIZED COMMUNITIES.

UH, THANK YOU FOR YOUR SERVICE AND FOR LETTING ME SPEAK TODAY UP, WE HAVE AGGIE SANCHEZ.

HI, HI, I'M MAGGIE SANCHEZ AND I'M PRESIDENT OF THE AUSTIN MUSICAL, MY VICE PRESIDENT WITH DUFFY MULLEN.

AND HE USUALLY, UM, WE'RE ATTENDING MEETINGS TO SPEAK ON OUR BEHALF.

UH, SO, BUT BECAUSE HE'S NOT HERE ANYMORE, IT FALLS TO ME.

SO I AM INTRODUCING OUR FULL LISTEN IF HE NEEDED MUSIC AND ART.

OUR PURPOSE FOR OUR ORGANIZATION CREATED GREATER AWARENESS FOR THE KIND OF MUSIC YOU'RE DEDICATED TO THE, AND WE WERE CREATED 15 YEARS AGO IN 2005, AND WE'RE THE OLDEST NONPROFIT ORGANIZATION IN THE OFFICE.

[00:15:01]

UM, UH, SAY THAT THE HUDDLE MUSIC IS THE CENTER OF MUSIC THAT TEXAS IN CLAIM, THE SONG THAT VIEWED, UH, MEXICAN EUROPEAN INFLUENCES WITH THE ELEMENTS FROM, UM, MEXICAN SPANISH EVOLUTION BEGAN IN NORTHERN MEXICO AND TEXAS AND IN THE MID 19TH CENTURY BY A GERMAN POLISH.

AND, UH, AND, UH, THE STATE OF TEXAS HAS NO LONG, NO LONGER THAN THAT.

AND IT'S THE BIRTHPLACE OF THE HONEYMOON AS MANY INCREDIBLE, THE NOTABLE, UH, PIONEERED AND FELLOW FOOD IS CALLED BEHIND THE MUSIC, UM, ROCK AND ROLL CENTURY, HIP HOP, ROCK ADOPTABLE, AND OTHER TYPES OF MUSIC ARE NOT THE SAME RECOGNIZED FOR NOT ALL THE SAME.

UH, UH, WHAT I WANT US TO DO IS, UH, HOPE, UH, GOVERNOR, IF YOU ARE NOT ON THE MENU, MEANING THAT IF YOU'RE NOT AT THE BARGAINING TABLE AND YOU'RE THINKING FINANCIALLY, AND I FEEL BAD POLLUTION, BUT THE KIND OF MUSIC IS AT THE POINT WHERE PEOPLE DON'T UNDERSTAND WHAT IT IS AND, UH, AND IT'S BEING IGNORED AND, UH, UH, NOT INCLUDED IN, UM, CITY OF AUSTIN EVENT.

UM, SO I AM, WE HAVE, WE HAVE, UH, SEVERAL SUCCESSFUL, UH, BLACK PROGRAMS THAT WE DO EVERY YEAR AND WE WILL NOT SPEND IT FOR NINE YEARS.

SO, UM, WE WOULD REQUEST THAT THE CITY, UH, ASSISTANCE AND FUNDING AND THAT WE'D BECOME THE HELLO, UM, PICKED ON THE, UM, WHEN HE COMES TO THE HARLEM MUSIC COALITION.

UM, AND THAT'S BASICALLY WILL BE RECOGNIZED FOR, WE HAVE ACCOMPLISHED FOR 13 YEARS.

WE'VE NEVER BEEN INVOLVED IN THE STATE AND, UH, YES, UH, BEEN INVOLVED WITH A WOMAN IN LATIN MUSIC WORK, AGGIE WHERE OVER TIME.

OKAY.

OKAY.

DO YOU WANT, YES, YES, SIR.

I JUST WANT TO THANK YOU FOR YOUR TIME AND ASK THAT TO, UM, HELP FUND THE, UH, FOR OUR PROGRAMS. UM, A COPY OF MY, MY, EACH TO, UH, THE, UM, I GUESS THE COMMITTEE, I WILL EMAIL IT TO YOU GUYS.

THAT'D BE PERFECT.

THANK YOU.

THANK YOU.

THANK YOU, ART NAVARRO UP NEXT.

YES.

THANK YOU VERY MUCH.

COMMISSIONERS.

I'M THE CHAIR OF THE BOARD IS DAVID PAJAMAS.

I'M HERE TO READ A RESOLUTION THAT MIKE ADVISORY BOARD LAST WEEK, THE RESOLUTION WAS PASSED AS WELL AS IT IS.

THE RESOLUTION IS TO SUPPORT THE CREATION OF A MEXICAN AMERICAN POSTAL CENTER, UH, ASSISTANCE.

UH, AND THEN, UH, AND THEN THE RESOLUTION SPEAKS TO THE RESOLUTION.

I'LL SKIP THAT.

BUT, UM, OFTEN I THINK THE SAME WITH MEXICAN AMERICAN FEMALE MUSIC CONTINUES TO REMAIN IN THE SHADOW OF THE CAPITOL OF THE WORLD.

IN SPITE OF THE FACT THAT THE COMPROMISE 34% OF THE POPULATION AND IS EXPECTED TO GROW EVEN LARGER POPULATION.

WHEREAS THE MEXICAN AMERICAN LATINO MUSICIANS ARE STRUCK BEFORE NEW WAVE

[00:20:01]

AND THE DEVELOPMENT THAT NEW ARE SUPPORTED TO ACHIEVE A THRIVING DIVERSITY, AND THAT COULD HAVE A MUSIC THING.

WHEREAS MUSICIANS, WE A GROUP ADVOCATED FOR OVER A YEAR, 2 MILLION TO DEVELOP A MUSIC, FUCK ME NOW, THEREFORE AT THE EST ADVISORY BOARD OF THE CITY OF , ULTIMATELY IN BOND FUNDS TO THE ESP MEXICAN CULTURAL TO DEVELOP A MUSIC, THE CITY COUNCIL, THE MARKET ADVISORY BOARD IS NOT AFFILIATED ITSELF WITH A NONPROFIT AT THIS POINT OR AN OPERATOR, BUT, UH, WE LOOK FORWARD TO THAT BEING THE NEXT STEP OF ESTABLISHING AN I'M AGREEING WITH THEM AFFILIATION WITH A NONPROFIT.

SO THIS IS AN OPEN CALL, UH, BUT, UH, THE ADVISORY BOARD LOOKS FORWARD TO WORKING, UH, IN, IN THIS ENDEAVOR AS WE ENTER OUR PHASE TWO, UH, FOR THE MAC.

THANK YOU ALL VERY MUCH.

THANK YOU.

UM, AND VERY, VERY QUICKLY.

UM, I WOULD LIKE TO READ A COUPLE OF QUESTIONS THAT WERE SENT TO ME BY ANA MASIELLO, WHO IS UNABLE TO CALL IN THIS MORNING, UH, JUST VERY, VERY QUICKLY DO WE HAVE DATA FOR THE LAST FIVE YEARS, BROKEN DOWN BY RACE ETHNICITY FOR RECIPIENTS OF MUSIC FUNDING.

ARE THERE PLANS IN PLACE TO EVALUATE EQUITY IN THE MUSIC FUNDING? DO WE HAVE DATA ON RACE, ETHNICITY OF ARTISTS THAT RECEIVE FUNDING FROM COVID-19 EMERGENCY FUND AND THE LAST QUESTION, BIGGER CONVERSATION AROUND HOW COMMUNITY LEADERS CAN GET SOME MORE, MORE INVOLVED IN LOOKING AT THE BARRIERS AND CHALLENGES ARTISTS OF COLOR MAY HAVE IN APPLYING FOR FUNDING AND ALSO STRATEGIES TO OUTREACH AND COMMUNICATE THESE OPPORTUNITIES.

I JUST WANTED TO QUICKLY GET THAT AND APOLOGIZE TO MISS MARSIELLE FOR NOT BEING ABLE TO GET HER IN THIS MORNING.

SO WITH THAT, WE CONCLUDE CITIZEN COMMUNICATION.

SO NEXT

[2a. $12 Million Creative Bond Request for Information Overview – Christine Maguire]

WE WOULD HAVE ITEM TWO, A SPECIAL PRESENTATION, $12 MILLION CREATIVE BOND REQUESTS FOR INFORMATION OVERVIEW FROM CHRISTINE MAGUIRE.

CHRISTINE, ARE YOU OKAY? YOU REVIEWED IT.

YES.

HELLO EVERYBODY.

I'VE HAD A ALL SYSTEM CELLULAR ON MY INTERNET, SO THANK YOU, GOOGLE FIBER, BUT WE'RE GOING TO, UH, NOT HAVE ASKED MISS A BEAT ON THIS IMPORTANT CONVERSATION.

AS THE CITIZENS COMMUNICATION IS INDICATED WE HAVE $12 MILLION.

I ASKED AS PART OF A RESPONSE TO ADDRESS EVEN PRE COVID.

UM, THE CITY ARTS AND MUSIC VENUES HAVE SEEN OVER TIME.

SO WE ACKNOWLEDGE IT ISN'T ENOUGH.

HOWEVER, UM, IT IS THE CITY'S INTENT.

