UM, IT LOOKS, WE WILL HAVE, UH, STAFF REPORTS AND BRIEFING ON SOLAR READY PROVISIONS PLAN REVIEW BY THE CITY OF AUSTIN DEVELOPMENT SERVICES DEPARTMENT.

WE'LL ALSO HAVE AN UPDATE ON ELECTRICAL VEHICLE AND INFRASTRUCTURE PROGRAM.

TO THANK YOU ALL FOR CONTINUING TO FOCUS ON IMPROVING EQUITY AND ASSISTED, UH, CITY SUSTAINABILITY PROGRAMS. SOME OF THE LOW INCOME TASK FORCE RECOMMENDATIONS MADE TO COUNCIL WERE ADOPTED BY A E AND SOME WERE NOT EITHER WAY.

YOU MAY CHOOSE TO CHAMPION SOME OF THEM.

THE NUMBER ONE WAS INCREASED TRANSPARENCY, WHICH WE ALL ALL ALWAYS WANT.

UM, BUT SPECIFICALLY TO, UM, THIS, THESE PROGRAMS, UH, OUR RECOMMENDATION WAS TO HAVE SOLAR ON AFFORDABLE HOUSING ROOFTOPS WITH FRACTIONAL BILLING.

THEY ADOPTED THAT HALF OF THE MULTIFAMILY REBATE BUDGET GOING TO AFFORDABLE HOUSING.

THEY ADOPTED THAT.

UM, WE RECOMMENDED WEATHERIZATION PROGRAMS INTEGRATED WITH THE HOME REPAIRS.

UM, I DON'T THINK ANYBODY'S FIGURED OUT HOW TO MAKE THAT HAPPEN.

UM, AND 10% OF THE KW GOAL TARGETING LOW AND MODERATE INCOME HOUSEHOLDS BY 2022, WE MIGHT EVEN ADD A KW REDUCTION GOAL TO THAT AS WELL.

AND THEN LASTLY, UM, THE ECAD ENERGY GUIDES NEED TO GO ONLINE.

UM, SO THAT WILL DRIVE, UH, ENERGY EFFICIENCY AND MULTIFAMILY HOUSING, WHETHER IT'S AFFORDABLE OR NOT.

UM, TRANSPARENCY IS THE ONLY WAY THAT YOU CAN, UH, OFFER ASSISTANCE AND DIRECTIONS AND INCREASING EQUITY IN THESE PROGRAMS. UM, OTHERWISE FUNDS GOING TOWARDS LOW AND MODERATE INCOME TAX RATE PAYERS WILL JUST GO ON USE LIKE THEY DID IN 2019 AND THE MULTIFAMILY PROGRAM.

I DON'T KNOW IF ANYONE RECEIVED, I SENT OUT A REFERENCE DOCUMENT THAT HAD OUR REPORT.

UM, YOU ALL PUSHED BACK AND THEY PUT OUT A CONTRACT AND AWARDED IT A TWO AND A HALF MILLION DOLLAR FIVE YEAR CONTRACT, UH, TO CLEAR RESULTS.

UM, I HAVEN'T SEEN A PLAN.

I'D LOVE TO SEE A PLAN.

I THINK SMITTY WHEN THE RCA CAME UP, UM, YOU KNOW, YOUR QUESTION IS, ARE WE GOING TO GET WHAT WE PAID FOR? I'D LOVE TO SEE A PRESENTATION ON WHAT THE PLAN IS OR WHAT THEY'RE DOING, OR AT LEAST WHAT BENCHMARKS THAT THEY HAVE ACHIEVED IN THIS, UH, YOU KNOW, TWO AND A HALF MILLION DOLLAR CONTRACT OVER FIVE YEARS.

UM, I LOVE THE PIPELINE THAT THEY'RE DOING BECAUSE Y'ALL GAVE THEM A BLANKET RCA FOR COMMERCIAL AND MULTIFAMILY.

UM, BUT I'D LOVE TO SEE THEM ADD KWH AND KW AND GREENHOUSE GASES TO ALL PROJECTS, EVEN THE ONES THAT ARE SMALLER THAN $61,000.

UM, THE OTHER IS THE ECAD ENERGY GUIDE NEEDS TO GO ONLINE.

UH, I THINK EVERYBODY LOVES IT.

UM, FOR COMMERCIAL, I DON'T HAVE A LIST OF WHAT WE DON'T REVIEW FOR NECESSARILY IF JENNIFER OR KELLY HAVE ANY OTHER SPECIFIC EXAMPLES, BUT WE DO NOT REVIEW 100% OF THE CODE IN PARTICULAR FOR ACCURACY IN CERTAIN AREAS.