AND OBVIOUSLY THE LEADERSHIP THROUGH BOTH THE ARTS AND MUSIC COMMISSION WORKING GROUP THROUGH THEIR RESOLUTION WAS UNANIMOUSLY PASSED EARLY IN THE YEAR.

THAT IS OUR INTENT, WHAT I AM TO DO TODAY.

AND I'M GOING TO ASK THAT SOMEBODY WHO DOES HAVE INTERNET CONNECTIONS CAN SHARE THEIR SCREEN.

THANK YOU SO MUCH.

AND I WILL SAY TWO AND THEN TO A DESK AND THEY CAN ADVANCE TO THE AGENDA.

SINCE WE HAVE SUCH LITTLE TIME, I'M GOING TO SPEND THE BULK OF MY TIME TALKING ABOUT PROCESS AND TALKING ABOUT THE INTENT.

MY ASSUMPTION IS IS THAT, UM, WE HAVE POPULATED A LOT OF BACKGROUND INFORMATION ON THE SPEAK UP, SPEAK UP OFTEN A SITE THAT IS DEDICATED TO THE CREATIVE SPACE BODY.

I ENCOURAGE EVERYBODY ON THE CALL COMMISSIONERS, ANY INTERESTED STAKEHOLDER TO READ THAT INFORMATION IN AND GO INTO THE DOCUMENT LIBRARY.

CAN YOU STILL HEAR ME? YES.

YES.

OKAY.

IF WE CAN ADVANCE TO THE AGENDA, PLEASE, VERY QUICKLY.

I'M GOING TO READ OUT, HAVE AN RFI REQUEST FOR INFORMATION ON THE STREET THAT WAS ISSUED AUGUST 20TH.

IT IS DUE

[00:25:01]

SEPTEMBER 21ST.

SO I ASKED THOSE TWO, UH, WANTED TO PROVIDE INPUT TO ALSO, UH, CONSIDER YOUR QUESTIONS, UM, UM, THROUGH THE RFI PORTAL THAT IS THROUGH OUR PURCHASING OFFICE, JUST TYPE IN THE CITY OF AUSTIN CREATIVE SPACE BOND, R F I, IT WILL TAKE YOU TO OUR PURCHASING WEBSITE.

ANY QUESTIONS TO ME, YOU SHOULD SUBMIT TO THE, UM, EMAIL ADDRESS OF SEAN, BUT THAT IS OUR PORTAL.

AND IT'S NOT THROUGH THIS COMMISSION OR INPUT THROUGH THIS COMMISSION, BUT IT'S THROUGH THE PORTAL.

IS THAT REAL ACTUALLY CURATING RESPONSES TO QUESTIONS.

AND I'LL DO MY BEST TO ANSWER THE QUESTIONS THAT CAME UP FOR CITIZENS COMMUNICATION, AS WELL AS WHAT MIGHT BE HAPPENING WITH THE COUNCIL MEMBERS.

BUT I DO THINK IT'S IMPORTANT TO TALK ABOUT CONTEXT AND PROCESS OF THAT RFI.

PLEASE ADVANCE TO FLY.

I WANT TO GIVE HONOR TO THE JOINT WORKING GROUP, BOTH THE ARTS AND MUSIC COMMISSION, APPOINTED MEMBERS WHO WORKED DILIGENTLY OVER OVER A YEAR WITH A VERY ROBUST PUBLIC PROCESS THROUGH 2019, THE JOINT WORKING GROUP CONSTITUTED AND BIRTHED IN PARTNERSHIP WITH OUR MUSIC DIVISION IN OUR ARTS DIVISION, IN OUR REDEVELOPMENT DIVISION.

UM, WE'RE WITH A NATIONALLY RECOGNIZED CONSULTANT EXPERTISE THROUGH THE CREATIVE ARTS LIBERALIZATION TRUST OUT OF SAN FRANCISCO, SORRY, OUT OF SAN FRANCISCO.

UM, THE CULTURAL ARTS STABILIZATION PRODUCTS, MY POLICY, UM, WHAT CAME UP WAS A VERY ROBUST RECOMMENDATION THAT IN DECEMBER AND IN JANUARY THE COMMISSIONER, THE COMMISSIONER, BOTH RESPECTIVELY ENDORSED, ALL RIGHT, VERY BRIEFLY TO GET, I ENCOURAGE EVERYBODY TO, TO READ THE DOCUMENT IN THE SPEAK UP OFTEN SIZE ISSUE OF EQUITY IS PARAMOUNT AND WAS PARAMOUNT FOR AND UNANIMOUSLY ADOPTED THROUGHOUT THE ENTIRE BASIS OF HOW THE CITY WILL ACTUALLY EXECUTE ON THE $12 MILLION CREATED FACEBOOK AND PRE COVID.

UH, YOU TAKE IT, ARTS VENUES WERE BEING DISPLACED.

SO THERE'S A TWO PRONGED FOCUS.

THE ACCOMPLISHMENT AT THE FARM ONE IS TO ADDRESS PARENT EQUITY RELATED TO RACE AND TO EVERY CULTURE OF A VERY DIVERSE AUSTIN COMMUNITY.

AND THE SECOND WAS REALLY TO ALLEVIATE THE AFFORDABILITY CRISIS AND OBVIOUSLY SPEAK OF IT.

IT'S ONLY BEEN ACCELERATED AND ACCELERATED WITH KOBE.

UM, AND WE HAVE DONE AT THE DEPARTMENT EXTENSIVE STUDIES THROUGH THE COMMUNITY SURVEY THAT OCCURRED IN 2019 AS WELL AS INSPIRED STUDIES THAT WERE ALWAYS ASSUMED, UH, THAT HAS BEEN, UH, DOCUMENTED ROBUSTLY ABOUT THE TYPES OF FACILITIES THAT WOULD BE MOST IMPACTFUL.

AND THAT WAS FLEXIBLE MULTI-USE SPACE, UM, THAT COULD BE USED FOR ARTS AND MUSIC AND IS OPEN AND ACCESSIBLE TO THE PUBLIC.

SO THAT'S GOING TO BE IMPORTANT BECAUSE OF THE NATURE OF THE BONDS AND AS A RECOMMENDATION, IT WOULD BE CITY OF, UH, BUT THE OPERATE THIS, AND, UM, WHAT WAS UNANIMOUS IS THAT THIS IS A FACILITY THAT WILL BE OPERATED BY THOSE WHO ARE REALLY DEEPLY INVESTED AND KNOWLEDGEABLE ABOUT THE INDUSTRY.

SO IT IS WITH THAT, THAT WE ARE OUTLINING A PROCUREMENT PROCESS THAT REALLY IT'S INTENT IS TO ABIDE BY THESE OVERARCHING GOALS.

AND MORE SPECIFICALLY, NEXT SLIDE, SLIDE SIX.

YOU COULD SENSE THE SLIDE SIX.

UM, LET'S TALK ABOUT EQUITY AND THAT IS OBVIOUSLY FRONT AND CENTER AND WHAT'S FRONT AND CENTER.

OTHER RECOMMENDATIONS THAT CAME FROM THE WORKING GROUP IN A JAR AND ENDORSED UNANIMOUSLY BY THE COMMISSION.

WE'RE LOOKING AT EQUITY PERMEATING THROUGHOUT ALL THE DIFFERENT SPACES OF PROCUREMENT AND ALL THE DIFFERENT MEANS OF OPERATIONALIZING THAT THE $12 MILLION AS A LENDER OR MULTIPLE CREATIVE SPACE IN TERMS OF OPERATIONAL PERFORMANCE, IN TERMS OF, UM, WHAT IS CURATED IN THIS SPACE IN TERMS OF MANAGEMENT AND OPERATIONS.

AND IN TERMS OF US REACHING OUT TO THE COMMUNITY TO ACTUALLY DO A PROCUREMENT, HAVING A REALLY ROBUST ENGAGEMENT PROCESS, TO REALLY ACCESS HISTORICALLY MARGINALIZED AND UNDERREPRESENTED COMMUNITIES, THAT'S

[00:30:01]

AT THE FOREFRONT, THIS TYPES OF SPACE.

I HAVE MENTIONED THAT IT'S REALLY FLEXIBLE REHEARSAL SPACE THAT HAS PERFORMANCE EMBEDDED IN IT.

THAT IS ECUMENICAL TO BOTH THE VISUAL ARTS, THE AUDITORY ART AT CETERA, AND PERFORMANCE ART AS AN EDUCATIONAL SPACE.

NEXT SLIDE, PLEASE.

WE, WE ONLY HAVE $12 MILLION, UM, UH, RIGHT NOW.

SO THE BOND.

AND SO WHAT THE FOCUS WAS THEN IS THAT WHEN THE LAST DOLLAR IS SPENT ON THE 12 MILLION, WHAT WILL BE OPENED, IDEALLY IS A SPACE READY TO ACTIVATE SO TURNKEY.

SO THAT'S, UH, THAT'S A PHRASE WHERE ONCE YOU OPEN THE DOOR, IT IS NOT A COLD, HARD SHELL.

UM, BUT IT IS ACTUALLY ABLE TO BE ACTIVATED SO $12 BILLION IN THOSE REAL ESTATE MARKETS.

WE COMPLETELY DOLLARS DOES NOT GO THAT FAR.