UH, I JUST THINK IT'S UNACCEPTABLE BASED ON SOME OF THE TRAGEDIES THAT COULD HAVE BEEN PREVENTED IN THAT PARTICULAR LAKESIDE COMMUNITY THAT WAS OUTSIDE THE RANGE OF ANY OF THE BUILDING INSPECTORS THAT MIGHT'VE COME FROM MARRIOTT AND THE BUILDERS KNEW IT.

AND AS I REFERENCED, THERE WERE SOME OF VERTEBRAL TRAGEDIES THAT OCCURRED AS A RESULT OF THIS SORT OF, UM, NOBODY'S WATCHING THIS KIND OF ATTITUDE THAT THE BUILDING COMMUNITY TOOK.

SO THANKS FOR BRINGING THIS TO OUR ATTENTION.

IT MIGHT BE, I WAS WONDERING IF I CAN ADD THAT WE DO INSPECT FOR MAJOR ISSUES.

UM, SO WE HAVE PRIORITIZED LICENSING ISSUES OVER OTHER AREAS OF THE CODE, BUT WE DO HAVE AREAS THAT WE CANNOT REVIEW FOR AHEAD OF TIME.

AND THAT LEADS TO ISSUES IN THE FIELD WHEN WE'RE HAVING TO DO CORRECTIONS AFTER THE FACT.

UM, I GUESS BACK TO SOLAR, READY TO AT LEAST CHECK, I GUESS, EITHER IN PLAN REVIEW OR IN THE FIELD FOR BOTH RESIDENTIAL AND COMMERCIAL, WHAT IS THE NUMBER OF STAFF THAT YOU WOULD NEED TO ACHIEVE THAT? HUH? WELL, WE HAVEN'T ANALYZED THE NUMBER OF STAFF SINCE THE ORDINANCE WAS ADOPTED.

UM, I, I WOULD LIKE TO KNOW TO WHAT EXTENT I WOULD BE INTERESTED IN US REVIEWING AND INSPECTING FOR THAT WE HAD ORIGINALLY CALCULATED FOR RESIDENTIAL PLAN REVIEW, JUST TO DO THE AMOUNT OF WORK THAT COMMERCIAL IS CURRENTLY DOING FOR REVIEW, JUST IDENTIFYING THAT IT'S BEEN SHOWN ON THE PLANS, UM, AND THAT ANY EXEMPTIONS HAVE BEEN REQUESTED THAT WAS A 15 MINUTE REVIEW, UM, TAKING INTO CONSIDERATION THAT, YES, IT'S QUICK TO LOOK AT THE RECTANGLE ON THE PLAN.

HOWEVER, WE DO THEN END UP HAVING TO HAVE CONVERSATIONS WITH CUSTOMERS AND AFFORDING THEM THE DOCUMENTS THAT ARE NECESSARY SO THEY CAN COMPLY.

UM, SO BASED ON THAT AND THE QUANTITY OF APPLICATIONS WE RECEIVE FOR NEW HOMES, UM, THAT REQUIRED ONE FULL TIME PAY THAT WAS FOR RESIDENTIAL PLAN REVIEW.

NOW THAT NUMBER WAS BASED ON 2015 APPLICATION VOLUMES.

SO WE WOULD NEED TO TAKE A LOOK AT THAT AGAIN, SINCE WE WERE PRETTY CLOSE TO THE ONE FULL TIME EMPLOYEE REQUIREMENT.

AND THAT'S JUST TO CHECK IF THERE IS A BOX THERE, NOT EVEN IF IT'S THE RIGHT SIZE OR ORIENTATION.

YEAH.

WE ALSO PROVIDE CONSULTATIONS WALK-IN CONSULTATIONS.

AND SO STAFF, UH, WE HAVE TO CONSIDER THAT THOUGH, BE ADDING TIME TO THEIR CONSULTATION AND IN ORDER TO DIRECT CUSTOMERS TO THE RIGHT PLACE.

UM, BUT WITHOUT REQUIRING THEM TO HAVE THE TRAINING TO UNDERSTAND EXACTLY WHERE THAT NEEDS TO BE LOCATED ON THE ROOF.

UM, I, IT WOULD BE HARD FOR ME TO SAY EXACTLY, I DON'T KNOW.

WE HAVE LOOKED AT EXACTLY HOW LONG IT WOULD TAKE TO MAKE SURE THAT EVERYTHING IS IN THE CORRECT LOCATION.

UM, WE'RE ALSO EXPANDING THAT BY DEPLOYING CHARGING INFRASTRUCTURE FOR ALL OF THOSE VEHICLES AT VARIOUS CITY OF AUSTIN FACILITIES TO SUPPORT THEM.