THE, UH, JOINT WORKING GROUP WAS ALSO VERY FOCUSED, UM, ON LOCATION.

AND THESE LOCATIONS ARE IN A SENSE AREAS THAT HAVE REALLY BEEN HIT HARD PRE COVID, UH, EVEN WHERE THERE'S BEEN SIGNIFICANT DISPLACEMENT AND SHUTTERING OF ARTS AND MUSIC VENUES.

THAT DOESN'T MEAN THAT THINGS ARE EXCLUDED, BUT THESE ARE PREFERENTIAL AREAS.

AND IT'S JUST THIS GUIDANCE TO, UM, OUR BROKERAGE AND HOW WE'RE GOING TO SOLICIT, UH, RED.

RASPIN LIKE TO TALK ABOUT IT'S WHAT HAVE WE DONE LATELY? AND THEN WHAT WE HAVE IS WE'VE REALLY SOLIDIFIED A PROCUREMENT PROCESS.

HAVING BUILT ON THE FOUNDATION OF THE, UH, ARTS AND MUSIC COMMISSIONER RECOMMENDATION.

UM, WE HAVE A PROCUREMENT PROCESS I'VE REALLY COME FORTH WITH OUR ABILITY TO PURCHASE OR SECURE.

AND I USE, WHEN I SAY PURCHASE THIS, I CAN BE AT LEAST SOME KIND OF LEASE STRUCTURE, OR IT COULD BE AT MY FEET PURCHASE.

UM, AS WELL AS CURATING, WHO COULD BE THE OPERATOR OF THE SPACE.

AND WE CAN KNOWLEDGE THAT THERE'S A BROAD DIVERSITY OF THE TEETH, POTENTIAL OPERATORS IN A BROAD DIVERSITY OF STATES.

SO WE NEED TO THINK THROUGH HOW TO OPTIMIZE HOW WE ACTUALLY RENOVATE THE SPACE TO MAKE IT OPERATIONAL BASED ON THE OPERATOR TO WISH TO SHOW UP AND ARE QUALIFIED AND ARE READY AND WILLING TO BANISH THE STATE.

SO THAT IS WHAT WE'VE DONE.

WE'VE ISSUED AN RFI THAT SEEMS UPON, AS YOU CAN TELL, AND IT ACTUALLY IS CUT AND PASTED THAT RECOMMENDATIONS OF THE WORKING GROUP IN THE RFI AND WHAT IS REALLY IMPORTANT, PLEASE ADVANCE THE SLIDE.

10 THERE'S DOTS, FORMATION THAT WE'RE CURATING FROM THE RFI IS GOING TO HELP US BE MORE TARGETED AND DIRECT AND REALLY MOVE QUICKLY THROUGH WHAT IS GOING TO BE A CONSERVATIVE PROCESS.

THAT REALLY IS A THREE PRONGED APPROACH THAT I WILL TALK ABOUT IN JUST A SECOND.

I DO ENCOURAGE EVERYONE SINCE TIME IS LIMITED HERE TO GO BACK AND WATCH THE PRESENTATION TO THE MUSIC COMMISSION, AND THEN RESPECTFULLY TO THE ARTS COMMISSION ON A 28 2019 PRESENTATION THAT I DID RELATED TO OUR EXPERIENCES ON PATH, RELATE TO ARTS AND MUSIC THAT COME FROM PROPOSITIONS VERY SIMILAR AND IDENTICAL TO THE PROPOSITION, WHICH THIS $12 MILLION WAS VOTED AND APPROVED ON.

THAT IS CALLED CULTURAL FACILITIES AND LIBRARIES.

WHAT IS VERY DIFFERENT AND UNIQUE ABOUT THIS 12 MILLION AND WHY OUR PROCUREMENT PROCESS IS STRUCTURED THE WAY IT IS IT'S STOPPED THE LANGUAGE THAT THE VOTERS APPROVED HAVE MANY UNKNOWNS.

WE DID NOT SPECIFY LOCATION, BUT DID NOT SPECIFY PARTNER.

SO IT WAS VERY GENERAL AS TO THE TYPE OF YOUTH.

AND BECAUSE OF THIS, WE HAVE TO HAVE A TRANSPARENT AND DILIGENT PROCUREMENT PROCESS THAT HAS THE ANSWER VIA WHO AND REPS WITHIN THE CONFINES OF WHAT IS PROPOSITION B.

NEXT SLIDE, PLEASE.

PROPOSITION B IS FORMALLY IN THE PROPOSITION THAT IMPLIES, THEN IT WOULD STATE EXPLICITLY IMPLIED OR EXPLICIT PUBLIC USE PUBLIC, NOT PRIVATE, SO IT'S NOT ECONOMIC DEVELOPMENT, AND IT CAN'T BE USED FOR ECONOMIC DEVELOPMENT PURPOSES.

AND THAT IS WHY ATTORNEYS ARE PAID THROUGH THE ATTORNEY GENERAL'S OFFICE.

AND THROUGH OUR BOND

[00:35:01]

COUNSEL IS TO ENSURE THAT THE COVETOUS TO THE VOTERS AND THE PLEDGES TO THE BOND HOLDERS ARE GOING TO BE PRESERVED.

AND THAT WE ARE MORE IN THE BLUE ZONE THAN WE ARE IN THE RED.

WE HAVE PAST PROJECTS THAT WERE EXPLICITLY NAMED IN TERMS OF PARTNER, LOCATION, AND TYPE THAT WE'RE ABLE TO MIGRATE MORE INTO THE RED IN MORE COMPLEX OWNERSHIP STRUCTURE.

IT DOESN'T MEAN WE CAN'T, BUT BECAUSE WE WEREN'T BECAUSE THE BONDS WERE FAIRLY GENERAL, WE NEED TO WALK MORE DILIGENCE STEPS BECAUSE OF THE TYPE OF MONEY THAT WE HAVE.

AND BY THE NATURE OF THE BUSINESS, IT'S A PUBLIC PROCUREMENT THROUGH THE SYDNEY.

SO, UM, LET'S GO TO SLIDE 14.

I'M GOING TO TRY TO STOP IN 10 MINUTES.

UM, THIS IS, UH, WE HAVE BASICALLY THREE, UH, PLEASE THAT WE ARE THE CITY WE ARE SECURING.

WHAT IS A PIECE OF PROPERTY? UH, THE SECOND IS AN OPERATOR BECAUSE THE CITY ISN'T A GOOD OPERATOR.

WE, WE DON'T WANT TO OPERATE IT.

WE AGREE WITH THE RECOMMENDATION OF THE COMMISSION.

AND THEN THE THIRD IS REALLY CONTINGENT ON DELIVERING THE RENOVATED THAT COULD GET A CERTIFICATE OF OCCUPANCY, AND THAT IS THE DELIVERY PARTNER OR DELIVERY METHOD.

WE NEED TO KNOW ABOUT THE OPERATOR TEAM OR TEAMS, CAUSE IT CAN BE ONE OR MULTIPLE OR PROPERTY OR PROPERTIES.

IF WE COULD SECURE ONE OR MULTIPLE OF WHO'S GOING TO SHOW UP.

AND WHO'S REALLY QUALIFIED.

HE REALLY HAS HIS PHONE BUSINESS PAGE FOR A PARTICULAR SPACE, AND WE WILL CUSTOMIZE AND WRAP AROUND THE DELIVERY OF THE RENOVATED SPACE.

UM, WHEN BOTH OF THE OTHER TWO EQUATIONS ARE STALLED, NEXT SLIDE, THAT'S OUR PROCUREMENT PROCESS AND HOW WE'RE GOING TO ROLL.

UH, WE ARE CURRENTLY, UM, THROUGH THE OPERATOR PROCUREMENT PROCESS THAT LEADS TO REQUESTS FOR INFORMATION THAT IS OUT ON THE STREET.

YOU DON'T NEED IT, RESPOND TO IT IF YOU WANT TO BE CONSIDERED AS A POTENTIAL OPERATOR.

SO IT TECHNICALLY IS NOT PART OF A NORMAL DELIVERY PROCESS.

THE REASON WHY WE'VE ISSUED THIS RFI IS A WAKE EVERYBODY UP AND LET EVERYBODY ABOUT GUYS IT'S HAPPENING.

AND IT'S HAPPENING PRETTY SOON TO INFORM EVERYBODY OF THE PROCESS AND TO HELP REALLY INFORM STRATEGICALLY WHERE OUR BROKERS ARE GOING TO BE LOOKING FOR SPACE AND FOR US TO GET INFORMATION TO BETTER INFORM THE EXPENSIVE PARTNERSHIPS THAT ARE OUT THERE THAT REALLY SEE THEMSELVES AS PARTICIPANTS PARTICIPATING IN SPACE TO MAYBE GIVE US IDEAS AND DIRECTION TO OUR BROKERS AND LOOKING AT DIFFERENT TYPES OF SPACE AND TO HELPING US JUST REALLY TWEAK AND CALIBRATE WHAT WILL BE INCORPORATED INTO A VERY NEAR TERM REQUEST FOR QUALIFICATIONS AND REQUEST FOR PROPOSALS FROM POTENTIAL OPERATORS.

SO WE'RE TAKING EVERYTHING UP WITH THIS, GO TO THE NEXT SLIDE.

AND I TALKED ABOUT THIS SLIDE, THIS, UM, THE RFI IS DUE SEPTEMBER 23RD.

WE'RE GOING TO TAKE JUST A FEW WEEKS TO REVIEW THAT INFORMATION INCORPORATED INTO A DRAFT REQUEST FOR QUALIFICATIONS.

SLIDE 17, PLEASE.

NEXT TIME PLEASE.

AND THEN WE'RE GOING TO DO, IT WAS, I WOULD SAY AT THE BEGINNING OF NOVEMBER, UM, PRIOR TO THANKSGIVING, BUT DEFINITELY BEGINNING OF NOVEMBER, HOPEFULLY WE COULD PUSH IT, UH, LATE OCTOBER TO ISSUE A REQUEST FOR QUALIFICATIONS.

THIS IS A FORMAL, THIS IS THE BEGINNING OF A FORMAL PROCESS FOR A POTENTIAL OPERATOR OPERATOR TEAM TO COMMIT WHAT WILL BE QUALIFICATIONS, THE QUALIFICATIONS, UH, ABOUT CAPABILITIES, KNOWLEDGE, AND THE ABILITY TO, TO BE ABLE TO OPERATE MULTIPLE FACILITIES.

UM, IT IS ALSO GOING TO BE, UM, IMPORTANT FOR EVERYBODY TO RECOGNIZE ON THIS CALL AND TO KNOW THAT THERE WILL BE A DOWN SELECTION, MEANING WE MIGHT HAVE, FOR EXAMPLE, 10 SUBMISSIONS THROUGH SCHOOLING TO BE, UH, UH, RIGOROUS.

[00:40:01]

UM, AND IT'S GOING TO BE DETAILED IN THE RFQ, UH, THREE CRITERIA AND SCORING SYSTEM.

AND THERE WILL BE A DOWN SELECTION, MEANING ONLY THE MOST QUALIFIED OPERATORS WILL BE INVITED TO MOVE TO THE NEXT STEP.

AND THE NEXT STEP IS WHERE IF YOU GO ON TO THE NEXT SLIDE, PLEASE, IT'S GOING TO BE INVITING THIS DOWN SELECTED GROUP OF QUALIFIED, UM, POTENTIAL OPERATORS TO LOOK AT AND REVIEW THE HANDFUL OF PROPERTIES THAT HAVE ALREADY BEEN VETTED BY OUR BROKER AND OUR BROKER.

DURING THIS TIME OF ISSUING THE QUALIFICATIONS IS GOING TO BE VERY BUSY IN TALKING WITH POTENTIAL PROPERTY OWNERS AND MANAGERS ABOUT WHAT PROPERTIES REALLY CAN BE REVIEWED AND, UH, BE REALLY GOOD CANDIDATES.

THE QUALIFIED DOWN SELECTED OPERATORS WILL GET TO WALK THROUGH AND REVIEW HANDFUL OF SPACES.

THIS WILL BE DONE UNDER A NONDISCLOSURE AGREEMENT, SO THAT CONFIDENTIAL, PROPRIETARY INFORMATION SUCH AS NICE AND COLD, UM, CAN HELP INFORM THE QUALIFIED OPERATOR TO THEN NEXT SLIDE, PLEASE SUBMIT PROPOSALS.

AND THOSE PROPOSALS ACTUALLY GO BACK ONE SLIDE PLEASE.

UH, CHRISTINE.

YES.

CHRISTINE, I JUST WANNA LET YOU KNOW THAT YOU'VE GOT TWO MINUTES TO WRAP UP A SLIDE THREE, PLEASE GO BACK A SLIDE.

SO IF YOU COULD GO ADVANCE ONE SLIDE TO THE ISP.

SO WHAT THE SELECTED OPERATORS ARE GOING TO BE SUBMITTING A PROPOSAL, THAT'LL BE, UH, HAVE ACQUISITION PRICE AND ESTIMATED COST OF THE PROPERTIES THAT ARE ALL THE MARKETS THAT HAVE BEEN, UM, PROVEN WORTHY OF FURTHER CONSIDERATION.

AND THOSE PROPOSALS ARE GOING TO BE THERE STILL THE STRENGTH OF THE BUSINESS PLAN AND OTHER CRITERIA.

SO ONLY THE SELECTED OPERATORS WILL BE INVITED TO LOOK AT THE PROPERTIES AND THEN SUBMIT PROPOSALS.

NEXT SLIDE, PLEASE.

WE HAVE VETTED AND GOTTEN INTO UNDER CONTRACT, UH, AND WE SELL THE SCORING AND SELECTION, UH, THE PROPERTIES THAT ARE, UM, REALLY GOOD CANDIDATES THAT HAVE OPERATORS THAT HAVE VERY STRONG PROPOSALS OUT OF SQUARE.

WE WILL KNOW ABOUT, UM, HOW AND WHAT TO, UM, ENGAGE IN TERMS OF A CONTRACTOR, EITHER A FEE DEVELOPER OR A DESIGN BUILDER TO ACTUALLY RENOVATE THE SPACE.

SOME TEAMS, SOME OPERATOR TEAMS MIGHT WALK IN WITH THAT KIND OF EXPERTISE OR KNOWLEDGE.

SOME WON'T, SOME PROPERTIES MIGHT BE DELIVERED BY A C DEVELOPER AS AN OPPORTUNITY.

SOME WON'T.

SO WE DON'T KNOW WHO'S GOING TO SHOW UP IN THIS SPACE SO WE WILL CUSTOMIZE WHATEVER THAT IS TO MEET THE NEEDS.

NEXT SLIDE PLEASE.

NEXT SLIDE.

I'VE ENCOURAGED EVERYBODY TO REVIEW THE INFORMATION ON THE SPEAK UP AUSTIN SITE.

THIS PRESENTATION WILL BE POSTED ON THE SPEAK UP OFF THE SITE, AND IT WILL BE AN ASSUMPTION THAT THIS IS GOING TO BE USED AS A REFERENCE MATERIAL FOR THOSE WHO ARE WISHING TO CONTINUE ON AND ENGAGE IN THE RFQ PROCESS.

UM, RESPECT REQUESTS FOR INSTALLATION ARE DUE ON THE 23RD.

AGAIN, YOU DO NOT NEED TO SUBMIT ANY QUESTIONS OR PARTICIPATE IN THE RFI IN ORDER TO PARTICIPATE IN THE FORMAL SOLICITATION, AND PLEASE KNOW THAT WHATEVER IS SUBMITTED TO THE RFI.

THE REQUEST FOR INFORMATION PROCESS IS SUBJECT TO OPEN RECORDS ACT.

UM, SO WITH THAT, I COMPLETED MY PRESENTATION.

THANK YOU, CHRISTINE, PLEASE STICK AROUND.

CAUSE I'M SURE COMMISSIONER COMMISSION WILL HAVE QUESTIONS WE WANT TO GET TO, UM, OUR NEXT PRESENTATION.

[00:45:02]

WE'LL GET THROUGH THAT.

AND THEN AFTER THAT, WE'LL HAVE MORE OPEN UP QUESTIONS FROM COMMISSIONERS FOR, FOR BUILDING PRESENTATIONS.

THANK YOU.

SO IF WE CAN MOVE ON TO THE NEXT AGENDA

[2b. Austin Economic Development Organization Recommendation to Council Overview – Matthew Kwatinetz]

ITEM, UM, TO BE AUTHENTIC ECONOMIC DEVELOPMENT ORGANIZATION, RECOMMENDATION TO COUNCIL, I, EVERYBODY, I THINK THAT IS ME QBL PARKINS.

UM, I'M MATTHEW .

UM, I'VE BEEN WORKING ON AND OFF AS A CONSULTANT TO THE CITY OF AUSTIN FOR THE LAST 10 YEARS.

UM, MOST RECENTLY I WAS ENGAGED TO, UM, MAKE A PROPOSAL FOR AN ECONOMIC DEVELOPMENT ORGANIZATION AND A CULTURAL TRUST.

AND I WANTED TO JUST GIVE YOU A VERY BRIEF UPDATE ON WHERE WE ARE WITH THAT.

AND, UM, SOME SUGGESTIONS FOR YOUR CONSIDERATION.

NOW THAT NME MIGHT BE HELPFUL IN, UM, WHAT YOU PROPOSE.

SO, UM, JUST AS A BASIC BACKGROUND, THIS CONTRACT THAT I'VE BEEN UNDER HAS BEEN GOING SINCE ABOUT NOVEMBER, IT'S BEEN IN FOUR PHASES AND WE'RE IN THE FINAL PRESENTATION RECOMMENDATION STAGE WITH COUNSEL.

WE'VE DONE INTERVIEWS OF ABOUT, UM, 90 PLUS DIFFERENT ORGANIZATIONS AND INDIVIDUALS.

MOST OF THEM WE'VE DONE TWO TO THREE SESSIONS AND ITERATED ON THESE PROPOSALS MULTIPLE TIMES WITH COUNCIL STAFF.

I MEAN THE ORGANIZATIONS, NONPROFITS AND OTHER FOLKS IN GOVERNMENT.

THE MAIN PURPOSE HERE IS TO CREATE WHAT WE CALL IN THE ECONOMIC DEVELOPMENT INDUSTRY, A PUBLIC REAL ESTATE DEVELOPER.