UH, SO FAR WE HAVE 93 LEVEL TWOS, UH, PORTS AT 20 DIFFERENT FACILITIES, AND WE'RE LOOKING AT WAYS TO BE MORE FLEXIBLE AND REALLY SUPPORT FLEET IN, UH, ENTITIES LIKE OUR BUILDING SERVICES DEPARTMENT, TO BE ABLE TO PROVIDE ELECTRIC CHARGING INFRASTRUCTURE MORE RAPIDLY AS THESE VEHICLES COME ONLINE THROUGH DIFFERENT CONTRACTING MECHANISMS, AS WELL AS FUTURE-PROOFING OUR NEW FACILITIES, TWO PRIME EXAMPLES BEING THE NEW, UH, HIGHLY MALL DEVELOPMENT SERVICES CENTER, AS WELL AS THE NEW AUSTIN ENERGY HEADQUARTERS IN, UH, NEXT SLIDE PLEASE.

AND AS MORE GRANT OPPORTUNITIES COME UP THAT COULD EXTRACT THIS, UH, TO SUPPORT THAT CAPITAL METRO, ALONG WITH AUSTIN ENERGY, DEVELOP THE NORTH OSS BOOK, NORTH OPS BUS DEPOT, UH, OFF MCNEIL DRIVE AS A CHARGING FACILITY FOR OVER 200 BUSES ONSITE, UH, AUSTIN ENERGY CAPITAL METRO WORKS TOGETHER PRETTY EARLY ON IN THE DEVELOPMENT OF THAT TO MAKE SURE THEY FUTURE-PROOF THAT FACILITY.

SO ALL THE THINGS THAT YOU DON'T WANT TO COME BACK AND DO LIKE DIG UP, UH, CONCRETE AND LAY LARGE CONDUITS, ENSURING THAT THERE'S ADEQUATE SPACING FOR TRANSFORMERS AND UTILITY INFRASTRUCTURE ON SITE, TO MAKE SURE THAT THOSE WERE INCLUDED WITHIN THE CIVIL AND ELECTRICAL DESIGN, UM, THAT THEY WERE DONE UP FRONT AND NOT HAVING TO RETROFIT FACILITIES.

SO, SO WE DO NOW HAVE A PILOT FOR FLEET AND INFRASTRUCTURE.

SO WE'RE TAKING A LOOK AT THE TECHNOLOGY.

WE DO HAVE A WAITING LIST FOR PEOPLE TO BE NOTIFIED AS SOON AS IT BECOMES AVAILABLE.

AND THEN IT'S ALSO UNLIMITED CHARGING AT HOME AS LONG AS YOU'RE NOT CHARGING DURING PEAK AND CHARGING DURING PEAK ACTUALLY QUITE CUMULATIVE, THEY CAN GO UP TO 41 CENTS PER KILOWATT HOUR IF YOU CHARGE DURING FEE.

SO IT TRULY IS A TIME OF YOU SHEDDING.

IT'S JUST MORE OF A DIFFERENT WAY TO MANAGE YOUR BILL RATHER THAN A BIG COST SAVINGS.

UM, BUT TO ANSWER YOUR QUESTION IS WE ARE CURRENTLY EVALUATING THAT PROGRAM.

WE ARE LOOKING AT SOME OF THAT.

WE KIND OF WANT THE TECHNOLOGY TO RAMP UP A LITTLE BIT BETTER ON TO BE ABLE TO REMOVE THAT SUB METER MORE THAN THE TELEMATICS OF THE VEHICLE ITSELF TO MAKE IT SCALABLE, PASS THAT 100, BUT IT HAS BEEN A, SO FAR SOME VERY GOOD LESSONS LEARNED AND WE HOPE TO OPEN IT UP.

SO THAT'S WHY WE WENT WITH THE, WITH THE SUB METER.

UH, IT ALSO ALLOWED US THE EASIEST WAY TO INTEGRATE IN WITH OUR BILLING SYSTEM CCNB.

AND SO THAT'S REALLY GIVEN US THE GRANULARITY WE WANT, BUT TO YOUR POINT, I THINK THAT'S REALLY WHERE IT'S GOING TO BE SCALABLE.

UH, IT'S ALSO WHY TODAY, UH, EVEN THOUGH WE'RE NOT USING IT FOR THIS PILOT, IS IF SOMEONE BUYS A WIFI ENABLED LEVEL TWO HOME CHARGER, THE REBATE CAP IS A LITTLE HIGHER TO ENCOURAGE THAT THE RE REBATE CAP IS $1,200 VERSUS 900 OR NON-WIFI ENABLED.