THAT'S A STRATEGY THAT HAS BEEN PROVEN, UM, IN ABOUT SIX OR SEVEN DIFFERENT CITIES AROUND THE COUNTRY.

THE IDEA IS TO RATHER THAN FIGHT THE REAL ESTATE INDUSTRY OR DO PUBLIC PRIVATE PARTNERSHIPS THAT JUST ENRICH THEM AT THE EXPENSE OF THE COMMUNITY TO CREATE A REAL ESTATE DEVELOPMENT ENTITY THAT WORKS FOR THE PUBLIC AND DOES NOT TAKE THOSE PROFITS.

ALL THE MONEY'S JUST BUILT BACK TO THE CITY TO SUPPORT POLICY.

UM, AND THIS ENTITY CAN OWN AND OPERATE REAL ESTATE, CHARITABLE DONATIONS, INVESTMENT DOLLARS, ET CETERA.

WE'VE DONE A SERIES OF PEER CITIES CONFERENCES AROUND THE NATION BRINGING, UM, UPWARDS OF 17 OR 18 CITIES TOGETHER.

IT'S CONSISTENTLY AS SHOWN AS THE BEST STRATEGY FOR IMPROVING COMMUNITY AFFORDABILITY AND PUBLIC BENEFITS.

THE PROJECT LIST THAT HAS BEEN PROPOSED FOR THIS ORGANIZATION TO START, UM, HAS BOTH MAJOR PROJECTS AND ONGOING CITY PROJECTS.

THE MAJOR PROJECTS PROPOSED WE'RE WORKING ON SOUTH CENTRAL, WORKING WITH T U, UM, AND ESPECIALLY ON, UM, SOCIAL JUSTICE ISSUES THERE, ESPECIALLY GIVEN THAT HISTORY OF DEVELOPMENT THERE.

UM, HMM.

AND, UH, I DON'T THINK I NEED TO TELL THIS GROUP, ALL THE, ALL THE HISTORY THERE, BUT THERE'S A REAL OPPORTUNITY TO USE THIS MOMENT TO TURN THAT AROUND, UM, BEFORE, UM, WHATEVER HAPPENS WITH THE DOES, UM, AND THEN A CULTURAL TRUST HAS BEEN A HUGE PORTION OF THE DESIRE FOR THIS ENTITY, UM, WITH DEDICATED RESOURCES AND PERSONNEL TO SUPPORT, NOT JUST ANY PARTICULAR BOND ISSUANCE, BUT IN THE OVERARCHING STRATEGY, TECHNICAL ASSISTANCE AND DEVELOPMENT PROGRAM THAT WOULD ENSURE THE TREATMENT OF CULTURAL INFRASTRUCTURE BROADLY SPEAKING AS INFRASTRUCTURE IN THE CITY AND MAKING SURE THAT IT IS AFFORDABLE IN PERPETUITY.

UH, IN ADDITION, THERE'S ONGOING CITYWIDE PROJECTS, UM, SUPPORTING THINGS LIKE PUBLIC PRIVATE NEGOTIATIONS, HELPING TO NAVIGATE ALL THE DIFFERENT PUBLICLY OWNED SITES, WHETHER THEY'RE OWNED BY THE CITY OR OTHER FORMS OF GOVERNMENT, WE'VE SPOKEN TO MOST OF THEM ALL ARE VERY EXCITED ABOUT THE OPPORTUNITY TO HAVE SOMEONE IN THEIR CORNER WORKING FOR THEM, UM, WITHOUT A PROFIT MOTIVE, TO TRY TO GET THE BEST OUTCOMES THAT WE CAN IN INCLUSIVE GROWTH, UM, WHICH IS ECONOMIC GROWTH THAT IS PAIRED WITH SOCIAL JUSTICE, CULTURAL AFFORDABILITY, SUSTAINABILITY, LOCAL BUSINESSES, UM, AND BASICALLY THE THINGS THAT MAKE IT POSSIBLE FOR FAMILIES TO LIVE IN A CITY.

SO I'M JUST HIGHLIGHTING THE CULTURAL TRUST.

ONE OF THE RECOMMENDATIONS THAT WE MADE FOR CONSIDERATION WAS LEVERAGING THIS $12 MILLION FACILITIES BOND TO A HUNDRED MILLION PLUS.

UM, THAT'S A PRETTY STANDARD TECHNIQUE THAT WE'RE PULLING FROM MULTIPLE OTHER CITIES.

WE THINK IT WOULD BE A REALLY GOOD THING TO CONSIDER.

UM, WE ARE NOT INVOLVED IN ALL THE CONVERSATIONS THAT YOU ALL ARE, BUT, UM, ANOTHER THING THAT WOULD HAPPEN IF THIS ORGANIZATION IS PUT IN PLACE IS MILLIONS OF DOLLARS WOULD BE SAVED, UM, IN BROKERAGE FEES AND CONSULTANT FEES.

THIS, THIS ENTITY WOULD JUST WORK FOR THE CITY, UM, AND WOULD GET ITS MONEY THROUGH SUCCESSFUL TRANSACTIONS OR, UM, MANAGEMENT OF SPACES, OR JUST CROSS SUBSIDIZE OTHER PROJECTS TO HELP SUPPORT THIS PROJECT.

UM, THE IDEA IS THAT THE ENTITY COULD HELP THOSE ORGANIZATIONS, WHETHER THEY ARE OPERATORS OR DEVELOPERS OR NONPROFITS OR INDIVIDUALS MANAGE SPACES AS MUCH AS THEY NEED, BUT IT HAS AGAIN, HAS NO PROFIT MOTIVE.

IT DOES NOT NEED TO DO THAT WITH SOMEONE THAT'S CAPABLE OF DOING THAT ON THEIR OWN.

GREAT.

LET THEM DO THAT.

IF NOT, UM, THERE'LL BE A PROFESSIONAL, UM, KIND OF CONSULTANT, ASSET MANAGEMENT AND DEVELOPMENT ENTITY, UM, THAT WORKS ON BEHALF OF THE CULTURAL COMMUNITY.

[00:50:01]

UM, WHY DOES IT WORK? UM, IT WORKS BECAUSE YOU'RE AGGREGATING LOTS AND LOTS OF DIFFERENT PROJECTS THAT NORMALLY SPEAKING IN PUBLIC PRIVATE MONEY IS LEAVING THE GOVERNMENT AND THE TAX PAYING TO INCENTIVIZE PRIVATE ACTORS FOR DOING THINGS LIKE CONSUMMATING, BROKERAGE TRANSACTIONS OR BOND TRANSACTIONS.

WHEN YOU HAVE THE ENTITY IN HOUSE AND YOU COMBINE ALL THESE, THERE'S A LOT OF EXTRA MONEY.

AGAIN, THIS IS A PRACTICE THAT HAS WORKED IN MANY, MANY CITIES ACROSS THE, UM, CROSS SUBSIDY ALSO ALLOWS SOME PROJECTS TO HELP OTHER PROJECTS WITHOUT GOING THROUGH, UM, VERY LARGE, UH, UH, UM, DIFFICULTIES AND TRYING TO FIGURE OUT HOW TO REALLOCATE MONEY.

UM, SO IT ALLOWS DIRECT SUPPORT OF COMMUNITY DEVELOPMENT PROJECTS THAT SOMETIMES ARE RESTRICTED BECAUSE OF PARTICULAR BOND LANGUAGE OR BECAUSE OF PARTICULAR LEGISLATION LANGUAGE.

YOU WANT TO DO SOMETHING AND YOU'RE KIND OF, UM, UH, HAVING AN ISSUE.

UM, SO I WANT TO JUST JUMP AHEAD A LITTLE BIT AND TALK TO YOU, WHY A CONSULTANT TALKING ABOUT ECONOMIC DEVELOPMENT AND THOSE, ANYTHING TO TALK TO A CULTURAL GROUP, UM, AND MUSIC GROUP.

UM, MY BACKGROUND IS ACTUALLY IN, UM, CULTURAL ENTERTAINMENT, ARTS AND MUSIC PRODUCTION.

UM, THAT'S HOW I GOT INTO ECONOMIC DEVELOPMENT.

I'VE FOUGHT IN MULTIPLE COMMUNITIES TO PRESERVE, UM, CULTURAL AFFORDABILITY TO HELP DO DEALS WITH ARTISTS.

UM, I STARTED OUT, UM, AFTER I, I GREW UP AROUND NEW YORK, IT WAS TOO EXPENSIVE FOR ME TO START THEATERS, WHICH IS WHAT I ALWAYS WANTED TO DO WITH MY LIFE.

HOW DID I GET HERE? I DON'T KNOW, BUT, UH, I WOUND UP MOVING TO SEATTLE, WHICH AT THE TIME HAD THE MOST ARTISTS AND THEATERS PER CAPITA, ANYWHERE IN THE COUNTRY.

I SAT FRONT ROW AS IT WAS DESTROYED.

UM, I FIRST, YOU KNOW, BUILT THIS ART CENTER THAT BECAME A PLACE WHERE PEOPLE CAME TO TRY TO BE PROTECTED FROM THAT WE BANDED TOGETHER AND EVENTUALLY MARCHED ON CITY HALL.

WE BROUGHT OVER 600 PEOPLE TO CITY HALL AND CREATED A FRAMEWORK THAT NOW IT WAS BEING MIMIC NATIONALLY FOR THE LAST 10 YEARS CALLED AN OVERLAY DISTRICT.

UM, THE CULTURAL OVERLAY DISTRICTS, UM, WERE CREATED TO PRESERVE AFFORDABILITY AND DIRECT SOME OF THE EXTRA PROFITS FROM DEVELOPMENT AND GENTRIFICATION BACK INTO THE COMMUNITIES AND SOCIAL JUSTICE.

SO, UM, THAT IS, UH, SOMETHING THAT HAS, UH, WORKED OVER THE COURSE OF THE LAST SEVERAL YEARS THAT IS STILL HAPPENING IN SEATTLE.

AND THEN, UM, IN NEW YORK CITY WHERE I WORKED AFTER THAT, UM, I WAS ABLE TO STEWARD, UM, ONE OF THE LARGEST, UH, AFFORDABLE REAL ESTATE PROGRAMS IN THE COUNTRY.

UM, WE DID, UH, SEVERAL HUNDRED THOUSAND SQUARE FEET IN THE COURSE OF TWO YEARS, UM, TO DELIVER AFFORDABILITY BASED ON A QUANTITATIVE METRIC.

THAT'S SIMILAR TO SOMETHING THAT WE STARTED DEVELOPING, UM, WITH YOU UNDER A PREVIOUS CONTRACT CALLED, UM, CAMP, UM, THE CULTURAL ASSET MAPPING PROGRAM, UM, WHERE WE WERE STARTING TO DO SOME OF THE WORK THAT COULD SUPPORT, UM, WHAT YOU WOULD BE ABLE TO DO.

UM, SO FINALLY, JUST IN TERMS OF THE CREATIVE SPACE BOND, UM, THE RECOMMENDATION, AGAIN, THAT I'D MAKE FOR YOUR CONSIDERATION IS, IS GREAT WORK BEING DONE THAT, UM, CHRISTINE DESCRIBED WITH THE RFP.

UM, I THINK THAT THERE ARE SEVERAL WAYS IF THIS ENTITY GETS UP AND RUNNING, UM, TO SUPPORT THAT AND LEVERAGE IT INTO A MUCH LARGER AMOUNT OF MONEY, OUR INITIAL ESTIMATES, UM, PUT THAT AT CLOSE TO A HUNDRED MILLION DOLLARS.

IT DOES FOLLOW ALL THE LANGUAGE THAT WAS REFERENCED BY CHRISTINE.

UM, AND WE HAVE LOOKED THROUGH ALL OF THE ATTORNEYS BOND.

IT WOULD BE DATA DRIVEN AND REQUIRED SOME KIND OF ORGANIZATIONAL MATCH AND CREATE AFFORDABLE INFRASTRUCTURE THROUGHOUT, UM, THE INTEGRAL PROJECTS INSTEAD OF, UM, ONE OR TWO, THERE WOULD HAVE TO BE SOME KIND OF UTILIZATION REQUIREMENTS, I THINK.

SO WE'LL MAKE SURE EVERYBODY'S ON MUTE PLEASE.

OKAY.

SO THERE WOULD HAVE TO BE SOME KIND OF UTILIZATION REQUIREMENTS AND REALLY AN ENCOURAGEMENT FOR ORGANIZATIONS THAT DIDN'T NEED TO USE A SPACE MORE THAN 70% OF THE TIME TO COOPERATE WITH OTHERS, TO LOWER THE COSTS OVERALL TO THE TAXPAYER SUPPORTING THIS KIND OF PROGRAM.

ANYWAY, IF THE, UH, THE NEXT STEPS ON THIS WOULD BE A CITY COUNCIL APPROVAL WHERE WE'RE COMING UP ON A BOAT AND THEN HAD RECENT WORK SESSIONS.

AND, UM, WITH THAT, I'D LIKE TO CLOSE AND, UM, AND MOVE ON TO THE QUESTION PERIOD.

WOW.

I'VE GOT THE FIRST QUESTION, I GUESS, CAUSE, UM, I WATCHED, I WATCHED YOUR PRESENTATION TO COUNCIL AND I NOTED THAT COUNCIL NUMBER KITCHEN POINTED OUT THAT THIS IDEA OF LEVERAGING THE BOND FOR ADDITIONAL FUNDS WAS JUST AN IDEA.

UH, AND I JUST WANTED TO CLARIFY THAT THIS IS NOT, UM, WHERE IS IT IN TERMS OF A REALITY, RIGHT? LIKE I KNOW COUNCIL HAS TALKED ABOUT IT, BUT LIKE COUNCIL MEMBER SAID DURING THE MEETING, IT WAS, IT WAS JUST AN IDEA.

AND RIGHT NOW YOU'RE SAYING, YOU KNOW,

[00:55:01]

THAT IT'S STILL JUST AN IDEA, IT'S THE PROPOSAL.

UM, BUT I WANT TO KNOW ABOUT IT GOING, YOU KNOW, IT, HASN'T BEEN VETTED BY LAW, WHERE ARE WE WITH, UH, BECAUSE THE VOTERS APPROVED THE BOND AND THAT HAS CERTAIN LANGUAGE, LIKE, I'M CURIOUS LIKE HOW THIS IS EVEN IN THE MIX NOW.

JAIME YES.

DEPUTY DIRECTOR JUST WANT TO CLARIFY THAT WE ARE STILL IN CONVERSATION WITH THE LAW DEPARTMENT AROUND THE $1,200.

UM, AND WE'LL GET BACK WITH YOU ON OUR DETERMINATION AS THE IDEA WAS COUCHED.

UH, WE STILL NEED TO THOROUGHLY BIT THAT CONCEPT.

THANK YOU.

SO LOVELY.

I THINK THE HOPE WAS TO, UM, MAKE SURE THAT PEOPLE ARE AWARE THAT IDEAS OUT THERE IN CASE THEY FIND THE IDEA, SOMETHING THEY WANT TO PURSUE.

I OBVIOUSLY HAVE NO PERSONAL INTEREST IN WHAT HAPPENS, BUT THIS IS SOMETHING THAT'S BEEN DISCUSSED, UM, FOR MANY MONTHS NOW AND BECAUSE THE RFP IS HAPPENING, WE'RE HERE.

UM, UM, WE JUST WANTED TO MAKE SURE YOU WERE AWARE THAT THAT IDEA WAS OUT THERE.

COMMISSIONER REYNOLDS.

SO I HAVE A QUESTION FOR MATTHEW AND THEN A QUESTION GROUP PRISTINE WITH THE 12 TO 100.

I'M NOT SURE I FOLLOWED HOW THAT WORKS REALLY AND WHAT THAT MEANS ON THE MORE IMMEDIATE IMPACT ON 12 MILLION VERSUS A LONG TERM IMPACT.

AND THEN WITH CHRISTINE, YOU KNOW, WE'RE GETTING, OBVIOUSLY PEOPLE ARE COMING TO US WITH A LOT OF QUESTIONS ABOUT THE BOND AND LOOKING FOR SUPPORT FROM US.

UH, AND I KNOW YOU SIT DOWN WITH FOLKS TO DIRECT THEIR QUESTIONS TO YOU.

SO I'M CURIOUS WHAT, UM, WHAT YOU SEE THE, THE, THE TWO COMMISSION'S ROLE IN THE PROCESS FROM HERE ON OUT OTHER, I MEAN, OBVIOUSLY WE'LL BE WANTING TO BE UPDATED AS TO THE PROGRESS AND THE STATE OF THINGS, BUT WHAT DO YOU SEE AS OUR ROLE HERE? I LIKE TO JUMP IN FIRST, IF YOU DON'T MIND, UM, TO, TO TALK AND ADDRESS KIND OF BOTH QUESTIONS.

I KNOW MATT, AND, UM, SAY AS WELL, I WILL SAY THAT WE DEFINITELY NEED THE COMMISSION TO PLEASE SPREAD THE WORD.

AND YOU ARE AN INTEGRAL PART OF MESSAGING AND COMMUNICATING, ESPECIALLY TO THE UNDERSERVED AND UNDERREPRESENTED POPULATIONS.

I THINK Y'ALL ARE CRITICAL.

I DO.

SO WHEN WE TALK ABOUT A FORMAL, UM, ELECTION PROCESS, SO I THINK WE, WE WOULD LIKE TO CONSIDER, UM, UH, HAVING THE ABILITY, UM, TO BE TRANSPARENT, BUT ALSO TO, UM, UH, HAVE A, HAVE A SELECTION PROCESS THAT, UM, IS MORE INFORMED BY INDUSTRY EXPERTS, EXPERTS BY YOURSELF.

SO STAY TUNED MORE ON THAT.

I DO THINK THAT WHAT WE WANT TO ENSURE IS THAT WE ARE GETTING REALLY CONSISTENT INFORMATION.

UM, AND, UM, SO THAT EVERYBODY HAS EQUAL ACCESS TO THE ANSWER RATHER THAN, OH, WE'RE GOING TO SIT HERE AND SOMEBODY NOW HAS SPECIFIC KNOWLEDGE OR MOODY.