CAUSE THAT WILL VERY LIKELY HAVE THAT COULD STRONGLY BE THE PATHWAY MOVING FORWARD.

THIRD WOULD BE THE TELEMATICS OF THE CAR THAT COULD POTENTIALLY BE THE MOST INTERESTING BECAUSE IT'S REALLY ABOUT THE CAR THAT DOES THE CHARGING.

SO NOT ONLY COULD YOU MONITOR OR MANAGE THAT WHEN IT'S AT HOME CHARGING, BUT ALSO WHEN IT'S AWAY IN DIFFERENT STATIONS, THE MAIN BARRIER THERE IS, UM, OEM PARTICIPATION AND REALLY WANTED TO SAFEGUARD THAT RELATIONSHIP AND HOW THAT DATA WORKS.

BUT, UH, BUT THAT'S AN EXCELLENT POINT AND THAT WILL LIKELY BE THE TECHNICAL SOLUTION THAT SOME SORT OF WIFI VICE IN OUR PROGRAMS KIND OF ARE ALREADY STARTING TO HINT AT RIGHT NOW, AS WE LET THE TECHNOLOGY EMERGE.

AND YET WE'RE STILL LEFT WITH A SIGNIFICANT AMOUNT OF EMISSIONS.

AND THEREFORE WE HAVE TO BE ADDRESSING ALL OF THE, YOU KNOW, ALL OF THE SOURCES, EVEN IF THEIR PERCENTAGE CONTRIBUTION ISN'T HUGE.

AND SO NO LONGER CAN WE JUST SAY, WELL, THAT'S ONLY 10% OR, YOU KNOW, EVEN THAT'S ONLY 5%, SO LET'S NOT FOCUS ON IT.

I THINK THAT WOULD BE AN INTERESTING DISCUSSION TOPIC, UM, FOR THIS COMMISSION IN PART, BECAUSE WE DO KNOW THAT HOME REPAIR, UM, IN MANY CASES CAN PREVENT IMPLEMENTATION OF, OF WEATHERIZATION AND, AND ENERGY EFFICIENCY SERVICES.

SO I, I THINK WE COULD ARGUE THAT THAT'S WHAT THEY OFFERED YOU, BUT I WOULD BE CURIOUS WHAT THE, WHAT THE COMMISSION THINKS ABOUT THAT.

UM, AND THEN ALSO OPEN TO ANY OTHER TOPICS THAT YOU ALL WOULD LIKE TO ADD, INTERRUPT, COMING MEETINGS.

I LIKED THAT IDEA.

UM, AND ALSO HAVING A DISCUSSION ABOUT WHERE WE SEE OURSELVES HEADED FORWARD, GOING FORWARD, UM, AND MAKING SURE THAT THE ACTIONS THAT WE ARE TAKING AS A COMMISSION AND THE TOPICS THAT WE'RE TAKING UP ARE IN LINE WITH, UM, WHAT WE HAD THE, THE WAY THAT WE INTERPRET OUR PURVIEW AS A COMMISSION.

UM, I THINK IT'S IMPORTANT FOR US TO HAVE A GLANCE AT OUR HISTORY, UM, AND THEN TO TAKE A LOOK IN AS WELL AT WHAT SOME OF OUR GREATEST SUCCESSES AND FAILURES AND BIGGEST FRUSTRATIONS HAVE BEEN.

UM, AND THE 30 ODD YEARS I GET, UM, HOW LONG AGO THIS COMMISSION HAS STARTED, THAT I'VE BEEN WATCHING THIS.

I THINK THAT THE MOST INTRACTABLE PROGRAM OR PROBLEMS WERE THOSE INVOLVING LOW INCOME AND APARTMENTS.

AND I THINK THAT SPENDING SOME SPECIAL ATTENTION TO THAT ISSUE IS IMPORTANT, ESPECIALLY IN LIGHT OF SOME OF THE EQUITY DISCUSSIONS WE HAVE HAD.

AND IN LIGHT OF THAT MADAM CHAIR, WHEN YOU'RE READY, I HAVE ANOTHER TOPIC TO BRING UP, WHICH IS KIND OF FOLLOWING UP ON THE EQUITY WITH DISCUSSION WE HAD LAST WEEK AND A BEGINNING OF DISCUSSION ABOUT HOW IT IS WE CAN INCREASE PARTICIPATION, UM, AND WHETHER OR NOT COMING UP WITH, UM, LOCATIONS OR OTHER MECHANISMS WOULD HELP US INCREASE PARTICIPATION.