I HAVE, UM, ACCESS TO ANSWERS THAT EVERYBODY ELSE HAS TO.

WHAT WE'RE TRYING TO DO IS POD OUR GUM IN THE PURCHASING DEPARTMENT, WE HAVE A Q AND A PORTAL THAT'S PART OF THE RFI.

SO YOU GOTTA LEAVE QUESTIONS JUST FOR THEM TO US THAT I THINK WHAT WE REALLY WANT TO MAKE SURE IS THAT WE KEEP POPULATED, UM, AND MADE VERY PUBLIC, ALL THE ANSWERS IN A CONSISTENT WAY TO PEOPLE'S QUESTIONS.

SO WHAT WE WANTED TO A LEVEL PLAYING FIELD, UH, ROAD SPECIAL ACCESS OR INSIDER ACCESS, UM, AND, AND WE REALLY WANT TO OWN A CLEAR AND TRANSPARENT PROCESS.

LET ME JUST CLARIFY ABOUT THE 12 MILLION THAT WE ARE NOT ON HOLD.

WE ARE MOVING FORWARD WITH OUR PROCUREMENT PROCESS AS I LAID OUT.

AND THEN WHAT WE'RE GOING TO BE DOING IS SUBJECT TO STATE AND FEDERAL LAW OBVIOUSLY.

AND WHAT MIGHT BE THE IDEA FROM A CONSULTANT STILL NEEDS TO BE VETTED, BUT I KNOW THAT TIME IS

[01:00:01]

LONG AND COMING ON THE DELIVERY OF SPACE.

AND SO WE'RE MOVING FORWARD, BUT SINCE EDD IS TIED TO SHEPHERDING BOTH, WE CAN PIVOT AND WE DO HAVE OUTSIDE EXPERTISE AND PARTICULARLY BROKERAGE.

AND I THINK MATT WOULD AGREE THAT IN THE STATE OF TEXAS, YOU REQUIRED IN ORDER TO SECURE PROPERTY AT BROKERAGE LICENSE.

SO RIGHT NOW THIS ENTITY IS NOT CREATED.

IT IS NOT BEEN ENDOWED BY ANY AUTHORITY BY COUNCIL, AND THEN WE'RE MOVING FORWARD AND WE CAN WALK AND CHEW GUM AT THE SAME TIME AND PIVOT WHEREVER WE ARE IN OUR PROCESS THAT WE CAN PIVOT TO ACCOMMODATE DENSITY IS HOW IT FUNCTIONS AND WHAT IT IS IN DAD WITH IT, HASN'T GONE BEFORE CITY COUNCIL.

IT DOESN'T HAVE ANY HUMAN BEINGS WITH A BROKERAGE LICENSE OR WE'RE MOVING FORWARD, GIVEN THE URGENCY AND THE NEED SO WE CAN PIVOT IN REAL TIME.

SO CAN I JUST CHECK ON AND ADDRESS THE QUESTION THAT WAS ADDRESSED TO ME? UM, UH, MATTHEW THEN SYNOVIA FOR US.

THE ONE THING I WOULD SAY IS, YOU KNOW, THIS IS THE FOURTH OR FIFTH CITY THAT I'VE WORKED WITH ON A PROGRAM LIKE THIS, AND I KNOW HOW URGENT IT IS.

I'VE BEEN TALKING ABOUT TRYING TO PRESERVE CULTURAL SPACE IN AUSTIN FOR 11 YEARS NOW, AND URGED ACTION 11 YEARS AGO, IN TERMS OF HOW IMPORTANT IT WAS TO DO SOMETHING.

THE THING THAT I WOULD JUST SAY TO YOU IS THAT $12 MILLION IS NOT ENOUGH MONEY TO MAKE AN IMPACT.

I'M SORRY, IT'S JUST NOT ENOUGH MONEY IN YOUR SIDE CITY.

AND IF YOU SPEND IT DIRECTLY QUICKLY IN ORDER TO GET SOMETHING DONE, WHAT YOU WILL GET DONE IS VERY LITTLE IN TERMS OF THE IMPACT THAT IT HAS ON ALL OF THE PEOPLE HERE.

IT'S JUST NOT A LOT OF MONEY IN REAL ESTATE.

AND IF A LOT OF THAT MONEY GOES TO BROKERAGE FEES AND THE OUTSIDE CONSULTANTS, BY THE WAY OF WHICH I AM ONE.

SO I'M CRITICIZING MYSELF HERE.

I THINK WHAT YOU REALLY NEED TO DO IS GET SOMEONE, WHETHER IT'S EDD DEPARTMENT OR CHRISTINE OR WHOMEVER, IT IS TO DO THE VERY EASY PROCESS TO GET THEIR BROKERAGE IN TEXAS AND MATTE, FINISH THIS INTERNAL, LIKE, AND TRY TO FIGURE OUT IF YOU CAN LEVERAGE IT INTO MORE MONEY.

THIS IS JUST, AS SOMEONE SAID EARLIER, THE FIRST OF THE SERIES OF BONDS, BUT HOW IS IT GOING TO BE EQUITABLE WHEN YOU HAVE A LITTLE BIT, WHEN YOU HAVE SUCH A SMALL AMOUNT OF MONEY.

AND I THINK ONE OF THE THINGS THAT WE LEARNED FROM OTHER CITIES THAT WORKS REALLY WELL IS LEVERAGING IT.

AND, UM, I THINK THAT IT WAS COMMISSIONER REYNOLDS, WHO SAID, HOW DOES THAT WORK? I DON'T UNDERSTAND THE WAY IT WORKS IS THE WAY YOU DO A NORMAL REAL ESTATE DEAL IS THAT THERE'S SOME AMOUNT OF DOWN PAYMENT AND SOME AMOUNT OF BORROWED MONEY.

NOW THIS GETS CONFUSING CAUSE THE CITY BORROWED MONEY AS A BOND, BUT LET'S NOT CONFUSE THAT AND SAY, THE CITY IS PUTTING IN SOME MONEY.

IF YOU ALSO HAVE SOME ORGANIZATIONS OR FOUNDATIONS PUT IN SOME OF THE EQUITY AND THE AMOUNT OF EQUITY THAT YOU GET IN TOTAL FROM THAT IS SAY 20% THAT SAY YOU TAKE 10 OF THE 12 MILLION AND USE THAT AS EQUITY MATCH IT WITH ANOTHER 10 MILLION FROM THE COMMUNITY.

MAYBE IT'S 10 ORGANIZATIONS THAT 1 MILLION EACH, AND YOU HAVE THAT 20 MILLION, WE GO OUT AND BORROW AGAINST RENT OR MORTGAGE IN ORDER TO GAP THE REST OF THE 80, THE CITY DOESN'T BORROW.

BUT, UM, IT'S BORROWED, UM, PROBABLY FROM, UH, SOMETHING LIKE AIDC, WHICH IS AN EXISTING BONDING ENTITY IN THE, IN THE CITY.

WE'RE PROUD, ALLOWS YOU TO DO WHEN WE RAN THE NUMBERS FOR A BUNCH OF DIFFERENT EXISTING ORGANIZATIONS AND WHAT THEIR RENTS ARE, THEIR RENTS WOULD GO DOWN, IT WOULD BE PERMANENTLY AFFORDABLE AND YOU CAN LOWER THE TAX BURDEN, SHARE MANAGEMENT, ET CETERA.

CHRISTINE POINTS OUT, YOU KNOW, WHILE THIS HAS BEEN IN FRONT OF THE COUNCIL FOR THREE OR FOUR TIMES, AND WE'VE MAPPED WITH EVERYONE AND THEY'RE ALL EXCITED ABOUT IT.

IT IS TAKING A REALLY LONG TIME TO HAPPEN.

AND SO IT'S VERY IMPORTANT THAT THE RFI THAT WENT OUT DID GO OUT AND THAT WE KEEP MOVING FORWARD BECAUSE WE DO NEED TO DO SOMETHING THAT I WOULD JUST ENCOURAGE YOU ALL TO PUSH OR SIMPLE IS IMPACTFUL ENOUGH TO SERVE ALL OF YOUR COMMUNITIES AND NOT SOMETHING THAT TURNS OUT TO JUST BE LIKE, LOOK, WE DID SOMETHING THAT'S ALL WE CAN DO BECAUSE THERE'S REALLY A LOT MORE THAN 12 MILLION.

THAT'S GOING TO BE NEEDED TO MAKE ANY SIGNIFICANT DENT IN CULTURAL AFFORDABILITY AND LOSTON SYNOVIA THAN FLORES.

THEN I HAVE COMMENTS.

I MEAN, I WENT TO THE END WHEN YOUR QUESTIONS, COMMISSIONER FLORES, YOU'RE STILL MUTED.

YEP.

SORRY ABOUT THAT.

UM, WELL THANK YOU ALL FOR THAT PRESENTATION AND FOR BRINGING IT TO OUR ATTENTION.

UH, MY, I GUESS IT'S MORE OF A COMMENT I'M WITH,

[01:05:01]

UH, COMMISSIONER RENTALS IN THE SENSE THAT, YOU KNOW, HOW DOES THIS ALL WORK AND WHAT DOES THAT DO TO THE TIMELINE AND ALL OF THAT PROCESS? I APPRECIATE THE FACT THAT THERE COULD BE OTHER MONIES AVAILABLE, BUT I ALSO DON'T KNOW HOW THE PROCESS BRING IN OTHER PLAYERS.

THEN IT WOULD BECOME THE TAIL WAGGING THE DOG.

I WOULD LIKE TO MAKE SURE THAT THE INTENT OF WHAT WE DID, UH, AS AN ARTS AND MUSIC COMMISSION TO ASSIST AND HELP, AND FOR ARTISTS AND MUSIC GROUPS TO HAVE SPACE, UM, YOU KNOW, THAT THAT REMAIN OF THE INTENT OF THE USE OF THIS MONEY.

I DON'T WOULD LIE.

I DON'T WANT TO SEE ANYTHING DERAIL.

I DON'T WANT TO SEE THE INTENT OF WHAT THIS MONEY IS SUPPOSED TO BE USED FOR.

UH, YOU KNOW, BE SHIFTED OVER TO SOME MARK, UH, COMMUNITY DEVELOPMENT OR WHATEVER OTHER PROJECTS ARE, ARE IN THE LINE.

I WOULD MAKE, I WANT TO MAKE SURE THAT, UH, WE HONOR WHERE WE STARTED HERE AND I HAD AGREED 12 MILLION.

ISN'T A LOT OF MONEY.

IT'S WHAT WE COULD GET.

WE ASKED FOR 40 AND GOT 12.

AND, YOU KNOW, IT'S, UM, UH, I DON'T UNDERSTAND ALL THESE, YOU KNOW, ECONOMIC, I MEAN, THE DEVELOPMENT PROJECTS THAT YOU WERE TALKING ABOUT, IT SOUNDS LIKE IT MIGHT TAKE A LOT OF TIME AND BRING IN A LOT OF PLAYERS.

I JUST DON'T WANT, I DON'T WANT THEM TO OTHER PLAYERS BECOME THE DRIVERS OF WHAT THIS IS GOING TO DO.

I WOULD LIKE TO, I UNDERSTAND YOUR BACKGROUND AND CULTURAL PRESERVATION AND, UH, I APPRECIATE EVERYTHING YOU'VE DONE AND IT SOUNDS WONDERFUL, BUT I JUST, I GUESS THAT'S OFTEN WHERE I'M GOING TO LEAVE IT.

I WANT TO MAKE SURE THAT WHAT WE INTEND TO DO WITH THE 12 MILLION IS GOING TO BE CARRIED FORWARD BY WHATEVER, IF THERE COULD BE THIS PARTNERSHIP OR THIS LEVERAGE FOR OTHER DOLLARS, UH, AND I'LL STOP THERE TO, UH, THANK YOU.

I WOULD JUST WANT TO ENSURE BOTH COMMISSIONS, AS CHRISTINE MENTIONED, PROCEEDING DOWN THE PATH WITH THE $12 MILLION AND TO HONOR EVERYTHING THAT THE CONDITIONS HAVE WORKED IN WORDS, IN TERMS OF EQUITY AND AMENITIES, IF OPPORTUNITY PRESENTS ITSELF TO PIVOT, WE WILL STILL PROCEED WITH THE IDEAS AND HONORING YOUR WORK.

SO THAT WILL NOT BE LOST.

AND I WANT TO OFFER TO BOTH COMMISSIONS TO HAVE A STANDING ITEM GOING FORWARD SO THAT WE ARE PRESENTING.

AT LEAST I WILL PRESENT THE SAME INFORMATION TO BOTH COMMISSIONS.

IT WILL BE UP ON OUR SPEAK UP PASTA BECAUSE TRANSPARENCY IS IMPORTANT TO US.

AND SO I DEFINITELY WANT TO OFFER THAT UP, UM, UH, TO BOTH COMMISSIONS, TO HAVE A STANDING ITEM.

AND IF WE HAVE SOMETHING TO PRESENT, WE WILL.

AND IF NOT, WE CAN STILL DEFER IT, BUT AT LEAST KEEP A STANDING ITEM ON YOUR BOTH AGENDAS.

THANK YOU.

SO NOVA, JUST TO MAKE SURE EVERYBODY'S MUTED, IF YOU'RE NOT SPEAKING.

UM, SO I JUST WANTED TO ECHO WHAT COMMISSIONER FOREST IS.

YOU KNOW, WE HAVE, WE'VE DONE A LITTLE BIT.

YOU CAN HEAR ME, YOU CAN MEET YOURSELF, YOU'RE STILL IN THE MEETING.

EVERYONE ELSE, PLEASE STAY MUTED.

UH, I'LL CONTINUE WITH MY COMMENT, UH, FROM THE CITIZENS COMMUNICATIONS TO THE PRESENTATION, FROM MY PERSPECTIVE, THERE IS A CLEAR DISCONNECT.

THE COMMUNITY IS UNDERSTANDING THE BOND IN ONE WAY, AND WE HAVE WORKED ON AND UNDERSTAND THE BOND IN ANOTHER.

WE MEANING MUSIC AND ARTS COMMISSION PLUS STAFF.

UM, I APPRECIATE THE INTRODUCTION OF THIS OPPORTUNITY WITH THE ECONOMIC DEVELOPMENT ORGANIZATION.

UM, BUT EVERYONE NEEDS TO KEEP IN MIND THAT THAT IS STILL JUST AN IDEA.

IT IS JUST AN OPPORTUNITY LIKE SYNOVIA SAID, IF, IF IT WORKS OUT, THEN WE CAN BE READY TO PIVOT.

BUT I THINK FOR TODAY'S TAKEAWAY, WE NEED TO MAKE SURE THAT THE COMMUNITY UNDERSTANDS WHAT THE CREATIVE SPACE BOND IS NOW AND WHAT WE'RE MOVING FORWARD WITH.

NOW WHAT'S IN THAT RFI, WHAT ARE THE GUIDELINES THAT THE JOINT WORKING GROUP CAME UP WITH? BECAUSE THAT'S WHERE THE, UH, UH, EDI CA THE PRIORITY OF EQUITY WAS WRITTEN DOWN AND THAT'S WHAT STAFF IS FOLLOWING.

SO, YOU KNOW, THOSE QUESTIONS THAT CAME UP DURING CITIZEN'S COMMUNICATION ABOUT HOW WE'RE COMMITTING TO EQUITY, WE'VE DONE THAT WORK.

IT'S THERE.

WE JUST NEED TO SHARE IT WITH THE COMMUNITY AND MAKE SURE THEY UNDERSTAND WHERE TO FIND IT.

UM, SO, YOU KNOW, CHRISTINE SAID THAT SHE AVAILABLE FOR QUESTIONS.

LET'S BE CLEAR ABOUT WHO THE COMMUNITY IS GOING TO GO TO.

RIGHT? CAUSE THE QUESTIONS FOR RFI ARE GOING TO SEAN, BUT I DON'T BELIEVE SEAN KNOWS THE FULL HISTORY OF WHAT WORK WE'VE

[01:10:01]

DONE.

SO I WANT HIM TO BE CLEAR ABOUT WHO ARE PEOPLE SUPPOSED TO ASK QUESTIONS REGARDING THE SPACE BOND? HI MATE, FOR NOW ALL QUESTIONS AROUND THE RF, I SHOULD GO TO SEAN WILLETT.

OH, OKAY.

I, I'M GOING TO SAY THIS PUBLICLY SO THAT THE COMMUNITY MEMBERS KNOW IF YOU ARE INTIMIDATED FOR SOME REASON, OR IN SOME FORM OF REACHING OUT TO CITY STAFF, PLEASE KNOW THE ARTS AND MUSIC COMMISSIONERS ARE HERE FOR YOU, ASK US QUESTIONS.

WE WILL GET YOU THAT INFORMATION WE CAN BE THAT GO BETWEEN, UM, WE, WE REALLY NEED THE COMMUNITY TO UNDERSTAND WHAT IT IS WE'VE DONE, WHERE WE'RE AT AND HOW ARE WE GOING TO MOVE FORWARD.

UM, SO LET'S MAKE SURE THAT WE ARE COMMUNICATING, WE ARE PROVIDING THAT ACCURATE INFORMATION OF, OF WHAT WE KNOW NOW I WOULD LIKE TO, UH, TO ECHO WHAT CHAIR CASTILLO HAS SAID IS THAT WE ARE HERE AS COMMISSIONERS TO HELP PEOPLE UNDERSTAND THIS PROCESS AND TO HELP NAVIGATE IT.

UM, THERE IS OBVIOUSLY STILL A LOT OF, OF NOT MISCOMMUNICATION, BUT MISUNDERSTANDING IN THE COMMUNITIES, UH, AS, UM, CHAIR CASTILLO SAID, BECAUSE, YOU KNOW, IT'S THE, THE DECISION MAKING PROCESS IS OUT OF THE COMMISSION'S HANDS.

AT THIS POINT, WE HAVE DONE OUR WORK IN, GOT THOSE RECOMMENDATIONS ON HOW WE WANTED THE PROCESS TO FRICK, INCLUDING A VERY ROBUST, YOU KNOW, UM, EDI KIND OF OVERLAY IN THAT PROCESS.

UM, AND SO IT'S NOT UP TO US TO MAKE THESE FINAL DECISIONS.

THIS WILL BE DONE BY A
